Santa Barbara County is looking for Staff Physicians to fill two (2) critical roles in our Public Health’s Primary Care and Family Health Division. Our physicians collaborate with a team of physicians, nurses and other staff providing clinical services in our expanding Federally Qualified Health Clinics throughout the County.

THE POSITION/ THE OPPORTUNITYStaff Physicians work at one of PHD’s Federally Qualified Health Care Centers (FQHC). As licensed medical doctors, Physicians assume independent responsibility for the clinical diagnosis and treatment of patients of the Santa Barbara County Public Health Department (PHD), with all of attendant necessities of care, including but not limited to history, physical examination, ordering of tests, interpretation of testing, procedures, referral to specialists and overall case management of the patients’ medical conditions; perform some related administrative duties to support PHD clinic and program operations; and perform other related duties as required. The PHD Fiscal and Administrative Division handles all of the administrative functions for Primary Care Family Health (PCFH), including malpractice insurance costs, and the Health Center Administrators coordinate all aspects of the practice, including staffing, scheduling, training and billing. This means our Physicians can concentrate on delivering quality health care to people unable to receive care elsewhere by spending more time with patients and less time with paperwork. In our FQHCs, the PHD adheres to the program requirements established by the Health Resources Services Administration (HRSA). Among these requirements are:

• A majority of our Health Center Board of Directorsare participants of the health center. This ensuresthat the services remain participant-directed andappropriate for the communities we serve.

• We report annually on medical quality and financialstability, using standard measures tracked by allsimilar centers throughout the country. This ensures ahigh level of quality throughout our system.

• Each of our Health Care Centers serve, and/orare located in, communities that are designatedas Medically Underserved Area (MUA) and/orMedically Underserved Population (MUP) because ofa documented lack of health care resources.

THE DEPARTMENT—Public HealthThe Santa Barbara County Public Health Department’s mission is to improve the health of our communities by preventing disease, promoting wellness and ensuring access to needed health care, and our vision is healthier communities through leadership, partnership and science. With a staff of 475 and a budget of approximately $83 million, Public Health serves a population of about 420,000 residents. Our range of responsibilities is vast—investigating disease outbreaks, conducting health education campaigns, inspecting food establishments, working with high risk mothers and children, operating health clinics for the underserved, staffing medical shelters during emergency evacuations and even caring for our four legged friends through our animal control program and many other programs and services. THE DIVISION—Primary Care & Family HealthThe Primary Care & Family Health Division provides primary and specialty care at our five Federally Qualified Health Centers (FQHC) and four satellite clinics located throughout Santa Barbara County. More than 120,000 patient visits are provided each year to low-income, uninsured and underinsured families, adults, and children. Pharmacy and clinical laboratory are also provided within the Health Care Centers, and other services offered include:

There are approximately 350 employees who include physicians, nurse practitioners, and physician assistants, who supplement a teaching program (Internal Medicine and Surgical) to provide comprehensive multi-specialty services across the County. The division is also responsible for administering the California Medical Services programs and the Medically Indigent Adult Program.

IDEAL CANDIDATEStaff Physicians require the following: 1. Based on Federally Qualified Health Center (FQHC)

mandates, incumbents must cooperate with CaliforniaState’s Public Health Department (PHD) to become aneligible billable provider.

2. A valid license as a Physician & Surgeon from theMedical Board of California;

3. A valid DEA certificate for the prescription ofcontrolled medications; and,

4. Board Certification or eligibility in Family Practice,Internal Medicine, Obstetrics/Gynecology, Pediatricsor other specialty consistent with PHD assignment.

Additional Qualifications: Some positions in this class may requiresome or all of the following:

1. A valid California Class C Driver’s License.

2. Eligibility for hospital privileges in local acute carehospitals.

3. Willingness to provide standby call coverage onweekdays, weekends, and holidays as well as beingavailable for consultation after regular business hours.

4. Other public health department requirements of allemployees related to immunizations, vaccinations, etc.

Knowledge of: the principles and practices of modern medicine; human anatomy and physiology; medical terminology; community resources in medical treatment; American Medical Association ethics and standards; pharmacology including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects; ICD-10 and CPT coding and billing principles; clinical and administrative supervisory principles and practices; and standard English grammar and usage.

Ability to: assess symptoms and make an accurate diagnosis; prescribe treatment appropriate to the patient’s condition and situation; skillfully apply principles and techniques of modern medicine; communicate effectively in both oral and written forms; establish and maintain effective relationships with staff, patients, the public, and other County employees; coordinate activities and efforts with other medical, nursing, and auxiliary staff; understand and accept the needs of medically indigent patients; and interact with and effectively treat clients from diverse socio-economic backgrounds.
