41. Was any need assessment exercise undertaken before the development of new

programme(s)? If so, highlight the methodology.

Program Educational Objectives are assessed periodically using the Student feedback,

Industry feedback, Alumni Survey, and faculty assessments. In short, current

students provide their input on Program Educational Objectives primarily via the

Student feedback, former students via the Alumni Survey, industry/government via

the Industry feedback, and academia via the faculty feedback. Based on these inputs

new programme design is finalized.

Steps followed in this process include:

1. Student feedback: Formal student feedback is obtained online through semester-by-semester mandatory course evaluation using course reaction survey form and also through discussions with individual students as well as student representatives on the Student Consultative Committee (SCC) and also through meetings with student societies (IETE etc). The student reaction survey results are made available to the individual faculty member for their feedback.

2. Faculty feedback: The department faculty members are members of various academic bodies such as Department Academic Affairs Committee, Board of Studies, Senate Undergraduate Committee and the Senate. The faculty provides feedback on academic and curriculum matters as members of these committees. Faculty members also routinely provide feedback and suggest improvements to the academic program at formally scheduled faculty meetings as well as other discussions forums with the department head and other meetings convened by the Dean/Director. Faculty members also write their self-appraisal forms for the

Page 88: CSED NAAC DONE

522

year and provide suggestions for improvement of the program and introduction of new programmes as and when required. The faculty members participate in Program Risk Assessment group to carry out SWOT (Strengths, weaknesses, opportunities and threats) assessment. Faculty members review the objectives and the conduct of the academic programs, possible changes, and the progress of the department in many areas during monthly meetings and provide feedback for the new programmes to be introduced in the department.

3. Alumni Feedback: Alumni input are solicited through informal meetings and also during the visits of the faculty to their respective organizations for assessment of work term students. The Alumni are invited to the campus for a formal gathering with their families after 15, 25 and 50 years of their graduation. The alumni has previously served on the Board of the University which is the highest decision making body of the University. The alumni are invited to participate in various curricular, co-curricular and extra-curricular activities on the campus and the forum is used as an opportunity to solicit their feedback. Often, alumni provide inputs for improvements in the program when they visit the campus for recruitment of final year students and are keen to contribute back to the place of their graduation. Such inputs are valued and welcomed and form the basis for introduction of new courses.

4. Industry feedback: The University is backed by a major business group “Avantha

Group” which has diverse businesses covering every discipline of engineering. Also, several industry representatives serve on the Board of the University, a group that is the highest decision making body. On many occasions, feedback flows back to the department regarding the program especially when the course scheme and syllabi are reported to the Board. The University has a strong department named „Centre for Industrial Liaison and Placement‟ that invites several large organizations (over 150 every year) for student placement and industrial training during the project semester. The Centre solicits formal feedback from the representatives of these organizations and passes this information to the department for improvement in the program. Besides this, industry representative serve on the Department Board of Studies

(BOS) that frames the scheme of courses and the syllabus for the courses offered.

Also, all faculty members are required to visit organizations at least twice in each

year to one or two organizations for evaluation of students placed for their work

term in these organizations and are required to collect formal feedback from these

organizations. Feedback is reviewed and used as required during the process of

curriculum review or design of new courses.

The Program inputs are established through the following process steps:

Step 1: Vision and Mission of the Department are taken as a basis to interact with

various stake holders and graduate attributes defined by NBA are also kept in view.

Page 89: CSED NAAC DONE

523

Step 2: Program Coordinator consults the key constituents and collects their views

and submits the views to Department Academic Affairs Committee (DAAC).

Step 3: DAAC summarizes the collected views and expresses its opinion on the

views and forwards the same to department Board of Studies (BOS).

Step 4: BOS deliberates on the views expressed by the Program Assessment

Committee (PAC) and formulate the accepted views based on which new

programmmes are designed.

The stake holders of the Computer Science and Engineering Department include:

1) Students registered in the program, 2) Department Faculty 3) Department Alumni 4) Industry and organizations who hire our students for work term as well as

final placement 5) Board of studies 6) Funding Agencies 7) Academia 8) Regulatory Authorities 9) Academia 10) Parents

Students: Our students are our first and foremost constituency, imposing the responsibility that their education prepares them for successful entry into a career followed by competitive and satisfying careers lasting a lifetime.

Faculty: The CSE faculty is an intrinsic constituency. With a substantial portion of new faculty members, old ideas are continually being challenged while new ideas are proposed and developed, creating a highly dynamic environment.

Alumni: The CSE Department‟s alumni are an important constituency, not only from the perspective of providing feedback related to our program and the needs that they perceive from their positions of employment but also as an important network of contacts that can significantly assist our current students.

Employers: In the sense that we provide a “product,” the product from our postgraduate program is a qualified and effective student capable of contributing quickly and competitively to the needs of companies and organizations. Whether that “product” is found to be of substantial value to a given employer will depend on many detailed issues but the overriding issue is whether our students start their careers strongly and then continue to develop as the topics of their profession evolve and the needs of his/her employer adjust to the changing world in which we live. Through their advice regarding weaknesses in our program, we can better adjust it to meet the career needs of our students.

Board of Studies: The External members of board of studies of the CSE Department provide a continuing mechanism for review of our program‟s directions, weaknesses and accomplishments.

Page 92: CSED NAAC DONE

526

Funding Agencies: The grants received from funding agencies provide a basis of research level at the university.

Academia: The ME (SE) degree is the foundation for further education. The CSE Department is therefore mindful of its duty to provide postgraduates with the background, skills, and perspective to pursue a career in research and education. By achieving our Program Educational Objectives, our students are prepared in terms of background, adaptability, and communications skills to pursue an advanced degree. The CSE Department Board of studies Committee gives input on our postgraduate programs regarding the required knowledge base and abilities of our postgraduates.

Regulatory authorities: The regulatory authorities provide various basic guidelines for post graduate courses. They offer PG scholarships to students to encourage them to undertake PG studies.

Parents: Expects their wards in good professional career and higher education.

Input from all of these stake holders is taken periodically to review and improve the various dimensions of the program. Some general comments regarding these constituencies are included below, highlighting possible areas for improvement of the interaction of the CSE department with its constituencies.

Although students will develop a better understanding of the strengths and weaknesses of their postgraduate program after they start their careers, they are generally aware of the technical skills they will need to succeed. The CSE department has established a policy that encourages students to discuss their suggestions and concerns with faculty members and the Head of the Department, with the understanding that changes can be made when appropriately justified. The Student Consultative Council is formed every semester to provide a means of obtaining the “sense of the student body” regarding the entire university program.

Students returning from Project semester at UG level have provided useful input to the CSE department‟s planning activities. Since a large number of CSE students participate in the Project semester, approaches to more systematically draw on their experiences are under consideration.

Department interaction with its alumni is not as well developed as desired. Department managed the distribution of questionnaires to recent alumni to solicit their feedback on various aspects of the engineering programs at TU. Unfortunately, the response rate was quite low. This is not unexpected and a more direct mechanism to engage our alumni to work with the department and its students will be necessary. Such engagements extend to serving as a network to assist our graduating students in their search for a job, particularly given the difficult situation they presently face.

Page 93: CSED NAAC DONE

527

The Programmes have been designed so that a practicing engineer achieves these outcomes at the graduation to up to 5 years of work experience in an organization. Therefore, in order to show whether the program objectives are met, information gathering on student outcomes is used as a tool for assessing the extent of achievement of objectives. This section thus covers assessment of student outcomes that ultimately leads to achievement of program educational objectives. This assessment is completed using the following measurable and quantitative parameters and survey/questionnaire techniques.

1) Student class performance

The course instructors complete performance evaluation of each registered student in the class through an ongoing performance review system. The evaluation is based on a pre-decided weightage for a variety of activities a student is expected to do for each course. Such activities include mid-semester tests, quizzes, assignments, laboratory and tutorial work or any other activity assigned by the course instructor and followed by an end semester examination. This evaluation is performance of the student relative to class performance. The University has a grading system based on relative performance that generally follows a normal distribution. The mean and class standard deviation are considered for grading the students into various grades described in the general criteria. The cut off for grades are decided by the faculty coordinator and may use the suggested cut offs by customized software to assist in documenting and grading student‟s performance. For a student to meet the outcomes listed above, he must pass the course with a minimum grade of D.

2) Student Response Survey (SRS)

Student Reaction Survey is completed for every course in each semester to get a formal feedback from students for the courses offered in a semester and provide objective information to the faculty for self-appraisal, self-improvement & development. Formal student feedback is obtained online through semester-by-semester mandatory course evaluation using course reaction survey form and also through discussions with individual students as well as student representatives on the Student Consultative Committee (SCC). The student reaction survey results are made available to the individual faculty member for his feedback. The detailed feedback report on each course is available to the department head, dean and the Director. This feedback is generally for self-improvement of the faculty. However, in cases when there is an issue which has been repeated or some feedback needs immediate attention, action is taken as appropriate. Also faculty members also provide useful feedback as part of their annual appraisals or during promotion reviews. Summaries of the results are open information and available to the department head. Faculty may report more information from the surveys to the department head, and often do as a part of annual reviews and tenure/promotion reviews.

Page 94: CSED NAAC DONE

528

3) Graduating student’s surveys A questionnaire survey is used to measure the level of achievement of expected

student outcomes and also generally about the program. This questionnaire was filled by about 25% of the graduating students picked randomly. The department proposes to make it mandatory for all the graduating students to complete this questionnaire from 2013. Each graduating senior in Computer Engineering completes two written survey forms during the month of graduation. The student is asked to rate his perception of achievement of the student outcomes on a scale of 1 to 5 where 1 signifies a poor outcome and 5 signifies a high level of achievement of objectives. The target is set at a minimum average score of 3.0 on the 5 point scale. The assessment results have been documented for the year 2012 and are discussed in the meeting of department faculty to make action points for initiating corrective and preventive actions.

4) Alumni surveys

It is believed that the perception of students change from the time of graduation to some point in their respective careers as they get more matured and has learnt tricks of the trade on the job. At this point of time, they are in a better position to provide more valuable and objective feedback on the learning in their postgraduate program and also how much of the student outcomes (on some scale) have actually been possible. To obtain this information, a survey was conducted for practicing alumni who graduated during the last 2 to 5 years. This survey like the graduating student survey was targeted at the program outcomes achieved. Again, the respondents were asked to rate each outcome on a scale of 1 to 5. The findings of the survey are being processed and will be used for effecting improvements in the program to achieve the program educational objectives and program outcomes.

5) Inputs from the Organizations visiting for Recruitment/ Hiring The Centre for Industrial Liaison and Placement (CILP) at Thapar Institute of Engineering & Technology University invites most of the top organizations for hiring of our students. On an average over 150 organizations visit the campus every year. The visiting teams generally consist of 4-5 member teams consisting of subject experts and human resource personnel. During the course of their interaction with the students, these teams are able to judge the expected student outcomes and are in a position to provide information on their performance against each outcome. The survey form, like the other forms, has questions related to the student outcomes and the visiting teams (subject expert) are requested to complete this form after they have interviewed/ discussed with the graduating students.

b) The frequency with which these assessment processes are carried out:

The student feedback is taken every semester.

Alumni feedback is taken once a year

Industry feedback is taken during project semester/recruitment

Faculty feedback is taken during various meetings of BOS, SUGC, SPGC, Senate etc.,

Page 95: CSED NAAC DONE

529

The procedure followed for the review of the Program Educational Objectives is as under:

The statutory bodies of the University, the Senate or the Planning and Monitoring Board oversee the review process so that the activity is carried out in a planned manner. The detailed planning for this review is the responsibility of the Department Head. Review includes the activities & sub activities including techniques & organizational interfaces and the time frame for completion of various activities. The plans are updated, as the instructional design evolves.

The review process generally begins with a need analysis report which comprises off (i) Stated customer needs (ii) Implied needs (iii) Overall goals of Instructions (iv) Relevant standards i.e. AICTE and UGC guidelines and Curricula of Entrance Tests like Indian Engineering Services (IES) and Graduate Aptitude Test for Engineers (GATE), etc. and (v) General characteristics of target population.

Organizational and Technical interfaces between different faculty and external expert groups providing input to the instructional design are defined, committees are constituted and their reports are documented. Faculty members from different disciplines connected with the design & development activity are associated with the process. The updation/restructuring is carried out as the design process progresses. Clear responsibilities are assigned and effective communication is ensured.

The requirements of instructional design are determined and recorded. For instructional design, the input is taken from various sources. Input requirements are clearly understood and reconciled. The design input may come from:

i) Need analysis & Reviews. ii) Recommendations from alumni, senior management, industry etc. iii) Success/failure reports of similar courses & programs. iv) Published literature relevant to programs. v) Boundary condition w.r.t GATE, IES, IAS curricula etc. The process of determining solutions to satisfy the identified needs is laid down and documented. Instructions are designed by incorporating these solutions. The analysis and mappings are recorded. The design output at this stage is taken as the initial design for subsequent reviews.

The output of instructional design & development is documented in the form of a report named “Curriculum and Scheme of Courses”. Through various reviews and verifications, it is ensured that the design output meets the design input requirements. The design output report includes:

i) The types and levels of skill and knowledge to be imparted ii) Details of need analysis and mappings at various stages iii) Scheme of courses and the detailed syllabi iv) Instructional strategies.

Page 96: CSED NAAC DONE

530

v) Selection of instructional aids for delivery. vi) Assessment and evaluation. The output documents like curriculum and instructional strategies are reviewed and approved before release at various levels and stages.

Reviews are conducted at defined stages of the curriculum Design, in which faculty members from the concerned area as well as experts from amongst the peer group from within and/or outside the University are associated. Records of the reviews are maintained. Based on the reviews, the design is updated and brought into document control for revision. The design reviews are carried out at the end of each of the following stages using prescribed check lists:

i) Need analysis ii) Design and review by Board of Studies (BOS) iii) Review by Senate Undergraduate Committee (SUGC) iv) Review by Senate v) Review by Board of Governors (BOG) Verification of design is conducted by comparison of the design with similar courses run by prestigious Universities. Evolved designs are also verified by taking independent opinion of the experts from amongst the peer group from within or outside the University. The new curriculum is introduced only after adequate verification.

New/revised curriculum and instructional design is made applicable to the prospective students. The curriculum is validated in the initial stages of its introduction by taking a feedback from students and faculty members regarding the effectiveness and applicability of the curriculum, with regard to the documented needs. Necessary changes, if required, are made to ensure that the design conforms to defined needs of the students. Wherever required, additional instructional sessions and allied inputs are arranged for students/participants.

Design changes are made both reactively as well as proactively. The need is identified from the feedback from the students and/or analysis of data of their performance. Periodic design changes are also effected to offset the obsolescence of the design or if a need for change is realized. All the steps as required for initial design & development are followed for effecting and incorporating changes. Review is carried out and changes are documented. Records of the results of the review are maintained.

The Engineering program is designed in such a way that the program educational objectives are met at the completion of two years of study. The students at this stage (during the second year) are generally taken by reputed organizations as post graduate Engineer and the students have always done well to succeed at an entry level position. At this stage the traits (other than technical knowledge) imparted in the students makes him grow in the organization. The technical knowledge coupled with these soft skills held the student grow up the ladder in the organization as he gains work experience and blossom into a fine professionally groomed manpower in

Page 97: CSED NAAC DONE

531

about 5 years. The planned outcomes are fulfilled as the student gains experience and is then valued at his place of work. The student outcomes are described in the next section and the measurement methods explain how the program educational objectives are met. The results of the assessment are presented in the next section

The process is initiated by Department Academic Affairs Committee during PEOs assessment and attainment process.

To redefine, the existing PEOs assessment data is gathered through direct and indirect assessment methods.

To improve the program performance, the collected data is analyzed to identify the need for redefining PEOs.

Based on identified changes in terms of curriculum, regulations and PEOs, the administrative system like BOS, SPGC and Program Assessment Committee involve appropriate actions.
