BACKGROUND
This Strategic Plan reflects current and future priorities of the County of San Diego Filipino-
American Employees Association (CSDFEA), one of the County’s Employee Resource Groups.
This Strategic Plan will show how the CSDFEA will add value to the lives of our members and
assist the County of San Diego in achieving its Strategic Initiatives in the period of 2011-2014.
As the County and its Strategic Initiatives evolve, so too will the CSDFEA's goals in relation to
the County and its Strategic initiatives.

LETTER FROM THE PRESIDENT 2011 & 2012
I am pleased to present the Strategic Plan for the County of San Diego Filipino-American
Employees Association (CSDFEA) for 2011-2014. The CSDFEA's Strategic Plan builds on the
core values of the association, a stronger partnership with the County, and a renewed focus
on increasing membership.
As with all Employee Resource Groups (ERGs), CSDFEA offers employees community,
camaraderie, and a sense of belonging; while being an integral part of the County’s
Initiatives, such as Building Better Health. In addition to engaging in a strategic planning
process while developing this plan, we also included some ERG best practices using Cisco’s
“Resource Guide for Developing and Sustaining Employee Resource Groups” and Diversity
Inc.
Over the next three years, we will become a well-balanced and productive Employee
Resource Group focused on the following four major goals, which will become the
foundation of the CSDFEA moving forward:

Recruitment / Retention / Outreach
Partnerships (support County Initiatives)
Professional Development
As an ERG for the County of San Diego, we strive to increase visibility to the members and
the community we serve. We encourage active membership and participation as they
provide opportunities for professional development and a sense of community. Our
recruitment efforts seek to include both County and non-County employees who share the
same passion and commitment as we do. We believe that CSDFEA's strength lies in the
shared goals and collaborative efforts of all the officers, current members, and community
partners. We have an impact on individuals as well as communities.
As our motto goes, “Together, we can make a difference.” Let us strive to promote the
CSDFEA's goals by implementing this Strategic Plan and becoming an integral part of our
success.

LETTER FROM THE PRESIDENT 2013 & 2014
On behalf of the County of San Diego Filipino-American Employees Association (CSDFEA)
Board of Directors, I am pleased to report that with the support of the Chief Administrative
Officer, Helen Robbins-Meyer, strengthened partnerships with the other County Employee
Resource Groups (ERGs), and focus on engaging members and County employees, the
CSDFEA continues to grow and thrive as one of the County’s ERGs.
The CSDFEA Strategic Plan, which was developed in 2011, has been an invaluable tool for the
2013-2014 Board of Directors. This document served as a roadmap and guide for developing
goals to achieve during our two-year term and developing a long range vision for the
CSDFEA.
One key aspect of our success in 2013 has been our ability to better leverage technology and
resources that are available to us. The CSDFEA sends a weekly email to our members to
keep them informed and engaged; the CSDFEA now has an internet presence and can be
found on the web (http://www.csdfea.com), Facebook (www.facebook.com/csdfea), and
the County of San Diego's Insite (http://insite.sdcounty.ca.gov/ERG/Pages/default.aspx).
Another key aspect of our success has been our commitment to creating opportunities to
engage our members. We offer at least one fitness/health activity a month and at least one
professional development or networking opportunity per quarter.
Lastly, the goal of the 2013-2014 Board of Directors is to grow and advance the CSDFEA as a
leading County ERG. We will continue to provide professional development and networking
opportunities to help prepare our members for promotion within the County. We will
continue to look for opportunities to partner with County departments and support County
initiatives to achieve common goals. And last but not certainly not least, we will continue to
look for ways to promote and raise awareness about the Filipino & Filipino-American culture.

FOCUS AREA 1: CULTURAL AWARENESS
Preserve the Filipino culture and cultivate multi-cultural competence among County of San Diego employees.
GOALS: 1. Raise awareness about the heritage and
culture of Filipino-Americans (Fil-Am) among County of San Diego employees.
2. Expose the CSDFEA members to, and encourage interest in, other cultures.
OBJECTIVES: 1. Collaborate with all County Employee
Resource Groups to achieve common goals. 2. Host the Annual Philippine Independence
Day Celebration. 3. Award at least $2,000 in annual scholarships
to Fil-Am youth.
4. Promote Asian Heritage Month in May. 5. Promote Philippine Heritage Month in
October. 6. Promote Fil-Am community events and
newsworthy articles on the internet via the
CSDFEA’s website, Facebook, and weekly
email.
7. Promote non Fil-Am cultures throughout the year on the internet via the CSDFEA's Facebook, Insite, and weekly email to members.
8. Support and volunteer at Fil-Am community events (e.g., Council of Philippine American Organizations sponsored events.)
9. Promote Padres sponsored Fil-Am Appreciation Night.
Exposure to, and interaction with, different people of different backgrounds encourages camaraderie,
creativity, learning, and growth.

FOCUS AREA 2: RECRUITMENT /
RETENTION / OUTREACH
Build a strong network of members and
assist the County in the recruitment and
retention of a diverse workforce.
GOALS:
1. Increase membership by 50% by
end of year 2015.
2. Increase retention rate by 25% by
end of year 2015.
3. Increase outreach to local
colleges and universities by 50%
by end of year 2015.
OBJECTIVES:
1. Leverage available technology
(Insite, Facebook, email, etc.) to
increase County employees’
awareness of the CSDFEA.
2. Conduct a Countywide membership drive at the beginning of the calendar year and
remind current members to renew their membership. Identify department contact to
assist with campaign.
3. Continually engage membership with fitness / health activities, professional
development seminars, and social events.
4. Increase number of partnerships with Filipino-American community organizations at
local, state, and national level.
5. Establish partnerships with student organizations at local colleges and universities.
6. Establish open lines of communication with members and encourage feedback. For
example, survey members at the end of the year to rate their level of satisfaction and
their likelihood of renewing membership. Contact members that indicate they don’t
plan to renew membership so that any issues can be addressed and resolved.
In the County of San Diego, Filipinos make up the largest portion of the Asian American Pacific Islander Group
and Tagalog is the largest non-English speaking language in this category.

FOCUS AREA 3: PARTNERSHIPS
Be a valued partner to the County in achieving its strategic goals.
GOALS:
1. Become a champion supporter of the Live Well San Diego! initiative.
2. Partner with County departments to help reach out to the Fil-Am community.
3. Partner with County Employee Resource Groups to achieve common goals.
OBJECTIVES:
1. Starting March 2013, offer at least one
physical / wellness activity per month to
members and County employees.
2. Promote all of the DHR’s Wellness
Program activities. For team events, form
a CSDFEA team to encourage
membership participation.
3. Promote new job recruitments to
members and community partners to
assist with collecting a diverse applicant
pool and in turn, a diverse employee base.
4. Continue collaborative efforts and partnership with other County Employee Resource
Groups.
5. Participate in at least three Fil-Am community events annually. Reach out to County
departments and offer to promote applicable programs at these events.
6. Promote networking and collaboration between members and their respective
departments.
7. Establish new partnerships with community organizations that share common goals.
8. Leverage the CSDFEA’s online presence as a promotional tool.

FOCUS AREA 4: PROFESSIONAL
DEVELOPMENT
Prepare members for advancement and
leadership positions within the County.
GOALS:
1. Provide at least one professional
development or networking activity

3. Develop the leadership skills of the
CSDFEA Officers and Board of
Directors.
METHODS:
1. Survey members for their professional
development needs and then seek out
opportunities and partnerships to meet
those needs.
2. Partner with the Department of Human
Resources to develop and provide
professional development seminars.
3. Partner with other County Employee
Resource Groups, agencies, and
community organizations to leverage
resources and provide meaningful
professional development seminars and
networking opportunities. Showcase
members’ accomplishments, promotions,
etc., on the CSDFEA Insite.
4. Seek out opportunities to develop the

and Board of Directors, e.g., participate in

ACHIEVEMENTS
Cultural Awareness 1. Performed Philippine cultural dances at the San Diego
County Library (SDCL) Spring Valley (11/06/14) and the SDCL Bonita (10/16/14) branches in support of One Book/One San Diego.
2. Participated in the North Central Philippine Independence Day Celebration (06/11/14).
3. Promoted Filipino Cultural Night at Petco (06/2014, 06/2013, 06/2012).
4. Hosted a successful Philippine Independence Day Celebration at COC (06/13/14, 06/07/13).
5. Hosted a successful Philippine Independence Day Celebration at CAC (06/12/14, 06/08/12).
6. Implemented the Multi-cultural Book Club (04/2014). 7. Coordinated a CSDFEA Solidarity Walk/Run for Typhoon
Yolanda victims (12/07/13). 8. Raised $6,297 and sent 4 donation boxes for Typhoon
Yolanda victims (11/2013). 9. Hosted the inaugural "Celebrating Filipino Leaders in the

calendar years.
2. Volunteered at 8 events in 2014: SAY San Diego (12/09/14); “Get
Out the Vote” in Mira Mesa (11/01/14); Wellness Fair & Partner
Showcase (10/21/14); CAC Waterfront Grand Opening (05/10/14);
quarterly Philippine Consular Outreach; and Volunteer Income
Tax Assistance (VITA) program (01/04/14-04/30/14).
3. Represented CSDFEA and presented at the National Federation
of Filipino American Associations (NaFFA) (08/09/14).
4. Started promoting new job openings and promotional
opportunities weekly on Facebook (Since 07/2014).
5. Unveiled new CSDFEA logo, CSDFEA website and implemented t-
shirt sales (06/12/14).
6. Hosted a booth at Ethics Awareness Event at COC (03/11/14).
7. Volunteered at 3 events in 2013: Ronald McDonald House
(04/13/13); Urban Surf 4 Kids Volleyball/Stand Up Paddling
