UNION PUBLIC SERVICE COMMISSION

INSTRUCTIONS TO CANDIDATES OF CIVILSERVICES (MAIN) EXAMINATION, 2011

1. The Main Examination in the scheme of the CivilServices Examination, 2011 for the services and postsmentioned in preamble to the Rules will be held in October/November, 2011. The detailed Time Table of Examinationwill be sent to you along with the Admission Certificate.

.2. The Main Examination will be held at followingcentres :—

Ahmedabad, Allahabad, Bangalore, Bhopal, Chandigarh,Chennai, Cuttack, Delhi, Dispur (Guwahati), Hyderabad, Jaipur,Jammu, Kolkata, Lucknow, Mumbai, Patna, Shillong, Shimlaand Thiruvananthapuram.

In the interest of coordinated and secured logistics, theCommission may not operate centres where the number ofcandidates is very low. In such cases, the Commission mayallot nearest centres to the candidates. The decision of theCommission in this regard will be final and no furthercorrespondence will be entertained from candidates.

3. The centres and the dates of holding the MainExamination as mentioned above are liable to be changed atthe discretion of the Commission. While every effort will bemade to allot the candidate to the centre of his choice, theCommission may, at their discretion allot a different centre ora new centre that may be opened when circumstances sowarrant. Facilities for the examination of the blind candidates,however, are available ONLY AT ANY ONE OF THE SEVENCENTRES VIZ. CHENNAI, DELHI, DISPUR, HYDERABAD,KOLKATA, LUCKNOW AND MUMBAI CENTRES ONLY.The decision of the Commission in this regard will be final andno further correspondence will be entertained from candidates.

4. (i) Candidate seeking admission to the Civil Services(Main) Examination must apply to Under Secretary (CSM),Union Public Service Commission, Dholpur House,Shahjahan Road, New Delhi-l10069 on the prescribed formof application form after dully filling in information Online andfurther submitting the printed copy of the Online applicationto the Commission.

(ii) The completed application form along with all theenclosures, including fees (if applicable) must reach the UnderSecretary (CSM), Union Public Service Commission, DholpurHouse, Shahjahan Road, New Delhi-ll0069 on or before 9thSeptember 2011.

Application can also be delivered at Union PublicService Commission counter by hand. The Commission willnot be responsible for the application delivered to any otherfunctionary of the Commission.

Note I.—Candidates should clearly note that theCommission will in no case be responsible for non-receipt oftheir application or any delay in receipt thereof on any accountwhatsoever. No application received after the prescribed last

date will be entertained under any circumstances and all thelate applications will be summarily rejected. They should,therefore, ensure that their applications reach the Commission'sOffice on or before the prescribed last date.

Note II.—Applications received through Couriers orCourier Services of any type shall be treated as having beenreceived 'By hand' at the Commission's Counter.

NO REQUEST FOR WITHDRAWAL OFCANDIDATURE RECEIVED FROM A CANDIDATE AFTERHE/SHE HAS SUBMITTED HIS/HER APPLICATION WILLBE ENTERTAINED.

5. FEE

A candidate seeking admission to examination must payto the Commission a fee of Rs. 200.00 (Rupees Two Hundredonly) through Central Recruitment Fee Stamps. CentralRecruitment Fee Stamps (NOT postage stamps) may beobtained from the post office and affixed on the applicationform in the space provided therein. The stamps may be gotcancelled from the issuing Post Office with the date stamp ofthe Post Office in such a manner that the impression of thecancellation mark partially overflows on the application formitself. The impression of the cancellation mark should be clearand distinct to facilitate the identification of date and the PostOffice of issue.

Candidates residing abroad should deposit theprescribed fee in the office of India's High Commissioner,Ambassador or Representative abroad as the case may be forcredit to account head "051-Public ServiceCommission-Examination Fees" and attach the receipt withthe application.

FEMALE CANDIDATES AND CANDIDATESBELONGING TO SCHEDULED CASTES/SCHEDULEDTRIBES ARE NOT REQUIRED TO PAY ANY FEE. NO FEEEXEMPTION IS, HOWEVER, AVAILABLE TO OBCCANDIDATES AND THEY ARE REQUIRED TO PAY THEFULL PRESCRIBED FEE.

Physically disabled persons are exempted from thepayment of fee provided they are otherwise eligible forappointment to the Service/posts to be filled on the results ofthis examination on the basis of the standards of medicalfitness for these Services/posts (including any concessionsspecifically extended to the physically disabled). A physicallydisabled candidate claiming fee concession must submit alongwith his/her Detailed Application Form a certified copy of thecertificate from a Medical Board in support of his/her claim forbeing physically disabled duly indicating the percentage ofdisability. [Refer para 22] .

Note.—Notwithstanding the aforesaid provision for feeexemption, a physically disabled candidate will be consideredto be eligible for appointment only if he (after such physicalexamination as the Government or the appointing authority,as the case may be, may prescribe) is found to satisfy therequirements of physical and medical standards for the

concerned Services/posts to be allocated to physicallydisabled candidates by the Government.

‘Postage Stamps’ will in no case be accepted in lieu ofCentral Recruitment Fee Stamps.

Candidates should note that the fee sent through IndianPostal Orders, Bank Draft, Money Order, Crossed Cheque,Currency Notes or Treasury Challan etc. will not be acceptedby the Commission and such applications will be treated aswithout fee and will be summarily rejected.

NOTE I : Applications not accompanied by the prescribedfee (unless remission of fee is claimed) shall be summarilyrejected.

NOTE II : Fee once paid shall not be refunded underany circumstances nor can the fee be held in reserve for anyother examination or selection.

6. Candidates are advised to read carefully the Rulesof the Examination which include the detailed scheme of theexamination, as published in the Govt. of India Gazette(Extraordinary) dated 23rd February, 2011 (copy can bedownloaded from UPSC website). They should note that nocorrespondence will be entertained by the Commission fromcandidates to change any of the entries made in theapplication form. They should, therefore, take special careto fill up the application form correctly. No column of theonline application form should be left blank.

Candidates should note that under no circumstanceswill they be allowed a change in any of the Optional Subjects,Indian Language paper (Paper-I) and Medium of Examinationthey have indicated in their application form for the MainExamination.

Candidates should also note that no request for changeof centre will be entertained under any circumstances.

If any candidate appears,—

(i) at a centre other than the one indicated by theCommission in his Admission Certificate; or

(ii) in an optional subject other than the one indicatedby the Commission in his Admission Certificate; or

(iii) in an Indian language paper other than the oneindicated by the Commission in his AdmissionCertificate.

7. In case of Online application, the receipt of the hardcopy/printout of the final DAF shall be acknowledgedelectronically by sending e-mail by the Commission. Onlineapplicationor which is incomplete or is incorrectly filled in or giveswrong code numbers in any of the columns is liable to be rejected,

permitting them to take the examination. They will be requiredto bring that attendance sheet alongwith the admissioncertificate to their examination centre after filling up thecolumns of the attendance sheet and affixing thereon a copy oftheir duly attested photograph, identical to the one pasted onthe application form. Candidates who do not bring theadmission certificates and the attendance sheet as duly filledin with a copy of photograph affixed thereon, will not be allowedto appear at the examination.

8. Every candidate for this examination will be informedat the earliest possible date of the result of his application. Itis not however, possible to say when the result will becommunicated. But if a candidate does not receive from theUnion Public Service Commission a communication regardingthe result of his application two weeks before thecommencement of the Examination, he should at once contactthe Commission for the result. Failure to comply with thisprovision will deprive the candidate of any claim toconsideration.

Candidates admitted to the examination will be sentadmission certificate permitting them to take the examination.On receipt of the admission certificate, candidates should checkit carefully to ensure that the particulars printed on theadmission certificate are correct. In case there is any mistakein printing of the admission certificate on account ofprocessing error, the admission certificate should be returnedat once to the Commission with a request to issue the correctadmission certificate. Candidates may note that they will notbe allowed to take the examination on the strength of anadmission certificate issued in respect of another candidate.

9. Candidates are required to specify clearly in theService Preference Module of the Online Application Formtheir order of preference for various Services/posts for whichthey would like to be considered for appointment in case theyare recommended for appointment by the Commission.

For example, if Indian Administrative Service is his firstpreference he should write 1 against “Indian AdministrativeService”. Similarly, if Indian Police Service is his/her thirdpreference, he should write 3 against "Indian PoliceService”.

In case he does not want to give any preference to aparticular Service/post he should write 0 against that,Service/post.

Important : No box should be left blank.

Note I :—No request for revision, alteration or changeof preferences for Services/posts indicated by a candidate inhis/her application would be considered at any subsequentstage under any circumstances.

Note II :—The candidate is also advised to indicateall the services/posts in the order of preference in his/herapplication form. In case he/she does not give his/herpreference for any service/post, it will be assumed that he/she

has no specific preference for those services/posts. If he/sheis not allotted anyone of the services/posts for which he/shehas indicated preference, he/she shall be allotted to any of theremaining services/posts in which there are vacancies afterallocation of all the candidates who can be allocated to aservice/post in accordance with their preferences.

10. Candidates who wish to be considered for IAS/IPS are required to indicate in State Cadre Preference Moduleof the online application form their order of preference forvarious State Cadres separately for IAS and IPS.

11. The information earlier given by candidates in theapplication form for the Preliminary Examination will becross-checked with the information given by them in theapplication form for the Main Examination. If there are anyserious discrepancies, candidates are liable to be refusedadmission to the Main Examination in such cases.

12. The Roll No. of the candidate for the MainExamination will be the same as the Roll Number given to him/her for the Preliminary Examination.

13. Attention is invited to Notes I and IV under Rule 7of the Rules for the Civil Services Examination 2011. Allcandidates who are declared qualified by the Commission fortaking the Civil Services (Main) Examination should producethe proof of passing the requisite qualifying Examinationalongwith their application for the Main Examination failingwhich such candidates will not be admitted to the MainExamination and their candidature will be cancelled.

Note :—Candidates who have passed the finalprofessional MBBS or any other Medical Examination buthave not completed their internship by the time of submissionof their applications for the Civil Services (Main) Examination,will be provisionally admitted to the Examination providedthey submit alongwith their application a copy of the certificatefrom the concerned authority of the University/lnstitution thatthey had passed the requisite final professional medicalExamination. In such cases the candidates will be required toproduce at the time of their interview original Degree or acertificate from the concerned competent authority of theUniversity/ Institution that they had completed allrequirements (including completion of internship) for the awardof the Degree.

14. Persons in Government service whether in apermanent or temporary capacity or as work chargedemployees other than casual or daily rated employees or thoseserving under Public Enterprises are required to submit anundertaking (as in the Declaration printed in the ApplicationForm) that they have informed in writing their Head of Office/Department that they have applied for the Examination.

Candidates should note that in case a communication is

received from their employer by the Commission withholdingpermission to the candidates applying for/appearing at theExamination, their applications willbe liable to be rejected/candidature will be liable to becancelled.

15. A candidate applying for admission to the MainExamination should paste a recent photograph (4 cm.×5 cm.) in the space provided for it in the application form. Thephotograph pasted in Application Form should be duly attestedby a Gazetted Officer/Principal of the College last attended.

In addition candidates should keep ready with them onemore copy of their passport size photogaraph Identical tothe one pasted on application form for being affixed on theattendance sheet which will later be sent by the Commissionto the admitted candidates alongwith their AdmissionCertificates.

A candidate appearing at the examination should alsobring with him/her to the examination hall an extra copy ofthe photograph similar to the one affixed on the applicationform.

Photocopies of the photographs are not acceptable.

16. Two self-addressed unstamped envelopes ofapproximately 11.5 cms × 27.5 cms size will have to beenclosed by the candidate indicating name of examinationand Roll No along with his/her printed version of theapplication form.

17. A candidate who claims to belong to one of theScheduled Castes/Scheduled Tribes or the Other BackwardClasses (OBCs) should submit in support of his/her claim anAttested/certified copy of a certificate in the form given belowfrom the District Officer or the Sub-Divisional Officer or anyother Officer as indicated below, of the district in which his/her parents (or surviving parent) ordinarily reside, who hasbeen designated by the State Government concerned ascompetent to issue such a certificate. If both his/her parentsare dead, the officer signing the certificate should be of thedistrict in which candidate himself/herself ordinarily residesotherwise than for the purpose of his/her own education.

19. A candidate must enclose with his printed versionof application an attested/certified copy of certificate of age(indicating his date of birth).

The date of birth accepted by the Commission is thatentered in the Matriculation or Secondary School LeavingCertificate or in a certificate recognised by an Indian Universityas equivalent to Matriculation or in an extract from a Registerof Matriculates maintained by a University which extract mustbe certified by the proper authority of the University. Acandidate who has passed the Higher Secondary Examinationor an equivalent Examination may submit, an attested/certifiedcopy of the Higher Secondary Examination certificate or anequivalent certificate.

No other document relating to age, like horoscopes,affidavits, birth extracts from Municipal Corporation, ServiceRecords and the like, will be accepted.

The expression Matriculation/Higher SecondaryExamination certificate in this part of the instruction includesthe alternative certificates mentioned above.

Sometimes the Matriculation/Higher SecondaryExamination Certificate does not show the date of birth oronly shows the age by completed years or completed yearsand months. In such cases a candidate must send in additionto the attested/certified copy of the Matriculation/HigherSecondary Examination certificate an attested/certified copyof the certificate from the Headmaster/Principal of theInstitution from where he passed the Matriculation/HigherSecondary Examination showing date of his birth or his exactage as recorded in the Admission Register of theInstitution.

23. Any application form received without all or some ofthe enclosures is liable to be summarily rejected. Any missingenclosures sent subsequently by the candidates will not beentertained. Thus candidates must ensure that the applicationform is properly filled in and is accompanied by all the relevantenclosures. Commission’s decision with regard to theacceptance of the application of a candidate and his eligibilityor otherwise for admission to the examination shall be final.

24. Candidates must note that they use onlyinternational form of Indian numerals in the filling of theapplication form and writing the Code Numbers e.g. 1, 2, 3, 4,5, 6, etc. Only the Code Numbers as thus filled in will be takeninto account. They should take special care to see that theentries made in the application form are clear and legible. (ii) In regard to the language in which the Essay, GeneralStudies and Optional Papers have to be answered (viz. PapersIll, IV, V, VI, VII, VIII and IX) candidates should note that theyare at liberty to select anyone of the languages shown in dropdown menu of the Online Application Form.

(iii) Before filling in Examination Module of the OnlineApplication Form candidates should therefore decide in whatlanguage medium they want to answer the Essay, GeneralStudies and Optional Papers and the Interview Test and selectthe language, medium of their choice from drop down menu. Itis not essential that a candidate necessarily chooses the samelanguage for answering Paper I and for answering Papers IIIto IX. For instance a candidate may choose Telugu for PaperI and Hindi for Papers III to IX. Alternatively a candidate maychoose Hindi for Paper I and English for Papers III to IX.

CANDIDATES SHOULD HOWEVER NOTE THAT ONLYONE LANGUAGE CAN BE SELECTED BY THEM FORANSWERING PAPERS III TO IX.

(iv) Where a candidate has chosen one of theoptionals relating to literature of various languages, thelanguage medium for answering the paper on the Literatureof language will be as prescribed in the Rules (see pp. 149-175 of Printed Rules).

(v) In the case of optionals relating to Literature ofLanguages, candidates should answer in the samelanguage they have selected in drop down menu, the questionsnot required to be answered in a specific language. Thus acandidate answering a paper on Literature of AssameseLanguage should use (where he is not required to answer inAssamese) the language selected in drop down menu. Thepaper on Literature of English Language should be answeredin English.

(vi) If any language or script other than the oneindicated by the candidate in the application form is used inthe examination for answering any paper or part thereof, thepaper(s) of such candidates will not be valued.

(vii) In respect of Sindhi language they have to clearlyindicate in words whether they will write Sindhi in Devanagariscript or Arabic script. Similarly for Santali languagecandidates should clearly indicate whether they will writeSanthali in Devanagari or Olchiki script. Candidates may alsonote that the question papers of Santhali language will beprinted in Devanagari script only.

27. Candidates are required to select from drop downmenu about the language medium in which they would like tobe interviewed at the time of Interview for Personality Test as

below:-

(a) The candidates, opting for Indian Language mediumfor the written part of the Civil Services (Main) Examination,may choose either the same Indian Language or English orHindi as the medium for the interview.

(b) The candidates, opting to write the Civil Services (Main)Examination in English, may choose as the medium forinterview either English, or Hindi, or any other Indian Languageopted by them for the compulsory Indian Language Paper in thewritten part of the Civil Services (Main) Examination. However,the candidates, who are exempted from the compulsory IndianLanguage Paper, will have to choose either English or Hindi asmedium of Interview for Personality Test.

28. Candidates should note that in no circumstanceswill they be allowed a change in the script or languagemedium of the Examination for Essay, General Studies andoptional subjects or language medium for Interview forPersonality Test which they have indicated in theirApplication Form for the Main Examination.

29. Evaluation of papers, namely , 'essay' 'General studies'and Optional Subjects of all the candidates would be donesimultaneously along with evaluation of their qualifyingpapers on 'Indian Languages' and 'English' but the papers on'Essay'. General studies and Optional Subjects of only suchcandidates will be taken cognizance of as attain such minimumstandard as may be fixed by the Commission at their discretionfor the qualifying papers on 'Indian Language' and. 'English'and 'therefore, the marks in 'Essay' 'General Studies andOptional subjects' will not be disclosed to those candidateswho fail to obtain such minimum qualifying standard in 'IndianLanguage' and English.'

30. In all communications with the Commission regardinghis/her application the candidate should mention the name of theExamination, his/her Roll Number, Name and his/her Date of birth.

A candidate must see that communications sent to himat the address stated in his application are redirected, ifnecessary. Change in address should be communicated to theCommission at the earliest opportunity. Although theCommission make every effort to take account of such changes,they cannot accept any responsibility in the matter.

31. The Candidates should note that their candidature at allthe stages of the Civil Services (Main) Examination will be purelyprovisional, subject to their satisfying the prescribed eligibilityconditions. If on verification at any stage before or after the Main(Written) examination and Interview Test, it is found that they donot fulfil any of the eligibility conditions, their candidature forthe examination will be cancelled by the Commission.

32. Candidates are advised to ensure that all the copiesof photographs affixed by them on the application form areidentical. If, on verification at any stage any variation is foundin the copies of Photographs affixed by a candidate on the

application form for the Preliminary Examination and on theapplication form of Main exmination, his candidature willbe liable to be cancelled by the Commission.

33. Candidates should also ensure that the signaturesappended by them in all the places, viz. in their applicationform, on the attendance list in the examination hall and in allthe correspondence with the Commission, should be identicaland there should be no variation of any kind. If any variationis found in the signatures appended by a candidate at differentplaces, his candidature will liable to be cancelled by theCommission.

34. Enclosures to the application form to be sent tothe Commission by the candidate are as follows :

(1) Central Recruitment Fee Stamps for the prescribedfee.

(2) Attested/certified copy of certificate of age.

(3) Attested/certified copy of the certificate ofeducational qualifications.
