I. CONSISTENCY OF THE BUSINESS PLAN WITH THE COUNTRY PARTNERSHIP STRATEGY
1. As agreed between the Government of the Philippines and the Asian Development Bank (ADB), the country operations business plan (COBP) extends the country partnership strategy (CPS) for the Philippines for 2011–2016 until a new CPS is completed in 2017. To help achieve more inclusive growth and address income inequalities and regional disparities, the COBP 2017–2019 will focus on four interrelated priority areas: (i) sustainable and climate-resilient infrastructure, (ii) good governance and finance, (iii) inclusive employment and education, and (iv) regional integration. It presents spatial and regional dimensions of inclusive growth by supporting regional development in Visayas and Mindanao while continuing to support national programs. The COBP 2017–2019 is consistent with the Philippine Development Plan (PDP) 2011–2016. The new CPS will be aligned with the PDP 2017–2022 and the priorities of the new administration. The government confirmed operations that are most likely to continue under the new administration, while ensuring an understanding that 2018 and 2019 operations may be revised once the PDP and new CPS are complete. The key results areas for each sector are presented in Appendix 1. 2. The Philippines has emerged as one of the fastest growing economies in Southeast Asia in the last CPS period (2011 to 2016). The first half of 2016 witnessed an impressive economic performance of 6.9% growth in the country’s gross domestic product (GDP). GDP grew an average of 6.2% during 2010–2015, accelerating from 4.7% growth during 2000–2010 and 3% in the 1990s. Growth was accompanied by low inflation, improved fiscal performance, and strong external balances. The Philippines’ credit rating is stable; standing at Baa2 for Moody’s and BBB for Standard and Poor’s, one notch above investment grade. The unemployment rate is generally low, at 6.1% in April 2016; however, underemployment (18.4%) and youth unemployment (14.6%) rates remain elevated. Poverty incidence has declined to 21.6% of the population in 2015 from 25.2% in 2012, with all regions posting a reduction. A wide growth disparity remains across the regions. Of the 18 regions, 3 (Metro Manila and 2 adjacent regions in Luzon) account for nearly two-thirds of GDP. In addition, given the country’s high vulnerability to natural calamities, improving climate change resilience and disaster risk management remains a key challenge.
II. INDICATIVE RESOURCE PARAMETERS
3. The Philippines, a group C developing member country, is eligible for regular ordinary capital resources (OCR) lending.1 The indicative resources available during 2017–2019 for sovereign operations amount to $2.51 billion. Cofinancing and funding from other sources, including regular OCR regional cooperation and integration set-aside, will be actively explored.
4. An indicative sovereign lending program of $4.22 billion, or 68.13% higher than indicative resources, is proposed in Appendix 2. During 2017–2019, ADB also expects to deliver technical assistance (TA) worth $9.3 million, to be financed from internal resources and supplemented, whenever feasible, by ADB-administered trust funds and other external sources. ADB's Southeast Asia Department (SERD) will work closely with the Office of Cofinancing Operations to identify potential cofinanciers, which may include the Abu Dhabi Fund for International Development (ADFD), Agence Française de Développement (AFD), European Investment Bank (EIB), European Union (EU), Japan International Cooperation Agency (JICA),

OPEC Fund for International Development (OFID), the World Bank, ASEAN Infrastructure Fund, and other global climate funds (e.g., the Green Climate Fund, or GCF). 5. The ADB indicative program for 2016 consists of four loans totaling $833.3 million, and TA of $10.97 million from internal and external sources (Appendix 3). 6. ADB will continue to align non-sovereign operations with its identified priority areas for the Philippines. ADB will closely monitor the roll out of the government's public–private partnership (PPP) projects for financing consideration. ADB will also consider providing TA to the private sector for feasibility studies, capacity building, and other critical activities to support challenging infrastructure projects, introduce new concepts or technology, or build in-country capacity. Financial intermediation, through local commercial banks, nonbanks, and private equity funds will continue to be pursued. 7. Knowledge work will continue to focus on analytical and advisory support for preparing lending operations, capacity development, lessons learned from monitoring and evaluation of operations, and developing and initiating government reform initiatives and innovations. Knowledge products and services planned for 2016 and 2017 are listed in Appendix 4.
III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS
8. Changes from the 2016–2018 program include:
(i) four projects, one program, and a TA loan added to the 2017–2019 pipeline: Metro Manila Bus Rapid Transit (BRT) – Epifanio de los Santos Avenue (BRT-EDSA) Project; Disaster Risk Financing Program; Angat Water Transmission Improvement Project, Phase 2; Lake Laguna Flood Management/Integrated Water Resource Management Project; Energy Sector Development Project; and Infrastructure Preparation and Innovation Facility;
(ii) one project shifted from 2016 firm to 2017 firm: Improving National Roads for Inclusive Growth in Mindanao Project; two projects shifted from 2016 standby to 2017 and 2018 firm: Davao Public Transport Modernization Project and Solid Waste Management Sector Project; and one project shifted from 2018 firm to 2019 firm: Improving National Connectivity for Mindanao Development Project;
(iii) one program shifted from 2016 standby to 2018 firm: Enhancing Rural Enterprise and Rural Employment Program; one program shifted from 2018 firm to 2017 firm: Mindanao Development Program (formerly Bangsamoro Development Program); two programs on 2018 standby shifted to 2018 firm: Local Government Development Program, and Reducing Income Inequality through Financial Inclusion Program, Subprogram 1; one program shifted from 2018 standby to 2019 firm: Social Protection Support Program; one program shifted from 2016 firm to 2017 firm: Enhancing Youth School-to-Work Transition Program; and one program shifted from 2017 firm to 2018 firm: Expanding Private Participation in Infrastructure Program, Subprogram 2;
