    Conformity with Zoning Ordinance/Comprehensive Land Use Plan. Subdivision projects shall belocated in residential zones or other areas appropriate for residential use.

    Subdivision projects shall be located within suitable sites for housing and outside hazard prone areasand protection areas as provided for by pertinent laws. Critical areas (e.g. areas subject to flooding,landslides and those with unstable soil) must be avoided.

    The site must be served by road that is readily accessible to public transportation lines. In no caseshall a subdivision project be approved without the necessary access road/right-of-way.

    Planning and designing of subdivision projects shall take into account the following:a. Safety and general welfare of the future occupants.b.     Open Spaces shall conform to the provisions of PD 1216 and its implementing rules and shall includethe following:

    a. Streets- adequate and safe means of vehicular and pedestrian circulationb. Walksc. Parks and playground- suitable recreational area, strategically located and accessible to living

    units free from hazard or risk and shall be at street level as much as possible.

    Areas required for subdivision facilities and amenities shall be judiciously allocated.

    Subdivision projects shall conform with the residential densities set forth in the zoning ordinance of thecity/municipality where the project is located.

    a. Slope- the finished grade shall have a desired slope to allow rain water to be chanelled intostreet drains. Appropriate grade shall be attained to prevent any depression in the area.

    Grading and ditching shall be executed to prevent erosion or flooding of adjoining properties.b. Preservation of site assets- suitable trees and existing good quality top soil shall be preserved.c. Ground cover- grass, shrubs, plants and other landscaping materials used for ground cover shall

    be of a variety appropriate for its intended use and location. They shall be planted so as to allowwell-tended cover of the area.

    Right of Way (ROW) of major road shall beincreased as project size increases.

    The minimum right of way of major road shall be inaccordance with the preceding Table. It shall havea 15 centimeters mix gravel (pit run) basecourse on

    well compacted subgrade.

    Major roads shall maintain a uniform of road right of way. Tapering of road width shall not be allowedwhere the road right-of-way is wider than the prescribed standard for the interconnecting road of theproposed subdivision.

    Minor road shall have a minimum right-of-way of 6.5 m.

    NOTE:

    1. Interior subdivision project must secure right of way to the nearest public road and the right of wayshall be designated as interconnecting road. This fact shall be annotated on the title of said road lotand must be donated and deemed turned over to the LGU upon completion of the said interconnectingroad.

    2. Subdivision project with direct access to a main public road must provide setback of 3-meter deep by

    5-meter long at both sides of the subdivision entrance to accommodate loading and unloadingpassengers.

    3. Subdivision projects shall have provision forfuture expansion where applicable, by designinga minimum interconnecting road right-of-way of12 meters.

    3. Contiguous project or projects to be developedby phases shall be provided with inter-connectingroad with a minimum right-of-way of 10 meters.

    4. Alley shall have a right-of-way of 3.0 m. and aminimum length of 60 meter. It shall serve asbreaker of a block for both economic and housingprojects. It shall not be used as access to property.

    5. Pathwalk shall have a right-of-way of 3.0 m. anda maximum length of 60 meters. It shall serve asbreaker of a block and access to property forsocialized housing project.

    Mandatory individual house-hold connection to primary and alternates sources of power if services isavailable in the locality.

    Electric bills shall be proportionately shouldered by the users thereof, prior to issuance of COC and turnover of open space to LGU.

    Installation practices, materials and fixtures used shall be in accordance with the provision of thePhilippines Electrical Code and local utility company.
