Cross Compliance Assessment Tool

Cross-compliance

• Cross Compliance (CC) was introduced in 2005 as part of the Midterm Review of the CAP (EC-Regulation 1782/2003)

• Recently further adjusted (EC-Regulation 73-2009)

• It makes receipt of the direct payment aid (SFP), conditional on farmers meeting Statutory Management Requirements (SMRs) and Good Agricultural and Environmental Condition (GAEC).

Cross Compliance Assessment Tool

Objective• In the CCAT project an integrated

assessment is made of the effects of CC-obligations on agricultural markets, producer’s income, consumer’s welfare, land use, soil, water, air, climate, biodiversity and landscapes, as well as animal welfare and public health.

• The main objective of this project is to develop an analytical tool that enables the assessment of the impact of (a selection of) all Statutory Management Requirements (SMRs) and Good Environmental and Agricultural Conditions (GAECs) falling under the EU CC-policy at regional level.

• … provides an operational tool supporting the integrated assessment of the impact of changes in compliance with CC standards at regional level (at least NUTS2)

• … integrates own survey information, (adapted) modeling tools and expert knowledge and existing data and knowledge drawn from other projects

• Overall approach and methodology followed• Assessment results of the impacts of a

selection of SMR and GAEC obligations on a selection of economic, environmental and biodiversity indicators at NUTS2 level

• Current CCAT prototype 1 tool• Activities/results expected from remaining
