Asmdated residential improvements on the property include acottage [ garage, deck, leunis eoart, and several sheds and outbuildings. A vineyard is local~ on the northernportion of the property, encompassing approximately 1.5 to 2 acre. Potions of the project site are heavilywooded, ¢o~ttai~ting a wide variety of native and non-native tree~, inehtding Redwoods, Hnes, Oaks, Palms,Cedar, and Pepper. 1~ total, the site contai~s over 60 ordinan~ sized (over 12" in diameter, mcasured 4.5 feetabove ground)trees. The project site is relatively flat (less than a 10%) slope, with fire highest porOon of theproperty aloug the Porter Lane fro, lage in the norflmrn comer of the proper~. The project site is 10cat~d in aresidential neighbod~ood within an unincorporated area of eastern San Jose. The majofty of the surmm~dingresidential properties range from 13,000 s.f. to ~,0~ s.f. in size.

DISCUSSION: The 4.06 act’e site is located within tile lower foothills of eastern San Jose,However, the subjecl property is ~oeat~d ~ear the ba~e of these foothills, and there are nop~mincnt views from the project site of the San~ Clara Valtey floor or vi~ versa, Po~er Laneis not scenic road a~d the prq~ect she is not visibl~ fro~ any known scenic roads ~u ~e region.The project site curteet}y consists of a single family house (with several ancillary buildhag~) anda ~ineyard. As viewed from Poacr Lane, the site appears some~hat wooded wit[~ open areas forthe vhzeyard and ~side~ttiat improvements (deck, tennis court). Bail(t out of the subdivisionwmdd e~il coastructio, of a zzew public road into the prope~y and the construction ~ singlefamily homes facing the new ac~s ~ad and Porter Lane. Based upon visual evaluation and available archival documentation, the structure at 507 Porter Lane was constructed in!928. Several modifications have been made to tl~e structure since that time, An original covered porch was enclosedcirca 1945 by Charles S. Vise, grandfather of the current owner. On November 7, 19!0, the land was subdivided, as t~he Alta Dena Tract. Thesubject property consists ot a portion of Lot I6 of Altadena, Based upon visuaf evafuation and available archivaldocumentation, the primary residence at 507 Porter Lane was constructed in 1928 Tt~e original owners, Frank aridBetty Wishon, had purchased the property in on January 8, 1926 from a Ms. Wilda H. Jones. Frank Wishon wasemployed at the Hotel Montgomery, based upon Polk City Directories of San Jose. On June 29 of 1928, the Wishonssold a portion of the proped.y to a Mr, John ~-. Roundt~ee. In the early 1930’s the property was sold to Re~qo and LeolaHoefler, who owr~ed the property until 1944, at wi~ich time it was purchased by Charles S. an(/Jessie O. Viso, husbandand wife. The Viso’s may have lived in the home starting in late 1943, ~.efore the property transfer was finalized (viso,c. 2005), Charles wozked as a butcher in a grocery store. The property has since remained in the Viso family, andnumefoL~S ramify relations have lived at various times in the home. tn 1961 Lhe property passed to Charles’ son JamesJ. Viso upon his dealb. James Viso was a plumbing contractor, On December 23, 1985 the property passed to thecurrent owner, Charles J. Viso. who works as a plumbing and sheet metat contractor.

French Eclectic style. The western of these lv~ chimneys features a targe"W" in decorative script, referring to thename of the original owner of the home. Mr Frank Wishon. Windows throughout the structure are wooden framed,primarily in double=hung sas,h configuration, The panes in al~ cf these windows have been replaced by the currentowner, wilh the exception of the large slained glass window a~.ove the main entry, and a few smaller leaded glasswindows. The large wooden main er~try door is accessed via a semi-ettclosed set of steps, and is surrounded by false~exposed" brickwork,

The interior of the structure is in good condition, although somewhat altered from its original form, The main entryopens into the front room. beneath the stairway leading to the second floor. North of the front room, the formal diningroom features new~y painted wa~s. To the south is the living room, which has been extensively redecorated by thecurrent owners, and includes a large fireplace, lhe far..ade of which is not original to the structure. The kitchen hasbeen completely modernized, containing all new fixtures, countertops, and tile, However the ceramic pavers that linethe floor appear to be original. The projecting northern wing of the residence, beneath a lower side gabled roof,contains a recreation and television room, This area was conver~ed from what was once a garage. TO the rear of thestructure, a large covered porch was enclosed as a sunfoom. The second floor includes the master bedroom, and Iwosmaller bedrooms, none of w~ict~ feature notable architeclu~al detailing. The third floor conve.,ted attic space, and nowincludes two bedrooms and a small bath~’oom.

In addition to the pdmary residence, several other buildings and structures are present on t~he pro#erty. These arebriefly described below.

North of the main residence is a deta~;hed garagelcottage unit. This strt}ct~rfe, built in 1986, includes a garage andsingle bedroom living uniL converted from storage space. Tl~e roof is side gabled, and surfaced wilh wooder~ sl~ingles.The exterior walls are surfaced will] stucco, painted white wiLh green trim.

A smaflflat-roofed carport is situated east o~’ the driveway directly behind t,he entry gate, Acoo{ding to the currentowner, th~s carport was b~tilt using the remains of a wooden storage shed or small barn.

Also present ca the property, to the southeast of the primary residence, is a fro~t gabled storage shed, converted [oruse as a game room. The exterior wal~s are surfaced wilt) wooden plywood, painted off-while, This structure was builtcirca 1950 by Charles S. Vise (Vise, C, 2005).

A property may be automatically listed in the CRHR if it is formally deter’mined eli~tibfe for the National Register ofHistoric Places. Properties that are formally determined eligible for the NRHP are those that are designated as suchthrougt~ one of the federal preservation programs administered by the California Office of Historic Preservation (i.e..the National Register, Tax Certification, and Section 106 review of federal underlaki~gs).

The CRHR =nterpre~ tl~e integrity of a cultural resource based upon its physica] authenticity. An historic culturalresource must {etain its hislodc character or appearar~ce and thus be recognizable as an historic resource. The structure at 5,07 Porter Lane is not currently listed on the California Register of Historir, a] Resources. The structure is a large and well elaborated example of the FrenchEclectic style of architecture, however additions and modifications made to the residence have compromised itsafct~itectura~ integrity. Conc|usions

The Vise Subdivision project as ploposed would have ao adverse impact ontra~portation facilities in the study area. The proposed project drive, ray on Porter Lanewould have adequate sight distance. Improvements are recommended for the intemecotionof Alum Rock Avenue and Porter Lane to increase si~t distance. However, this is anexisting problem and not an impact of the project.
