Community Character • Loss of community character (as defined). • Proximity of a mix of uses (business, schools, parks, libraries) to neighborhoods • Change of use/density in designated neighborhoods • Neighborhoods should be walkable, with libraries, trees and gardens • The diversity of the City – cultural, ethnic, racial, age and economic (medical, retail, office,

industrial, education, large business, small mom-and-pop businesses, etc.) • Growth that protects neighborhoods from the impacts of industry and commerce (such as traffic

and noise) • Growth that connects neighborhoods to the broader community • Number of opportunities for arts, entertainment, and cultural enrichment (more is better) • Protects neighborhoods from impacts of industry and commerce (e.g. noise; traffic)

The National Charrette Institute’s Definition of “Charrette”

“It is a multiple-day, collaborative design workshop that harnesses the talents and energies of all interested parties to create and support a feasible plan that represents transformative community change.”

Objectives for Pasadena’s Charrette

Development of plans depicting a range of credible and achievable alternatives for future land use development, urban form, and mobility.

Develop in consideration of the input received from the public during the first phase of public outreach and September workshops.

Document by maps depicting the distribution of various land uses by category and urban form, public open spaces, and infrastructure/mobility improvements; tabulation of each alternative’s capacity for new housing, commercial, office, and other uses; narrative text; and other media to be defined during the charrette.

Analyze the comparative impacts of the alternatives on traffic, greenhouse gas emissions, and other selected indicators during the charrette using a computer-based program, CommunityViz.

Charrette conclusion: Consensus that the alternatives as refined on the final day are reflective of the range of choices facing the future of the City.

These will constitute the set of options that will be subject to detailed technical analyses during the subsequent months, with the results documented in a “scorecard” that can be used by the public and decision-makers in selected a preferred plan for Pasadena’s future.

The Teams

Development of the alternatives will involve the participation and interaction of three teams:

The Technical Team: Staff of the City of Pasadena responsible for preparing the updated General Plan Land Use and Mobility Elements, including Departments of Planning and Transportation, and urban planning, design, economics, mobility, environmental, and climate change consultants.

The Core Team: Members of the General Plan Update Advisory Committee (GPUAC), Planning Commission, Design Commission, Transportation Advisory Commission (TAC), Historic Preservation Commission, Environmental Advisory Commission (EAC), Arts and Culture Commission, Northwest Commission, Community Development Commission (CDC) and the Open Space Conservation Element Update Committee.

The Public Team: Residents, business persons, property owners, interest groups, and other members of the Pasadena “community.”
