Introduction

TRF was approached by CNJG to: (a) help develop an approach to understanding the spatial distribution and impact of philanthropy in Camden, NJ; and (b) gather data and create tables and maps showing a variety of philanthropy-relevant social, economic and demographic characteristics. CNJG and TRF identified a sample of 35 grants made between 2007 and 2011 for further study. For grant activities that were geographically targeted within Camden, TRF contacted foundations and gathered the requisite information to “geocode” the location of where funded activity was located. The majority of grants were “citywide” in scope; several were limited to selected Census tracts; others supported a “shape” (e.g., “link”). Numerous data elements were gathered, tabulated and, where appropriate (and possible) mapped. Grant activity was superimposed on many of those maps.

With support from the Community Development Financial Institutions Fund ("CDFI Fund"), as part of its Financing Healthy Food Options Track, in partnership with Opportunity Finance Network, TRF created the concept of Limited Supermarket Access (LSA) to: (1) Establish a valid and reliable method for measuring areas with inadequate and inequitable access within the continental United States; (2) Locate geographic areas with the strongest need for additional supermarket development and quantify the demand for the area; (3) Allow for LSA areas to be prioritized based on the degree to which they lack access, have grocery demand and experience retail leakage; and (4) Provide a mapping tool to allow a diverse range of clients, including policymakers, government agencies, lending institutions, communities and policy research organizations, to analyze LSA areas within their geographies and craft strategies based upon the conditions in their community.

Camden has several world class medical research institutions that attract a large volume of grants in terms of both number and dollars. While these are important institutions to support, this activity raises the question of how grantmaking can serve the health needs of Camden’s residents directly. Food access is an acute problem in Camden that affects more than a third of residents and costs the local economy tens of millions of dollars that could otherwise support local jobs and taxes, as well as directly affecting residents’ health outcomes.

Gang Activity in Camden and New Jersey

New Jersey State Police conduct a voluntary survey of gang activity from local law enforcement every three years (last done in 2010)
