Church Planting and Revitalization:

Philosophy, Goals & Strategy

Our Vision:To create a structure whereby church planters are recognized, equipped and released topioneer healthy churches in Kentucky and to assist current pastors and church leaders inovercoming the barriers of numerical growth and common ministry plateaus.

Our Strategy:- Building pastoral relationships within our district committed to the journey of

establishing anetwork of trust and friendship as ideas and vision are shared thatexpand the kingdom of God within the framework of local churches

- Participating as often as possible in the Annual Church Planting and Revitalizationstate wide events that include a one-day seminar in the spring and a two-dayconference in the fall

Our Philosophy and Goals:The local church is Gods idea and remains the primary witness of Jesus Christ upon thisplanet. The Great Commission is our mandate for evangelism that begins in each localchurch and expands first to our communities and then to the nations of the world. ChurchPlanting and Revitalization is the biblical and primary strategy for enlarging the Kingdomof God. Cooperating with that strategy will assure success by increasing both the numberof people coming to Christ and in believers maturing in the faith. Our Superintendent, Joe Girdler, has stated our collective goal to significantly increase thenumber of churches in our district, which currently numbers approximately 150. Threespecific goals for Church Planting between the years of 2010 and 2020 are

Every county in Kentucky should have an Assembly of God witness. There are 120counties in Kentucky. It is the goal of the Kentucky District to assure each of thosecounties has at least one Assembly of God church by the year 2020.

That by the year 2020, each of the 12 Kentucky District sections pray, prepare and

plant three additional Assembly of God churches.

That the areas in Kentucky with more aggressive population growth such asNorthern Kentucky, Louisville and Lexington plant a minimum of five additionalAssembly of God churches by 2020.

Accomplishing these goals within the decade of 2010 to 2020 seems challenging, yetrealistic and visionary. With clarity of spiritual insight, our primary challenge is in movingbeyond the business as usual mentality and choosing to believe God for somethingmiraculous in our lifetime. Having an ending goal of establishing nearly 50 church plantsin one decade eliminates the pressure of creating something too quickly that will be shortlived, and it also gives us adequate time to create strategy and foundational structure tobuild for lasting success.Revitalization is a key ingredient to our overall success as well; in fact, it is usually a pre-requisite for church planting. All churches experience the numerical and spiritual barriersthat cause a degree of stagnation and plateau. Therefore, our collective goal is that all ofour pastors, ministers and churches will commit to the journey of revitalization. No longerwill revitalization simply define the one or two congregations in each section that haveseen no measurable growth in recent years or those specific churches with facilitiesneeding repair. Revitalization will more appropriately define pastors and congregationsthat will invest in the journey of discovery and action necessary for ongoing andsustainable growth. It is a common church fact that a revitalizing congregation is also aplanting congregation. This does not always translate specifically into church planting butit does usually find expression in life-giving/fruit bearing ministry.

Church Planting Terminology

1. " House Church: This term describes a new church plant in its initial stage. During this" stage of development, the Church Planter is meeting with people in homes for Bible" Study, prayer and ministry planning sessions. New church plants are required to" remain as a House Church until the church has at least 20 committed adult members in" its Core Group.2." New Church Plant: This term describes a church that has advanced beyond the House" Church stage, and has leased a building for their services." New Church Plants have also:

A. Been set in order as an Assembly of God church affiliated with the KentuckyDistrict of the Assemblies of God.

B. Been incorporated with the State of Kentucky as a non-profit organization.C. Received tax-exempt status with the state of Kentucky and has a tax-exempt

number.

D. Received a federal ID number with the IRS.

" It is recommended that a New Church Plant lease an inexpensive building, such as a" school auditorium, a theatre, etc., until the church can afford to obtain other facilities." The District Church Planting Director or the District Superintendent must approve any" building before any lease agreement can be signed.3." District Affiliated Church: Any church that is older than three years of age, but has not" yet achieved General Council status.4. " Satellite Church Plant: A satellite church plant is a new church that is started under the" direct supervision of, and is directly accountable to a mother/sponsoring General" Council affiliated Assemblies of God church. Such a new church plant is usually viewed" as an extension of the mother/sponsoring church. Satellite church plants may be both" sponsored by a mother church and affiliated with the Kentucky District Council of the" Assemblies of God as a District Affiliated church. Such dual affiliation is required if the" satellite church plant is to qualify for financial assistance from the Kentucky District" Church Planting Funds. The Kentucky District will cooperate with the sponsoring" church and honor the unique relationship between the mother-daughter churches. The" Kentucky District encourages sponsoring churches to guide their satellite churches" toward affiliation with the General Council of the Assemblies of God as autonomous" Assemblies of God churches as soon as it is feasible and beneficial.5." General Council Church: Any church that has completed the process of becoming a" self-governing church within the framework and policies of the General Council of the" Assemblies of God. To receive this designation, the church must complete both the" District Council and General Council requirements for this process.

6. Plant Sunday: This is the first Sunday the New Church Plant meets in their leasedfacility. It is also called the Grand Opening Sunday. This is the first service thechurch will hold in a public building. On this Sunday, all initial ministries need to be in

place and functioning; i.e., worship services, nursery, Christian Education classes,ushering, etc.

7. Core Group: The Core Group is that group of people who share your vision for thechurch plant and have committed themselves over the long haul to help with the workand ministry of the new church plant. They will help with strategic planning andcontribute financially to the new church plant.

8. Church Official Board: The official board of every new church plant and DistrictAffiliated Church consists of the Pastor, the District Executive Officers, the ChurchPlanting Director, and the Sectional Committee. In those cases where a new churchplant is both a satellite of a mother/sponsoring church and a District Affiliated Church,the official church board will be determined by the Pastor and Board of the sponsoringchurch and will include the District Superintendent or his designee.

Methods for Planting New Churches

In general terms, a new church may be started in one of the following ways:

1. By a PARENT CHURCH: In this format, an established General Council church takesthe initiative to plant a new church. Usually, founding families, financial aid, spiritual

guidance, and governmental oversight are provided by the planting church. It is thegoal of the new church plant to become self-supporting as soon as possible, and itshould be the goal of the planting church to release the new church to affiliate with theGeneral Council of the Assemblies of God as an autonomous Assemblies of Godchurch as soon as it is feasible and beneficial.

2. By the DISTRICT COUNCIL: The District Council itself, usually working through theDistrict Presbytery or the Church Planting Committee, can take the initiative to begin anew church. Selection of a founding pastor and opportunities for fund raising wouldbe provided and approved by the Church Planting Committee and the DistrictPresbytery.

3. By a SECTION: Any Section of the Kentucky District Council, under the direction of itssectional Presbyter and with the approval of the Church Planting Committee andDistrict Presbytery, may take the initiative to plant a new church. Selection of afounding pastor and opportunities for fund raiding would be approved by the section,with final approval by the District Presbytery.

4. By an INDIVIDUAL CHURCH PLANTER: In this format, a pastor with a vision for acommunity begins a new church plant through personal vision, individual labor andsacrifice. Often the Church Planter will need to do some tent making (providing for

persona and family financial needs by secular word) until the church can providefinancial support. Initial start up funds are available through the Kentucky DistrictChurch Planting Fund. The disbursement of such funds has to be approved by theCHurch Planting Committee and the District Presbytery. However, it is to be clearlyunderstood that the Church Planter should not assume that the District will provide allfunds that are needed to plant a church. It is the belief of the Kentucky District thatGod will provide for every pastor who has indeed heard from the Lord of the Harvest,and is obedient to that call. Where God guides, He will provide.

5. As a result of a CHURCH SPLIT: Every effort must be made to preserve the harmonyand unity of every existing Assemblies of God Church. Individuals who threaten the

health of any church through divisive and disruptive behavior should be heldaccountable for their actions. However, it is acknowledged that on occasion,irreconcilable differences manifest within the members of a congregation, and asecond assembly may emerge as a result. In such cases, the newly formed assemblymay be organized as a New Church Plant with the approval of District Presbyter andunder the direction of the Church Planting Committee.

6. As a Satellite Church: Some existing churches choose to mother a new church as asatellite church. A satellite church is basically a branch of the mother church plantedin a new location. The mother church may own the property of the satellite church andprovide the staff. Mother churches who plant satellite churches are encouraged to

schedule their satellite pastors for a Church Planters Assessment interview with oneof our Assessment Teams, and to send their satellite pastors to a Church PlantersBoot Camp. To qualify for funding from the Assemblies of God Kentucky ChurchPlanting Fund, satellite churches must comply with the applicable policies andprocedures as outlined in this manual and be set in order as a District affiliatedAssemblies of God church..

7. As a Fresh Start Church: Fresh Start Churches will be classified as such if they meetthe following basic criteria:

A. Fresh Start may be considered when an existing church in a specificcommunity, town or neighborhood, has been officially closed by the DistrictPresbytery.

B. The only connection between the Fresh Start and the previous church in thesame community, will be any capital assets remaining from the previouschurch.

C. The Fresh Start must have completely new pastoral leadership with a uniquemission, vision and values that distinguish it from the previous church.

1) Fresh Start Churches and planters will be approved utilizing the sameprocess currently required for new church plants. The Church PlantingCommittee, in consultation with the Sectional Presbyter, will determinewhether a New Church Plant should be classified as a Fresh Start Churchor a new Church Plant.

2) Approved Fresh Start Church pastors will be sent to a Church Planters;Boot Camp using funds from the Church Planting Fund.

3) Approved Fresh Start pastors will be assigned a coach and the coaching

expenses will be paid from the Church Planting Fund.

4) Approved Fresh Start Churches may be eligible for grants from the ChurchPlanting Fund, with the approval of the District Presbytery.

5) All assets of the previously existing Assembly of God church will beavailable to the Fresh Start Church being planted in the same specificcommunity, town or neighborhood.
