PROJECT DETAILSProject Title (brief and specific): Installation of a synthetic green

Project Description:

To replace existing turf green with synthetic grass, including laser grade sub base levelling, blue metal cementstabilised free draining base, limestone ditch with galvanised steel plinth walls and engineered sub soil drainage.

How did you establish a need for your project?

The Club has been working on this for two and a half years and completed its study earlier this year. All membershave been involved in the process through questionnaires, meetings and open forums. A subcommittee/workinggroup was appointed to manage the study. Apart from the internal investigations they also contacted and visitedsome 20 West Australian clubs to obtain first-hand knowledge of the advantages, difficulties and pitfalls experiencewith installation, maintenance and general management of their synthetic greens.

The club reached the stage where it was becoming increasingly difficult to meet the costs of maintaining the turfgreens and also maintain greens to an acceptable standard. To increase and even retain membership at the currentlevel required a change in how we played and managed bowls going forward.

As highlighted above the Board of Management, through its working group visited 20 others clubs throughout WA,inspecting their facilities, investigating the feasibility of synthetic greens, detailing the advantages, costs, lifespan,effects on membership, players comfort and so on. The information was compiled, surveys sent out to all membersand meetings conducted to gauge support. The process identified that here was positive support to the tune of 91%in favor of members that returned surveys.

What alternatives were considered and why were they rejected?

The option of leaving the greens as is was considered but was seen as a short-term arrangement with maintenanceand management costs escalating annually and greens deteriorating. An alternative of providing 2 new syntheticgreens was also investigated, but this would stretch the clubs finances, was not supported by the City of GreaterGeraldton recommending a staged approach which the club agreed with.

This particular installation of one synthetic green would be stage one of a 4 staged project. Further stages wouldinclude a 2 further synthetic greens, improved lighting and as a final stage a covered green.

How will your project increase physical activity? We anticipate an increase in membership due to the provisionof an all-weather facility with a reliable surface.

We will also be able to offer more opportunities to the community to play, due to being able to accommodateadditional games and not being hindered by current maintenance issues where there is a need to 'rest' greens on a

weekly basis.

We have discussed the opportunity for the local Croquet Club to utilise the facility which could also see more playing ]Croquet. Their current lease may not be renewed.

The ability to host and show-case high level tournaments could see a flow on effect of new members. We also

investigated the feasibility of organising a school competition over the last 12 months and commenced this inOctober 2017 with 3 primary and 3 high schools involved. There is already much interest from other schools for nextyear and we anticipate this expanding at the commencement of the 2018 school year. Bowls WA is assisting withthis program and a meeting in October 2017 in Geraldton with them, coaches, the media and school representatives

additional young people playing bowls. This will offer young people who do not fit into mainstream sports analternative physical activity option.

We already have school aged players in the region playing pennant bowls. With accredited coaches available at theclub this could boost membership in this age group. Bowls WA will be assisting with accrediting additional coaches,helping with competition structure and the provision on equipment, including bowls.

Do you share your facility with other groups? Yes ^] No D If so, who: The Chapman Valley FootballClub commenced utilising our facilities in April 2017 as their headquarters and potentially the Geraldton CroquetClub, with their lease expiring could become a co-tenant.

! We are also discussing opportunities with a local dance club and we host weekly training and competitions for thei Geraldton Regional Aboriginal Medical Service clientele, including people with disabilities.

We conduct 2 annual corporate cups for local community and business groups and envisage this being extended to4 times per year given the opportunity to accommodate more games on the synthetic surface.

As highlighted above we are also working closely with a number of senior and primary schools to utilise all ourfacilities for a school competition, which commenced in October 201 7 and will be expended in 2018.

Are there any operational constraints that would impact on the construction phase of yourproject? (such as your sporting season, major annual event or indement weather) - provide details.Projects that are delayed due to undeclared known constraints are not eligible for a deferral.

The installation cannot take place during the winter months as any rain will damage the foundations forthe synthetic surface. The ideal timing for installation according to the suppliers is between February andMay. This means construction will be completed prior to CSRFF funding being available which shouldnot pose any problems as payment will be made on a progressive payment arrangement. Theinstallation companies are aware of the fact government funding, if granted, will not be available until the1 Jul/2018. _ _ ;

GSTGrant payments are payable to the applicant/grantee only. This may have taxation implications for grantees.If grantees wish specific advice relating to their grant, this can be obtained from the Australian TaxationOffice (ATO). Please note depending upon the value of the project and/or grant, the ATO may require anorganisation be registered for GST. If the applicant is registered for GST, the grant is grossed up with theGST amount.

• Applications are to be received in hard copy and should be clipped at the top left-hand corner, pleasedo not bind. In addition to the hard copy an electronic copy is encouraged to be provided.

• It is recommended that you photocopy your completed application form, including attachments foryour own records and future audit purposes.

• Applicants/projects that have received a CSRFF grant in the past and have not satisfactorily acquittedthat grant. In some cases this may apply to localities where other significant projects have not beenprogressed or have not completed a previous project in accordance with the conditions of the grantprovided. An assessment will be made in November and if no physical progress has occurred, newapplications may not be recommended.
