TASK TITLE: Assess the Technical and Operational Aspects of the NENA i3 Architecture – Transition Considerations and Gateways

TASK DESCRIPTION:On Nov 30, 2015, CRTC Telecom Decision 2015-531 approved the ESWG Report ESRE0070 recommending the adoption of the NENA i3 Architecture as the foundation for NG9-1-1 in Canada.

As detailed in the Report ESRE0070 at Recommendation #4 there is a list of 12 items that require additional action including:

• Item g – Transition Considerations and Gateways

Specific to this action item, the following tasks need to be undertaken:

1. Develop an overarching Roadmap of high level steps to transition from the current 9-1-1 platform to the future NG9-1-1 platform; with the understanding that the steps will be unique for each major stakeholder i.e. originating providers, legacy 9-1-1 service providers, ESInet provider(s), new Content providers, and Public Safety Answering Points (PSAPs).

2. Propose a timeframe for transitioning to the new NG9-1-1 platform, including end-dating support for the legacy 9-1-1 system (NOTE: per Telecom Regulatory Policy CRTC 2017-182, the transition date is June 30, 2020 and the legacy system end date is June 30, 2023).

3. Establish a NG9-1-1 Communications Sub-Committee (similar to the T9-1-1 process) to develop a Communications Strategy for the initial education of key stakeholders, with a strong focus on Municipal and Provincial partners in terms of new addressing and mapping requirements. (NOTE: Due to the amount of specific coordination and effort required for mapping, a new task ESTF0092 was created in January 2018.)

4. Determine the technical and operational requirements for the following NENA i3 Edge Gateways and Transition Element as well as their placement in the architecture:

a. Legacy Network Gateway (LNG) – aka TSP Gateway after June 30, 2023 (if required)

b. Legacy Selective Router Gateway (LSRG) – ILEC providers are responsible to have the LSRG(s) in place as of June 30, 2020

c. Legacy PSAP Gateway (LPG) – after June 30, 2023 (if required)

9 2017Sep07 The kick-off call for this task was held from 1-2pm Eastern with 33 participants at the start (the attendance list is available upon request).

Noted that the initial meeting invite list included everyone on the current ESWG Participation list. Since the meeting invite was sent, a number of folks have confirmed being added or removed from the list. This list will continue to be updated based on participation on the calls and/or a request to be included in future information sharing.

The first item for review was updating the Task Description at items 2 and 4 to reflect the direction of the Commission in Telecom Regulatory Policy CRTC 2017-182 (link available in Serial 6 above).

A review and discussion with respect to the Work Plan and Time Frames resulted in adding 2 more years to the originally proposed dates for contributions, and the report creation/approvals. These are subject to further review and change if required in the future.

It was also noted that the decision provided very specific direction in terms of our work on Task Description Item 4 - Gateways at paragraph 216: The Commission therefore determines that TSP and PSAP gateways (aka LNG and LPG) do not form part of the NG9-1-1 networks and should not be used as part of their NG9-1-1 implementation plans. Such use should be considered only as a last resort to connect to NG9-1-1 networks. Accordingly, TSPs and PSAPs are responsible for these gateways and for funding them, if required. Further direction was provided at paragraph 217 for ILECs to have Legacy Selective Router Gateways in place by June 30, 2020. It was noted that LNGs will likely be in place past the June 30, 2023 deadline due to the cost and logistics to replace numerous GTD5 and DMS100 landline switches, as well as older wireless networks that can’t deliver Native IP. Lastly, our efforts will need to be focused on preparing PSAPs as early as possible in order to reduce or eliminate the need for LPGs.

The call closed with a reminder that a 90 minute session is scheduled on Oct 12 (Day 2) of our face to face meeting to start a whiteboard discussion on timelines

Serial Date Activityand dependencies. We will also determine next steps and timing for meetings, recognizing we pushed the timelines out by 2 years.

10 2017Oct12 Highlights from the F2F meeting: Bernard Brabant, with support from the Quebec 9-1-1 Agency, put together a comprehensive PowerPoint (34 slides) presentation to review the Architecture and Associated Functions required to get us started on the Roadmap detailed at Task Description item #1. Further follow-up will be required to summarize these details into a concise Roadmap with timelines that can be shared widely with the various NG9-1-1 stakeholders. Further work will be undertaken in the New Year, once we have completed the work on the 6 NG9-1-1 reports that are due by the end of 2017.

NOTE: During this meeting it was noted that Task Description Item #3 specific to educating key stakeholders about addressing and mapping requirements could not be undertaken until ESWG completes an analysis and report. As such, it was agreed that a new task be initiated in 2018 re NG9-1-1 Mapping and Addressing Considerations.

11 2018Jan23 This call was held from 11am to noon Eastern with 52 participants at the start (the attendance list is available upon request).

Serial 10 was reviewed, with no changes to the details. However an additional note was added with respect to NG9-1-1 Mapping & Addressing Considerations (Action Register Item #4), and the creation of a new task ESTF0092.

UPDATE: Chris Kellett noted that after the October 12th face to face meeting, subsequent follow-up had taken place with Toronto Fire participant Tareq Cora, which has resulted in work between them, Toronto Police, Bell, and a few participants from the vendor community. Collectively they are undertaking off-line research, including lab testing, to determine the detailed PSAP Transition Considerations for ESWG. The initial results of these efforts will be reported back on Feb 21st in Toronto at the ESWG face to face meeting.

NG9-1-1 Communications Group: A request for volunteers for this new group resulted in the following volunteers:

Bernard Brabant Chris Holigroski Chris Kellett Dave Hamilton David Yohanna Diane Pelletier Kyla Magee Tamara Chatterton (per Richard Polishak after the call) Tareq Cora Tom Paniak

This new sub-group will meet off-line to develop a terms of reference for review and input from all TIF85 participants. Initial input was sought and provided in terms of immediate areas of focus for this group.

Feb 21st Face to Face Agenda: Reviewed the draft list of activities, which is subject to confirmation on the Feb 8th monthly ESWG meeting.

Serial Date Activity12 2018Feb21 Work continued on this task at the face to face meeting in Mississauga, with the

following agenda items covered:

i3 PSAP – NG9-1-1 Transition Roadmap for Canadian PSAPs [Canadian NG9-1-1 Coalition]: Presentation by Magni Magnuson regarding the Roadmap developed by this volunteer group that was established in 2013 to move NG9-1-1 forward in Canada. The group is chaired by Diane Pelletier and includes many regular ESWG members as well as a Provincial and Territorial government representatives. The document presented was a final draft, and feedback was requested and received for the final version before it is circulated. This document will be available by mid-March and will have an ESCO number assigned so it can be added as a contribution to this task.

i3 PSAP – Toronto Fire Customer Premise Equipment Preparations and Next Steps [Presentation]: Tareq Cora reviewed recent steps taken to prepare Toronto Fire for participation in the TIF88 NG9-1-1 Trial. This was a collaborative effort between Toronto Police and related customer premise equipment and software providers. The specific challenges for Toronto Fire were reviewed and discussion of how these logistics will be helpful for other PSAPs to understand and prepare for the 2020 implementations. The related presentation document has been added to the TIF contribution log and will be circulated for further follow-up on future TIF calls.

i3 PSAP – IPVPN Resiliency Considerations [ESCO0569a]: Rick Kuruliak from SaskTel reviewed the noted contribution, highlighting important considerations for an i3 NG9-1-1 PSAP.

i3 PSAP – Start to develop a Small, Medium, Large PSAP Software and Equipment Lists [i3 PSAP Functional Element Diagram from Toronto Fire]: Chris Kellett utilized Tareq Cora’s diagram to start the discussion on this important topic. The primary focus of this discussion was related to the need for an i3 enabled Computer Telephony Interface (CTI) and the implications across Canada. This will be a significant change for many PSAPs who currently have direct interconnection to the existing 9-1-1 network which includes vital call handling functionality at the network level. It was agreed that we need to develop documentation for PSAPs to start their own evaluation of existing equipment and software (this will be a priority during our next few TIF calls).

The agenda also included starting the work on a TIF85 Communications Plan, however we ran out of time, so it will be addressed moving forward. It was noted that Public Safety Canada does not appear to be interested in the Coordination and Governance role noted at paragraph 52 of CRTC Regulatory Policy 2017-182, therefore ESWG with assistance from the Canadian NG9-1-1 Coalition will attempt to fill this void moving forward.

Trial participation (doesn’t have to be at the start) from details in the TIF 88 report;

Develop a PSAP focused Immediate Action List, including timelines; Create a list of Communications Channels, including who/when they

will receive targeted information.NOTE: We need to set a date for the initial Communications Committee sub-group call. Daniel Mongrain asked to be added to the list.

4. Generic version of the i3 PSAP Functional Elements Diagram (adapt the item 2d document). The remainder of the meeting was spent discussing and updating the Toronto Fire Functional Elements diagram to a generic ‘What you need to be an i3 PSAP’ diagram which will be reviewed and finalized on the next call.

5. TABLED – Equipment and software list for small, medium, large PSAPs – review Toronto Fire – Generic RFP Template (WORD doc)

6. Next steps – Further discussion required. Agreed to circulate and add the Texas NG9-1-1 Transition Plan document provided by Bernard Brabant on the next call agenda.

7. Next meeting – Tuesday, March 26, 2018 from 1-2:30pm Eastern

14 2018Mar27 This call was held from 11 to 12:30pm Eastern with 43 participants at the start (the attendance list is available upon request). The following agenda items were covered:

1. Review & approve the 2018Mar12 version of the TIF85 Diary (ESTF0085) – after discussion, approved with some minor edits.

2. Communications Plan – set date for first sub-group call. Confirmed the first call will be on Monday, April 9th from 11am to noon Eastern. Participants will be the ones listed above in Serial 11, as well as Dan Mongrain and Sue Jorgensen.

3. Information Sharing: Texas NG9-1-1 Transition Planning (WORD doc). Reviewed the history in Texas and the author, very good insight re high level logistics. Noted that the Canadian NG9-1-1 Coalition – NG9-1-1 Transition Roadmap for Canadian PSAPs is much more detailed and was recently assigned ESCO0574 and will be posted on the ESWG website shortly.

4. FOLLOW-UP: Generic version of the i3 PSAP Functional Elements Diagram (PDF file) – thanked Tareq Cora for his continued work on the document. We reviewed the revised diagram and discussed a few more updates, as well as the addition of a second page that details the different

5. Equipment and software list for small, medium, large PSAPs – review Toronto Fire – Generic RFP Template (WORD doc) – started a review of this document from Tareq Cora, noting that this was an end state RFP template. We will need to develop an explanation of how to use this, as well as the minimum required steps to be ready for June 30, 2020 without a forklift upgrade of everything in a PSAP. Work will continue on this document on the next call.

6. Next steps – Start the Communications Committee sub-group work. Contributions? Dan Mongrain will be putting together a contribution on Hosted PSAP Considerations which should be ready by the next call. Continue to identify and work on priority items.

We discussed the following items from the initial discussion of activities for this group per the March 12, 2018 (serial 13 TIF diary above):

1. Develop documentation for PSAP budget/procurement processes – this process has started with the creation of the 1-page ‘How to become an i3 PSAP’ document; this is expected to be finalized on the April 17th call. As well, the updated Generic RFP Template will be reviewed further on the same call. We will work together to decide on additional documentation with the focus being on high level documents that are informative for a wide variety of stakeholders and provide direction and/or action plans.

2. Summarize key technical details from the TIF 81, 82, & 83 reports – Tareq Cora agreed to put together a PowerPoint presentation for discussion on our next full TIF85 call.

3. Summarize the initial steps for PSAPs that are interested in future Trial participation (doesn’t have to be at the start) from details in the TIF 88 report – asked Richard Little to have a look at this and provide feedback.

4. Develop a PSAP focused Immediate Action List, including timelines –

Serial Date ActivitySue Jorgensen provided an initial Excel spreadsheet for review on our next Communications call (April 23 from 11 to noon Eastern).

5. Create a list of Communications Channels, including who/when they will receive targeted information – discussed that we have numerous channels available for sharing information, however this is disparate among the different stakeholders and piecemeal in terms of when/how it happens. We agreed to focus on the following:

a. Website – we need to look at something similar to T9-1-1 i.e. a website or a similar tool which is a single location for NG9-1-1 Coordination and Education material. Tom Paniak advised that a part of the Bell Portal has been set-up for National information sharing, so he will check and see if this may be an appropriate future mechanism.

b. Webinars – future NG9-1-1 Governing Authority webinar (target this for the fall timeframe)

c. Other Stakeholders – need to determine the best way to share info with folks that are not regular participants with ESWG.

6. (NEW) Develop a living FAQ document with a section for each major type of stakeholder – noted we have a good start on information for PSAPs, however we need to decide on ways to share with other major stakeholders e.g. 9-1-1 Governing Authorities, Mapping folks, etc.

We also discussed whether this sub-group needs a terms of reference and decided that we do not. We will handle our activities by capturing details in this TIF Activity Diary, so everything is in one place.

Next Communications Sub-Group call is: Monday, April 27 from 11-noon EDT (we will schedule bi-weekly meetings moving forward and adjust as needed).

16 Apr 17, 2018 This call was held from 1 to 3pm Eastern with 46 participants at the start (the attendance list is available upon request). The following agenda items were covered:

1. Review & approve the 2018Mar27 version of the TIF85 Diary (ESTF0085) – after discussion, approved with some minor edits.

2. Communications Plan – reviewed the highlights from the first Communications sub-group call (see Serial 15 for details). Next Comms call is Apr 23rd from 11am to noon Eastern.

3. FOLLOW-UP: NENA i3 PSAP Functional Elements Diagram (which has been renamed to: What you need to be a Canadian NENA i3 PSAP). Continued the review and feedback process which resulted in the final updates to the document. Agreed we would confirm the updates on the Apr 23rd Comms call, so it can be included with a package of information for PSAPs and 9-1-1 Governing Authorities.

2. Review/edits – PSAP High Level Timelines spreadsheet. Discussed the goal of this document i.e. a simplified Project Plan with 2018 Action Items. Lots of feedback, which resulted in Sue, Tareq, and Melissa agreeing to work off-line to move this forward.

3. Review/edits – NG9-1-1 Call Flow Logistics (PowerPoint presentation). Decided to use this as the introduction to NG9-1-1, including adding the ‘What you need to be a Canadian NENA i3 PSAP’ document and the PSAP High Level Timelines spreadsheet. As well, when it is ready, we can provide the Generic RFP Document at a later date, once we have a chance to review and finalize it.

4. Reviewed and agreed the updates discussed on the April 17th full TIF85 group call look good and we can start using the document as noted above.

Got feedback on changing the slide banner from CRTC ESWG to CISC ESWG, and one wording change on slide 8. Both will be completed prior to it being sent for posting on the National NG9-1-1 Website hosted on the Bell Portal (reminder provider re Portal access logistics).

2. NEW: Canadian PSAP Collaboration Event: Tareq Cora (Toronto Fire) and Ed Antecol (NGA911) reviewed the initial planning for a PSAP / Vendor collaboration event with a targeted timeframe of May 2019. Good feedback for consideration from participants, more work will continue on this off-line activity (not tied directly to current NG9-1-1 tasks), with a goal of engaging more NG9-1-1 Stakeholder partners by the time this starts next year. Any interested participants should reach out to Tareq and Ed.

3. FOLLOW-UP: PSAP Procurement Considerations for NG9-1-1 (formerly call the Generic RFP Template): Tareq Cora (Toronto Fire) reviewed version 10 of this document; feedback was provided that will be incorporated into the next version for review on the TIF85 full call on Oct 17th.

4. FOLLOW-UP: Equipment and Software List for Small, Medium, Large PSAPs: Ray Vilis (Solacom) and Mike Webb (E-Comm911) reviewed PSAP NG9-1-1 Equipment/Software estimates for small, medium, as well as a large PSAP with the capacity for providing services for other primary and secondary PSAPs. Noted we also need additional input re: Hosted and/or Managed Services, which is currently in the works. All this information will be brought back to TIF85 Comms to determine how to provide a concise summary for future budgeting purposes.

5. Legacy Selective Router Gateway (LSRG) Considerations: Noted that Bell, SaskTel, and TELUS ESInet providers are mandated to have an LSRG in place from Jul 1, 2020 to Jun 30, 2023. However, it was highlighted that we need to understand how calls processed through an LSRG will impact what is received and displayed at PSAPs. Further follow-up must occur between TIFs 81, 82, and 83 re call processing impacts, and TIF 88 re Test Cases required to ensure this functionality works for all the different types of calls that are not IP end to end.

NOTE: 2 additional items were scheduled: Living Q&A Document; Review of TIF85 Communications Plan. Both will be moved back to the regular TIF85 agenda, since we ran out of time to review these at the face to face meeting.

NG9-1-1 Website – latest adds (reminder re access process): Provided an on-line demo of the site, including a review of existing documentation and highlighting the newly added document: PSAP Procurement Considerations for NG9-1-1. Tom Paniak suggested re-organizing the NG9-1-1 Comms tab to include direct access to related Webinars and Bulletins (he will take the necessary steps to do this update). Suggested that we add ESCO0606 to the list of documents (Chris Kellett will follow-up to get this posted).

4. Communication Plan Logistics – next steps: Reviewed the list of recent activities and asked for anything we need to add. Suggested we need to review and update ESRE0049 regarding call behaviour for various NG9-1-1 scenarios. This will be added to a future meeting agenda.

5. Key Contact Management List: Noted we have a pending action item to create a list of key contacts for stakeholders. Bell 9-1-1 representatives noted they already have a list for PSAPs with voice and data contacts that we could use as a starting point. Chris Kellett will download this spreadsheet and provide as a future agenda item for review and update.

6. PSAP Collaboration and Information Sharing: Kyla Magee provided an explanation of a current site used for a CAD PSAP Users Group. Allan Mendelsohn (AVAYA) offered the use of Workspaces and will coordinate with Kyla to form a group to move an NG9-1-1 PSAP group forward.

7. Coordinated Rollout Schedule: Very good discussion regarding the logistics associated with this undertaking. The ESInet Providers (Bell, SaskTel, and TELUS) process will be a hands-on collaborative process to assist every PSAP connecting to their applicable ESInet. Noted that we really need the PSAP On-Boarding document from the ESInet providers to start formulating the province by province rollout schedule (like the one created and executed for the E9-1-1 Phase II Location rollout). Assuming the IP Voice and RTT Trials go well in 2019, it is hoped these documents will be available January 1, 2020. Based on this info, we will need to start this work on this task in late 2019.

We will need to build the Canadian list based on input from PSAPs using a similar format to the Bell E9-1-1 vendor document; suggested we look at a PSAP survey, possibly using the new PSAP Collaboration Tool (further follow-up by the Comms sub-group).

3. FOLLOW-UP: Estimated PSAP Budgeting Costs – next steps. Based on follow-up since the preliminary estimate documents provided by Solacom

Serial Date Activityand E-Comm911, we have continued discussions and follow-up with PSAPs and industry experts. Chris Kellett advised he is working with the Canadian Association of Chiefs of Police – NG9-1-1 sub-committee who were looking for budgeting numbers for a concise NG9-1-1 Notice document for all police agencies in Canada. The suggested amounts are $50,000 per PSAP position capital and $25,000 operating? We discussed whether these are good rough order of magnitude numbers:

Important to provide context for these amounts – this would cover a new customer premise multi-media call handling system with a contracted real-time monitoring service; if PSAPs go for a hosted solution, then the numbers would likely be reversed.

For small/medium PSAPs, 2 to 10 seats, this is representative of estimates to date, though it was felt the capital number may be low and possibly something closer to $75K would be better.

Discussed whether this is realistic for large PSAPs or is there a savings in terms of volume. Based on recent work, several suggested that it may need to be higher for capital and operating for large PSAPs with a multi-site configuration.

We will continue these discussions at upcoming provincial meetings in Alberta and BC, as well as the May face to face meetings in Vancouver.

4. FOLLOW-UP: FAQ Documents – continued review and updates. Using WebEx, we reviewed and edited Master FAQ spreadsheet, and the Operational FAQ. Will continue working on these on the April 29th Comms sub-group call.

Also need to factor in a computer hardware/software replacement cycle i.e. evergreen program, which average between 3-5 years (except network components which are usually 7-year cycles)

Another factor is how seats are equipped between primary, secondary (if applicable), and backup site seats; the days of having a telephone only type backup site are no longer viable

Suggested we review Appendix C of ESRE0080 to understand the list of PSAP activities required for a typical onboarding process (next call). Noted we need to focus on the Day 1 activities to ensure we get that right first.

NG9-1-1 Website: Using WebEx, logged onto the National NG9-1-1 website (hosted on the Bell Portal) and provided a quick tour and reminder in terms of how to get credentials if your new or haven’t got them yet. Also reviewed the 6 documents that are currently posted and noted that we are working on an updated version of the PSAP Procurement Considerations for NG9-1-1 which will be posted in the late June timeframe.

2. PSAP Collaboration and Information Sharing: Highlighted the work to date to look at different collaboration tools, including the fact we have settled on the use of the free Yahoo Groups tools going forward. More will be shared once is set-up and ready for use. A big thanks to Kyla Magee from Peel Regional who is the lead on this item.

3. TIF92 Education: Holly Barkwell and Darrin Williams introduced a brand-new campaign to support the NG9-1-1 mapping and common addressing for Canada TIF work. They reviewed a PowerPoint presentation that highlighted the efforts to date and plans moving forward. This presentation will be shared on the next full TIF85 call as information.

4. Estimated PSAP Budgeting Costs: Reviewed the work on this item to date, noting the recent work with the Canadian Association of Chiefs of Police NG9-1-1 sub-committee. Discussed the $65,000 one-time capital cost per seat, and the $25,000 annual operating per seat. Noted this estimate would likely be reversed if you were looking at a hosted PSAP solution. Advised this estimate includes redundant firewalls, session border controllers, network routers/switches, call handling equipment for voice and data, long and short-term recording, and a basic management information system with real-time monitoring and reporting. Noted that there are 280+ different PSAP configurations that are at various states of readiness, so this is looking at it being a full replacement. The only way to get an accurate estimate is to do a review of existing PSAP infrastructure and determine a roadmap forward which could be done in stages to spread the costs out over several years by using middleware to interface with legacy systems (which can be replaced or updated following existing evergreen cycles). For a full replacement system, the option exists for a customer premise solution, a hosted solution, or a hybrid of both. Bottom line, we will likely not be able provide much more detail than this for PSAPs moving forward.

5. Master list of FAQs & the Operations FAQ: Using WebEx, Sue Jorgensen reviewed the status of the master list of questions, and then did a high-level review of the current Operations FAQ. Feedback was incorporated and further work will be done by the Comms sub-group moving forward. Noted that we are also getting assistance from the NG9-1-1 Coalition, who are working on the Governance FAQ. The Technical FAQ is also being worked through, with the goal to have the Governance FAQ ready for the mid to late June timeframe and the others thereafter.

6. Communications Plan Logistics: Reviewed the list of TIF85 activities that are still outstanding, and reminded folks of the work done to date, which is covered in the items above.

7. Timing for a Legacy Selective Router Gateway (LSRG) contribution? Discussed the need to understand potential impacts in terms of call display at PSAPs based on different Use Cases. The NG9-1-1 network providers noted that they do not plan to provide a contribution, instead they requested

Also reviewed the What you need to be a Canadian NENA i3 PSAP document, to remind PSAPs that they should actively be looking at vendor options to meet these requirements. 2. PSAP NG9-1-1 Cost and Funding Considerations FAQ: Holly Barkwell lead the group thru a review of this FAQ. She received good feedback that will be integrated into the next version of the document and brought back to the full TIF85 call on February 27th for a final review and feedback. Chris Kellett thanked Holly and the NG9-1-1 Coalition participants (especially Greg Boone and Diane Pelletier) for their work to get the document almost complete.

3. Mapping (GIS) and Common Addressing FAQ: Chris Kellett reviewed a new document that has been created based on feedback during education sessions to GIS stakeholders across the country. In addition, he reviewed a typical email question regarding the timelines associated with setting the standard and using it in the future. This information will be integrated into this FAQ framework working document which will be actioned on the next Comms call (March 2) and future NG9-1-1 Coalition calls as needed.

4. NG9-1-1 Implementation Communications Plan Logistics: CRTC Communications Assistance Outline – Chris Kellett reviewed the

latest version of our request to the CRTC for a National Communications plan. Suggested changes were integrated into the latest version of the document which will go back to the next Comms call (March 2).

NG9-1-1 Key Messages for the Public – Circulated for info and review only. Requested feedback by our next monthly call (Feb 27).

PSAP Collaboration Site Update – Verbal update provided, including logistics for PSAPs to participate moving forward.

5. Coordinated Rollout Schedule / Tracking Tool – Logistics? The CRTC staff followed up with the NG9-1-1 service providers and

confirmed that the majority of RILECs and SILECs will be contracting to use the ILECs NGCS (this was confirmed by Jonathan Holmes from ITPA). Follow-up is required with Tbaytel and Eastlink to determine if they are doing the same or building their own NGCS.

Confirmed a coordinated rollout schedule is NOT required for the NG9-1-1 Voice implementations.

A coordinated RTT rollout schedule was discussed, however it was noted that RTT to TTY may be available from the NGCS which would assist Primaries, but likely not Secondaries, since most do not support TTY. Further follow-up requested from TIF93 to determine whether RTT to TTY conversion is practical from a technical and operational perspective.

Noted that it is important for the current RFP and implementation work taking place at PSAPs across Canada.

PSAP NG9-1-1 Cost Considerations FAQ. Highlighted that this is the long-awaited document to assist PSAPs and 9-1-1 Authorities with budgeting and planning purposes. Noted that it is specific to Call Handling acquisitions and implementations for Customer Premise Equipment (CPE). The funding information can be adapted based on RFI and RFQ processes.

NG9-1-1? Chris Kellett provided an overview of the recent activities of the

ESWG COVID-19 Task Force with select representation from Provincial PSAPs groups (except Ontario), NG9-1-1 network providers, and Originating Service Providers. Noting that most stakeholders have had staff diverted to this crisis and NG9-1-1 is either stopped or is in question due to the lockdown at most locations and/or the restrictions on related services.

Noted that estimates are this lockdown will continue for at least another 2 months or longer, which will have a significant negative impact on our ability to complete the Trials and meet the mandated June 30, 2020 IP Voice network availability. Chris reminded that ESWG is an advisory body and we need to provide this information to the CRTC (using this TIF diary) so they can answer the question that many stakeholders are asking: Will the mandated dates for IP Voice, RTT, and Decommissioning be changed?

This same resource impact is also restricting many regular ESWG participants from being available for current and upcoming TIF calls.

Discussion re ESWG focus on priority items for the foreseeable future? We received feedback ranging from requests that we cancel everything for a month or longer, through to continuing to run calls if participants are available. The CISC guidelines require that we provide opportunity for participation and input from our stakeholder group, however it is clear at this point that many are not able to do this because the key ESWG participants are engaged in COVID-19 activities. Based on this information, I have proposed the following changes for TIF activities:o March 30 to April 10 – cancel all regular TIF calls except

essential work on the following TIFs: Joint TIFs (April 1), TIF83 CAD sub-group (April 2), and TIF88 (April 8)

o March 30 ongoing – continue off-line work on TIF89 re RTT (with IETF), and TIF92 re NENA Canadian CLDFX

o April 9 – Monthly ESWG Call – do a status check and determine if we need to cancel the next 2 weeks of non-essential TIF calls

implications for our overall work, and the impact on existing posted documents?

Reviewed and discussed the details from the Commission Letter Decision issued on April 8th.o Highlighted these are proposed dates; their will be a public

process so stakeholders can provide input in term of agreement or suggested changes (timing is likely in the Fall).

o Noted that the change to the RTT start date, means that we have 2 years, not 2 ½ years to complete this work. Many already feel this compressed timeframe is too short.

o Mylene reviewed and explained the importance of the new “In-Service Dates” for voice and RTT. ESWG will need to determine which primary and secondary PSAP is ready in each ESInet area in order to provide a specific date [FUTURE ACTION ITEM for TIF85]

Used WebEx to do a live review of the TIF85 documents posted on the National NG9-1-1 Portal (hosted by Bell). Agreed that most documents will need to be updated to reflect the new dates. This work will start on the TIF85 Comms call on May 11th.

over WebEx to highlight all the changes from our starting version. Good feedback was provided and will be integrated into the next version of the spreadsheet.

The proposed new Dashboard reporting was reviewed with no input in terms of changes.

Next step is for Chris Kellett to take the revised ‘draft’ spreadsheet and work with SaskTel and TELUS off-line to populate the Secondary and Backup data in the spreadsheet for SK, AB, and BC.

As well, TIF85 Comms needs to develop a 1-pager to communicate the 3 initial dates for NG9-1-1 Voice implementation and the request to ILECs and PSAPs to jointly own the responsibility for providing this information. The initial focus will be to determine the 6-month windows of time (i.e. Jun or Dec 2021, 2022, or 2023) that PSAPs are targeting to have their NG9-1-1 Call Handling Solution in place. Once we see that data, it will be clear if everyone is aiming for the last 6-month window of December 2023, that we are going to have to discuss the resourcing implications and possible mitigation strategies.

c. [NG9-1-1 Public Communications sub-group led by E-Comm911 – Status Update. Held a productive call on April 21st regarding the following: E-Comm911 is working with UBC to create a public survey, similar

to the Red Cross version many years ago, to understand 9-1-1 awareness. Other provinces are also interested in this survey.

Also reviewed the recent results from the CACP ICT survey of police chiefs. Low response rate; clearly more work needs to be done to educate and get PSAPs moving.

National NG9-1-1 Website for all stakeholders and the public. Included Ursula Grant from the CWTA in this discussion; they can help with the T9-1-1 to RTT transition, however the need to communicate much more often and broadly will require a separate website (further research is underway).

Funding? Confirmed that there is no federal funding for this like in
