CREATION OF A CROSS-BORDER RADIO STATIONS NETWORK IN SÉNÉGAMBIE MÉRIDIONALE hrough its Cross-border Initiatives Programme (CIP), ECOWAS is currently promoting local cross-border cooperation initiatives as drivers of sub-regional integration. Thus, in 2005, at the workshop launching the CIP’s pilot operation in support of cross-border cooperation in Sénégambie méridionale (Guinea Bissau, Senegal [Casamance], the Gambia) creating a cross-border radio stations network between the three countries was suggested. On the basis of this suggestion and with the support of Enda Diapol, GTZ Procas, and the SWAC, in September 2006 the Cross-border Radio Stations Network of Guinea Bissau, Senegal and the Gambia was created in Djalicunda in Guinea Bissau. It is composed of eleven (11) radio station members: RETRARC is governed by an Executive Committee consisting of the directors of the different member radio stations and a bureau comprised of three national coordinators and one principle coordinator. CREATION OF A CROSS-BORDER RADIO STATIONS NETWORK IN SÉNÉGAMBIE MÉRIDIONALE

- Support the cross-border community radio station

sector in its role of promoting exchanges and solidarity among populations;

- Contribute to synergising all of the actors and

structures participating in the promotion of cross-border cooperation initiatives, peace and West African integration.

This involves supporting radio station members while protecting their interests and strengthening their professional capacities and providing local news items in support of regional integration, development and the promotion of cross-border cooperation. At the Network’s second meeting in February 2007, training for members was set as a network priority. The capacity building needs also involve radio broadcasts production, management of material, use of new IT as well as training in addressing issues in post-conflict areas. Particularly sensitive to harassment to which populations are subjected when crossing the border, RETRARC radio station members want to work towards respecting ECOWAS laws on the free movement of goods and people. They would like to: (i) be instructed on the legislation and regulations in force; (ii) organise radio broadcast roundtables bringing together representatives of the population, administrative authorities such as ECOWAS in order to discuss these issues; and (iii) and subsequently produce an information campaign to raise awareness of populations on their rights and responsibilities in this area. Eventually, RETRARC would like to be the loudspeaker for border populations and the numerous cross-border cooperation initiatives developing between the three countries.

After several months in existence, RETRARC’s development seems promising although it remains tenuous. In the short- and medium-term, radio station members’ motivation and investment in the network will depend on the progress made in the implementation of the network’s activities. As a process involving actors at various levels (ECOWAS, States, local communities, local associations, etc.) the CIP under which the network was created is slow in certain respects. Hence, to what extent will the rate of the CIP’s progress respond to the network’s development? In any case, the network should aim to be independent as quickly as possible. Due to lack of resources and the great distance separating the network radio stations, communication and dissemination of information is not easy. As radio station members come from three different countries, organising meetings is costly due to the poor condition of the roads and the constant problems at border crossings. Telephoning from one country to the other is often difficult and the internet is still not accessible everywhere. Therefore logistical issues could still impede the well-functioning of RETRARC. In addition to technical and methodological support, the backing structures should assist RETRARC in developing their financing strategies. Its capacity to disseminate information simultaneously to various countries is an asset on which to be capitalized in the fundraising strategy. Furthermore, it involves helping diversify its financing sources looking towards different partners. In addition, ECOWAS’ understanding of this network’s role as well as its commitment to work together to address cross-border and sub-regional issues will be two determining factors for this initiative to continue.
