Q1) Does the County want to purchase an Optical Character Recognition (OCR) software module to purchase for the day forward redaction?

A) Yes.

Q2) Does the County have the ability to perform the required quality assurance on the day forward documents and inspect OCR redacted candidates if a software solution is purchased?

A) Yes, the County also has the ability to inspect OCR redacted candidates when a software solution is purchased.

Q3) What is the average daily recording volume for day forward processing in pages?A) The average daily recording volume for day forward processing is approximately 6500

Q4) If using an OCR software internally within the County to redact, what is the expected turn around time to be able to publish a “Public Record”?

A) The turn around time to publish a “Public Record” would be one day.

Q5) How many people can the County provide on a day forward basis to handle the redaction quality assurance?

A) This will be determined when the contract is final.

Q6) Who will monitor the accuracy of the quality of redaction at the County?A) The County will internally monitor the accuracy of the quality of redacted files.

Q7) How will this quality be measured and documented?A) The quality will be measured and documented by an internal process or standards

combined with vendor’s statistic report or analysis.

Q8) If quality levels are to be measured by the County, when will results be published to the vendor to make corrections?

A) The results will be published weekly.

Q9) How soon does the contractor have to make corrections?A) The County would like the vendor to provide a description of turn-around time on

corrections.

Q10) Where does the County want the redaction OCR process to reside in its current workflow?A) The County would like the OCR process to reside at the time of scanning or after

indexing.

Q11) Will the OCR redaction be done before or after recording?A) The OCR redaction will be done after recording.

Q12) Is the County planning on running all day forward documents through the OCR engine? What about document types that “MAY” have redaction candidates?

A) The County is planning on running all day forward documents through the OCR engine.

Q13) Does the County want a day forward redaction service in which the vendor would provide all of the redaction services with no software to purchase by the County?

A) No, vendors are encouraged to include in their proposal recommendations that will enable the County to have a redaction solution that is efficient and cost effective.

Q14) If the County wants to purchase the OCR redaction software and use in house, would the County be interested in a vendor that could provide the quality assurance program regardless of the platform selected?

A) The County will internally monitor the accuracy of the quality of redacted files.

A) No, the redaction software does not need to be integrated with the recording software application, but integration is preferred.

Q16) Does the County want the same OCR process that is used in the day forward solution to be the OCR process that is used in the back file conversion?

A) The County will review all process solutions proposed by the bidders.

Q17) What is the time frame to completion of the back file conversion of images using an OCR process?

A) The County is asking the vendor to provide a written plan for the redaction process, a validation methodology and percentage of accuracy, and project timelines.

Q18) If the County chooses to provide its own quality assurance will the vendor be held responsible if the timeline is delayed due to review by the County?

A) No, the County will not hold the vendor responsible if the timeline is delayed due to review by the County.

Q19) Are the back files in paper, microfilm, or electronic form?A) The back file images are in electronic form.

Q20) Are these documents identified electronically by their respective document type?A) Yes, these documents are identified electronically by their respective document type in

the index.

Q21) Does the County want redacted images back or XY coordinates of where the redaction lies on the document?

A) The County is requesting that the vendor returns redacted images Q22) Does the County want all images run through the OCR process and re-output to film with the

redactions in place?A) No, the County would like to re-output to a file and not to film.

Q23) In what document management system will the images be stored?A) The documents will be stored in the Anthem system.

Q24) Will there need to be any renaming of the redacted images?A) Yes. Redacted images will need to be renamed. The County will also need an index of

all images.

Q25) Would the County like to have the entire back file images processed, redacted, and quality controlled as a service?

A) No.

Q26) How would the vendor receive the source material?

A) The County and the vendor will determine a mutually agreeable option after the contract is final.

Q27) Are the images for the back file currently accessible through the County’s recording system?A) Yes.

Q28) How does the County expect to rate a certain software accuracy from one company to the next?

A) The County will ask the bidder to provide a sample CD during the oral presentation to demonstrate the proposed redaction solution. The demo will be used to rate the accuracy of each prospective redaction solution.

Q29) A 5% preference shall be granted to a vendor with a local business address. Does the local business address have to be an active production office?

A) The local business address must be an active location. It can be an administrative office or a production office, but the business of the firm must be conducted from that location with staff reporting to the location.

Q30) Do subcontractors have to have the same ranking on the Dun & Bradstreet report as the prime contractor?

A) Subcontractors are not required to submit financial information as part of a response to this RFP.

Q31) Section II (Statement of Work), F, 6 (page 10), requests a report detailing the percentage of accuracy. I was unable to locate a desired accuracy percentage in the RFP. Could you please speak to the County’s desired accuracy percentage?

A) The County’s desired accuracy rate is 100%.

Q32) The County mentions quality control (QC) within its process. Do you prefer to QC redacted documents that have been completed? Or, does the County anticipate completing verification of images that have been processed by automated software?

A) The County anticipates completing verification of images that have been processed by automated software.

Q33) In the Evaluation Criteria section, item D, (page 16), states that: “Additional Credit will be given for features of the proposed design that offer enhanced utility, ease of use or ease of integration with existing records management equipment and systems.” What is the maximum credit, in points, that can be awarded for this additional credit area?

A) Each evaluation component in Item D will be rated equally with a highest possible overall rating of five (5).

Q35) Does the current Anthem system have the ability to natively store the private and public copies of the document?

A) If the Anthem system does have this ability the County is not aware of it.

Q36) What is the version of the current Anthem software being used? Are there any upgrades pending and if so to what version/build number of the current software?

A) The current versions that the County uses are; Anthem Version 6.93.9.0; Visiflow Verion 3.0.0; PowerBuilder 8.0.1. There are no pending upgrades at this time.

Q37) Are the existing Anthem repository images stored as BLOBS within the database or files within a windows file system that the SQL 2005 database then points to?

A) The existing Anthem repository images reside in storage on a windows file system to which the SQL 2005 database has pointers.

Q38) What is the scanning software being utilized? A) The scanning software that is being utilized is Kofax and Anthem.

Q39) Aside from document scanning to create TIFF images within the recording system, does the County accept e-recorded transactions? If yes, and if redaction processing of such is desired on newly filed (i.e. e-recorded) documents is there a different workflow process other than the scan/capture one described that will need to have redactions applied?

A) The County does not accept e-recorded transactions.

Q40) Section II (Statement of Work), A (Intent), (page 5), states the County is seeking a vendor to provide redaction services (and) intends to award a two year (2) year contract. For the day

forward solution is the County seeking to acquire a perpetual license to use the 1/1/2009 day forward software solution and 2 years of maintenance, or is the County seeking to not acquire a perpetual license so that at the end of the two year period any provided software and/or services would no longer be provided to the County?

A) The two year contract term pertains to day forward redaction. If the recommended solution includes a perpetual licensing, please include information regarding annual licensing and/or maintenance fee schedules in your proposal.

Q41) Section II (Statement of Work), B (Scope), 1, (page 5), states the County records management vendor will “import” the redacted images into the system. Can you specify the import format required to comply with any import to the records management system processes?

A) The image import format required to comply with any import to the records management system processes will need to be TIFF IV.

Q42) Section II (Statement of Work), B (Scope), 2, (page 5), requires the solution to be able to truncate SSN’s identified by specific instrument number, day or date range. Can you explain how the County envisions providing the metadata for such instrument selection truncation is supposed to occur on, or the software that will be used for such selection?

A) Bidder is to provide options for a software solution with the ability to go back in time to review and verify the images and redact as necessary or through second level QC.

Q43) Section II (Statement of Work), C (Background), page 6, “An automated third party software tool is utilized to expedite indexing through learning, retention, and application of indexing typical practices”. Is this third party tool the Mentis AIindex software or some other vendor’s product?

A) Yes, the third party tool is the Mentis AIindex software.

Q44) Has the County been provided with any pricing information prior to the RFP on the mentis AIredact solution?

A) No, the County has not been provided with any pricing information prior to the RFP on the mentis AIredact Solution.

Q45) As the RFP throughout requires “seamless integration” or “integration” from the redaction software within the recording software (Anthem), when will the County provide appropriate documentation on the API’s within Anthem that exist for third party interfaces to allow this integration to occur? If such will not be made available, how does the County expect any bidder, other than Manatron/Anthem, to be able to satisfy the integration requirements of the RFP?

A) Vendor should create Windows API’s and Component Object Model (COM) as an interface standard. The County will provide necessary details for third party product interface and integration.

Q46) As one would reasonably expect the County has a right to use the Anthem software provided in its software license agreement, the question posed is will restricted access via Anthem API’s be allowed without any redaction vendor having to provide Manatron/Anthem any additional fees for such use; or to obtain access to third party API’s additional fees will be required to be paid by redaction vendors to Manatron for Anthem access?

A) No additional fees are expected to be paid by the successful bidder to Manatron for API access.

Q47) Will Manatron be bidding on this RFP? A) The County does not know if Manatron will be bidding on this RFP.

Q48) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 2, page 6, states the solution should enable either a single image search and redact or a date-range search and redaction order. If the County is purchasing a back file redaction of all images as well as a forward file solution for all incoming images our interpretation of such is that all images the County has archived as well as all new documents are going to be redacted. Can the County explain where and how this search and redact for single image or by date range would come into use if all images are already redacted?

A) The County will provide ongoing operational flexibilities.

Q49) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 4, page 7, states “vendor must provide a solution that will preserve the document original”. Can you provide clarification as to the redaction vendor having to “preserve the original” as either the redaction vendor will preserve an original copy someplace in storage or just that the redaction vendor will only operate on a copy of the original?

A) The awarded vendor will work on a copy of the original.

Q50) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 6, page 7, aside from the existing server configurations as the requirement is to operate on existing hardware, can specifics of the available existing hardware be provided, such as vendor, model, CPU, memory, and storage? Is there a desire to install the redaction solution on existing in production servers or are additional resources available for use?

A) The County would like the vendor to provide a recommendation on minimum storage and/or hardware requirements to accommodate backfile redaction and the vendor solution.

Q51) We wish verification that the 2M new images per year are actually 2M single page TIFF images and not 2M multi page TIFF documents.

A) The County processes four hundred thousand (400,000) multi-page TIFF images with an average count of five (5) pages per image, which is two million (2,000,000) total images per year.

Q52) Per section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 8, page 7, must the solution operate in manual and batch redaction modes such that manual users have the ability to draw redaction masks on images and batch is that the system processes and automatically draws redaction masks where needed?

A) Yes, the system must process and automatically draw redaction masks where needed.

Q53) Does the County use any workflow product (outside of the workflow provided for within the Anthem product) to perform any workflow processing steps in the recording of instruments? If so, will the County provide the workflow vendor name and provide documentation on their processes and API’s available?

A) The County is not using any workflow product other than Anthem.

Q54) Will images other than land records be redacted?A) Yes, additional images, other than land records, will be redacted.

Q55) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 11, page 7, states back file images must be flagged or redacted on a one by one basis or when accessed via a restricted (non-public) search after being noted as a redacted document during public searches. The latter will require integration with the records management non-public search screen. Our interpretation of the above statement is that it is the County’s desire to redact images when they are accessed via the “non-public (or private)” search (standard Anthem search) screen. If such is the case why is a private search screen not just simply returning the non redacted and “private” images?

A) Your interpretation of the above statement is that it is the County’s desire to redact images when they are accessed via the “non-public (or private)” search screen is correct. We would like authorized employees to be able to view redacted and un-redacted images.

Q56) Does the County intend to provide access via Anthem to the private images? A) Yes.

Q57) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 15, page 8, states vendor must provide a method for handling missing images, multiple images, and incorrect images. Please explain the concept of missing, multiple, and incorrect images. Are

For instance we can understand that an image might be missing (i.e. index data exists but no image).” Also does “incorrect” refer to incorrect TIFF headers or that the image is classified under the wrong instrument code or has incorrect index values?

A) The County would like to be notified if these conditions are found in the back files. Incorrect refers to incorrect TIFF headers or incorrect index values.

Q58) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 16, page 8, states the County will examine the redacted data and verify the accuracy and effectiveness of the redaction for each delivery. Is this in reference to the delivery of the back file or on a forward file basis?

A) This is reference to the back file.

Q59) Section II (Statement of Work), D (Specific Requirements/Vendor Qualifications), 21, page 8, states the redaction process must include preserving and securing the original images. Is this in reference to the back file redaction processing or to each new image processed onsite within the software?

A) This is reference to day forward processing.

Q60) What are the existing time constraints on having indexed images available for public access? Is this requirement currently being met with partial indexing prior to public access being performed or is public access currently provided only after full indexing has occurred?

A) Public access will be available after full indexing has occurred.

Q61) For forward file documents, given the existing indexing processing time and any time constraints for making the official records public (if any exist) what is the expected time that still exists to allow the redaction process to occur without being in violation of the constraint?

A) The redaction process can occur when the records are partially indexed within one business day.

Q62) Are there documents in the existing repository that were the output from a microfilm conversion? If so, what are the expectations of their DPI?

A) Yes, the expectations of DPI are 240-300.

Q63) Will the County allow the vendor to keep copies of the private copy (non redacted version) of the images (either back file or forward file) for any circumstance involved in furthering the accuracy of the software redaction process?

A) Vendor is to retain non redacted images in a secure area and access them only when necessary for the purpose of this project. Upon the expiration of the warranty on this project vendor is to destroy non redacted images and forward a destruction certificate to the County.

Q64) What does the County mean by “Bidder shall include a quote of time and materials and schedule of fees for additional work outside the scope of work requested in Exhibit B Bid Form”?  Does this mean than pricing put in this section is considered optional by the County and might not be purchased?  Or is this a method to include software installation services?

A) This section is optional for the bidder. The bidder can add anything that might be outside the scope of work in this section.

Q65) Is a prime contractor who is not SLEB certified required to subcontract with a SLEB, or is this only if the prime contractor desires the 10% SLEB preference?

A) A prime contractor must either be a certified SLEB or subcontract with one or more certified SLEBs for at least 20% of the total contract value.

Q66) Can prime contractors who are not SLEB certified qualify for the 10% preference by subcontracting with a SLEB?

A) No, the 10% bid evaluation preference is only available to certified SLEBs bidding as the prime.

Q67) Did any company assist the County in assembling this bid, and if so, will they be precluded from bidding?

A) No, the County did not receive assistance from any company in assembling this bid.

Q68) Exhibit M Section J.1, concerning the number of references required may prohibit many smaller entities from bidding on this opportunity will the County reduce these requirements in support of soliciting more responsive bidders?

A) No, the County will not reduce the requirements for the number of references required to solicit for more responsive bidders.

Q69) The County requests 5 current and 5 former references. As we do not have any customers that are not using our software (i.e. no former references) is it acceptable that we just provide 10 current customers?

A) You may state your reasons for excluding former references in Exhibit I and ask that this requirement be waived. The County is under no obligation to grant that request.

Q70) Section II (Statement of Work), B (Scope), (page 5), can we assume that all 25 million back-file records are imaged in Group IV Tiff format?

A) Yes, all 25 million back-file records are imaged in Group IV Tiff format.

Q71) Is it anticipated that all 25 million back-file images will need to be redacted in the 2 years awarded for the contract?

Q74) Section II (Statement of Work)- C (Background), page 6, “Paper documents are reviewed, bar-coded, scanned, sight-QC checked, and stored in TIFF-IV format.” What information is encoded in the barcodes?

A) The information that is encoded in the barcode is as follows; instrument number, document type, page count, and the date and time of recording.

Q75) Section II (Statement of Work), C (Background), page 6: “Third party access to Anthem is prohibited.” How is required integration with the existing record management system anticipated to occur?

A) Required integration with the existing record management will be with API. API is a program integration tool.

Q76) Can information/documentation on the tools available to interface with the record management system be provided?

A) Vendors should plan to utilize standard tools for interactions with SQL 2005.

Q77) Does the word "flag" here refer to actual X/Y coordinates for identifying areas on the image(s) with an SSN to allow for a manual review\verification of the identified SSN's (per #10 on page 7)?

Page 16 of 17November 3, 2008The County of Alameda is soliciting bids from qualified vendors to furnish its requirements per the specifications, terms and conditions contained in the above referenced RFP number. This Bid Acknowledgement must be completed, signed by a responsible officer or employee, dated and submitted with the bid response. Obligations assumed by such signature must be fulfilled.1. Preparation of bids: (a) All prices and notations must be printed in ink or typewritten. No erasures permitted. Errors may be crossed out and

corrections printed in ink or typewritten adjacent and must be initialed in ink by person signing bid. (b) Quote price as specified in RFP. No alterations or changes or any kind shall be permitted to Exhibit B, Bid Form. Responses that do not comply shall be subject to rejection in total.

2. Failure to bid: If you are not submitting a bid but want to remain on the mailing list and receive future bids, complete, sign and return this Bid Acknowledgement and state the reason you are not bidding.

3. Taxes and freight charges: (a) Unless otherwise required and specified in the RFP, the prices quoted herein do not include Sales, Use or other taxes. (b) No charge for delivery, drayage, express, parcel post packing, cartage, insurance, license fees, permits, costs of bonds, or for any other purpose, except taxes legally payable by County, will be paid by the County unless expressly included and itemized in the bid. (c) Amount paid for transportation of property to the County of Alameda is exempt from Federal Transportation Tax. An exemption certificate is not required where the shipping papers show the consignee as Alameda County, as such papers may be accepted by the carrier as proof of the exempt character of the shipment. (d) Articles sold to the County of Alameda are exempt from certain Federal excise taxes. The County will furnish an exemption certificate.

4. Award: (a) Unless otherwise specified by the bidder or the RFP gives notice of an all-or-none award, the County may accept any item or group of items of any bid. (b) Bids are subject to acceptance at any time within thirty (30) days of opening, unless otherwise specified in the RFP. (c) A valid, written purchase order mailed, or otherwise furnished, to the successful bidder within the time for acceptance specified results in a binding contract without further action by either party. The contract shall be interpreted, construed and given effect in all respects according to the laws of the State of California.

5. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order.

6. Samples: Samples of items, when required, shall be furnished free of expense to the County and if not destroyed by test may upon request (made when the sample is furnished), be returned at the bidder’s expense.

7. Rights and remedies of County for default: (a) In the event any item furnished by vendor in the performance of the contract or purchase order should fail to conform to the specifications therefore or to the sample submitted by vendor with its bid, the County may reject the same, and it shall thereupon become the duty of vendor to reclaim and remove the same forthwith, without expense to the County, and immediately to replace all such rejected items with others conforming to such specifications or samples; provided that should vendor fail, neglect or refuse so to do the County shall thereupon have the right purchase in the open market, in lieu thereof, a corresponding quantity of any such items and to deduct from any moneys due or that may there after come due to vendor the difference between the prices named in the contract or purchase order and the actual cost thereof to the County. In the event that vendor fails to make prompt delivery as specified for any item, the same conditions as to the rights of the County to purchase in the open market and to reimbursement set forth above shall apply, except when delivery is delayed by fire, strike, freight embargo, or Act of God or the government. (b)Cost of inspection or deliveries or offers for delivery, which do not meet specifications, will be borne by the vendor. (c) The rights and remedies of the County provided above shall not be exclusive and are in addition to any other rights and remedies provided by law or under the contract.

8. Discounts: (a) Terms of less than ten (10) days for cash discount will considered as net. (b) In connection with any discount offered, time will be computed from date of complete, satisfactory delivery of the supplies, equipment or services specified in the RFP, or from date correct invoices are received by the County at the billing address specified, if the latter date is later than the date of delivery. Payment is deemed to be made, for the purpose of earning the discount, on the date of mailing the County warrant check.

9. California Government Code Section 4552: In submitting a bid to a public purchasing body, the bidder offers and agrees that if the bid is accepted, it will assign to the purchasing body all rights, title, and interest in and to all causes of action it may have under Section 4 of the Clayton Act (15 U.S.C. Sec. 15) or under the Cartwright Act (Chapter 2, commencing with Section 16700, of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, materials, or services by the bidder for sale to the purchasing body pursuant to the bid. Such assignment shall be made and become effective at the time the purchasing body tenders final payment to the bidder.

10. No guarantee or warranty: The County of Alameda makes no guarantee or warranty as to the condition, completeness or safety of any material or equipment that may be traded in on this order.
