On April 10th, 2017, Amherstburg Town Council received a presentation from Bruce Krauter, Chief, Essex Windsor EMS, regarding an overview of EMS Services.

Following the presentation, Council passed (2) motions as listed below:

Resolution # 20170410-637 - “That Administration BE DIRECTED to request a report from Essex County to see if there is a way to alleviate the differences municipalities pay for EMS services.”

Resolution # 20170410-638 - “That Administration BE DIRECTED to send a letter to Essex County Council to review the current EMS services and provide the funding necessary to improve the areas that are in need and that the letter be sent to all municipalities and local members of Parliament.”

EWEMS Background • EWEMS is a 24 hour a day, 365 days a year

operation

• The Essex Windsor EMS responded to over103,000 requests for service or coverage in 2016,comprised of ~58,000 patient contacts which~39,000 patient transports.

• Essex Windsor EMS has 12 stations, 38ambulances, 12 emergency response vehiclesand other support vehicles ands trailers.

As you may be aware, the 2017 Federal Deficit Budget raises personal taxes by targeting all municipal politicians, school board trustees, and elected members of municipal utilities boards, commissions, and

, corporations.

On Page 208 of the budget, the Trudeau Liberals removed the tax-exempt portion of remuneration paid to local officials. ·

Introduced in 1947 under the federal Income Tax Act, the purpose of the one-third tax-free expense allowance was to provide "an allowance for expenses incidental to the discharge of the person's duties as an elected officer."

Unlike some elected officials in cities who receive office budgets, car and expense allowances as well as six­digit salaries, this is not the case with most municipal politicians I know, with a majority ofour councillors receiving a base salary of less than $20,000.

As it was described to me by a local Mayor about this tax grab:

"Most municipal Council members in mral areas are already very poorly compensated for the work they do in th.dr communities. As Mayor my hourly compensation is well below minimum wage. I make far less than any other municipal staff person working similar hours on behalf of the m~nicipality. It is e:>.1remely difficult to attract good candidates. into municipal politics now. Removing the 113 tax exemption on Council remuneration without compensating for that loss will make it nigh on impossible. "

It is the expectation of debt-obsessed Ottawa that remuneration will be "grossed-up" (increasing the salary to offset the increased tax payment) so as not to impact the take-horrie pay received by a mayor and councillors. This in tum will boost individual tax bills for elected officials as well as costs to ratepayers, who are already struggling with increasing prope1ty taxes.

Rather than curbing the abuse of taxpayer money this tax grab claims to stop, by eliminating the tax-free provision, Municipalities will no longer be required to review their remuneration by law at a public meeting once during their four-year term.

Municipalities will now be forced to dive1t funds which would be spent on roads, bridges or clean water to reimbursing elected officials . This, along with the increased borrowing costs associated with the federal government's infrastructure bank scheme, will place increased pressure to raise property taxes, making home ownership more unaffordable.

This tax grab is an unfair burden on Canadian Municipalities and local ratepayers. The Trudeau Liberals need to be told their spending problem cannot be solved on the backs of home owners struggling to make ends meet.

Notice of Class Environmental Assessment: Burlington to Westover Transmission Line Refurbishment Project

Dear Mayor Goldring:

I am writing to inform you that Hydro One Networks Inc. (Hydro One) is initiating a Class Environmental

Assessment (Class EA) to refurbish existing transmission infrastructure along its 115 kilovolt (kV) circuits (B5C/

B6C) between Burlington Transformer Station (TS) and Enbridge Westover South Customer Transformer Station

(CTS). The planned Project area, shown on the attached map, spans the City of Burlington and the City of

Hamilton.

Hydro One has identified sections of the existing B5C/ B6C transmission line between Burlington and Westover

that are approaching their end of life and require refurbishment to ensure safe and reliable electricity supply into

the future. The work for the proposed Project includes:

Replacement of existing conductors (wire) between Burlington TS and Enbrg Westover CTS.

Replacement of associated line hardware and shieldwire, as needed between Burlington TS and Enbrg

Westover CTS.

Refurbishment of damaged steel lattice towers (i.e. cleaning, rust removal, coating, and replacement of

steel panels), as needed between Burlington TS and Harpers Junction (JCT).

Replacement of damaged wood poles (approximately 30 structures), between Harpers JCT and Enbrg

Westover CTS.

We anticipate that most work will be completed within the existing transmission right of way with no new land to

be acquired. Where possible, access to the structures will be gained using existing access roads and trails.

The proposed Transmission Line Refurbishment Project is subject to the Class Environmental Assessment for

Minor Transmission Facilities (Hydro One, 2016) process, in accordance with the Ontario Environmental Assessment

Act. The Class EA was developed as a streamlined process to ensure that minor transmission projects that have a

predictable range of effects have feasible environmental mitigation and/or protection measures in place.

As part of the Consultation process, we will first notify property owners living adjacent to the transmission

corridor. These residents will be notified in advance of the broader public in the study area due to access required

to conduct environmental surveys by foot on the existing right of way. The surveys will commence in the first

week of June of this year, and continue throughout the summer and fall. Following this, a broader notification will

also be issued to the property owners within a 200m buffer of the Project area.

A Public Information Centre (PIC) will be scheduled in the fall of 2017. This PIC will provide interested parties

with an opportunity to learn more about the project and the Class EA process, as well as to provide feedback and

discuss any questions or concerns with our project team. We will invite you to the PIC when the details are

confirmed.

Contingent on the outcome of the Class EA process, construction could begin as early as February 2018. The

planned in-service date for this Project is end of March, 2019.

We welcome your comments and feedback regarding this Project. If you are interested, we would be pleased to

arrange a meeting to gather your input and discuss project details. Should there be any update to the project

information provided, I will ensure you are promptly informed.

It is our understanding that Bill 68 - Modernizing Ontario's Municipal Legislation Act is proposing changes to the tax registration proceedings which would end payments out of court for municipalities. The proposed amendment to Section 380 (8) and (9) would see out of court payments revert back to the Crown.

The Municipality ofKillamey at their Regular Meeting of Council held May 17th, 2017 passed Resolution No. 17-198 as this proposed change will have a significant impact on small municipalities.

The Council for the Municipality of Killamey hereby appeals to you Honourable Minister, to reconsider this proposed change for the reasons outlined in the attached resolution.

BE IT RESOLVED THAT the Municipality of Killarney appeal to the Minister of Municipal Affairs to reconsider the proposed change to the Municipal Act, 2001 as a result of Bill 68 regarding tax registration procedures which would end payments out of court for municipalities. The proposed amendment to Section 380 (8) and (9) would see out of court payments revert back to the Crown;

FURTHER THAT tax sale proceedings involve a significant amount of staff time which is an expense to a municipality and it is only fair that municipalities continue to be eligible for these payments out of court;

FURTHER THAT tax sale revenues assist municipalities with various expenditures which to some extent alleviate the burden of the reduction of revenues of various Provincial grants/programs and the continual "downloading" upon small municipalities.

FURTHER THAT this resolution be forwarded to the Premier of Ontario, the Minister of Municipal Affairs, our local MPP's, FONOM, AMO, Ontario Small Urban Municipalities as well as all Ontario municipalities.

The Project

In 2011, the City of Hamilton conducted an environmental assessment for the B-Line Rapid Transit Project under the Transit Project Assessment Process (TPAP) found in Ontario Regulation 231108. An Environmental Project Report (EPR) for this transit project was completed on October 14, 2011 and a Statement of Completion was submitted to the Ministry of the Environment and Climate Change on January 11, 2012.

Subsequently, the City of Hamilton and Metrolinx have prepared an Addendum to the B-Line Rapid Transit Project EPR completed in 2011 , now referred to as the Hamilton 8-Line Light Rail Transit Project {the Project). Metrolinx and the City of Hamilton have revised the original scope of work to include: • design modifications to the 8-Line Rapid Transit Project EPR completed in 2011; • new bus terminal at the McMaster University; • an assessment of a High-Order Pedestrian Connection on Hughson Street connecting the Hamilton

GO Centre on Hunter Street with LRT; and, • an assessment of an Operations Maintenance and Storage Facility (OMSF) where light rail vehicles

would be maintained and stored, along with its run-in track in mixed traffic on Frid Street and Longwood Road to Main Street West, across the Longwood Road bridge and via the Frid Street extension.

Design modifications were made to be consistent with the City of Hamilton's desired LRT design principles promoting "Rapid, Reliable and Safe". A new bus terminal at McMaster was developed to be consistent with the alignment design changes. The High-Order Pedestrian Facility was added to enhance connections between the LRT route and the Hamilton GO Centre and the OMSF was included as a necessary element of the project that had not been fully developed and assessed in the original EPR.

These changes to the Project were determined to be inconsistent with the B-Line Rapid Transit Project EPR completed in 2011. As described in Section 15 (1) of Ontario Regulation 231108, any change that is inconsistent with a previous EPR for which a Statement of Completion was submitted requires an assessment of the impacts to the environment associated with the change and a description of potentially new mitigation measures, including potentially new monitoring systems, in an Addendum to the previously completed EPR.

The EPR Addendum Process

An addendum to the EPR for the Project, included a summary and all other required documents, has been prepared and is now available for a 30-day review period starting May 29, 2017 on the project website (www.hamilton.ca/LRT) and (www.Metrolinx.com/HamiltonLRT) and at the following locations:

These include if the Minister is of the opinion that: • The change to the transit project may have a negative impact on a matter of provincial importance

that relates to the natural environment or has cultural heritage value or interest; or, • The change to the transit project may have a negative impact on a constitutionally protected

Aboriginal or treaty right.

Before exercising the authority referred to above, the Minister is required to consider any written objections to the change to the transit project that he or she may receive within 30 days after the Notice of EPR Addendum is first published.

If you have discussed your issues with the proponent and you object to the identified change to the project, you can provide a written submission to the Ministry of the Environment and Climate Change no later than June 28, 2017 to the address provided below.
