The County of San Diego is seeking a proven leader to fill an upcoming vacancy for Chief Deputy,Assessor/Recorder/County Clerk for the Department of the Assessor/Recorder/County Clerk. If you are ready to bechallenged and want to be an integral part of exciting changes, then we invite you to apply. This position isresponsible for planning, directing, coordinating and evaluating recordings, vital records, and archives services inthe day-to-day operations within the County of San Diego. Additional services would include:• Tracking, reviewing and analyzing ongoing legislative changes;• Acting on behalf of the department head as required;• Speaking on behalf of the department head in public, to news media and in court;• Acting as interagency liaison on Federal, State and local levels;• Developing and recommending policies, procedures, plans, and/or strategies to the Assistant

Assessor/Recorder/County Clerk, and/or other Chief Deputies to effectively and legally discharge designatedduties as required by law.

• Implementing the first San Diego County Archives Program in the new Award-Winning East County Office andArchives Building.

Department of the Assessor/Recorder/County ClerkYou will be directly involved in our mission, "To have fair and uniform assessments of all property, to obey and fullyimplement all property tax laws, and to provide prompt and courteous service to the public. To provide for theorderly and expeditious recordation, archiving and retrieval of all records submitted to provide for the efficientdistribution of vital records to the public."

The Department of the Assessor/Recorder/County Clerk has an annual budget in 2020-2021 of $80.9 million, andover 400 highly qualified staff. There are three main divisions within the Department that play a key role in servingthe community:

Assessor — locating, identifying and appraising all vacant land, improved real estate, business property, and certainmobile homes, boats and aircraft for property tax purposes.

Recorder — accepting and recording legal instruments (documents as required by law upon payment of properfees and taxes, and maintenance of birth, marriage and death records and indexes) for San Diego County.

County Clerk — issuing marriage licenses and performing civil marriage ceremonies; registering Fictitious BusinessName Statements, notaries public, process servers and professional photocopiers.

Ideal CandidateThe successful candidate must demonstrate leadership, management, customer service and interpersonal skills; have working knowledge of related industry standards and practices; have proficient knowledge of the functions of a California County Recorder/Clerk’s Office and the laws, policies and procedures related to the legal recording of documents and county clerk services; a working knowledge of archives services and document preservation, and demonstrate a high level of verbal and written communication skills.

An example of qualifying education/experience is a bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND at least five (5) years of management-level experience providing primarily Recorder and/or County Clerk services for a large public agency, including direction of budget and fiscal activities, personnel, contract support, systems and other administrative functions. Additional years of experience as stated above will substitute for the education requirement on a year for year basis. A master’s degree is desirable.

Salary and BenefitsCOMPENSATIONThe anticipated hiring salary range is $150,000-$180,000. Salary reviews are performance-based and goal

oriented.
