Early Years Support

Free Childcare and Education for 2 year oldsIf they meet certain eligibility conditions, parents could qualify for a free childcare place for their 2 year old.

Free Childcare and Education for 3-4 year oldsFamilies can claim up to 15 hours of Free Early Education Entitlement (FEEE) per week, for their 3 or 4 year old child.

The Library ServiceWe offer a wide range of services for children and young people, from books to enjoy to books to help with homework. Activities take place in all libraries on a weekly basis - with special events such as the Summer Reading Scheme around school holiday times. Look out for story times, crafts, arts workshops, quizzes and competitions.

Support for Young People

Bursary for 16 to 19 year oldsYou could get a bursary to help with education-related costs if you’re aged 16 to 19 and:

studying at school or college (not university) in England on a training course, including unpaid apprenticeships

Access to Learning FundStudents in financial hardship, who need extra help to start a course or stay in higher education, could get help from the Access to Learning Fund.

Employment Support for Young People

At the Coventry Job Shop. We recognise you have the enthusiasm and often the skills, but sometimes lack the relevant experience or need some assistance to apply for the job or learning opportunity to move you forward.

We can help with:

Specific sessions for young people. Dedicated Careers Advisors for young people from Prospects. Advice and guidance about disclosing any issue, for example a disability or

mental health difficulty, to employers. Support to schools to refer young people and to use our facilities to assist with

careers guidance. Events for local employers—offering a full range of Placements,

Targeted and Intensive Support Services

The following services are only available to children or young people who are known to social care and/or require intensive support.

Coventry & Warwickshire CRS – Advocacy Service (Barnardo’s)

Description of the ServiceThe role of the advocacy service is to provide information, advice and advocacy to children and young people who receive a social care service to ensure their voices are heard, they are able to participate in decision making and influence decisions that affect their rights.

Support may be required during a Looked After Review, Case Conference Review or Family Group Conference. Children and young people can be supported to talk through issues, or make a complaint (e.g. about the local authority, an independent fostering agency, residential care provider or with the Care Quality Commission). They may require support to discuss issues with regarding a Personal Education Plan, or concern about a placement choice or level of school provision.

Intended Outcomes of the ServiceTo ensure that the voices of children are heard and promote their rights.

Access Eligibility CriteriaThe service accepts all referrals for Coventry Looked After Children, Child Protection/Child In Need/Family Group Conference referrals, providing that they have the consent of the child or young person. The child must have a Coventry or social worker. This includes children and young people who are;

Aged 4 to 18 and looked after or 25 if they have special educational needs and/or disability or are a care leaver.

Subject to a family group conference or a child protection conference.

Aged 16/17 and presenting as homeless to Coventry City Council.

Considering or wishing to make a complaint or representation about the service they receive from Coventry City Council.

Looked After Children (including those LAC who live outside the boundaries of the Local Authority and Care Leavers) – There is no minimum referral period, and so will accept referrals at any time.

Child Protection ConferencesThere is a minimum referral period of 5 working days, and the date and time of the Child Protection Conference is required when the referral is made.



Family Group ConferencesThere is a minimum referral period of 5 working days, and the date and time of the Family Group Conference is required when the referral is made. The service will either attend, or gather the views, for 2 Family Group Conferences per referral.

Homeless Children aged 16-17Referrals will be accepted at any time, although notice period of a minimum of 5 working days will be required for any meeting dates.

Independent Visitor Service – (Barnardos)

Description of the Service

The role of the Independent Visitor (IV) service is to match Looked After Children (LAC) with a volunteer befriender with whom they can develop, through a range of mutually agreed activities, a long term relationship that enhances their quality of life.

Intended Outcomes of the ServiceIndependent Visitors generally commit to at least 2 years of volunteering as a befriender for a Looked After Child . The intended outcome is to provide an eligible child/young person with a reliable trustworthy adult with whom the child/young person can develop a long term relationship that enhances their quality of life and prepares them for independence.

Access Eligibility Criteria Referrals will only be accepted with the prior consent of the child/young

person and their agreement that they would like an Independent Visitor.

Where the social worker considers it is in the ‘best interest’ of the child to make an appointment of an IV taking into account factors such as distance placed from home, whether a child/young person is placed in a residential setting, whether a child/young person has communication or relationship difficulties, whether a child/young person is likely to engage in risky behaviours or whether it would contribute to promoting a child/young person’s education and wellbeing

If the child/young person is due to return to family, relative or foster carer under special guardianship their eligibility for an Independent Visitor changes because they are no longer “looked after”. The service cannot, therefore, accept referrals where special guardianship arrangements, or adoption or a return home to family are under consideration or likely to be in the future.

The Contact Service


To promote reasonable contact between children currently under local authority care with parents and other identified individuals that may be connected to the children.

Intended Outcomes of the Service

The aim is to provide a more structured basis for the supervision of contact and enables the Council to discharge its duties towards these children in a more consistent and effective manner. Contacts are child centered and are supervised at all times with the supervisors making an accurate recording of the session. This is then shared with the allocated Social Worker for the child concerned, enabling them to get an overview of interaction and any issues that may need addressing.

Access Eligibility Criteria

The Contact Service is primarily a Looked after Children’s service, although we do consider offering short-term support to children who live separately from parents under an Interim Supervision Order, Special Guardianship Order etc. while long term arrangements are being made. The service also take on Child Protection cases and each referral is looked at in its own merit.

Crisis Intervention Service (CIS)

Description of the ServiceA service that provides direct practical support to families within their homes including evenings and week-ends, with ‘On-Call telephone support outside the usual working hours

The team provides practical and emotional support to enable young people and their families to manage situations of ‘Crisis’ which may include:

Conflict Resolution/Family Mediation How to implement and respond to parental boundaries Anger management


Prevent the immediate and possibility of young people coming into the “Care of the Local Authority”


The family should be known/held in Social Care The young person being referred must be 11 – 17yrs of age experiencing

‘CRISIS’ within the family and who are: ‘At risk of coming into care’.

Haven, Relate and Panahghar form a consortium providing community-based support for victims of domestic abuse (including children living within a domestic abuse situation). Relate lead on delivering specialist support service for children and young people (CYP) affected by domestic abuse – a service known as the ‘Wish

Project’. The project will provide specialist interventions to a minimum of 120 children and young people each year. The offer includes:

To prevent, minimize the risk to, and safeguard children and young people affected by DVA in Coventry.


The Service will be available to children and Young People from 5 to 18 years who are affected by domestic abuse because they have witnessed or heard domestic abuse in the family or are a Victim of domestic abuse and are most at risk of harm.

All Children must have a local connection to Coventry or have within the last three months stayed in Coventry supported accommodation Services.

The service shall prioritise those at the greatest risk of harm including: The child or young person is open to Social Care - Child Protection (CP),

Child in Need (CIN) or Looked After Child (LAC)

Those giving evidence in court in relation to domestic abuse

Note: Certain exclusion criteria will apply. These concern for example Young people who are instigators of Domestic Violence and Abuse and Young people who use a pattern of behaviours manifesting as coercive control.

Family Group Conferencing (FGC)


A Family Group Conference (FGC) is a decision making meeting in which a child's wider family network come together to make a plan about the future arrangements for the child. The plan will ensure that (s)he is safe and his/her wellbeing is promoted. FGC’s are intended as a respectful and empowering process in which parents, children and members of the wider family Connected Persons are given clear information about the agency's concerns and are asked to produce a plan that addresses those concerns and answers specific queries.

The expectation is that the family's plan will be agreed by the referring agency provided it adequately addresses the concerns which the agency has identified and is safe for the child. Every family is unique and has its own community values, culture, personalities, dynamics and history.

A FGC uses the family's own skills, strengths and personal knowledge to resolve difficulties. Using the family's own expertise and ensuring their involvement in the FGC process can help to redress the power imbalances that are experienced by children/young people and their families. A major strength of the FGC is that the child or young person normally participates in the meeting and can therefore have a major influence on the plans that are made for him/her.

Someone with Parental Responsibility must agree to the referral and to the sharing of information. Parental responsibility could be held by the birth parents or the local authority (under a court order).

The existence of a network of Connected Persons. (This may include relatives, significant family, friends or community members). The network may not be immediately apparent and this should not prevent a referral being made;

The need for a decision or a plan to be made to address specific concerns identified;

Supported Accommodation & Floating Support

Vulnerable young people or vulnerable young parents aged 16-24


Supported accommodation services provide accommodation and support or floating support to young people who are the responsibility of Children’s Services including care leavers, homeless 16/17 year olds.

Young Parents aged 16-24 years who are pregnant or young parents (16-24 years) who have children who are on child in need or child protection plans.

Intended Outcomes of the Accommodation Service

To support and enable vulnerable young people to enhance their personal resources and develop sufficient skills, competencies and resilience to live independently (where necessary, accessing advice, assistance and support);

To support and enable vulnerable young people to access suitable accommodation and to equip them with the skills to sustain their tenancies;

Where appropriate and safe to do so, to support the young person's return home;

To mitigate the risks of the young person experiencing eviction and/or homelessness in the future;

To contribute to positive outcomes for young people and their future economic well-being by encouraging and facilitating their health, well-being social inclusion and participation in further educational, training or work opportunities.




Intended Outcomes of the Floating support Service To support young people/parents who leave the supported accommodation

service to sustain independent living To support and enable vulnerable young people and young parents to live

independently and sustain their tenancies; To mitigate the risks of the young person/parent being at risk of eviction and/or

homeless in the future;


Young People are eligible for support under the Children Act 1989, the Children Leaving Care Act or the Housing Act. The young people in the service must have a demonstrable need for support and they include:

young people who are the responsibility of Children’s Services including care leavers, homeless 16/17 year olds.

vulnerable Young Parents aged 16-24 years who are pregnant or young parents (16-24 years) who have children who are on child in need or child protection plans.


The service is accessed through Housing if young person is not open to social care or via social worker referral if open to social care. All referrals are processed by the Childrens Placements Team.

Young People’s Positive Choices

Description of the ServiceThe “Positive Choices” service will focus on prevention, early intervention, harm reduction and treatment, to enable children and young people to adopt sustainable healthier behaviors in relation to:

Substance Misuse (Drugs and/or alcohol), Sexual Health, Poor/Coercive relationships

User-friendly, non-judgmental, respectful, and confidential service for young people, their families, carers and affected others.

Range of 1-2-1 and group support Digital interventions including Be-Savvy website, secure web chat, interactive

information/advice/guidance and social media platforms. Early intervention around sexual health (non-clinical), substance misuse

including hidden harm and poor and coercive relationships (amongst peers) Specialist intervention around substance misuse including prescribing Young person’s peer mentor programme Annual training plan for professionals Targeted work

Outcomes of the ServiceTo have a fully integrated early intervention & substance misuse service which will prevent harm, build resilience and support CYP to make positive lifestyle choices. Services that are easy to access, innovative & engaging.



Eligibility Criteria

Services will be provided on a needs led basis and service users must live in a CV1 – CV6 postcode or be registered with a Coventry GP and meet one or more of the general inclusion criteria shown below:

5-16 year olds inclusive 17-24 year olds inclusive who are looked after or are supported by Coventry

City Council aftercare services 17-18 year olds living in Coventry City Council commissioned supported

accommodation up to and including 17 year olds engaged with the Youth Justice System up to and including 17 year olds whose substance misuse is impacting on their

functioning after assessment and upon agreement with the commissioner a young person

requiring substance misuse treatment can access the service until their 24th birthday if they have a clinically diagnosed disability or a safeguarding issue that means it is not appropriate for the young person to access the Adult Treatment Service.

They must also be assessed as at medium or high risk in relation to one or more of the risky behaviour inclusion criteria to access the service. This includes Substance Misuse, Sexual Health Inclusion and Poor/coercive relationships. Please ask if need further information on inclusion and exclusion criteria.

Family Health and Lifestyles Service

Description

The service is commissioned by Public Health and delivered by South Warwickshire Foundation Trust and consists of the following services:

Health Visiting – leading the Healthy Child Programme from pregnancy to age five.

Infant Feeding – a specialist team to encourage mothers to breastfeed and provide expert guidance on infant nutrition.

Family Nurse Partnership (FNP) – a specially trained team who provide intensive home-visiting to vulnerable mums (e.g. mums under the age of 19).

School Nursing - leading the Healthy Child Programme from 5 to 19 years. One body, one life – maternal and family weight management programme. Stop Smoking in Pregnancy – supporting pregnant women to stop smoking

and maintain smoke free homes. Mamta – providing information and advice to women who are new to this

country or are from a black and minority ethnic groups around health pregnancies and how to look after the health of a baby.

Outcomes

Foundational outcomes including:

Children and young people have good emotional wellbeing More families are resilient: Children, young people and parents feel connected and included: Children have strong attachment to at least one adult:

System priority outcomes such as those identified for Family Hubs including numbers of LAC or those on child protection plans.

A range of direct outcomes or contributing outcomes which impact on those detailed in the Public Health Outcome Framework, the Guide to Early Years Profile and the NHS Outcomes Framework.



Eligibility CriteriaThe services are open to children, young people and their family (including extended family when living in the same residence) who are:

Resident within the local authority boundaries of Coventry or; Registered with a Coventry General Practitioner or

Children of school age who do not meet the above criteria would be provided with the school based elements of the Family Health and Lifestyles service if they are:

Attending (registered with) a mainstream school, academy, free school or extended learning centre in Coventry – this includes children excluded from, or not attending, school.

For services that are not universally available and are targeted as specific populations e.g. women who smoke in pregnancy or families with children at risk of carrying excess weight an assessment of needs will be completed to determine eligibility for the support, where appropriate.

The Service to ensure equal access regardless of gender, disability, gender reassignment, marriage and civil partnership, sex or sexual orientation, race, colour or nationality, religion, belief or lack of belief.

Horizon – Child Sexual Exploitation


Horizon is an investigation team whose purpose is to support young people deemed to be at medium or high risk of child sexual exploitation.


Horizon aims to support young people at medium/ high risk with a view to reducing the risks around the young person.

Lifelong Links – Building lasting relationships for children in care

Coventry is one of the 7 trial sites working in partnership with Family Rights Group and Catch 22 to implement Lifelong Links in England. This is a really exciting initiative for young people in care and provides an opportunity for a network of adults who have a meaningful relationship with the young person to provide support as they transition out of care into independence and adulthood. Many young people say that they experience loneliness and isolation when leaving care, few will have positive informal support networks to fall back on financially and emotionally. The key aim of Lifelong Links is to increase the number of supportive lasting relationships for children in care, more information about the model, aims, outcomes and the three year trial can be found at the link below;

In Coventry 103 young people will benefit from Lifelong Links over a three year period (two thirds over 16’s and one third under 16’s). Lunchtime briefings will be arranged in December/ January and I strongly urge you to attend one of these sessions and contribute to the discussions. This is a new initiative which will be developed in partnership with key stakeholders including young people, carers and yourselves as potential referrers.

Life Long Links Referral Form

Domestic Abuse Perpetrator Programme – Choose 2 Change - Relate

C2C provides interventions that are designed to help people stop using abusive behaviour towards an intimate partner and others. Alongside ending abusive behaviour they will work on developing better relationships with family and friends and increasing self-respect.

It is delivered through group programmes and individual sessions. The group programme is delivered over 18 weeks and is a weekly commitment of 2.5 hours.

The service may offer a day or evening programme allowing flexibility with working commitments.

The Positive Parenting team organizes and co-ordinates Parenting Programmes in Coventry for all parents, carers, grandparents, foster carers, connected persons and for those with a special Guardianship order.

The Parenting Programmes through a wide range of support for Coventry families. This may be for families planning ahead who are experiencing no difficulties. To families who are experiences day to day difficulties with relationships, behavior, feelings and confidence.

Support for children and young people with Special Educational Needs and Disabilities (SEND)

Coventry's Special Educational Needs and Disability (SEND) Local Offer

The Coventry Special Educational Needs and Disability (SEND) Local Offer is being developed to bring together information that we hope to be helpful to children and young people with special educational needs and disabilities and their families. The SEND Local Offer will cover services available to the public across education, health and social care:

Education: such as nurseries, playgroups, schools and colleges and support services like educational psychologists and Special Educational Needs services

Health: children’s and adult services including GPs, therapists and hospital services

Social care: such as short break services and children’s and adult disability services.

SEND Information, Advice and Support Service

We aim to provide impartial and accurate Special Educational Needs and Disability Information, advice and support for parents, children and young people up to the age of 25.

This includes information regarding:

Education – Choosing a School and information about assessments and exclusions

Health information for Parents Mental Health Social Care

The Early Support Team is set up to improve the delivery of services for families of children with disabilities or complex health needs aged 0-5 years and not in full-time education.

The team aims to help deliver coordinated services for parents and carers, achieved by a designated Key Worker working with the family. The role of the Key Worker is to ensure that families receive help, support and information acting as an advocate for the family.

Community Short Breaks for Children and Young People with Disabilities

Community Short Breaks provide opportunities for disabled children and young people to relax, develop new friendships, take part in new experiences and have fun doing positive activities.

Activities last for a couple of hours during term time and holiday periods. Our aim is to ensure that families with disabled children have the support they need to engage in community based activities.

The All Age Disability Service

The All Age Disability Service works alongside people with disabilities of all ages and their carers to support their personal, social care and health outcomes.

The team also support children, young people with mental health issues and young carers.

The Independent Travel Team is also part of the All Age Disability Service. The team supports children and adults to develop skills in travelling independently, road safety and personal safety.
