Toyama has revived a local conventional railroad, which was losing its users, by turning it into the nation’s first commercial LRT line. The managerial philosophy employed in this was “public-built, private-managed.”

Facilities that provide nursing care, training, recreational activities, and protection/places to stay, such as daycare, short stays, etc., both night and day, to all the aged/challenged adults and children.
Daycare service facilities Toyama-style:
The city government grants additional subsidies to those private daycare service providers that set up a “daycare service facility Toyama-style” within the downtown (those districts specified for downtown revitalization). This “Toyama-style” should provide welfare service equally to aged or challenged adults and children, in home-like facilities that let users feel “at home.”

Around those nursing prevention facilities located in the downtown, we are building up a network of pedestrian ways, where aged or challenged citizens can walk around with safety and ease and comfort, to let them go out and have fellowship with others more often.

Giving aged citizens more opportunities to go out -- “Outing Pass” project --
In collaboration with transportation carriers, the City government provides its citizens 65 years in age or older with a special discount public transportation fare – 100 yen a ride from inside the downtown, no matter where inside the City one gets off. (Called “Odekake Teikiken” (Outing Pass))
Some 30% of the City’s residents aged 65 years or older possess this Pass. On the average, 2,370 of them use the Pass each day.
< To apply for the “Outing Pass” >A citizen 65 years in age or older is entitled to the Pass for payment of 1,000 yen.

The cooperating facilities give free admission to a grandparent entering them with his/her grandchild(ren). This is intended to stimulate aged citizens to go out more often and help them enhance their family tie across generational borders.
(The Observatory and some others begin to offer free admission beginning in January 2013.)

Local residents’ associations build up a community garden (farm) in vacant land within their respective communities. In such gardens, local residents grow flowers, vegetables, etc. and have fellowship with each other.
People of all the generations, including aged citizens, are asked to be engaged in local community activities together, so that they can nurture social fellowships, which are part of social capital, and let aged citizens have something to live for.
