Uttar Pradesh : The Challenge• Population density: Uttar Pradesh is India’s most
populous state with about 200 million people.
• Weak Enabling Framework : poverty, absence of a robust sanitation strategy
• Limited capacities and resources with ULBs : have also resulted in little regulation of
maintenance
86.73% of excreta either mixes with the water bodies or is disposed of in the agricultural land or domestic environment in the state.
• No city is completely sewered,-
dependence on OSS.
• No designated site for disposal, the emptied faecalsludge ends up in open drains/nullahs/open fields,
which eventually lead to polluting the Ganga.
• Main stem of the river receives 121.52 tonnes per day of BOD load from domestic sewage generated in Uttar Pradesh.

All 4 model cities – Chunar, Gangaghat, Bijnor and Ramnagar have set up and notified their City Sanitation Task Force / Swachh Bharat City Level Task Force.
CSTF has to be constituted in the ULB and it has to organize a multi-stakeholder, multi-party meeting in the preparatory stage, and take a formal resolution to make the city 100% sanitized.

Next steps: Our common agenda
1. Work together on the guidelines/bylaws for management and enforcement of septage management
2. Implement model projects for septage treatment (Bijnor/Chunar)
3. Scale up through convergence other cities for transport and treatment of septage
4. Learn and innovate on treatment systems so that they are cost-effective and designed for reuse
