1 C IT Y OF VANCOUVER REGULAR COUNCIL MEETING A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, May 6, 1975, in the Council Chamber, commencing a t 2.00 p.m. PRESENT: Mayor P h illip s Aldermen Bird, Bowers, Boyce, Cowie, Harcourt, Kennedy, M arzari, Rankin, Sweeney and Volrich. CLERK TO THE COUNCIL: D.H. Little. PRAYER. The proceedings in the Council Chamber were opened with prayer. ACKNOWLEDGMENT The Mayor acknowledged the presence in the Council Chamber of students from the Eric Hamber Secondary School, Vancouver, under the direction of their teacher, Mr. Brian Roxburgh-Smith. 'IN CAMERA' MEETING. Council was advised that there were matters to be considered 'In Camera' later this day. ADOPTION OF MINUTES MOVED by Ald. Volrich SECONDED by Ald. Kennedy THAT the Minutes of the Regular Council Meeting of April 22, 1975, with the exception of the 'In Camera' portion, be adopted, after amending Alderman Kennedy's 'LOST' motion on page 17 to read as follows "THAT a Special Committee comprised of the Chairman of the Standing Committee on Finance and Administration, City Manager and the Director of Finance be established to further review Departmental budgets and to take whatever action they deem necessary to effect a further $1 m illion reduction in the proposed 1975 Revenue Budget Estimates in line with the City Manager's recommendation." - CARRIED UNANIMOUSLY Underlining denotes amendment.     "BACKGROUND

    On F eb ru ary 5 , 1974 , C o u n c il approved a L e t te r o f U nd ers tan d in g from th e M in is te r o f P u b lic Works co n cern in g th e B .C . Government Complex to be cons tru c te d on B locks 51 , 61 and 7 1 . T h is l e t t e r in c lu d e d th e fo llo w in g re fe re n c e t o Robson S t r e e t c lo s u re :

    'Robson S t r e e t w i l l be c lo sed between Howe and Hornby S tr e e ts ex c e p t f o r two t r a n s i t lan es o f t r a f f i c . The 8 0 - fo o t w id th on Robson S t r e e t would be r e ta in e d as d e d ic a te d s t r e e t a llo w a n c e and be a v a i la b le f o r a d d itio n a l t r a f f i c la n e s in th e f u tu r e i f th e two proposed la n e s p ro ve to be in a d e q u a te . '

    In d is c u s s io n s betw een th e P ro v in c e and C i t y o f f i c i a l s t h is has been in te r p r e te d to mean th a t :

    (a ) th e P ro v in c e w i l l c o n s tru c t a tw o -la n e t ra n s itw a y on Robson between Hornby and Howe S tre e ts as p a r t o f th e d eve lo p m en t. These two la n e s would be f o r t r a n s i t o n ly and o th e r m otor v e h ic le s would never be p e rm it te d .

    (b) th e C i t y may c o n s tru c t in th e fu tu r e a d d i t io n a l t r a f f i c la n e s f o r n o n - t r a n s it v e h ic le s i f i t so chooses a t i t s own c o s t p ro v id e d th e s e a d d it io n a l t r a f f i c la n e s a re c o n ta in e d w i th in th e e x is t in g d e d ic a te d 8 0 - fo o t s t r e e t a llo w a n c e .

    On Jan u ary 14 , 1975 , C o u n c il, in c o n s id e r in g t h is m a tte r a g a in , passed th e fo l lo w in g m otions:

    (a ) 'THAT Robson S t r e e t , between Howe and Hornby S t r e e ts ,be c lo sed d u r in g th e f i r s t phase o f c o n s tru c t io n o f th e P r o v in c ia l Government com plex, w hich i s e s tim a te d between May, 1975 and A ugust, 1976 , and t h a t r e l i e f from t r a f f i c d is r u p t io n be o b ta in e d by u s in g two la n e s on Robson S t r e e t between Howe and Hornby f o r b o th buses and au to m o b iles d u rin g th e second h a l f o f c o n s tru c t io n o f t h is p r o j e c t . '

    (b) 'THAT th e P r o v in c ia l Government and t h e i r a r c h i t e c t bere q u e s te d to c o n s u lt f u l l y w ith th e C i t y E n g in eer so t h a t th e d e s ig n o f th e s tru c tu re s under Robson S t r e e t be such t h a t any fu t u r e a d d it io n o f t r a f f i c la n e s on t h is b lo c k w i l l be accom plished a t a minimum c o s t . '

    Your o f f i c i a l s have met w ith P r o v in c ia l Government o f f i c i a l s and t h e i r a r c h ite c ts and have th e fo l lo w in g to r e p o r t . T h is r e p o r t w i l l be accompanied by a R eport R e feren ce o f th e C i t y E n g in e e r.

    TRAFFIC PROVISIONS DURING CONSTRUCTION

    W ith re s p e c t to th e f i r s t C o u n c il r e s o lu t io n noted above, nam ely, th a t th e two t r a n s i t la n e s be used by o th e r m otor v e h ic le s d u r in g th e second h a l f o f c o n s tru c t io n to r e l i e v e t r a f f i c , th e P ro v in ce have n o t agreed to t h is s in c e such a p ro v is io n is n o t c o n ta in e d in th e L e t te r o f U n d e rs ta n d in g .

    FINAL ARRANGEMENT

    In o rd e r to im plem ent C o u n c il 's second r e s o lu t io n above, nam ely, th a t th e d e s ig n o f s tru c tu re s under Robson S t r e e t be such t h a t f u tu r e a d d it io n o f t r a f f i c la n e s co u ld be accom plished a t minimum c o s t , th e fo l lo w in g re q u e s ts were made o f th e P ro v in c e :

    (a) S in ce th e d e s ig n o f th e proposed two t r a n s i t la n e s was n o n - l in e a r and wandered between th e two p ro p e r ty l in e s , i t would n o t be p o s s ib le to add la n e s w ith in th e 8 0 - fo o t s t r e e t a llo w a n c e . A c c o rd in g ly , a re q u e s t was made o f th e P ro v in ce to c o n s tru c t th e two t r a n s i t la n e s in a s t r a ig h t l in e and a t a lo c a t io n w hich would l i n e up w ith la n e s to th e e a s t and w e s t.

    (b) S e v e ra l s t a i r w e l ls were lo c a te d in th e P r o v in c ia l d e s ig n im m e d ia te ly a d ja c e n t t o th e t r a n s i t la n e s in such a fa s h io n t h a t a d d i t io n a l t r a f f i c la n e s co u ld no t be c o n s tru c te d w ith o u t rem oving th e s e s t a i r s . A c c o rd in g ly , th e P ro v in c e were asked to move th e s t a i r s away from th e t ra n s itw a y s u f f i c i e n t l y to p e rm it a d d it io n a l la n e s .

    (c ) An e a r th berm was proposed a t th e southw est co rn er o f th eRobson S t r e e t a llo w a n c e . The P ro v in c e were asked tod e s ig n t h is berm in such a way t h a t la n e s co u ld be c o n s tru c te d th ro u g h i t in fu tu r e w ith o u t u n s ig h t ly r e t a in in g w a lls b e ing n ecessa ry .

    The above re q u e s ts o f th e C i ty w ere d iscu ssed a t m eetings betw een P r o v in c ia l and C ity o f f i c i a l s and c o n s t itu te d one a l t e r n a t iv e t h a t would ensure th e a b i l i t y o f th e C i t y to add t r a f f i c la n e s as p e r th e agreem ent betw een th e C i ty and th eP ro v in c e . In a d d it io n to t h i s , a n o th e r a l t e r n a t iv e was d iscu ssed by th eseo f f i c i a l s as d e s c rib e d b e lo w .

    M r. G i le s , th e Deputy M in is te r o f P u b lic W orks, en q u ired as to what th e C i t y 's p o s it io n would be i f th e agreem ent w ere re la x e d t o p e rm it c a rs and o th e r m otor v e h ic le s on th e ab o ve-n o ted two t r a n s i t la n e s w hich th e P ro v in ce would c o n s tru c t . A f t e r d is c u s s io n i t was agreed t h a t a t h r e e - la n e f a c i l i t y u t i l i z e d by b o th t r a n s i t and o th e r m otor v e h ic le s would be adequate from th e te c h n ic a l t r a f f i c p o in t o f v ie w . T h is , however, would r e q u ir e t h a t th e a g re e ment between th e P ro v in c e and th e C ity be a l t e r e d w ith (a ) th e P ro v in c e g iv in g up i t s r ig h t to e x c lu s iv e use o f i t s two la n e s by t r a n s i t , and (b) th e C i ty g iv in g up i t s r i g h t to add any number o f a d d it io n a l la n e s (o th e r th an th e one noted a b o v e ). T h is c o n s t i tu te s th e second a l t e r n a t iv e d is c u s s e d .

    T h is w ould , in e f f e c t , a l t e r th e term s o f th e agreem ent c o m p le te ly . Under t h is arrangem ent th e P ro v in c e would u n d e rta k e to p ro v id e p e d e s tr ia n c o n t in u ity p o s s ib ly on i t s own p ro p e r ty a long Robson S t r e e t . The s t a i r s would have to be a lte r e d v e ry l i t t l e in r e la t io n to t h is arran g em en t.

    The above a l t e r n a t iv e s w ere co n s id ered by th e P ro v in c e and on A p r i l 24 M r. G ile s in fo rm ed th e E n g in e e rin g D epartm ent by te le p h o n e t h a t a lth o u g h th e te c h n ic a l changes o u t l in e d above were n o t a s e rio u s prob lem , th e y w ere not co m p atib le w ith th e P ro v in c e 's b a s ic u n d ers tan d in g t h a t Robson S t r e e t would be perm anently c lo sed to n o n - t r a n s it v e h ic le s . A c c o rd in g ly , th e P ro v in c e would not a g re e w ith e i t h e r o f th e a l t e r n a t iv e s o u t l in e d above. M r. G ile s s ta te d t h a t a l e t t e r from th e M in is te r o f P u b lic Works would be coming to th e C ity c o n firm in g t h is . He a ls o s ta te d t h a t th e P ro v in c e would assume co s t r e s p o n s ib i l i t y f o r moving s t a i r s in th e fu tu r e .PRESENT SITUATION

    W ith o u t th e changes re q u e s te d o f th e P ro v in c e i t w i l l n o t be p o s s ib le to c o n s tru c t th e re q u ire d a d d it io n a l t r a f f i c la n e s w ith in th e 8 0 - fo o t r ig h t -o f -w a y . A c c o rd in g ly , n e ith e r o f th e r e s o lu t io n s o f January 14, 1975 , can be im plem ented a t th e s t a f f l e v e l .

    As noted in p re v io u s r e p o r ts i t w i l l be necessary t o e l im in a te th ee x c lu s iv e bus la n e on Howe S t r e e t s in c e one la n e w i l l be used f o r c o n s tru c tio n purposes o f th e B .C . Government complex and a v e ry c o n s id e ra b le in c re a s e in t r a f f i c co n g e s tio n on Howe is ex p e c te d . W ith re g a rd to t r a f f i c on Robson S t r e e t i t s e l f , th e o n ly p o s s ib i l i t y is th a t t h is w i l l d iv e r t t o o th e r s t r e e ts o r avo id th e downtown p e n in s u la e n t i r e ly . C a p a c ity o f a d ja c e n t p a r a l l e l s t r e e ts is no t adequate t o absorb th e s e t r a f f i c volumes in th e peak h o u rs .

    " The Supervisor o f Property & Insurance reports as fo llo w s : -

    "The C ity C le rk on November 28 , 1971, forw arded a request from C ity C ouncil to the S upervisor o f P ro perty & In su ran ce , f o r a progress re p o rt on the conversion o f the C o n tin e n ta l H o te l from the "Bridge Y " , to a res idence f o r o ld e r persons.

    On November 1 , 1971, the P ro p e rty & Insurance O ff ic e assumed the respons i b i l i t y fo r the premises and proceeded to c a rry out the t r a n s i t io n in accordance w ith the commitments agreed to between th e C ity and the D epartment o f Human Resources.

    Close contact has been maintained w ith the C ity Manager who has been in communication w ith Mr. Norm L ev i, M in is te r o f Human Resources and h is Deputy, Mr. Sadler. A number o f questions regarding improvements in fu r n ishings, meal service and ren t le v e ls have now been more o r less re solved. Some trends as to acceptance by prospective occupants are now ind icated and a more d e f in it iv e rep ort can now be submitted.

    On November 12 , 1971, C ouncil approved the re p o rt o f th e C ity Manager, which s ta te d in p a r t , th a t he had met w ith M r. S ad le r and reached agreement on the fo llo w in g p o in ts : -

    - The Continental Hotel to be occupied by e ld e r ly men and women o f lim ite d income.

    - The C ity to b rin g the s tructure up to by-law requirements.Estimated cost between $75,000 and $100,000 to be charged to the P ro v in c ia l Government.

    - The P ro v in c ia l Government to continue payments o f operating, management and maintenance expenses.

    - The C ity to manage the b u ild in g through the Property and Insurance D iv is ion and to charge fo r services rendered.

    Council also authorized the h ir in g o f the necessary s ta f f and the expenditure o f up to $100,000 fo r necessary a lte ra tio n s and purchase o f fu rn itu re .

    F ir e By-law requirem ents and necessary re p a irs and re d e c o ra tin g have been completed a t a cost o f n e a r ly $ 1 0 ,000 .

    O rig in a lly the rooms were equipped w ith a s te e l frame cot and a u t i l i t a r i a n chest o f drawers. F i f t y rooms have now been furnished w ith a box spring and mattress and we are aw aiting d e liv e ry o f f lo o r mats, reading lamps, tab les and chairs and upholstered c h a irs . An order has been issued fo r s im ila r equipment fo r the balance o f the rooms. T o ta l cost o f furnishings w i l l be $ 2 1 ,2 3 3 .8 1 .

    Applications fo r occupancy have been accepted and processed in accordance w ith c r i t e r ia derived from reports o f the Socia l Service Committee to Council and d ire c tiv e s from the M in is te r o f Human Resources. They are as fo llo w s: -

    (a ) Age l i m i t - 60 and over(b ) Maximum Income - $250 per month

    (c ) Maximum Assets - $1,000.00(d ) Residency in Vancouver - 12 months

    P r io r to the s ta r t up o f the c a fe te r ia meal serv ice , app lica tions were accepted fo r sleeping accommodation o n ly , a t a ren t o f $75 per month. This re n ta l amount was in accordance w ith in s tru c tio n s from the M in is te r o f Human Resources.

    The number o f a p p lic a n ts fo r res iden cy was i n i t i a l l y good, b u t a f t e r view in g th e spartan accommodation, be ing advised o f the re n t and the la c k o f housekeeping f a c i l i t i e s o r meal s e rv ic e , the number who accepted was v e ry low . Although the age l i m i t was subsequently low ered to 5 5 , th e re were o n ly n ine occupants by December 16 , 1971- By March 1 , 1975, the occupancy had reached 32 and was in c re a s in g a t a r a te o f 5 to 8 p e r month.

    Almost w ith o u t excep tio n , those who d e c lin e d th e accommodation, gave ast h e i r reason the la c k o f housekeeping f a c i l i t i e s o r meal s e rv ic e and the inadequate fu rn is h in g s . They considered $75 room re n t p lus buying meals a t re s ta u ra n ts to be beyond t h e i r means.

    As i t would be both expensive and im p ra c tic a l to p ro v id e cooking and foodstorage f a c i l i t i e s in the rooms o r in communal k itc h e n s , the a l t e r n a t iv e o f p ro v id in g food s e rv ice in th e c a fe te r ia was in v e s tig a te d . E xtens ive in q u ir ie s were made in 1971* re g a rd in g c o n tra c t food s e rv ic e s . A number o f th e m ajor co n tra c to rs were in te rv ie w e d and Canadian Food S erv ice Management L td . was s e lec ted as the most s u ita b le f o r the C ity 's need. Th is f irm was re ta in e d as co n su ltan t on the C o n tin e n ta l H o te l and a lso on the C e n tra l & O liv e r H o te ls .

    In February , 1975 a proposal was requested from Canadian Food S erv ice Management L td . on a cost p lus a f ix e d fe e b a s is . T h is proposal was f o r warded to the P ro v in c ia l Government f o r c o n s id e ra tio n .

    A cost p lus f ix e d fe e agreement is recommended a t le a s t d u rin g the i n i t i a l phasing in p e rio d . I t can be in s t i tu te d w ith a minimum o f d e la y and p e rm its f u l l f l e x i b i l i t y and c o n tro l in s ta f f in g and menus accord ing to need.Upon approval by the M in is te r , th is s e rv ic e was in o p e ra tio n in le s s than 21* hours. The a l te r n a t iv e o f co m p e titiv e te n d e rs , would re q u ire a It to 6 week p e rio d . W hile th e cost p e r meal may be low er w ith f u l l occupancy and a l l ten an ts paying fo r board and room, such a c o n tra c t would re q u ire payment f o r a minimum number o f meals p e r day. C o n tro l would be vested in the c o n tra c to r , and menu p a tte rn s would be f ix e d . On March 19 , 1975 when th is s e rv ic e was s ta r te d , a l l tenan ts were paying f o r room o n ly and buying meals as th ey re q u ire d . None were w i l l in g to pay f u l l board and room a t the ra te o f $195 p e r month as se t by the M in is te r .

    When th e food s e rv ice was p rovided a l l new a p p lic a n ts were advised th a t occupancy was fo r board and room o n ly . D uring the week o f A p r i l 3 'to 9 , 1975, occupancy was 36 persons a t $75 p e r month. N ineteen new e n q u irie s were r e ce ived but none accepted - th ey considered $195 p e r month too h igh f o r t h e ir income.

    On Thursday, A p r il 17 , in s tru c t io n s were re ce ived to r e v e r t to a p p lic a tio n s a t $75 p e r month f o r room o n ly . Both types o f accommodation a re now be ing o ffe re d .

    D uring the above week, a t o t a l o f 36 b re a k fa s ts , 19 lunches and 52 suppers were served on an a la c a rte b a s is .

    Canadian Food S erv ice Management L td . a re c u r re n t ly o p e ra tin g under a l e t t e r o f agreement pending com pletion o f a fo rm al c o n tra c t agreem ent. The terms a re fo r a f ix e d fe e o f $1 ,000 p e r month p lu s a l l on s i t e co s ts . I t i s proposed th a t the c o n tra c t be fo r a p e rio d o f one y e a r , w ith th e o p tio n to renew up to a fu r th e r th re e y e a r p e rio d by m utual agreement.
