The Dallas Police Department’s Crime Analysis Unit will calculate (monthly) the Crime Per Capita Community Index (CPCCI) for each multifamily property. The Crime Risk Threshold (CRT) will be established (using the approved mathematical formula) and those properties exceeding the CRT will be identified as at risk properties and forwarded to the respective patrol divisions. The Neighborhood Police Officers (NPO), at the division level, will complete a review of the offenses for each at risk property in their division. This review is to insure that offenses were accurately ascribed to the property. The division NPO will set up a meeting with the manager of each at risk property to explain the Crime Reduction Program, discuss the offenses that caused the property to exceed the CRT, and identify possible remedies. The manager has the option to appeal the results of the offense review to the division commander. As part of the explanation of the Crime Reduction Program, a survey date and time will be established. The “Multifamily Crime Reduction Program Security Survey” is the only format to be used. A copy will be provided to the manager at the conclusion of the meeting. The survey results will be combined with the offense review to develop a Crime Reduction Plan for the at risk property. The Crime Reduction Plan will mandate the items that the property must complete. The items are specified in the ordinance. The NPO will present the Crime Reduction Plan and emphasize the goal of reducing crime below the CRT with the manager of each at risk property. Weekly follow-up’s will be conducted to assess progress on the Crime Reduction Plan and share offense data. If needed, a reassessment of the plan and/or a modified letter of agreement will be completed. The property will no longer be identified as “at risk”, the program will be concluded, WHEN: The crime has fallen below the CRT The standards for a Support, Abatement, Forfeiture, Enforcement (SAFE) referral have been met.
