To assist the Committee in its review of proposed redistrictingplans, the following is a sumary of the proposed Plan B1 - MinorityEmpowerment submitted by Alan Chan.
1. Plan Summary: This plan proposes to reassign 430redistricting units (RDUs) which makes up 48 whole or parial communities. Themoves of these areas are sumarized on page 5, and are further detailed on pages10-16 of the Report on Proposed Redistricting Plan - B 1. The relevant summarpage (Page 5) is included here as Attachment 1.
2. Population Deviation: The total population deviation in
the proposed plan is 1.32%.
3. Number of People Moved: This plan reassigns 1,454,997people among the five districts. The total population moved to and from eachdistrict, is sumarized on page 9 of the Report on Proposed Redistricting Plan-B1. The relevant page is included here as Attachment 2.
4. Deferred/Advanced Voting: County supervisors are
elected to staggered four-year terms. The First and Third Districts electsupervisors at each general election at which the Governor is to be elected (i.e.2010,2014,2018). The Second, Fourth and Fifth Districts elect supervisors ateach election which the President appears on the ballot (i.e. 2008,2012,2016,etc.). Countyide, 14.6% of constituents in the County wil be affected bydeferral or advancement under this proposed plan. A table containing deferral

Advancement
Voters who wil be reassigned from the First and Third Districtsinto the Second, Fourh or Fifth Districts as a result of this proposed plan, wilhave an opportity to vote for a County supervisor twice in four (4) years (2010,2012), thus advancing their right to vote for a supervisor.
In the Benchmark First District, 670,087 constituents wil bereassigned to either the Second, Fourh or Fifth Districts. As a result of thisproposed plan, 35.4% of all constituents, 32.9% of the citizen voting agepopulation (CV AP), and 34.4% of registered voters in the Benchmark FirstDistrict are advanced.
In the Benchmark Third District, 10,623 constituents wil bereassigned to either the Second, Fourth or Fift Districts. As a result of thisproposed plan, 0.5% of all constituents, 0.5% of the CV AP, and 0.4% ofregistered voters in the Benchmark Third District are advanced.
Deferment
V oters who wil be reassigned from the Second, Fourh and FifthDistricts into the First and Third Districts, wil not have the opportity to votefor a County supervisor until 2014. For those reassigned voters, six (6) years wilhave passed since they last had the opportity to vote for a supervisor.
In the Benchmark Second District, 243,580 constituents wil bereassigned to either the First or Third Districts. As.a result of this proposed plan,12.5% of all constituents, 11.1 % of the CV AP, and 10.3% of registered voters in
the Benchmark Second District are deferred.
In the Benchmark Fourh District, 158,374 constituents wil bereassigned to either the First or Third Districts. As a result of this proposed plan,8.2% of all constituents, 8.5% of the CV AP, and 8.6% of registered voters in theBenchmark Fourh District are deferred.
In the Benchmark Fifth District, 347,882 constituents wil bereassigned to either the First or Third Districts. As a result of this proposed plan,16.7% of all constituents, 16.3% of the CV AP, and 16.3% of registered voters in
the Benchmark Fifth District are deferred.
5. Citizen Voting Age Population (CV AP): The CV AP
information per district is sumarized on page 30 of the Report on ProposedRedistricting Plan - B1. The relevant page is included here as Attachment 4.

6. Incumbency: This plan does not displace any supervisorfrom his/her district.
7. Contiguity/Compactness: All five supervisorial districtsare contiguous and are reasonably compact.
