Automated Reports for U.S. Compliance The Sage People Country Pack for the U.S.A. leverages the information held on Sage People to ease statutory reporting and data upload requirements. The Pack integrates with Sage People HCM and Sage People Payflow™ and includes:

• Equal opportunities reporting, in line with legislation enforced by the Equal Employment Opportunity (EEO) Commission and incorporating the changes introduced with Component 2 of the EEO-1 report.

• Safety and health at work reporting, in line with legislation enforced by the Occupational Safety & Health Administration (OSHA).

• Federal contractor reporting for veterans, in line with legislation enforced by the Department of Labor Veterans' Employment and Training service (VETS) and the Office of Federal Contractor Compliance Programs (OFCCP).

• A generic HIPAA 834 file configuration for Payflow.

Extra data fields needed to meet reporting requirements are created when the Country Pack is installed (see page 19). You must ensure these fields contain valid data for all Team Members you want to be included in the reports. Fields added to the Employment Record can be displayed for completion by Team Members through WX. Some company information must be entered by your HR Administrator.

To implement the Country Pack:

1. Check your org has HCM version 23.01 or later installed.

To use the generic HIPAA 834 file configuration for Payflow, check your org has Payflow 9.15 or later installed.

2. Install the Country Pack - USA package in your org. This adds the pages and fields you need.

3. Check the fields you need are added to page layouts to enable data entry (see page 5).

4. Assign access to the Permission Sets supplied with the package (see page 6).

5. Set up Sage People Work Locations for each establishment requiring a report (see page 7).

6. Ensure the generic Company Information is completed (see page 8). This information is used by multiple reports and must be in place before you can generate valid report content.

7. To use the generic HIPAA 834 file configuration for Payflow, follow the instructions in HIPAA 834 Benefits (see page 17).

Adding Required Fields to Page Layouts Sage People Country Pack - U.S.A. adds a number of fields to your org (see page 19). The new fields are not added by default to the object page layouts. To add a field to a layout:

1. In Salesforce Classic: go to Setup > App Setup > Create > Objects

In Salesforce Lightning: go to Setup > Platform Tools > Objects and Fields > Object Manager

2. In the list of Custom Objects select the Label for the Object you want.

3. On the Custom Object Definition Detail page go to the Page Layouts Related List.

4. In Salesforce Classic: select Edit for the Page Layout you want.

In Salesforce Lightning: select the Page Layout Name.

5. On the Layout page drag and drop the field from the panel at the top of the page onto the Page Layout.

6. Select Save.

Assigning Permission Set Access The Sage People Country Pack - U.S.A. is supplied with three Permission Sets:

• Sage_People_HR_Administrator_fCPUSA

• Sage_People_HR_Manager_fCPUSA

• Sage_People_Platform_Team_Member_fCPUSA

The Permission Sets grant the necessary levels of access to the objects and fields supplied with the Country Pack and must be assigned as follows:

• For System Administrators with responsibility for configuration, typically including setting up Work Locations and defining Company Information, assign access to all three Permission Sets: o Sage_People_HR_Administrator_fCPUSA o Sage_People_HR_Manager_fCPUSA o Sage_People_Platform_Team_Member_fCPUSA

• For all Users with responsibility for running the reports: o Sage_People_HR_Manager_fCPUSA

To assign access for one or more Users to a Permission Set:

1. In Salesforce Classic: go to Setup > Administration Setup > Manage Users > Permission Sets.

In Salesforce Lightning: go to Setup > Administration > Users > Permission Sets.

2. On the Permission Sets page select the Label for the Permission Set you want to assign.

3. On the Permission Set page for the Set you selected, select Manage Assignments.

4. On the Assigned Users page select Add Assignments.

Sage People displays the All Users page for your organization.

5. Select one or more Users to assign to the Permission Set.

6. Select Assign.

Sage People displays the Assignment Summary for the Permission Set.

7. Check the displayed list for completeness and select Done.

Sage People displays the Assigned Users page for the Permission Set. o If you need to add more Users select Add Assignments and repeat as necessary until you have

assigned all required Users to the Permission Set.

Setting Up Work Locations as Establishments Country Pack - U.S.A. uses Sage People Work Locations to represent your organization's establishments. When set up you can link Work Locations to Establishment names using the Company Information page.

1. Select the Work Locations tab and ensure Work Locations are defined for each establishment requiring a report.

Sage People Country Pack U.S.A. adds fields to the Work Location object. You must complete the following fields for the Work Locations you need:

Country Picklist. Select USA or United States Minor Outlying Islands as appropriate, not United States. If the picklist does not contain USA, add it:

1. In Salesforce Classic: go to Setup > App Setup > Create > Objects In Salesforce Lightning: go to Setup > Platform Tools > Objects and Fields > Object Manager

2. Select the Label for Work Location

3. In Salesforce Classic: select the Field Label for Country In Salesforce Lightning: o Select Fields & Relationships o Select the Field Label for Country

1. In the list of Values select New

2. On the Add Picklist Values page enter USA

3. Select Save. Employer Identification Number

The unique nine digit number issued by the U.S. Internal Revenue Service (IRS) to identify businesses operating in the United States, and used solely for tax administration (see page 24).

DUNS Number The unique nine digit identifier issued by Dun & Bradstreet for each establishment (see page 24).

State Abbreviation Picklist. Select the picklist and choose the ANSI two letter code for the State location.

Unit Name Mandatory. The name of the establishment. Unit Name can differ from Work Location Name if needed.

Unit Number Issued by EEOC for your EEO reporting. If you are setting up this Work Location for EEO reporting and this is the first time you have submitted the EEO-1 report leave Unit Number blank.

If these fields are not displayed by default, add them to the page layout (see page 5).

2. Select: o Save to save the Work Location details you entered and display the Work Location detail page. o Save & New to save the Work Location details and display another New Work Location page for you to

complete. o Cancel to discard your changes.

3. Ensure all Team Members are assigned a Work Location so that reports generated for each location gather data on all employees.

Completing Company Information When you have installed the Country Pack and before you can generate reports with valid content you must complete company information so that it can be used to contribute data. The Company Information page uses Work Locations for your organization's establishments, so make sure Work Locations are defined for all the establishments requiring reports.

1. Select the Compliance Reports tab.

3. Complete the fields as follows:

Edit Establishment section

What is your establishment type?

Radio buttons. Select:

• Single If your organization is classed as single-establishment.

• Multi If your organization is classed as multi-establishment. The page expands to display the Headquarters selection picklist:

Select the picklist and choose the Work Location you have defined as your company's headquarters.

Edit Company Information section

NAICS Number

The numerical classification code assigned to your business. The NAICS code identifies the economic sector, subsector, industry group, and industry in which your business operates (see page 24).

Company Name The name your company wants to appear on the reports generated by Sage People for submission.

Company Number The unique company identifier for your entire organization. The value depends on the type of report you plan to generate:

• For EEO-1 reports enter the Unique Identifier tor Entire Company issued by the Equal Employment Opportunity Commission.

• For VETS reports enter the Company Number issued by the Veterans' Employment & Training Service.

EEO-1 Sage People Country Pack U.S.A. enables you to generate content for the EEO-1 report including Component 2 Compensation Data for submission using the Upload Data File method on the EEOC site. Sage People produces the comma separated value (CSV) file you need. If you prefer, you can also use the data generated to complete the online form on the same site.

EEO-1 reports must be submitted by March 31st each year, using a data snapshot taken from any pay period during October, November, or December of the previous year. For submission deadlines for Component 2 Compensation Data check the U.S. Equal Employment Opportunity Commission website: http://www.eeoc.gov

Sage People does not enable you to retrieve the required data retrospectively. You must generate the EEO-1 report during October, November, or December - typically immediately following a payroll run - and store the report until you submit it to the EEOC.

If you are unfamiliar with the requirements of EEO reporting, refer to the guidance available on the U.S. Equal Employment Opportunity Commission website: www.eeoc.gov http://www.eeoc.gov

In summary:

• You must file an EEO-1 report if your organization: o Has 100 or more employees. o Has less than 100 employees but your organization is owned, affiliated, or controlled by an organization

with a total of more than 100 employees. o Has 50 or more employees and has a federal contract or subcontract of more than $50,000. o Has 50 or more employees and acts as an agent for US Savings Bonds, or serves as a depository of

government funds.

• Employers operating from one location as a single entity are classed as single-establishment and must file a single EEO-1 report.

• Employers operating from more than one location are classed as multi-establishment and must file: o A report for the organization's headquarters. This is a Type 3 report. o A report for each location - establishment - with 50 or more employees. These are Type 4 reports. o A separate report for each location with less than 50 employees. Employers can choose to file an

Establishment List (Type 6) or an Establishment Report (Type 8) reports. Sage People supports the Type 6 report.

o A consolidated report. This is a Type 2 report. o If filing for the first time for a location with 50 or more employees - a Type 9 report.

• All employees, full time and part time, must be included in the report. Employees must be classified by: o Job. Use the job categories defined by the EEOC. o Race/Ethnicity/Gender. Use the categories defined by the EEOC. o Annual Salary.

Individual pay information for employees is not reported, but each annual salary is allocated to one of 12 Compensation Bands. Use the earnings reported in IRS Form W-2, Wage and Tax Statement.

The EEO-1 report requires:

• A defined Work Location for each establishment (see page 7).

• Company Information (see page 8).

• Each Team Member you need to include in the report to have: o An assigned Work Location. o Job Category defined as one of the pre-populated values. o Gender defined as Male or Female. o Race/Ethnicity defined as one of the pre-populated values.

EEOC prefer employees to self-declare race/ethnicity, but employees can decline to declare. In that case your organization must complete the classification using a visual check. Sage People enables you to record the method used to determine race/ethnicity.

o An Annual Salary. o A Start Date before the Reporting Date AND no End Date OR an End Date after the Reporting Date.

If a Team Member is not employed on the Reporting Date they cannot be included in the report.

To generate the EEO-1 report for your organization:

1. Select the Compliance Reports tab.

2. On the Compliance Reports page for the EEO-1 report, select Generate:

3. Complete the fields as follows:

Reporting Date A date in the last calendar quarter representing the date when the data in the report was collected. Use the date picker to select a date.

Was an EEO-1 report filed for this establishment last year?

Checkbox. If checked an EEO-1 report was filed for this establishment last year.

Is Federal Establishment?

Checkbox. Your selection is supplied as the answer to EEO-1 question D2. If checked, your answer is 1 = Yes, this establishment has a qualifying Federal contract. If unchecked, your answer is 2 = No.

4. Select Generate EEO-1 Report (CSV format).

The report is generated and downloaded to your browser's default download folder.

OSHA Sage People Country Pack U.S.A. enables you to generate OSHA form 300A content in a comma separated value (CSV) file for online submission using the Injury Tracking Application (ITA) provided by OSHA. Form 300A is the annual Summary of Work-Related Injuries and Illnesses. Each form 300A provides a summary of recordable work related injuries and illnesses occurring in a calendar year, and must be submitted by March 2nd for the previous year.

Sage People uses data recorded in Incident Reports to generate the OSHA summary report. Country Pack U.S.A. adds extra fields to the standard HCM Incident Report to enable you to record required data. If your 300A data is subject to audit you need to have access to the contributing Incident Reports.

If you are unfamiliar with the requirements of OSHA reporting, refer to the guidance available on the OSHA pages of the United States Department of Labor website: www.osha.gov (http://www.osha.gov)

In summary:

• You are required to submit form 300A electronically if your establishment has: o 250 or more employees subject to OSHA's record keeping regulation. o 20-249 employees in high risk industries, as defined by OSHA.

• Recordable injuries and illnesses are fully defined on the OSHA pages of the United States Department of Labor website but include: o Any work related fatality. o Any work related injury or illness resulting in loss of consciousness, days away from work, or transfer to

another job. o Any work related injury or illness requiring treatment beyond first aid. o Any work related diagnosed cancer, chronic irreversible disease, fractured bones or teeth, or punctured

eardrums.

The OSHA report requires:

• Company Information including: o Company Name o NAICS Number

Use the Company Information page to enter this information (see page 8).

• For each Team Member who has experienced a recordable work related injury or illness: o An Incident Report for each incident with all required fields completed.

Check the Incident Report Page Layout to ensure required fields are displayed. Incident Reports are displayed in a Related List on the Team Member's Employment Record. Use the New Incident Report button on the Related List to add new incidents for a Team Member.

o An assigned Work Location.

VETS Sage People Country Pack U.S.A. enables you to generate VETS-4212 report content in a comma separated value (CSV) file for online submission. VETS-4212 is the annual report required from Federal contractors and subcontractors showing the total number of their employees belonging to defined categories of military veteran.

VETS-4212 includes data fields for the maximum and minimum number of veterans employed over the reporting year. Sage People does not automatically enter these values on the report and you must enter them manually before submission.

If you are unfamiliar with the requirements of VETS reporting, refer to the guidance available on the Veterans' Employment & Training Service pages of the United States Department of Labor website: www.dol.gov/vets/

In summary:

• All Federal contractors and subcontractors with contracts exceeding defined values must actively seek to hire and promote qualified covered veterans. Covered includes: o Disabled veterans o Armed Forces service medal veterans o Veterans who served on active duty for which a campaign badge is authorized o Recently separated veterans

• The employing organizations must file an annual VETS-4212 report showing the number of targeted veterans they employ classified by: o Job category o Hiring location o Number of new hires

The VETS-4212 report requires:

• A defined Work Location for each establishment (see page 7).

• Company Information (see page 8).

• Each Team Member you need to include in the report to have: o An assigned Work Location. o Job Category defined as one of the pre-populated values.

1. Select the Compliance Reports tab.

2. On the Compliance Reports page for the VETS-4212 report, select Generate:

Type Of Reporting Organization

Radio buttons. The type of contractual relationship your organization has with the government. Select from:

• Prime Contractor

• Subcontractor

• Both Company Contact The name of the person in your organization who acts as the contact for the VETS-4212

report. The Company Contact name is included in the report. Select Team Member Lookup , find and select the Team Member you want.

Payroll End Date The end date of the payroll period in the current year taken as the snapshot date for employees to be included in the report. Eligible employees working for your organization on the Payroll End Date are included in the report. Employees joining your organization in the 12 month period concluding with the Payroll End Date are treated as New Hires for the purposes of the VETS-4212 report.

4. Select Generate Report (CSV Format).

The report is generated and downloaded to your browser's default download folder.

HIPAA 834 Benefits The U.S. HIPAA EDI Benefit Enrollment and Maintenance Set (834) is a standard defining the requirements for electronic data transfer between employers, unions, agencies or associations and healthcare organizations that pay claims or administer insurance. The healthcare organizations are known as payers. The Set covers member enrollment information such as benefits, subscription details, and demographics, and is typically used for health plan enrollment, changes, and termination of membership.

Sage People provides a generic HIPAA 834 file configuration for Payflow™, enabling you to build a data feed for a healthcare insurance provider that conforms to the 834 standard. The 834 standard comprises a number of mandatory fields but also allows flexibility in implementation, in part to enable conformity with the requirements of individual States.

The generic configuration is intended to ease and accelerate building 834 compliant feeds, but it is not usable without further configuration - there is no single definition of the complete 834 standard that can be implemented without some modification. For each feed you need to:

• Read the payer's (carrier's) implementation notes for their variant of the 834 standard.

• Build the data mapping to conform to the details of the implementation.

• Amend the Header and Footer content to match the requirements of the payer

• Build and test the link to the payer.

Resources • Payflow 9.08 or later.

Includes the necessary support for 834 Benefits. Earlier versions of Payflow do not support the standard.

Some versions of the Country Pack: U.S.A. include a spelling mistake in the Employment Record Job Category picklist. To check and correct if necessary:

1. In Salesforce Classic: go to Setup > App Setup > Create > Objects In Salesforce Lightning: go to Setup > Platform Tools > Objects and Fields > Object Manager

2. Select the Label for Employment Record.

3. In Salesforce Clasdsic: go to the list of Custom Fields & Relationships In Salesforce Lightning: select Fields & Relationships

4. Select the Field Label for Job Category.

5. In the list of Values check the entry for Executive/Senior Officials and Managers and ensure Managers includes the second a.

a. If the entry needs correction, select Edit. Sage People displays the Picklist Edit page for Job Category.

b. Correct the Label. Do not change the API Name field.

6. Select Save. Sage People displays the Custom Field Definition Detail page for Job Category.

7. Ensure the Value Executive/Senior Officials and Managers is now correct.

8. Return to the Employment Record Custom Object Definition detail page and go to the Record Types Related List.

9. Select the Record Type Label Active. Sage People displays the Active Record Type page.

10. In the list of Picklists Available for Editing, for Job Category select Edit. Sage People displays the Record Type Edit page for Job Category.

11. In the Picklist Values section ensure all Values are listed in the Selected Values list.

If any values are displayed in the Available Values list, select them and select Add to move the Values to the list of Selected Values.

12. Select Save.

Glossary of Terms Dun & Bradstreet Number Also known as D&B Number and D-U-N-S (Data Universal Numbering System) number. A unique nine digit identifier for each registered location occupied by a company. Required information for U.S. EEOC compliance reporting, and supplied as an additional data field with the Sage People Country Pack: U.S.A.

EEOC The United States Equal Employment Opportunity Commission. The federal agency responsible for enforcing laws against discrimination in the workplace. The EEOC requires organizations to report aspects of the gender, ethnic make-up, and compensation bands of their workforces on a regular basis, using survey forms EEO-1 and EEO-4 amongst others.

Many other countries have similar enforcement agencies and legislation intended to ensure equal opportunities are available for all at work.

Sage People provides pre-formatted Equal Employment Opportunities (EEO) Reports returning team member details including gender, ethnicity, and compensation band.

Employer Identification Number (EIN) A unique nine digit number assigned by the U.S. Internal Revenue Service (IRS) to identify businesses operating in the United States, and used solely for tax administration. Also known as the Federal Employer Identification Number (FEIN) and the Federal Tax Identification Number. Required information for U.S. EEOC compliance reporting, and supplied as an additional data field with the Sage People Country Pack: U.S.A.

NAICS The North American Industry Classification System is used by U.S. Federal statistical agencies to classify businesses. It replaced the earlier Standard Industrial Classification (SIC) system in 1997. The classification enables a numerical code - the NAICS Code - to be assigned to each business, accurately defining the economic sector, subsector, industry group, and industry in which each business operates. Required information for U.S. EEOC compliance reporting, and supplied as an additional data field with the Sage People Country Pack: U.S.A.

OSHA The United States Occupational Safety & Health Administration, an agency of the United States Department of Labor responsible for ensuring safe and healthy working conditions in the workplace. The OSHA issues regulations and has a number of reporting requirements covering accidents in the workplace.

Many other countries have similar enforcement agencies and legislation intended to ensure safe and healthy conditions at work.

The Sage People Country pack: U.S.A. provides additional data fields and pre-formatted OSHA reporting drawing on available data and intended to contribute to OSHA reporting requirements.

VETS The Veterans' Employment and Training Service, an agency of the United States Department of Labor provides assistance to military veterans. Employers contracting with the federal government are required to report specified information on covered veterans in their workforce. Supported by additional data fields supplied with the Sage People Country Pack: U.S.A.
