Baseline of the Croatian Qualifications Framework
• approved by the Croatian Government
– July 2007• 8 referent levels with 4 sublevels• based on learning outcomes• LLL• Mobility
Committee for the development of the CROQF
• appointed by the Croatian Government – September 2007
• stakeholders and social partners (27 members)• the task - to formulate and implement further
activities in the design and the development of the CROQF
• The Committee has the decision-making power
Operational Team in support to the Committee
• established by the Ministry of Science, Education and Sport – April 2008
• members of educational institutions (Ministry, Agencies, Universities, schools)
• preparing the documents and materials for the Committee
Principles: • defining and using learning outcomes,• the Croatian heritage, • existing education system in Croatia, • EQF Guidelines, • experiences of other countries in the
development of their qualifications frameworks, • vertical and horizontal pathways in education,
Principles:
• development of the system for validation and recognition of competencies acquired within non-formal and informal learning,
• structuring and organizing sector councils,• introducing the quality assurance system into
education institutions - assessment and self-assessment of individuals and education institutions
Activities to date:
• Committee - approved the 5-year Action Plan and Program to 2008 ( in March 2008)
• Operational team – 2 workshops with the support of the ETF
- identification of the qualification components and levels’ descriptiors
Activities to the end of 2008:
• designing the web site located at the Croatian Government portal (July 2008)

Activities to the end of 2008:
• Committee meeting – accepting the metodology for the design of

for the design of qualifications• Final 2008 event (in December) for media and
business sector (supported by the ETF)– presentation of 2008 activities and results
