Course outline:

The introduction to legal framework of law enforcement procedures. Crime scene: determining the boundaries and securing the scene. The procedure with witnesses. Gathering information. Finding, collecting and protection of physical evidence at the crime scene. Nature of crime scenes: vehicle accidents, dead body at the scene, arson scene, explosion scene, crime scenes with firearms involved, scenes of rape and sexual assaults. Fundamentals of fingerprint evidence, footwear evidence and tool marks. Documenting the evidence – the importance of quality control. Case studies in which physical evidence was collected and the role of the evidence in the further criminal investigation.

Course objective:

Acquiring knowledge of legal aspects of crime scene investigation. Gathering the practical experience of crime scene investigation. The course stresses the multidisciplinary nature of law enforcement procedures and integrates legal, practical and scientific aspects of crime scene investigations.

Course outline:

The concept, origin and development of the state administration. The differentiation of the state administration in relation to the legislative and judicial power. Modern understanding of the state administration. The state administration activities and the organization of the state administration bodies. The principles of the state administration activities. The responsibility of the state administration bodies for the use of state power, performing duties regurarly and in time. Civil servants and employees: hiring, rights, obligations and responsibility. The place and role of the Ministry of the Interior within the state administration, and relation with other bodies of the state administration.

Course objective:

Introduce students to the organizational models of administration as an organization, the current organization and functioning of state administration in the Republic of Croatia, as well as its activities, powers and relations towards citizens. Acquire basic knowledge of civil servants and employees in the state administration, the way of performing activities as well as its rights and responsibilities for performed activities and duties.

Legal concepts of the Constitution of the Republic of Croatia. Basic determinants of the Constitution of the Republic of Croatia. Basic human rights and liberties. Definition of democracy. The sovereignty of the people; democratic society; ruling of the majority and the rights of minorities; the pillars of democracy.

Basic human rights. The rule of law. Democratic culture: civil culture; democracy and education. Government organization. The principle of constitutionality and legality and its control. Constitutional and legal regulation of self-government and administration and international relations.

Course objective:

Understand the highest values of the constitutional system of the Republic of Croatia imperative for the development of democracy in the country, and the concept of human rights and their protection mechanisms.

Criminal law. General part. The concept and classification of the criminal law, the relation to other legal disciplines, the subject and methods. Criminal law sources: law, functions of criminal law, interpretation of the law, application - personal, spatial and temporal. Criminal offence and a perpetrator: a general concept and basic ingredients: human behaviour, unlawfullness, culpability, punishability. Culpability: mental capacity, intent, negligence, mistake of law. Stages of a criminal offence. Individual and collective commision of a criminal offence. Criminal sanctions. Legal persons’ responsibility for criminal offences.

Special part. Systematic basis of special part. Overview of criminal offences regarding types.

Course objective:

Fundamental introduction to the basic institutes and principles of the administrative law (for example, the principle of administration legality, the principle of proportionality, discretion, administrative act, administrative procedure). Introduction to the structure and function of the public administration in the Republic of Croatia. The sources of the administrative law. General consideration of the police, administrative and legal competence with a special consideration od the police competence in the administrative procedure. Application of the aquired knowledge on the practical legal problems – examples of the administrative act and the administrative procedure.

Special part: the relation of the administrative law and internal affairs. Basic principles in policing. Civil status and nationality. State border, foreigners and asylum. The activities of general safety of property and persons. Other administrative and related activities.

Course objective:

Understanding basic problems of the administrative law as a legal discipline which is of crucial importance to the internal affairs. Initial developing of skills for practical problem solving in the field of the administrative law; preparation of the simple administrative acts. Aquiring systematic and practical knowledge of the administrative law – special part.

Practice grammatical structures especially those which help students understand the authentic texts related to the police work. Communication in real situations while establishing identity, giving information to foreign citizens, giving directions, and situations related to the traffic and border control.

Course objective:

To introduce students to the specific features of the English language for police purposes as well as the basics of communication in that field with a special reference to the core vocabulary. To develop the necessary level of productive use of the English language for special purposes. To encourage developing skills necessary for the further development and self-study.

The role of police in the society, mutual expectations and cooperation between citizens and police officers; the phenomenon of security as one of the basic individual and social need: the police as an institution which is societ’s response to the need for security of its members; the police in traditional and modern (industrial) societies: historical overview of the police development as a social institution – from the paleolitic hunter to the repressive guard of the ruling social groups to the police officers who are reliable and highly professional towards citizens; the police in postmodern (postindustrial) societies; the police and civil society.

Course objective:

Develop skills of self evaluation from the citizens’ perspective and continuous interest for their own role in the society; internalize ethical principles of the police vocation related to loyalty and serving to the citizens, a loyalty which is in concordance with the loyalty within profesisional hierarchy, develop sensitivity for identifying and protection of the vulnerable citizens

Historic preconditions of protection and rescue origin; basic concepts: crisis, catastrophy, larger accident, accident; normative framework, types of threats; planning in the protection and rescue system; the organization and elements of the existing protection and rescue system; rescue and protection system management; competencies of the central bodies of the state administration and other protection and rescue service; the role of the police and other bodies in the protection and rescue system in planning, preventive and operative activities; non – governmental and intergovernmental organizations in protection and rescue system. International organizations in the protection and rescue system; protection and rescue systems of other countries; Geneva Conventions and additional protocols; bilateral agreements of the Republic of Croatia with other countries and international requirements in the field of protection and rescue.

Aquire knowledge and the possibility of threats detection, knowledge of the organization and competence of particular relevant subjects. Aquire practical kowledege of the system management as a whole in catastrophies and greater accidents. Introduce to the initiatives in European security area and with the activities of the international institutions. Aquire knowledge of the police role and their procedures in catastrophies and greater accidents, and their cooperation with other relevant subjects.

Detection of criminal offences and search for perpetrators. Police investigations of criminal offences. Preliminary enquiries and measures. Circumstantial evidence and hypotheses. Methods of working with circumstantial evidence in criminal investigation procedure; disadvantages and mistakes in dealing with circumstantial evidence. Hypotheses – general direction of police activities: after the report that a crime was commited, after preliminary response, while undertaking particular action or measure, after receiving emergency call, checking collected data, making hypotheses of the source of information. Testing hypotheses. Hypotheses and planning of investigative actions. The transforming of informal to formal actions. Aspects of urgent investigative measures. Crime analysis. Police/criminal records. Crime report (content, supplements, anex to a report). Cooperation of the police and state attorney in preparing the case.

Course objective:

Develop basic skills of conducting preliminary police investigation of crime offences. Acquire knowledge and skills of fact-finding and their comparison with abstract description of forbidden behaviour.

Origin and historic development of the police and the definition of police. The diferentiation of the role of police in the society, the specialisation of police service. Police today. Theories of organizations, the concept and types of organizations. Types and forms of organizational structures, types of police organizations in the world. Basic administrative functions of the police and the activities of the Ministry of the interior of the Republic of Croatia. Legal and organizational bases and fundamental internal ogranization of the MOI of the Republic of Croatia. Police relations with public and the police oversight. The teritorial aspect of the MOI organization, the organization of the Ministry’s headquarters, Police Administration and police stations. Programming and planning activities in the police, security judgements. International police cooperation.

Course objective:

Introduce students to the historic circumstances of the origin of the institute of force in social communities as the legal source for the police existence in the society. Explain the fundamentals of the theory and practice of the organization in order to understand the system of making concepts and realization of police functions in organizational structure. Point out the internal factors of police organization and external factors of the environment which determine the organizatonal structure ot the MOI. Explain the origin and development of transnational police activities in the conditions of communication development as an important factor of the international crime suppression. Aquire systematic, operative and practical knowledge in the field of programing and planning police activities.

The use of natural sciences and modern technology in criminal investigations and criminal justice process. Physical evidence, defining and characteristics. Locard’s Law. Scientific methods of searching, protecting, documenting, collecting and analysis of physical evidence. The importance of maintaining the integrity and identity of evidence (chain of custody). The role of physical evidence in the criminal investigative and the criminal justice processes. Characteristics of different types of evidence: fingerprint evidence, biological evidence, trace evidence (fibers, paints, glass, fire and explosives debris, controlled substances, gunshot residues), firearms evidence, tool marks, and questioned documents. Methods and equipment for crime scene processing (recording the scene, recovering, collecting and packing evidence). Scientific methods of laboratory analysis of various types of evidence. Possibilities and boundaries of expert witness. Scientific methods of personal identification (fingerprints, DNA-analysis, voice identification etc.). The use of computer technology in criminalistics.

Course objective:

Awareness of the importance of physical evidence in the crime investigation and the process of evidence «from the crime scene to the court». Recount the legal aspects of evidence collection and the presentation of conclusions in a legal framework. Critical evaluation of standard techniques and equipment for the collection and analysis of evidence in specific situations. Acquiring knowledge about possibilities of modern scientific methods and technology in the field of personal identification.

Aspects of interpersonal communication. The styles of communication. Avoiding conflicts in communication. Exercises in different styles of communication regarding the aim of the communication.

Develop communication style acceptable to the standpoint of citizens. Develop basic interpersonal social skills. Defining criminology as a science, the development of criminological thinking, the subject matter of criminology; the relation of criminology towards other sciences, the methods of criminology; schools of thought related to explanations of deviant behavior, the modern approach to explanations of delinquent behavior; classical school of thought, positivists, critical school of thought, biological theories, psychological-psychiatric theories, sociological theories; crime data sources and their use; crime and age, crime and gender; recidivism; victimology; fear of crime and its possible consequences.

The scope and structure of crime in the world and the Republic of Croatia; property crime, violent crime, sexual crime; economic crime, traffic crime; organized and international crime, legal and judicial policy on punishment, prevention of crime.

Course objective:

Understand the evolution of social understanding of crime, the ability to analyze basic criminological notions in the context of modern interdisciplinary discourse, the analysis of official crime data sources. Knowledge and understanding of modern types of crime, their etiology and characteristics of offenders and victims; ability to individually evaluate crime in a certain area and address the particular crime problem, writing criminological reports.

Course definition. Basic psychopathological disturbances important for understanding the special psychopathology (disturbances of reasoning, mood, memory, perception, intelligence and psychomotoric disturbance). Some psychiatric illnesses and disorders commonly related to social deviant or criminal behavior (psycosis, addiction problems – alcoholism, drug abuse, personality disorders, mental retardation, and sexual disorders). Law on mentally disordered persons. Involuntary hospitalization. Legally defined role of police officers. Specific communication during the police procedure involving mentally disturbed persons. Psychopathology and hostage situations. Possible preventive work.

Course objective:

Aquire knowledge and skills related to detecting the psychopathology which leads to socially deviant and criminal behavior. Develop skills of communication with persons whose abilities of communication are limited and altered. Students will have field experience at the Psychiatric word (examples of particular psychiatric disorders) and in Centre for forensic experize (knowledge of psychiatric problems related to crime).

Concept and classification of minor offences law. The sources of minor offeces law: laws and bylaws. The place of the minor offences law within the criminal law in a broader sense. The principle of lawfulness. Minor offence liability – physical persons, legal persons, juveniles. Minor offences’ sanctions and protective measures.

Concept and forms of minor offences procedure. Basic principles, jurisdiction, institution of precedures, magistrates’ court decisions. Legal remedies – ordinary and exclusive. Costs and the geometry of cost relations. Economic indicators and principles of bussiness.

The history of organisational science and modern organisational theories. Economic value, prices and opportunities. Risk and uncertainty. Diversification and portfolio selection of investments. Evaluating the basic instruments in company financing. The basics of budgeting the capital and long term financial decisio-making. Immediate pure value and internal rate of profiability. Other criteria in financial decision-making. Financing by issuing securities. Longterm debts. Leasing. Criminality in market economy. The most common places and appearing forms of criminality. The appearance of criminality in import and export management, in customs and shipping management, in exchange business with foreign countries, and criminality in specific business. Issues related to joint investments, customs zones and taking investment business in foreign countries.

Course objective:

Introduce students to the theories related to companies and bussiness economics as a basic microeconomic unit. Aquire systematic and operative knowledge of bussiness economics control and detection of crimes in economic activities. Basic principles in interviewing witnesses. Practical skills in conversation management and basic skills of cognitive interviewing. Styles of questioning. Legal and non-legal methods of psychological pressure in investigative interviewing.

National and European system of healthy environment protection as well as safety and protection from environmental accidents. Special role and activities of the MOI of Republic of Croatia in the prevention and undertaking urgent measures of intervention and criminal investigation. Environmentaly hazardous substances, materials, and energies. Endagered and endangering activities, premisies, objects, processes, operations and procedures. The subjects of prevention and urgent interventions related to dangerous public acts in the field of environmental crime. The special features of security, protection and documenting the crime scene and discovered evidence as well as criminal investigation planning. Significant evidence discovered on the ground, in the air, water, on the flora nad fauna. Adequate knowledge, methods, techniques, skills and experience necessary for location, identification, proper lifting, packing, keeping, reliable examining and interpretation of specific physical evidence. Important group of questions used in interviews and polygraph tests. The possibilities and limitations of modern forensic methods and techniques in the evidence detection and identification of different pollutants. Application of criminal investigation results in the checking and prooving hypotheses on the types, causes, and important circumstances of the environmental contamination or hazards.

Course objective:

Aquire knowledge of the basics of the work organization, management and coordination and individual undertaking necessary police, security and special measures, actions and procedures of the criminal investigation of the methods, causes, conditions and circumstances of the environmental incidents and accidents during the production, processing, handling, storaging and transportation of dangerous substances and materials which endanger health and environment or illegal activities and actions used for endangering the environment.

The role of basic psychological processes for criminal investigation (perception, memory, reasoning, attributions). Cognitive and emotional biases in criminal investigations. Psychological factors in forming an impression of a suspect. Basics of eyewitness psychology: specific qualities in remembering and recalling a crime; evaluation of the methods increasing witness recall, evaluation of witness statement accuracy. Psychological methods of lie detection: evaluation of statement validity, analysis of nonverbal behavior, analysis of physiological indicators – polygraph). Psychological principles in questioning a suspect. Dynamic of personality, defense mechanisms and their role in interview and investigation. Psychological principles in confession. Differing between true and false confessions. Basic psychological characteristics of offenders and the implications for investigative interviewing. Psychological principles in dealing with crime victims. Developing of personality characteristics important for a successful criminal investigator.

Course objective:

Application of knowledge and skills offered in this course enables quality of criminal investigation. Students will understand the importance of cognitive and emotional biasis for criminal investigation, and will know how to avoid them. Acquiring the basic knowledge on psychology underlying the behavior of witnesses, victims, suspects, and criminal investigator. Knowledge of how to evaluate the accuracy of witness’s statement, how to differ true and deceptive statement, true and false confession, knowledge of methods for lie detection.

Death: determining the time of death, identification of a dead body, disaster victim identification process, methods of forensic and medical criminal identification. Biological evidence, evidence in child delivery and abortion, trace evidence, evidence of animal origin. Crime scene investigation: “the secret of crime scene”, recording of evidence, crime scene unit, documenting crime scene. Autopsy and exhumation. The procedures related to suspects and perpetrators. Medical and forensic characteristics of blunt-force injuries, cuts and puncture wounds, gunshot wounds, suffocations and strangulations, pedestrians and cyclists hit by car, bodies recovered from fire, bodies found on railway tracks, rapes, abortion and infanticide, suspicious poisoning. Driving under influence of alcohol.

Course objective:

Acquiring theoretical knowledge, practical work and organization and coordination of team work necessary in criminal investigation of homicide, sexual and traffic related offences. Criminal intelligence analysis comparison in the EU countries (definitions, methodology, organization et.). Functional organization of CIA in the Ministry of Interior, RoC. Criminal intelligence methodology in the MoI: criminal intelligence process (CIP) in the Criminal Police Directorate and intelligence led policing (planning and direction, data collection, data evaluation, data notification, information collation, information analysis, intelligence verification, intelligence reporting and dissemination, intelligence application, CIP and CIA review and assessment); intelligence analysis process. Analytical techniques. Analytical products. CIP documentation (CIA Terms of Reference, CIA Annotation, work plan, collection plan, information form, intelligence form). Course objective:

The concept and content of the police tactics and procedure; task force management and command; particular police tactical measures; the content and definitions of the measures, actions, types, modalitites, procedures, means of intervetions, particular measures and actions; special tactical situations; assemblies; unintentional assemblies due to sudden events; robbery of the financial institutions; terrorist threats; incident situations; threats.

The content of exercises: bank robbery with hostage taking; procedures in the case of anonymous threat of the bomb planted in the discoteque; arresting the armed rapist in the apartment; police intervention during the traffic obstruction caused by the traffic accident; security of the basketball game; security of the football game; security of the public meeting which is under the disturbance threathening; arrest of the armed criminal offender in the open.

Course objective:

Aquire basic professional knowledge and skills of the police tactics and procedures, police management (task force management, management and intervention means, presentation of crime scene photos, elements of planning and decision-making processes, basic principles of interventions, issuing orders and commands and classification of police actions and effectiveness of police activities).

Course outline:

The importance of the basic psychological process (perception, memory, emotions, motivation) for efficient dealing with police tasks. Nature of fear, frustration theories and behaving in frustration situations. Importance of motivation for work efficiency. Dangerousness and its predictability. Impact of personality for police work. Type of violence. Domestic violence (prevention, interventions). Importance of psychological factors in coping with violence and in police interventions. Impact of personality and interactive skills in development of the conflict and conflict resolution.

Course objective:

Students will be able to understand and recognize influence of basic psychological process and patterns, including personality dinamics, important to security sfere. They will acquire knowledge to recognize beahevior of diferent type of pearsons (drivers, aggressive people, and disturbed personality) and will be able to choose optimal reactions.

The system of traffic safety: legal and technical basis. Processes which influence the traffic safety. Legal norms on traffic safety: international, national. Negative social phenomena in traffic. Threats to traffic safety. Traffic offences. Concept and classification of traffic offences. Specifics of criminal investigation (first response, safety-protective measures, crime scene, international character, urgent police inquiries and investigatory actions, cooperation with other bodies etc.) of certain traffic offences’ categories: road, railway, sea, river, air traffic offences. Investigation of other traffic offences. Exercises involve: participation in the first team response and writing reports/crime scene investigation minute, interview report etc., overview of system and traffic devices functioning, especially: nautical cabinet, ship, air control terminal, system of railway station etc., analysis of problems related to real court cases (case study).

Course objective:

Aquire systematic knowledge of traffic offences in the following areas: the basics of traffic security, traffic offences, and state legal and judicial authorities, legal norms related to traffic offences investigation, organizing and coordinating investigative activities as a sequence of actions, practical skills of effective problem-solving.

Psycho-social climate in prison – jail. Inmates’ adaptation to life in prison – jail. Specifics of juvenile population, female population. Riots in a penitentiary and response. Individual and collective violence. Suicides. Hostage-taking situations.

Understand dynamics of living in a “total institution” and adaptation to liberty deprivation, understand interactions inmate – personnel, inmate – inmate. Understand genesis and functionality of violent behaviour in the prison setting and getting insight into elements of “best practice” in reacting to incidents.

Basic terms related to European integrations and international security organizations. International legal framework: notion, sources, subjects and objects. The origin and development of European Union: institutions, European law/the entire body of European laws or acquis/, architecture – the pillars of European security. European integration into the fields of internal affairs, justice and security. European police cooperation and associations. Risks and threats to European security. International security system. The place and role of United Nations Organization and Security Council in achieving international security.

Course objective:

Study European integrations and security institutions, as well as international security, as the framework of Croatian national security. Study the origin and development of European security institutions and mechanisms, as well as functioning and cooperation in contemporary conditions. Study the mechanisms for the identification of European security risks and responses to security mechanisms, especially all types of cooperation and relations in the field of the police, justice and border as well as acquiring defensive, legislative and other security strategies.
