CLOVER School DistrictMessage from Dr. Sheila B. QuinnDear Clover School District Families,

I am excited to usher in the 2021-22 school year for Clover School District staff and families. Yet I would be remiss if I did not take a minute to reflect on the incredible successes of the 2020-21 school year. Despite the overwhelming challenges presented to us by a worldwide pandemic, CSD staff and students continued to perform at very high levels. Students were able to be in school five days per week thanks to the dedication and perseverance of staff who worked tirelessly to keep everyone safe. Students also made learning a priority as evidenced by the amazing fall to spring growth data from i-Ready math and reading assessments. I would also like to extend a special congratulations to the graduating senior class of 2021 who represent the largest class in the history of Clover High School. The senior class earned over $16 million dollars in scholarships as they prepare for the next chapter of their lives.

As our nation turns the corner in its fight against COVID-19 and we look forward to a new school year, it is important to reflect upon our district health and safety data and the protocols that helped us have a safe and full school year. Throughout 2020-21, CSD had a total of 463 positive student COVID-19 cases, 508 isolated cases, and 2258 quarantined cases. Staff had 134 positive COVID-19 cases, 126 isolated cases, and 281 quarantined cases. Meticulous contact tracing from school nurses and administrators revealed that most of the spread of COVID-19 did not happen on school campuses. In fact, household close contacts made up 218 documented positive cases while school close contacts only produced 64 documented cases. The remaining 201 positive student cases were close contacts outside of school. Additionally, our district data reflected the same key findings published by the CDC in its science brief on K-12 transmission of SARS-CoV-2: 1). There was higher school transmission when there was higher community transmission. 2). Children and adolescents were more commonly asymptomatic or had mild symptoms. 3). Adult to adult transmission was higher than adult to student, student to student, and student to adult transmission. 4). Spread was lower in school when layered preventative measures of masking, social distancing, hand-washing, and contact tracing were used.

With everything we have learned and with the implementation of vaccines for eligible participants, I feel confident that we are prepared for the 2021-22 school year. Once again, we have prepared a multi-tiered plan that allows us to pivot at the classroom, grade level, or school level if the spread of COVID-19 becomes a significant concern again. We made significant changes to each level because we now know how to operate schools safely with this virus. We continue to emphasize our goal of maximizing face-to-face instruction with full program offerings and participation from parents and students in the safest possible environment. Thank you to our parents, students, staff for working together to make that happen!

Message from the CSD Board of TrusteesAs the 2020-2021 school year has officially ended, the Clover School District Board of Trustees would like to thank the CSD staff, students, and parents for all of your efforts to make this year successful during very challenging times. "Unprecedented" seems to be a popular buzzword, but this year was truly like no other--and hopefully unlike any we'll ever see in the future. We are incredibly grateful for the way that all parties stepped up to the challenge and worked together to overcome the various obsticles during the school year.

building and school operations from the previous year. This year, teachers were surveyed May-June 2021 which

included questions regarding the implementation of CSD’s 2020-2021 plan and additional questions regarding the

Student Learning Models for 2021-22The levels below describe how schools will operate based upon the level of COVID-19 spread. The district will focus on

internal data to inform decisions.

At Level 1 conditions are considered to be safe for more traditional school operations.

At Level 2 conditions are considered to be elevated for modified school operations (like those used in the 2020-2021 school

Level 1 - In-Person LearningDuring Level 1, students will take part in five days of in-person learning with the following protocols in place.

*Note: Changes with DHEC health and safety guidelines may impact these protocols.

• Students and staff who demonstrate symptoms will isolate and participate in contact tracing.• Masks are optional in all school facilities for students and staff. Staff will all have face shields for voluntary use. Students may request a face shield.• COVID-19 testing for symptomatic students and staff will be used for early return to school.• Vaccinated staff and students will be exempt from contact tracing.• Students will have frequent opportunities for hand-washing and hand-sanitizing.• Parents may give permission for asymptomatic COVID-19 testing if needed for participation in a special event.• Vaccines are encouraged but not required for eligible students and staff. • Parent/student accommodation requests to limit student unmasked exposure in the classroom will be considered.• Parents or students may request a wrap-around desk shield for an additional barrier. • Desks will be placed 3 feet apart where possible. place.

*NOTE: items belows will be implemented on top of the safety protocols listed in Level 1.

• Elementary schools will be in the "family model" where they remain within their classroom each day and sit in cohort

groups for contact tracing. Class change decisions will be made based on the level of spread.

• Secondary schools will move to the "shield model" where desk shields will be placed in classrooms to create barriers between

students to mitigate the spread of the virus.

• Field trips, extra-curricular activities, and visitors may be suspended in Level 2 when COVID-19 spread is high.

• If there are bus capacity restrictions from the state, school start and end times may be impacted.

Daily Schedules for 2021-22

Level 3 students will move to short-term remote learning.

*Note: Level 3 does not have to be enforced throughout the entire district. Level 3 can also be implemented at the class level,

grade level, or by school. The cancellation of face-to-face instruction will be communicated to parents via telephone calls and

email.

• During remote learning, students will learn from home where safety protocols are not needed. They will engage with their

teachers on a synchronous schedule through WebEx.

• Staff will report to campus and be required to follow all social distancing protocols upon arrival, dismissal, and when

interacting in common spaces.

• Teachers will communicate assignments directly to student and parents via learning management systems. PK-1 will use

SeeSaw, and grades 2-12 will use Canvas.

• Synchronous Instruction: Involves a group of students engaging in learning at the same time: for example, live classroom instruction via WebEx meetings.

Schools will work on their normal schedule and students will participate in synchronous remote learning through Webex.

Teachers will communicate details regarding the instructional schedule directly to student and parents.

Health Protocols 2021-2022 School YearThe following health and safety guidelines will be used by the district while in Level 1. In the event of a COVID outbreak or rise in variants, the district will transition to Level 2 - Enhanced Health & Safety protocols used during the 2020-2021 school year. The transition can be made at the classroom, grade, or school level. If a change is made, the Clover School District will send out the Enhanced Guidelines in a new document.

A. Employee Health Guidelines (Level 1)

The District will implement the following Health Protocols to provide for the safety of employees: 1. DO NOT Report to work or to volunteer if you feel sick or have a fever higher than 100.3. Please call your supervisor.2. DO NOT ENTER the school if: in the past 14 days you have knowingly been exposed to anyone with COVID-19 and were deemed a close contact. Please call your supervisor.

Staff Guidelines Throughout the Workday:1. Masks/face coverings are strongly recommended, but not required.2. Maintain a physical distance of 3 feet from others when eating, working, or congregating outside of the classroom.3. Perform hand hygiene often and thoroughly. Washing with soap and water for 20 seconds is preferred.

B. Student Health Guidelines (Level 1)

The District will implement the following Health Protocols to provide for the safety of students: 1. DO NOT Come to school if you feel sick or have a fever of higher than 100.3 2. DO NOT ENTER the school if in the past 14 days you have knowingly been around anyone with COVID-19 and were deemed a close contact. A close contact is defined as less than 3 feet apart for more than 15 minutes in a 24 hour period.

Student Guidelines Throughout the Workday:1. Masks/face coverings are strongly recommended, but not required.2. Maintain a physical distance of 3 feet from others whenever possible as recommended DHEC.3. Perform hand hygiene often and thoroughly. Washing with soap and water for 20 seconds is preferred.

C. Guidelines for Treating Staff/Students with COVID-19 Symptoms or Positive TestSick Policy Information for Parents:1. If your child has fever higher than 100.3, cough, headache, fatigue, sore throat, chills, muscle/body pain, vomiting, or diarrhea, your child cannot come to school even if fully vaccinated. Please call the school nurse for guidance.2. Parents must have a reliable back up to pick up a child who becomes ill at school.3. Please let the school nurse know if anyone in your family has tested positive for COVID-19 or has been in contact with someone who has a confirmed case of the coronavirus. A close contact is defined as less than 3 feet apart for a cumulative total of 15 minutes or more over a 24 hour period in the past 2 days

COVID-19 Symptoms: Any one of the following:• Fever (100.3 or higher)• Shortness of breath • Difficulty breathing• Loss of taste• Loss of smell • New cough• Worsening cough

Any two of the following:• Muscle/Body aches• Chills• Fatigue• Headache• Congestion/Runny Nose• Nausea/Vomiting/Diarrhea• Sore Throat

Guidance for Staff/Students with symptoms at school:1. Students immediately report to Health Room & will put on a mask. Staff should call their supervisor immediately.2. Students will be supervised by a staff member who maintains at least three feet distance and uses appropriate personal protective equipment.3. Parents are notified to pick up students immediately.4. Parents will be advised to call their primary healthcare provider or Health Department for further guidance.5. Parents will be advised to return COVID-19 tests results or healthcare provider’s diagnosis to School Nurse before returning to school.6. Close off the area used by sick person until the area can be cleaned and disinfected.

When to return to school: COVID-19 Symptoms as listed above• 10 days since my symptoms first started, I have been fever -free for 24 hours without the use of fever- reducing medications and my overall symptoms are improving.• Medical evaluation determines my symptoms were due to another cause. A medical provider’s note with date must be provided and I have been fever -free for 24 hours without the use of fever- reducing medications.• Tested negative for COVID-19. A copy of the negative test with the date must be provided and I have been fever -free for 24 hours without the use of fever- reducing medications.

Tested positive for COVID-19 but without symptoms• 10 days since my test was performed. • If symptoms develop, I can return if been fever -free for 24 hours without the use of fever- reducing medications and my overall symptoms are improving.

Close Contact in the school/bus who has tested positive for COVID-19 outside the home (within 3 ft. for a cumulative total of 15 minutes or more over a 24 hour period within the past 2 days)• Sick classmate will remain home for 10 days from onset of symptoms • School will implement contact tracing and notify families of those students who have been within 3 ft. for a cumulative total of 15 minutes in a day within the past 2 days with the positive case.• Students who were identified as a close contact are to stay home and monitor symptoms for 14 days (quarantine) • Please call the school nurse if you develop symptoms during your quarantine for further guidance.

Staff can shorten quarantine after 7 days if all 4 of the following are met: 1. No symptoms in the past 7 days 2. Has tested negative for COVID-19 no sooner than day 5 3. Upon return, present documentation of negative test that includes name, date of test, and test results to HR 4. Volunteers to wear a mask until day 14 of quarantine Close Contact of a person who has tested positive for COVID-19 outside the home (within 3 ft. for a cumulative total of 15 minutes or more over a 24 hour period within the past 2 days)• Students are to stay home and monitor symptoms for 14 days after last day of exposure (quarantine).• Staff can shorten quarantine after 7 days if all 4 of the following are met: 1. Close Contact of a person who has tested positive within your Household • Student as a household close contact must stay home and monitor symptoms (quarantine) during the 10 day isolation period of the positive person plus an additional 14 days after their isolation ends (quarantine)• Please call the school nurse if you develop symptoms during your quarantine for further guidance.

• Staff must stay at home and monitor for symptoms during the 10 day isolation period of positive person.• Staff can shorten quarantine 7 days after positive person’s isolation if all 4 of the following are met: 1. No symptoms in the past 17 days 2. Has tested negative for COVID-19 no sooner than day 15 3. Upon return with documentation of negative test that includes name, date of test, and test results to school nurse or designee. 4. Volunteers to wear a mask until day 14 of quaratine.

Post COVID-19 Vaccine Protocol:Fully vaccinated staff/students who become symptomatic outside the 72-hour post-vaccination window, should be excluded from work/school and follow isolation guidance if they meet any of the following criteria:• Present with possible COVID-19 symptoms.• Test positive for COVID-19. • In each of these situations, individuals must meet current Clover School District COVID-19 Guidelines for return to work/ school.

2. Fully vaccinated staff/students who have been a close contact of someone who has tested positive for COVID-19 will not have to quarantine if: they meet all of the following criteria:• No symptoms during days of isolation and quarantine• Voluntarily provide proof of vaccine

* Fully vaccinated staff/students will be informed of being a close contact in order to observe for symptoms for 14 days.

** CSD highly recommends a fully vaccinated staff/student to get COVID-19 tested 3-5 days after exposure, even if you do not

have symptoms, to confirm you are asymptomatically positive (per SCDHEC)

E. Disinfecting ProtocolsLevel 1

• Common and high touch areas will be cleaned 2-3 times per day by the custodial team.

• Teachers will wipe-down classes mid-day and custodians at the end of the day.

• District will prioritize federal ESSER III funds for ventilations upgrades in identified facilities (gyms, buildings with older units,

learning spaces with no windows).

• District will continue disinfecting protocols after hours for only those rooms/spaces where there has been COVID-19 spread.

Level 2

• Common and high touch areas will be cleaned 2-3 times per day by the custodial team.

• Teachers will wipe-down classes after each class period.

• Students will wipe in and wipe out of classes at the middle and high schools.

• After hours spraying will be conducted nightly.

Level 3

• Classrooms that transition to remote learning in level 3 will be deep cleaned in order to be ready for students to return.

Our program at a glance.Mission: The Clover Virtual Academy (CVA) will create a positive and nurturing virtual learning environment that engages and challenges students to reach their highest potential.

Teaching Faculty: Clover Virtual Academy teachers are current Clover School District teachers who have been selected to teach virtually. All faculty are SC certified, and instruction will be provided in all content areas, with school counseling and special education support where needed. Dr. Norris Williams is the Principal of CVA, and Mr. Will Dyer is the Assistant Principal.

Learning Platform: Courses are based on South Carolina curriculum standards and will be delivered through Canvas, our current learning management system. Courses will be supported with teacher-designed lessons, direct instruction, and relevant activities.

Courses Offered: CVA offers 3-8 core content area courses in English/language arts, mathematics, science and social studies with gifted & talented extensions. Special and exploratory courses such as PE, health, world language, technology and performing arts are part of the curriculum. A full array of 9-12 academic courses including Honors and AP levels are provided. High School courses are NCAA approved. Numerous electives including fine arts and Career and Technical Education (CTE) are also provided. Dual Enrollment courses through USC Lancaster and York Technical College are available for high school students.

Learning Opportunities: CVA will be based on a flexible model allowing for synchronous and asynchronous classes. CVA will provide fully virtual courses with online and face-to-face instruction, tutoring, small group, and independent learning opportunities.

Schedule: Students will have a flexible schedule which includes all required grade appropriate courses and content. Students will have an opportunity to schedule time for independent assistance and small group instruction. There may also be scheduled class sessions or study groups. The regular CSD school calendar start and end dates, as well as all grading period dates, apply to CVA.

Student-Centered: Teachers will work to develop relationships, maintain contact and provide access to each student. Students will complete a learning style survey and a personal profile to help staff better assess each student’s needs. For example, the student (and parent) may submit a video to the teacher introducing themselves in order to build community and relationships with the instructor and class.

Student Activities: CVA will provide parent and student engagement activities on its campus. However, students will also be able to participate in extracurricular activities including sports and fine arts programs at their home school while enrolled at CVA.

Student Expectations: Students are expected to be engaged in each of their classes which includes completing assignments and staying on schedule. Participating in online teaching sessions, online small group work, and individual sessions will be required. Student engagement in class sessions and timely work submission are used as measures of student attendance. Teachers will post a schedule for each class or course detailing expectations each week.

Special Services: Students who qualify for special education services will receive accommodations and modifications according to their individualized education plan (IEP) or 504 plan. Any necessary face-to-face accommodations will be scheduled.

Technology: The school will issue devices (iPad in 3-8, Macbook Air 9 - 12) to all students in grades K - 12 and provide students with direct instruction on how to connect with teachers and access school assignments using the district’s provided Learning

Management System(s). CVA students must have strong internet access at home. WiFi hotspots are available if needed.

• The plexiglass curtain and empty first row will provide 6-ft distance between driver and students.

• Buses will be cleaned and sanitized at the beginning and end of the school day.

• Buses will begin with 100% capacity. Parents are encouraged to use carpool options.

• Parents must register student(s) for a bus seat in August.

• Seating charts or daily picture recordings will be used for contact-tracing.

• Elementary routes will be separate; middle/high school routes will be combined.

• A designated number of windows will be cracked and ceiling air vents will be reversed to maximize ventilation on buses. Air-

conditioning will run on with that capability.

Level 2

• Masks will be optional but HIGHLY encouraged on buses. A face shield will be offered to drivers.

• Buses will be cleaned between/after route completion.

• Bus capacity will be at 66%.

• Parents will be encouraged to use carpool options.

• Early return to bus ridership will follow the same early return to school policy set by DHEC.

• Students in level 3 will not be riding the bus for the time period that they are designated for remote learning.

MEAL Services

Level 1

• Cafeteria staff will serve meals with no student touch.

• Cafeteria will use pre-packaged untensils, napkins, and condiments.

• Cafeteria space for student breakfasts and lunches will resume at limited capacity. Schools will compensate with:

• Additional lunch periods, and/or

• Additional designated eating areas, and/or

• Outdoor eating locations (weather permitting)

• Staff will maintain social distancing at all times if eating together.

Level 2

• Cafeteria will serve meals with no student touch.

• Cafeteria will use pre-packaged untensils, napkins, and condiments.

• Students will:

• at elementary level: return to the class to eat lunch with classroom cohort.

• at middle school level: return to the class to eat lunch.

• at high school level: Cafeteria will be adjusted to accomodate social distancing requirements.

• additional lunch periods added if needed.

Level 3

• Students in level 3 will not access meal services on campus during remote learning.

The District will:

• Communicate 2021 Opening Plan.

• Maintain the District COVID tracker on the website to include active and cumulative positive, isolation, and quarantines

numbers by school and district, including students and staff.

The School will:

• Communicate with families directly when students report symptoms or are close contacts.

• Communicate to famillies if there are school, grade, or class level changes to instructional models no later than 6:00 p.m. the

evening before the change is required.
