Phase 2We needed to pause, regroup and rethink a better way to do Phase 2, because:

• Phase 2 will cost $713 million, without financing costs. When financing costs are included, the plan’s cost approaches one billion dollars—

Ten thousand dollars for every man, woman, and child in our city.

• Our median household income is 35% ($19.5K) below that of the rest of the nation. ($34K Vs $53K)

• Per capita income $19,626.

• 29.6% households have income <$20K

The many issues with current LTCP Phase 2:

WWTP: Expansion challenges

WWTP: No tank, yet largest CSO

Parallel Interceptor: Would need to be deeper than existing, construction challenges due to river bank impact, river infiltration.
