Dear ainc,
I have recently received a letter from the landowner regarding con-vertion of the following oil test to a water well, in which the landowner accepts the well and releives the contractor and operator of any further responsibility. The well was completed under the supervision of the Water Resources Commission in January, 1970.
✓he well is the (permit 523) Wilhite #1 "'grin NWNE 7-122N-77W., Walworth County.
In addition, I find that the requirements of the Western Field Office have been met on the following six oil tests and as soon as all other requirements have been met on these I would recommend release of bond on them. The wells are as follows .

Dear Mr. Skjod,
This letter is in anawer to your inquiry of November 23, 1970, regarding dry hole -markers on the seven Wilhite oil tests not convertee to water wane.
I have received letters from Flessre. Beekman, IlarKlerneck, Quenzer, Beck, Eittleider and Weisbeck. Tbe only one I have not received a letter from is Mr. Brockel and I will need this before I can recommend release of bond on this test.
I have consulted with r. J. ',.:. Crimes of the Water Resources Corrission who indicates that he has no knowledEm of the Wilhite #1 Pitter oil test bcin converted to a tvl-ter well. "!;,y field assistant P6ive Fhaddric, during the Imek of CcItepler 19, 1970, inspected these sites and was told by the hitters that this oil test had been converted to a water well. Therefore you will have to suIrdt: detailed cornpletion records both to my office and to fne ,iter resources Comission so that we na7 transfer this oil tact to a water well, provided the comretion procedure is approved.
Also needed in rer,ard to the three water wells are letters from the land owners stating that they except responsibility, and thereby re-leive you of responsibility. This must be lone in order to protect you as operator and also in order for the bonds to be released.

Mr. Stephen Weisbeck Nerreid South Dakota 57632
Dear Mr. Weisbeckt
I have been advised that f144 wilhite—Simcox—Star has obtained a Permit to Drill for Oil and Gas on your land in Section 18 T 128U , R 76W
Occasionally, owners of land consider converting abandoned oil wells into water wells. Please advise me whether or not you intend to convert the oil well drill hole on your land into a water well if water is en-countered and the drill hole is abandoned as an oil well.
If you are considering making a water well out of the abandoned oil well drill hole, special considerations are necessary to comply with the State's oil and water laws. The abandoned oil hole must be properly plugged and the water well properly constructed. All conversion work will be at your expense. The cost will vary, depending upon the characteristics of the drill hole, but such cost will be in the neighborhood of $5,000 or more. Usually another driller and drill rig will have to be arranged for. This other drill rig and casing and other materials will have to be on hand to take over immediately after the special oil well plugging is completed, because the drill hole cannot be left open for any appreciable length of time without spoiling it. Approval of plans for construction of the water well will be required, and a bond covering proper construction may be required. Also, a water right may be required. All of these arrangements take considerable time to accomplish.
Please advise me immediately if you plan to convert the oil well drill hole into a water well. We both hope that a producing oil well results from the drill hole on your land; however, if not and you are planning on a water well, we must start making arrangements now.
Sincerely,
J. W. Grimes Chief Engineer
