AMENDMENTS TO THE COMPOSITION OF THE CABINET, ITS PORTFOLIOS AND THE MEMBERSHIP OF OTHER COMMITTEES SUMMARY As part of the general review of the Constitution and, in particular, the political management arrangements of the Council, a number of suggested changes have been identified and are set out in this report for Members’ consideration. RECOMMENDATIONS That the revisions to the political management arrangements as detailed in Section 4 of the report be approved and the Constitution be amended accordingly. BACKGROUND 1 The Constitutional Review Group of Officers from all Departments is continuing its
work in considering changes to the Constitution and will report to the Council on its findings in due course.
2 In the meantime, and as a result of changes to the number of Councillors and political
representation following the recent elections, a limited number of amendments to various bodies of the Council are recommended.
DETAIL 3 The proposed changes to the political management structure are as follows :-
Cabinet - Membership to be increased to 9, including the Leader and Deputy Leader of the Council.
Portfolios - To be increased to 9 with responsibilities as detailed in Appendix ‘A’. The two new Portfolios cover the areas of “Performance Management” and “Welfare and Communications”. The responsibility areas of all Portfolios will be subject to review by the Leader of the Council from time to time and should he/she consider that further amendment is necessary, then he/she will make appropriate recommendations to Cabinet.

LOCAL GOVERNMENT AND HOUSING ACT 1989 THE LOCAL GOVERNMENT (COMMITTEES AND POLITICAL GROUPS) REGULATIONS 1990 Summary The purpose of this report is to consider the allocation of seats on Committees to Political Groups in accordance with the Local Government (Committees and Political Groups)Regulations 1990. Recommended: That the allocation of seats to political groups be in accordance with the attached Schedule (Appendix A) Background In order to comply with the Local Government (Committees and Political Groups) Regulations 1990 a review of the allocation of seats on Committees to political groups should be undertaken:- (a) At the Annual Meeting of the Council (b) Upon receipt of a request from a political group, given that one month has expired
since the previous review. (c) Upon the election of a Member following a by-election. (d) At any other such time as the Secretary of State may specify. Under the political management arrangements embodied in the Constitution and in order to comply with the Regulations, political balance must be applied to the following bodies of the Council:- Development Control Committee, Licensing Committee, Appeals/Review Panel Personnel Appeals Panel. SUMMARY The purpose of the report is to consider the schedule of meetings of Council, Cabinet, Committees Panels etc for 2003/4.
RECOMMENDED That consideration be given to the programme of meetings set out in the report.
