To: Mr. Brian Shukan, the US Consul General in MoroccoFrom: William TouzaniCase # 2013 530 002

Dear Sir,I have filed an immigrant visa petition for my wife nearly 15 months ago.

I was told 4 months ago by the NVC that all required documents have been collected, and thatmy wife should be notified for an interview within a few weeks.

Three months ago, my wife did undergo an extensive interview -more like an interrogation-at the US Consulate in Casablanca, and was only asked to provide a copy of my 2012 Taxreturns.

Two months ago, the remaining document was provided along with herpassport - whichremains to this date hostage of the US Consulate. As a result my wife could not meet me inFrance where my children are vacationing.

Because of the month of Ramadan, the terror alert and the limited staffing at the Consulate, mywife continues to wait for a response from the US consulate.

A similar situation happened to me 5 years ago; The constant delays and obstacles createdduring the immigrant visa process drove my ex-wife to despise the US, and ultimatelydecided to take on a lover during her forced stay in Morocco. This led me to initiate divorceproceedings only 2 months after her arrival in the USA.

Moroccan women are typically virgins before their wedding day. However, when it becomesknown that the husband is out of the country for extended periods of time, the bride becomes

pray to sexual predators and solicitors. Many Moroccan men feel that this women is now free todeceive her husband since a proof of virginity is no longer demanded.

My present wife has recently, barely survived an attempted suicide by cutting her wrist, afteran acquaintance forced himself on her, during my absence. She remains severely scarred bothphysically and emotionally. There were other rape attempts on her, even from her own familymembers.

I m totally perplexed on how a country like the United States of America can keep its citizensseparated from their spouses for such extended periods of time, while blaming the situation ona shortage of resources, political considerations and distractions from a never ending war onterror.

My phone calls to the Visa section at the US Consulate have gone unanswered, my emailsreceived automatic replies. I have no choice but to kindly appeal for your help.

    Sincerely, William Touzani
