Hughes, Monroe County Conservation Greetings! to all present and past CCPOA Members – it is my pleasure to bring this update to you all in advance of our 30 th Anniversary celebrating in October! Just a few weeks ago, the CCPOA Executive Committee met in Keokuk County to finalize the plans for our 30 th Annual Fall workshop, banquet and other anniversary details The agenda is near-to-final, ranges are in place, and the registration information is contained herein. MCTC remains our gracious host and sponsor at Camp Dodge – picking up the cost of the facilities and ranges. Your CCPOA Executive Committee is well-prepared and excited to be hosting you to yet another great fall training opportunity! Additionally, we look forward to several of our alumni to be joining us on Tuesday evening for our 30 th Anniversary Celebration Reception & Banquet. We have some great vendors and guest speakers that will be on hand that evening to both inform & entertain you! As you finalize your planning to join us in October - keep in mind we will need 3 volunteer counties to host spring workshops across the state in March of 2016. Be thinking of local trainer resources that you have, and support your organization by offering up some spring training! Fortunately, primitive word processing & some air- conditioning arrived on the scene in the late-‘80s. We have all 30 years of newsletters & memos - right here in the file - documenting the infancy, expansion and successes of this essential organization. On October 6 th , we will take a couple of hours to celebrate, reminisce and share once again the camaraderie, friendships and professional networking that have been the roots of our propulsion to this point. It is our hope that each of you will enjoy the fortune in your career(s) to experience an ambition that is worthy of a long-term investment of your time and passion. As we have most of our career years now in the rearview mirror – perhaps one of the few rewards is that we have been able to make a difference over time….no matter how small…for most of our CCB officers. This thirty-year ride, you know, could never have been as rewarding or as memorable without the 370 of you that have shared your careers with us - some since as early as 1983. We salute the very first 38 of you who, in the face of that “Rambo Ranger Movement” labeling, jumped onboard anyway – six of us who are still on this journey today. Over time, the peaks and valleys of the struggles, challenges and successes have leveled out - demonstrating that a good idea at the right time will historically survive and flourish. Were we to need a measure of where we are today, perhaps revisiting a quote from our 1990 brochure is in order: “It was with a general desire to share information, improve training and enhance our professionalism that generated this interest that together we can accomplish more.” You be the judge. “STATE OF THE ACADEMY” (ILEA) 2015 by Judy Bradshaw, Director, ILEA Newly appointed ILEA Director, Judy Bradshaw will be joining us for her first update of the happenings at the Iowa Law Enforcement Academy over the past year – as well as a look down the road as to what is on the horizon. This is a great opportunity for you to ask a question or two to the chief administrator for ILEA. Director Bradshaw had served as the Assistant Director to previous Director Arlen Ciechanowski prior to his retirement at the end of June. We look forward to having her join us on October 6th, and to working with her in the months/years to come.

30th ANNUAL WORKSHOP HIGHLIGHTS

HAZARDOUS MATERIALS (mandated training) by Capt. Dean House, IDOT (CCPOA Honorary Member #344) A perennial favorite – who else could possibly make the D.O.T. Haz-Mat Manual as exciting! Speaking of which – DON’T FORGET TO BRING YOUR 2012 EDITION WITH YOU! Looking forward to another fine rendition of the Haz-Mat two-step from our CCPOA Honorary Member – Class of ’12. Be sure to bring along those throbbing questions you have about all your haz-mat exploits from the past year….Capt. House is da man with answers! BTW – there’s an APP out there now…..for a fee, of course!

MENTAL HEALTH TRAINING (mandated) by Craig Matzke, ILEA As newly required by Iowa Code (in 2014), this one-hour session on mental health awareness provides your annual refresher on the CCPOA fall workshop agendas. If you do not attend this workshop and receive this training, you are obliged to get it elsewhere as it is required by law.

NEW OFFICER ORIENTATION (CCPOA Mentoring) Dinner with the CCPOA Executive Committee This 11th annual gathering of new member officers to the association will be held in a meeting room at the Ramada Inn, hosted by the 2014-2016 CCPOA Executive Committee. This session is for all new officers since October 2014, or new officers that have been unable to attend previous sessions. The program provides a unique blend of CCPOA history, activities and policies which members need to know about county conservation law enforcement in Iowa. The full CCPOA Executive Committee is in attendance – providing new officers seasoned CCB officers for which to build their career networking connections with. Due to the 30th Anniversary celebration on Tuesday evening – this event will be orchestrated with box-lunch dinner provided on Monday evening.

Please indicate on the registration form which officer(s) will be joining us for this event! 

FIREARMS TRAINING DAY by CCPOA ILEA Certified Firearms Instructors Monday, October 5th on the ranges at Camp Dodge. (See special page in this newsletter for specific details) CCPOA Chief Firearms Instructor, Bob Fundermann (Woodbury) and his elite training staff will lead you through the daytime & subdued light training. ALL participating officers in this training day are also in contention for the annual Top Gun Award recognition!

DOMESTIC TERRORISM by John Metzger, ILEA (CCPOA Honorary Member #345) Instructor Metzger will provide clarity to the following, and bring it home to Iowa – “A person engages in domestic terrorism if they do an act ""dangerous to human life"" that is a violation of the criminal laws of a state or the United States, if the act appears to be intended to: (i) intimidate or coerce a civilian population; (ii) influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination or kidnapping. Additionally, the acts have to occur primarily within the territorial jurisdiction of the United States and if they do not, may be regarded as international terrorism”

Archived “Gimmees”? Since our very first fall workshop in 1986 – we have been giving you a token freebie as part of your workshop experience. They have varied from 29-cent pens to pricey tote-bags and numerous other merchandise items. One of the exhibits we hope to have at the banquet is a display table of all the goodies from over the years. Though we have a pretty good historical collection – we don’t have them all! If you think you might have a “rare” one – send along an email to see if we need you to bring it along for display!

C.C.P.O.A. FIREARMS TRAINING DAY – 10/5/2015 2015 UPDATE

Your CCPOA Firearms Training Team has once again tossed together another FINE training day for you! We

will be located at the familiar site of Camp Dodge for our training this year. Training will be similar to that of previous years: Two daytime qualification courses, the subdued lighting course in the evening, and some “classroom” time on malfunctions & reloading drills. We will again offer the shotgun course of fire as the last daytime relay before evening meal break. This shotgun qualification course is for those who want to qualify with the shotgun they carry on duty only.

FEATURES OF OUR 2015 TRAINING DAY:

#1) We will be again doing the reloading and malfunctioning drills. It is a survival skill you need to practice on a regular basis. (We will utilize CCPOA dummy rounds for these exercises);

#2) FBI “Q” targets will be used for both daytime qualification courses, the ILEA & FBI qualification courses, subdued-light qualification and shotgun qualification The firearms instructors are encouraging all officers to practice their accuracy before coming to the CCPOA firearms training day and qualifications. A good way to practice is to shoot at paper plates at 25 yards. Set the goal of keeping all rounds fired on the paper plate.

#4) TRAINING SITE FOR 2015 will be the ILEA Range & Computer Range at CAMP DODGE.

#5) Participants will be organized into color-coded squads with wristbands and squad-leaders. This has worked well the last several years to keep everyone better informed and organized, so this procedure has been permanently incorporated into our firearms training program.

#6) ALL PARTICIPANTS ARE REQUIRED TO SIGN A C.C.P.O.A. Firearms Rules form upon arrival to the range. IF YOU HAVE HAD A CHANGE IN WEAPONRY SINCE 2014, PLEASE RECORD YOUR NEW WEAPON'S MAKE, MODEL & SERIAL NUMBER AND BRING IT WITH YOU FOR DOCUMENTATION. As in the past several years, we know that many of your law enforcement policies require an officer to wear his/her vest whenever they are armed – your training records should also reflect that you train and practice with the same equipment. It is also a range safety issue that the time has come to implement. With over 100 officers shooting each year, 23,000+ rounds of ammunition are being discharged – safety should be a primary concern for all participants – thus the requirement of the Firearms Rules listing. You will note that ALL of the firearms instructors will be wearing their vests once again this year, and the CCPOA requests that everyone who owns a bullet-proof vest – plan on wearing it for all the training! WEARING EYE and HEARING protection IS REQUIRED ON THE RANGE! Otherwise, please observe the following reminders from previous years - Each participant will be required to provide their own equipment and supplies: weapon, complete set of leather (nylon, etc.), ammunition (250 rounds required – bring an additional 30 if you would like to shoot the computerized course twice), speed loaders/spare magazines, heavy-duty flashlight, hearing & eye protection, staplers & staples, and ice-cream buckets to police range brass, etc. If you want to shoot the shotgun qualification course Bring your duty shotgun, 11 rounds of rifled slugs & 5 rounds buckshot (00), If you have converted to a semi-auto weapon in the past 12 months, we need to have documentation on file with the CCPOA (in the form of a letter from the ILEA certified Firearms Instructor that provided the instruction). There will be an afternoon break provided, but NO LUNCH. Start time is at 1:00 PM this year – so please plan your travel and arrival times to accommodate your luncheon needs.
