Creating an Effective mechanism to provide S&T inputs to KVI Sector

Why talk about K VI Sectorin 21st Century ?

Some concerns arising out of past 60 years of developmental experience of India & the world.Growth with inequity

35% population below poverty line ($1 a day)80% population below $2 per day

Global perspective2.5 billion people (40% of world population) live on < $2 per day and account for 5% of global incomeRichest 10% account for 54% of global income

Growing unemployment in Rural areasIts implications !

Implications:The Great Divide

One suicide every 8 hoursJaideep HardikarSaturday, August 26, 2006 22:40 IST Vidarbha remains a grim statistic. One suicide in every eight hours. More than half of those who committed suicide were between 20 and 45, their most productive years. The Maharashtra government says as many as 1920 farmers committed suicide between January 1, 2001 and August 19, 2006. Nearly 2.8 million of the 3.2 million cotton farmers are defaulters, reports Jaideep Hardikar

IMPLICATIONS :DNA

The widow and children of Lokeshwar Bhoyar, a cotton farmer who committed suicide in Kosara village of Yavatmal district in Vidarbha

Suicide countThere are no authentic figures on the exact number of farm suicides in Vidarbha, but the Maharashtra government accepts a figure of 1920 from January 1, 2001 to August 19, 2006. The Vidarbha Jan Andolan Samiti (VJAS), a farmers' movement, puts the toll at 782 from June 1, 2005 to August 26, 2006. And, in the last three months, there has been a suicide every eight hours.

Urgent need for Development with Equity

Views of World Bank and UNDPUN Millennium Summit-2000

Millennium Development GoalsNeed for pro – poor growth

For every Rs 100 generated by growth the poorest 20% receive only Rs 8.9 while the richest 20% receive Rs 43.3

HDR-2003 : broad based ..labour intensive rather than capital intensiveGandhian Economics :Create wealth in a distributed manner rather than distributing it after creating it centrally

The challenge of Rural Industrialization

Labour Intensive vsCapital Intensive technology :Mass production vs

production by masses

The challenge of Rural Industrialization

Quality assurance for decentralized production

The challenge of Rural Industrialization

Combining Tradition with modernity • Artisans and craftsmen were the

engineers and the architects of the past !

How to meet these challenges ?Providing Comprehensive S , T & M inputs toRaise productivityImprove and assure qualityValue addition of agro-produce in villagesDevelop new products in niche areasEmpower artisans – integrate in the mainstream technical educationChange the ethos of S , T, & M Institutions –Make rural entrepreneurship an attractive career for young engineers, scientists and managers

How to Provide these inputs ?

Need for an Institutional Mechanism which will provide two-way linkage of the S, T & M institutions and experts with the K V I sector

M G I R I

Arms of MGIRI – Take up the activities in tune with the MGIRI Vision in surrounding regionGeneric issues

Quality Up gradation & Assurance , Productivity enhancementProvide S T & M input to KVI sector units in the local region—involve students through projectsFoster innovation & creativity at Grass root levels

Setting up of Technical Interface Units

Organic foodsBio manures , vermi-wash, quality assuranceTechno-economic package for bio-fertilizers and bio-pesticidesNew Herbal Products : vatnashak oil, mehndi, tamarind based productsStandardization of common herbal products –adusa kalpa, harad churna

Bio Processing Industries …niche products

VERMI-WASH

A collital fluid of earthworms, extracted by the help of vermi-wash units

Rich in soluble plant nutrients, enzymes and organic acids

Can be used as foliar spray and soil application for vegetables and fruits

Panchgavya ProductsThe US Patent No. 6,410,059 (2002) CSIR +GVAK antibiotic properties of cow’s urine
