DATE: October 11, 2013 TO: All MSI Providers FROM: Anthony Rose, MSI Administrator SUBJECT: Copies of Notices to MSI Members re: Medi-Cal Expansion As part of the Affordable Care Act (ACA), a significant portion of the MSI membership (70%) will transition to the forthcoming Medi-Cal expansion to be administered by CalOptima on January 1, 2014. The MSI Program has been working with CalOptima for the last two years to ensure that the approaching transition is both smooth and seamless for our clients. The remaining membership (30%) will be eligible to purchase subsidized insurance through Covered California – California’s Health Insurance Exchange. The California Department of Health Care Services has provided, as part of their transition planning, a series of notices regarding the transition. Under their transition plan, the first of these notices was mailed by the MSI Program between October 1 and October 11, 2013 and pertains to those who will transition to Medi-Cal. Those eligible for subsidized insurance through Covered California will receive a separate notice at a later date. To ensure that these notices reach the widest possible audience of eligible individuals, we are sending copies of the notices to our MSI Providers so that you and your patients are fully informed about important information on the upcoming ACA transition. Feel free to share with the MSI clients that you encounter. MSI staff is available to answer any questions that providers or clients may have. Please find the notice in three languages (English, Spanish, and Vietnamese) attached to this message. MSI has prepared a presentation about the forthcoming transition. Important Information

About the Medical Services Initiative (MSI) Program move to Medi-Cal

Dear Member:

You are receiving this letter because you are currently enrolled in the Medical Services Initiative Program (Orange County's LIHP). New state and federal health care laws add a new program to

Medi-Cal. If you are in the Medical Services Initiative Program in December 2013, your health

benefits coverage will move automatically to the Medi-Cal Program on January 1, 2014.

You do not have to do anything now. Your benefits won’t be changed. You will get all of the same

services you get now until December 31, 2013 as long as you stay enrolled.

You will get another letter from the State in early November with more information about the move

to Medi-Cal, the Medi-Cal health plan in your county and who to call if you have questions. You will

be automatically enrolled in the Medi-Cal health plan in your county. If you want to change doctors,

you can contact your Medi-Cal plan for help.

Questions about the move to Medi-Cal

Q. Is the MSI Program still my health coverage program?

A: Yes. You will get health benefits until December 31, 2013. On January 1, 2014, Medi-Cal will

become your health benefits program.

Q: Will my benefits change?

A: Your health benefits will not be changed. You will continue to have all the same services prior to

December 31, 2013. Some of the services you get now, such as dental and vision may change.

Watch your mail for more information.

Q: What do I need to do to stay enrolled?

A: Be sure to read and answer all letters about your eligibility or status. Call the MSI Program tolet them know if your income, address or phone number changes.

Q. Will I be able to go to the same doctor or clinic when I have Medi-Cal?

A: Probably, if the Medi-Cal health plan in your county works with your current doctor or clinic. You

can choose to change your doctor if you like.

Q. How will I be notified about my change to Medi-Cal?

A: You may receive information by mail, phone or email.

   Kính gửi quý thành viên:  Quý vị nhận được thư này do quý vị hiện đang ghi danh Medical Services Initiative (MSI). Luật chăm sóc sức khỏe mới của tiểu bang và liên bang đã thêm một chương trình mới vào Medi‐Cal. Nếu quý vị tham gia Medical Services Initiative (MSI) vào tháng 12 năm 2013, bảo hiểm phúc lợi y tế sẽ tự động chuyển sang Chương trình Medi‐Cal vào ngày 1 tháng 1 năm 2014.

Hỏi:  Chương trình MSI có phải vẫn là chương trình bảo hiểm y tế của tôi không? Đáp: Đúng. Quý vị sẽ nhận được phúc lợi y tế cho đến ngày 31 tháng 12 năm 2013. Vào ngày 1 tháng 

1 năm 2014, Medi‐Cal sẽ trở thành chương trình phúc lợi y tế của quý vị.   Hỏi:  Phúc lợi của tôi có thay đổi không? Đáp:  Phúc lợi y tế của quý vị sẽ không thay đổi. Quý vị sẽ tiếp tục nhận được tất cả các dịch vụ tương 

tự trước ngày 31 tháng 12 năm 2013. Một số dịch vụ mà quý vị nhận được hiện nay như nha khoa và nhãn khoa có thể thay đổi. Vui lòng theo dõi thư để biết thêm thông tin. 

 Hỏi:  Tôi phải làm gì để tiếp tục ghi danh? Đáp: Hãy đọc và phúc đáp tất cả thư từ về tư cách hợp lệ và tình trạng của quý vị. Gọi cho Medical 

Services Initiative (MSI) để thông báo cho họ biết nếu lợi tức, địa chỉ hay số điện thoại của quý vị thay đổi. 

 Hỏi:  Tôi có thể đến thăm khám cùng một bác sĩ hay bệnh viện khi có Medi‐Cal không? Đáp:  Có thể, nếu bảo hiểm y tế Medi‐Cal tại quận hạt của quý vị áp dụng với bác sĩ hay bệnh viện hiện 

tại. Quý vị có thể chọn thay đổi bác sĩ nếu muốn.  

Hỏi:  Tôi sẽ được thông báo về việc chuyển sang Medi‐Cal bằng cách nào? Đáp: Quý vị có thể nhận được thông tin qua thư, điện thoại hay email.
