Introduction

Tulsa Technology Center is committed to providing a safe and healthy environment for all employees, students, clients and visitors. To ensure the safest environment possible, we have developed the following COVID-19 District Operational Preparedness Plan in response to the pandemic.

Our goal is to minimize the potential for transmission of COVID-19 within Tulsa Technology Center. This requires the full cooperation of our employees, students, clients and visitors. Only through this cooperative effort can we establish and maintain the safety of our campuses and work areas.

The COVID-19 District Operational Preparedness Plan follows Centers for Disease Control and Prevention (CDC) guidelines, Tulsa Health Department (THD) guidelines, and federal OSHA standards related to COVID-19.

This plan document will evolve and be updated as needed.

Instructional Framework for Fall 2020 Academic Term

Tulsa Technology Center is committed to providing a safe and healthy environment for all employees,

students, clients and visitors while advancing our mission. Tulsa Tech is a premier workforce training

partner, and we fully intend to uphold that standard while our community, state, and country work

through the public health crisis. Following Oklahoma Department of Career & Technical Education’s

(ODCTE) guidance as well as CDC guidelines, the following instructional approach has been adopted with

safety and security at the forefront of consideration.

Career Training Programs

Primary mode of instruction:

Maintaining alignment with state guidance, it is our intent for Tulsa Tech to return to a normal

onsite delivery method beginning with our fall 2020 Academic term. This entails supporting full

enrollment capacities onsite utilizing face-to-face instructional delivery where all students and

faculty will be together in campus classrooms and labs utilizing safety protocols such as social

distancing and face coverings based on CDC guidelines.

Alternative methods of instruction, if needed:

Should the COVID-19 conditions in our community warrant reduced on-campus interaction, the

following alternative instructional delivery models will be utilized based on situational needs:

Alternative 1: Class schedules will be modified, as needed, in order to continue with

face-to-face instruction by implementing various scheduling techniques, such as

staggered hours, alternating days, etc. in order to reduce classroom and lab occupancy

counts.

Alternative 2: Distance learning for theory/didactic instruction and customized schedule

for onsite lab access to reduce building occupancy counts and ensure safe practices.

Alternative 3: Distance education for theory and application, with lab provided in a

simulated environment providing no physical access to on-campus facilities.

**Note** High school extension programs will continue to follow the schedules adopted

by their assigned High school location.

In the event that it is required for us to utilize any of the alternative delivery models, decisions and

approval on which option(s) programs may utilize will be made based on the following criteria:

Flexibility due to local, state, and national guidance

Accreditation or other regulatory guidelines

Student type (secondary or post-secondary)

Ability to deliver content via distance learning

In all modes of delivery, Instructional staff and faculty will work to ensure that content is meaningful,

relevant, and maintains the rigor expected to ensure delivery of learning objectives for the program

outcomes. Faculty and staff will:

Proactively engage with students to determine accessibility to technology devices and internet

service and will refer students to technology resources such as devices, Wi-Fi, etc.

Refer and support student academic, financial, social, or emotional needs

Clearly communicate expectations to students for full participation in all instructional activities

Maintain constant engagement with students through a variety of lessons and assessments

using numerous tools and resources

Provide and allow for flexibility through both synchronous and asynchronous learning and

support opportunities

Utilize methods to ensure that instructional content and support resources are accessible for all

learners

Monitor student attendance, behavior, and performance in all activities and ensure authentic

accountability and assessment measures are utilized while being flexible to individual needs

Utilize district resources and security measures to protect student and staff confidentiality

Adult & Continuing Development (ACD) courses

Maintaining alignment with state guidance, it is our intent for Tulsa Tech to return to a normal

onsite delivery method beginning with our fall 2020 Academic term. This entails supporting full

enrollment capacities onsite utilizing face-to-face instructional delivery where all students and

faculty will be together in campus classrooms and labs utilizing safety protocols such as social

distancing and face coverings based on CDC guidelines.

Alternative methods of instruction, if needed:

Alternatives will be determined on a class-by-class basis, as needed. Certification prep

courses will follow similar alternative delivery models as those described under “Career

Training Programs”. In some instances short-term courses requiring face-to-face

delivery may be rescheduled as needed.

Varying solutions to continue customized training will be pursued on a case-by-case

basis including relocating training to client locations, online, etc.

We will continue to monitor the evolving CDC, ODCTE, State, and Tulsa Health Department guidance to determine how and when to transition to alternative methods of instruction, if warranted.

Facility Readiness

Numerous changes have been made to the work environment to ensure that social distancing measures can be enforced.

Acrylic Barriers/Partitions

Plexiglas partitions have been installed in customer service areas such as at One Stop and other public-facing reception desks. This provides a barrier between the employee and visitors. Other physical workplace changes, such as increased distance between desks and workstations have been implemented when possible.

Plexiglas partitions have been installed in public dining areas to provide separation between individuals while still providing the opportunity for them to see each other and socialize while eating. Additionally, secondary dining areas have been established to provide for A/B alternating dining spaces. This permits the facilities personnel to sanitize the unused dining space between groups of students.

Signage

Various signage has been placed providing social distancing reminders, hand washing reminders, mask requirement reminders and providing visitor instructions for obtaining services.

Signage directs visitors to call or go to the Lemley One Stop for assistance. Walk-in visitors will not be permitted at other campus locations without an appointment. Elevators have signage indicating a limit of 2 passengers at a time. The use of stairs is preferred, if possible.

Social Distancing decals have been installed on floors indicating customer standing/waiting areas.

Break rooms Employee break areas and staff lounge areas remain offline in order to minimize the use of shared spaces.

Coffee makers, ice makers, microwaves, refrigerators area still be available for use. Single-use food service gloves and/or sanitizing wipes are available in those areas to use when accessing this shared equipment.

Common areas

Seating in common areas have been adapted to encourage social distancing. Sofas and multi-occupant seating has been removed. Single occupant chairs have been spaced out to ensure distancing.

Hand sanitizing stations

Numerous additional hand sanitizing stations have been installed throughout the District.

Hand sanitizer and disinfecting wipes are available in all classrooms.

Water fountains

All “bubble up” water fountains have been disconnected. However, students and staff are encouraged to bring non-breakable water containers to school to utilize the water bottle filling stations that are available in all buildings.

Screening procedures for employees and students

Prior to entering any Tulsa Tech facility, the following screening procedures should be performed:

Employee self-screening

The employee should self-monitor for signs and symptoms of COVID-19. The following procedures are being implemented to assess employee health status prior to entering the workplace and for employees to report when they are sick or experiencing symptoms.

On a daily basis, prior to reporting to work, the employee should utilize the Employee Health Screening Questionnaire as a self-assessment. If the answers indicate that the employee might have COVID-19 or have been possibly exposed to COVID-19, the employee should contact their supervisor.

Employees will be required to check temperatures daily prior to reporting to work. If the employee has any of the following symptoms that are not typical or normal for them, they should stay home:

- Fever - Cough - Shortness of breath or difficulty breathing - Fatigue - Muscle or body aches - Headache - New loss of taste or smell - Sore throat - Congestion or runny nose - Nausea or vomiting - Diarrhea

If the employee becomes sick or if they start to experience symptoms while at work, they should notify their supervisor and leave work.

Additionally, the employee should stay home if they have:

- Been in close contact with anyone who has been diagnosed with COVID-19 - Been placed on quarantine for possible contact with COVID-19 - Have a COVID-19 test pending (due to symptoms or potential exposure)

Any employee who tests positive for COVID-19 should contact either Kent Boatright (918-828-5181) or Richie Gonzales (918-828-5152) with the Safety & Security Department immediately so that “Workforce Contact Tracing” can be performed in conjunction with the Tulsa Health Department. They will be advised when they can safely return to work.

Employees with underlying medical conditions or who have household members with underlying health conditions may contact Human Resources to determine what accommodations might be available.

Student and visitor self-screening Students (and campus visitors with appointments) should perform the following self-screening assessment daily prior to coming to Tulsa Tech:

Screening of CSC and Peoria Testing Center Visitors CSC and the Peoria testing center will continue to utilize full entryway screening for external clients. This will entail temperature taking, symptom checks, issuance of a visitor disposable mask (if needed) and logging of the visitor contact information. This service is being maintained in order to perform contact tracing with individuals conducting transactions in these two high-volume areas.

Suspected exposure to COVID Employees are expected to report to their immediate supervisor, and students are expected to report to their instructor, if they have had any contact with any individual who has tested positive for COVID-19 or has recently tested for the COVID-19 Virus and is awaiting results.

Exposure & Return to School after COVID-19 Students with symptoms associated with COVID-19 or who have a fever will be sent to a symptom monitoring room and isolated until someone can pick up the student and seek a medical opinion. Students and/or staff members will be notified by the Safety & Security Department if contact tracing indicates that they have been in close contact with someone who tests positive with COVID-19 or has displayed symptoms associated with COVID-19. Students attending class with the COVID-19 positive individual must self-quarantine with distance learning assignments for 14 days. If a student leaves class due to COVID-19 symptoms, remaining students will attend class in an alternate location on site for at least 24 hours to allow for disinfecting of the classroom. Any student or staff member who tests positive OR has symptoms may return to school after:

- No fever for three days (without the use of fever-reducing medications) AND - Respiratory symptoms have improved AND - 10 days have passed since the first symptoms appeared

Any student or staff member who tested positive for COVID-19 but had no symptoms can return to school after:

- 10 days have passed since the test OR - One negative COVID-19 test (taken five to seven days after initial contact) provided to campus

administration.

Any student or staff member notified to quarantine because of immediate contact can return to school after:

- No fever (without the use of fever-reducing medications) or respiratory symptoms for 14 days from the time he/she was exposed

Handwashing

Basic infection prevention measures should be followed at all times. Employees and students should wash their hands for at least 20 seconds with soap and water frequently throughout the day, especially prior to mealtimes and after using the restroom.

Although not as effective as hand washing, numerous hand-sanitizer dispensers are available and can be used for hand hygiene in place of soap and water as long as hands are not visibly soiled.

Respiratory Etiquette: Cover your cough or sneeze

Employees and students should cover their mouths and noses with their sleeve or with a tissue when coughing or sneezing and should avoid touching their face, in particular their mouth, nose and eyes, with their hands. They should dispose of tissues in the trash and wash or sanitize their hands immediately afterwards.

Respiratory etiquette will be demonstrated on posters and supported by making tissues and trash receptacles available in numerous areas.

Social distancing

Social distancing is being implemented District-wide. Employees, students and visitors should maintain six feet of distance between others. Signage has been placed throughout our facilities to serve as reminders to follow social distancing guidelines.

All employees have been provided with a “COVID-19 KIT”. This kit contains two washable and reusable face masks, a personal digital thermometer, hand sanitizer, disinfecting wipes, and a COVID-19 symptom reference card.

Employees and visitors are prohibited from gathering in confined areas, including elevators, and from using other workers’ personal protective equipment, phones, computer equipment, desks, cubicles, workstations, offices or other personal work tools and equipment.

Team meetings should be held from individual offices using Microsoft Teams, rather than meeting face-to-face, when possible. In instances where conference rooms must be utilized for face-to-face meetings, the group size should minimal to allow for adequate spacing between attendees.

Face Coverings

All students, staff, vendors and visitors are required to wear face coverings unless they are outside, alone in a room or alone in school-owned vehicle. Face shields cannot be used in lieu of a mask. Face coverings should fit properly and cover the mouth and nose at all times. Staff members have previously received two reusable cloth masks. Additionally, staff members will receive a reusable Tulsa Tech branded mask to add to their “mask wardrobe”. If individuals have medical documentation that prevents them from wearing a mask, please submit this to the Director. Directors will work with the Safety Team and the Human Resources department on possible accommodations. Full-time Career Training Students will receive a Tulsa Tech branded reusable cloth mask from the district on the first day of school to ensure each person on campus is following proper safety precautions. ACD and BIS students should be advised prior to class start dates to bring and wear a mask. If a staff member or student forgets or loses the mask, a disposable one will be provided for the day. Please encourage everyone to remember to bring their reusable masks every day as the supply of disposable masks is limited. Students are required to wear face coverings on school buses. Students wearing face coverings from home must be school appropriate and shall not interfere with the district’s dress code policy.

Student Breaks/Lunches

Food service locations will be open for breakfast, breaks and lunch.

Break times will be staggered to allow social distancing whenever possible.

No food items will be self-serve, including condiments such as catsup, dressing cups, sugar, salt/pepper, etc. These items will have to come from a Server or Cashier. All hot and cold food will be served from behind the line.

Only 7-8 students allowed in the food service area at a time. Each student at the front of the entrance will have to wait until a student exits before they can enter.

Fountain beverage dispensers will be closed. Cups for water, cappuccino, coffee, and tea will be handed out by a Server. Students will have to tell a Server if they need a cup for any of these items. If they want a cup just for water, the water will need to come from the bottle/cup fillers (next to the water fountains) or areas they are familiar with other than the fountain dispenser.

All touch points such as merchandisers for beverages, cappuccino machines, coffee/tea spigots will require the use of a napkin or deli paper.

To insure the speediest service under these conditions, the menus will be limited. This will avoid the time it takes for customers to choose between multiple items or different toppings, etc.

All Servers, Cashiers, and Customers must wear a mask during all periods of service within the food service area.

Apple Pay and Google Pay have been implemented at all locations in order to provide for fast and touch-free payment options.

Students/Customers will be given a single use disinfecting wipe and asked to wipe down the area where they will sit to eat or drink.

Students are required to wear masks while in food service areas with the exception of while seated to eat. Food and drinks will not be allowed in classrooms to ensure consistent mask use while in classrooms.

Field Trips and Mass Gatherings

For the safety of staff and students on campus, assemblies and other large gatherings will not be permitted until further notice.

Field trips will not be scheduled until further notice in order to promote social distancing and follow proper safety guidelines.

Transportation

As customary, we are contracting with our partner school districts to provide bus transportation to and from the partner high school locations.

Our partner schools have indicated that:

Students will be encouraged to stay socially distanced while at the bus stop.

Students will be socially distanced as much as the physical capacity of the bus allows.

The first row of seats will be blocked off from use to provide a level of social distancing for the driver.

Students will load the bus from back to front in order to encourage social distancing. Busses will be unloaded from front to back.

Hand sanitizer stations will be on each bus, and students will be encouraged to use it upon entry and exit.

Students will be required to wear masks while on board the bus.

Ventilation will be incorporated into the bus along with air conditioning systems.

Bus drivers will wipe down high-touch areas between each run.

SRP Guidelines/Emergency Drill Guidance

The Standard Response Protocols are the safety procedures in place to ensure the safety of our students and staff. With the following described COVID-19 modifications, we will still be conducting regular drills to help prepare students and staff in the event of an emergency.

LOCKDOWN! LOCKS, LIGHTS, OUT OF SIGHT

On days where a lockdown drill would normally be conducted, rather than physically having students enact the lockdown, a discussion as to roles and responsibilities should be conducted between students and staff members. The instructor should discuss what their roles are. Locking the door and shutting off lights. Students should be shown where they will be going in order to be "out of sight". The instructor and students should discuss the actions of avoiding the threat if necessary, denying access to anyone outside of the secured space, and what items are available to defend oneself in the event it is necessary. Students and staff must understand that in the event that a LOCKDOWN protocol must be activated, they will go to the designated area of refuge which will more than likely not allow for social distancing. The barrier of protection from the COVID-19 virus is the wearing of a face covering. LOCKOUT - SECURE THE PERIMETER:

Lockout drills will be conducted as prescribed in the protocol. No COVID-19 modifications are

needed.

All exterior perimeter doors are secured and campus operations resume within the site.

EVACUATE! (To the announced location.)

This is utilized in the event the campus must be evacuated for a fire or other emergency event that would call for the campus to be evacuated. Permissible COVID-19 drill modifications: Schedule additional time to conduct the drill. Activate the fire alarm to familiarize occupants with the sound and explain procedures. Practicing evacuation in a slower, methodical process while emphasizing appropriate personal physical distance. Conduct drills more frequently and alternate small groups to reduce the number of individuals evacuating at any given time. Closely monitor points along evacuation routes to limit congestion. Point out common staging areas for emergency response vehicles and explaining possible avenues of approach. Expand meeting points to accommodate distancing and staging Direct students to wash/sanitize hands prior to returning to rooms. SHELTER! (For a hazard using a shelter strategy.)

Rather than physically conducting SHELTER drills, staff/instructor should explain to students: Tornado, Earthquake, HAZMAT Discuss and explain the responsibility of the students. Discuss and explain what actions and responsibilities of the staff member/instructor. Show the students where they are to go in the event they are to shelter. Sanitation, Cleaning and Disinfection Protocols

Buildings will be cleaned and disinfected daily, focusing on major touch entry points in common areas

such as doorknobs, handles, elevator buttons, stairwell railings, light switches and soap dispensers.

Frequent cleaning and disinfecting by our daytime facilities staff will be conducted in high-touch areas,

such as phones, keyboards, touch screens, controls, door handles, elevator panels, railings, copy

machines, time clocks, credit card readers, delivery equipment, etc.

Overnight janitorial personnel will clean all areas on a daily basis. Additional disinfecting will be

performed in high-traffic areas.

If a positive COVID-19 case is determined within a building, or if a student or staff member go home sick

during the day, the space will be taken offline for 24-hours for deep cleaning with an approved chemical

and misting machine to disinfect any area deemed appropriate by contract tracing processes.

Each classroom will be provided with cleaning supplies. Each classroom will be stocked with disinfectant

spray and disinfectant wipes. Students and instructors should spray and/or wipe down shared and high-

touch areas after each class to reduce exposure for the next class.

Each classroom will be equipped with a refillable dispenser of hand sanitizer.

Daytime restroom cleaning and sanitizing frequency will be increased.

Visitors

Signage will direct visitors to call or go to the Lemley One Stop for in-person assistance. Visitors will not be permitted at other locations without an appointment. Signage on entry doors will include the One Stop phone number and address. Other than the Lemley One Stop, Campus and District buildings are closed to the general public until further notice.

Appointments for building-level access should be coordinated through the director over the visited area. .

Work-related Travel

In-state work-related travel should be kept to a minimum and done only if necessary. Out-of-state work-related travel will not be permitted until further notice.

Use of Conference Facilities

To ensure maximum safety for our students, the decision has been made to reduce building occupancies by eliminating most campus-based conference/meeting events scheduled by external organizations through December 31st, 2020 (will be extended if deemed necessary).

The following changes have been made to our facility use practices:

- Except for those events identified within the exception list (included below), the following campuses will not be permitted to host external events:

o Broken Arrow o Riverside o Sand Springs o Peoria o Lemley Complex

- The following location will be permitted to accept certain bookings for events with limitations on attendee count and maximum Conference Center occupancy:

o Owasso Conference Center

Events booked at the Owasso Conference Center must meet the following eligibility criteria:

- Event must be associated with efforts to employ or re-employ attendees (application screening, employment interviews, candidate training, etc.), or directly be related to economic recovery/development efforts (including Chamber of Commerce events), or be a training event delivered by Tulsa Tech’s Business and Industry Services division or Adult & Career Development (ACD) division.

- Event sizes are limited based on revised room layouts which factor in social distancing calculations:

o Post Oak Banquet Style – 200 max. capacity Classroom Style – 72 max. capacity

o Sycamore Banquet Style – 96 max. capacity Classroom Style – 30 max. capacity

o Medium Meeting rooms Banquet Style – 20 max. capacity Classroom Style – 10 max. capacity

o Small Meeting rooms Banquet Style – 16 max. capacity Classroom Style – 6 max. capacity

- Attendees are only permitted to use one of the two conference center entrances as directed. Entry via either of the main campus student entrances is not permitted.

- Booking organization must agree to sign the COVID liability waiver (addendum to rental agreement) as well as agreeing to require attendees wear face coverings and establish safety protocols and guidelines for their attendees.

- Attendees will not be permitted to enter the campus side of the building.

- Total Conference Center attendee count should operate at no more than 50% of fire marshal Pre-COVID total allowed occupancy count.

- Tulsa Tech students are not permitted to be in the Conference Center.

Pre-approved Exceptions:

- Flight Night (Riverside) - Chamber events (can continue to be held at BA and OWA campuses) - Elections – TTC voting locations (BA, Peoria, & Riverside) - Legislative events – OWA only with limits - Law enforcement training events – OWA only

COVID-19 Procedural Training

The Training Department has developed training specific to COVID-19 awareness as well as the workplace changes described in this plan. This training is available and tracked through Tech Talent. If you have not completed this training, please do so as soon as possible. It is each employee’s responsibility to complete this training.

You will receive notification when additional training becomes available in Tech Talent.

Conclusion

Tulsa Tech will continue to monitor the COVID-19 situation closely with the support of the mayor’s office, Tulsa and state health officials as well as our state agency. Safety measures will be implemented, as necessary, to ensure the well-being of our faculty, staff and students.
