Describe the present and original (if known) physical appearance

SUMMARY DESCRIPTION

. The town of Culpeper l i e s midway between Fredericksburg and t h e Blue Ridge Mountains i n t h e Piedmont reg ion of V i rg in i a . Located a t t h e i n t e r s e c t i o n of U . S . Routes 29, 15 and 522 and Vi rg in i a Route 3 , and s i t u a t e d between t h e t r i b u t a r i e s of Mountain Run which empties i n t o t h e Rappahannock River, t h e town was known a s Fa i r f ax well i n t o t h e 19 th century. Culpeper continues t o se rve a s t h e economic and p o l i t i c a l cen te r of Culpeper County and i s on t h e main l i n e of t h e Southern Railroad (now Norfolk southern) . The h i s t o r i c d i s t r i c t conta ins 130 con t r ibu t ing bu i ld ings ; including 11 outbui ld ings , one h i s t o r i c a l ob jec t - t h e Confederate Memorial - and 23 noncontr ibut ing bu i ld ings including 2 outbui ld ings .

ARC4ITECTTJRAL ANALYSIS

Governmental

The town of Culpeper owes i t s l i f e t o t h e establ ishment of a courthouse f o r t h e new Culpeper County i n 1749, p r i o r t o i ts 1759 establ ishment a s a town by a c t of t h e Virg in ia Assembly. I n 1752, a new s t r u c t u r e was b u i l t a t t h e no r theas t corner of Main and Davis S t r e e t s (102 East Davis S t r e e t ) . According t o t h e o r i g i n a l survey, l o t 24, t h e southern ha l f of t h e block between East Cameron and East Davis was designated a s a publ ic square. A new bui ld ing was erec ted i n t h e same l o c a t i o n i n 1810 but was t o r n down i n 1871. The county s e a t moved t o i t s present l o c a t i o n on West Davis S t r e e t a f t e r completion of t h e b r i ck Je f f e r son ian Revival s t r u c t u r e by Samuel Proc tor i n 1874. The main f e a t u r e s inc lude a l a r g e , pa i red I o n i c columned p o r t i c o , co lossa l round arched windows, a four faced clock tower, and octagonal cupola.

By 1799 t l ~ e town had begun making i t s own laws a p a r t from t h e county, a l though, Fa i r f ax , a s i t was o r i g i n a l l y known, was not incorporated u n t i l 1834. Town meetings were held a t va r ious l o c a t i o n s u n t i l 1928 when t h e Municipal Building, which included . town o f f i c e s and t h e f i r ehouse , designed by E.A. Walter , was dedica ted . The Colonial Revival bu i ld ing owes much of i t s cha rac te r t o i t s f i r ehouse accommodations including a f a l s e a rcade f o r f i r e engine doors and a hose tower with arched windows and a pyramidal roof . I n t e r n a l a l t e r a t i o n s were made when t h e f i r e company re loca ted i n t h e 1950s.

I n 1908 t h e present j a i l and s h e r i f f ' s o f f i c e was b u i l t on t h e s i t e of t h e o ld Barbour house which served a s t h e o ld j a i l and Grant ' s headquar te rs i n t h e winter of 1863-1864. The s tone l i n t e l s , quoins and corner ba t t lements g ive t h e j a i l a d i s t i n c t i v e appearance. The courthouse green i s surrounded by a wrought i r o n fence and conta ins a Confederate Memorial dedicated i n 1911.

The Culpeper H i s t o r i c D i s t r i c t i s s i g n i f i c a n t because of i t s a r c h i t e c t u r a l i n t e g r i t y and i t s a s s o c i a t i o n s with s t a t e and regional commercial, m i l i t a r y , p o l i t i c a l and t r a n s p o r t a t i o n h i s t o r y . Cohesiveness of a r c h i t e c t u r a l designs (mostly of t h e pos t C iv i l Vlar t o t u r n of t h e century per iods) and t h e q u a l i t y of workmanship g i v e Culpeper i t s h i s t o r i c cha rac te r a s a Piedmont county s e a t . Due t o i ts s t r a t e g i c l o c a t i o n , t h e town served a s a s tag ing a rea and h o s p i t a l cen te r f o r s eve ra l gene ra l s and armies on both s i d e s of t h e C i v l l War during t h e dec l s ive b a t t l e s of Brandy S ta t ion and Cedar (Slaughter) Mountain, and t h e headquarters of Union General Ulysses S . Grant and h i s Army of t h e Potomac during t h e winter of 1863-1864.

HISTORICAL BACKGROUND

By a c t of t h e Vi rg in i a Assembly i n 1759, t h e town of F a i r f a x ( c a l l e d Culpeper a f t e r 1870) was founded. Located on twenty-seven a c r e s of Robert Coleman's l and , t h e town p lo t was surveyed f o r f o r t y one-half-acre l o t s , four per block. Main s t r e e t s were t o be s i x t y f e e t wide (Coleman, which i s now Main S t r e e t , and Davis S t r e e t ) while o the r s were t o be t h i r t y f e e t wide. East S t r e e t and West S t r e e t were t h e boundaries p a r a l l e l t o Main S t r e e t while Spencer, Cameron, Culpeper, Locust and Stevens S t r e e t s were l a i d perpendicular t o Main S t r e e t .

About 1822 s e v e r a l more blocks t o t h e no r th and south of t h e o r i g i n a l p l o t were added. Development spread e a s t t o meet t h e r a i l r o a d a f t e r i ts cons t ruc t ion i n 1853. Between t h e C i v i l War and t h e t u r n of t h e century more land (ou t s ide t h e h i s t o r i c d i s t r i c t ) was annexed ro f i l l i n t h e t r a d i t i o n a l geographic boundaries of t h e t r i b u t a r i e s of Mountain Run. I n 1968, t h e town annexed s e v e r a l square mi les of suburban land t o achieve i ts present s i z e .

Unfortunately, during t h e C i v i l War many of t h e o r i g i n a l county cour t records were l o s t o r destroyed. These included t h e surveys t h a t George Washington had done between 1749 and 1752 during h i s f i r s t publ ic commission surveying t h e newly c rea t ed County of Culpeper f o r Lord Fa i r f ax , f o r whom Culpeper was o r i g i n a l l y named. Schools

Un t i l the l a t e 19th century, pub l i c educat ion i n Culpeper was conducted i n p r i v a t e houses. The o l d e s t school i n t h e d i s t r i c t is t h e Greek Revival House a t 114 North East S t r e e t , o r i g i n a l l y b u i l t a s a res idence c . 1830, but became t h e Culpeper Female I n s t i t u t e i n 1867; i t f e a t u r e s a Doric columned porch and the l u n e t t e window draped with a carved willow limb i n t h e f r o n t gable pediment.

118 North East S t r e e t i s another Greek Revival s t r u c t u r e c . 1840 thought t o have been used a s a church o r school. Major f e a t u r e s inc lude quoins, cen te r and s i d e h a l l doorways with e n t a b l a t u r e s , gable pediment wi th d e n t i l corn ice , rak ing corn ice , r e t u r n s and a cen te r bul l ' s-eye.

Across the s t r e e t a t 201 North East S t r e e t i s t h e 1929 Ann Wingfield School which served a s the Culpeper High School from 1929 t o 1949. Nicknamed "the Columns" f o r i t s o r i g i n a l co lossa l Ion ic po r t i co , t h e s t r u c t u r e was ex tens ive ly remodeled f o r an apartment complex i n 1985. The vacant l o t t o i ts nor th was t h e s i t e of a 1915 school bui ld ing razed i n 1982.

Churches

Each of the four churches i n t h e h i s t o r i c d i s t r i c t has i t s own d i s t i n c t i v e f e a t u r e s and h i s t o r y a s l o c a l landmarks. S t . Stephen's Episcopal Church, (1821), a t 115 North East S t r e e t , the o l d e s t ex tant church i n town, i s a f i n e example of vernacular Gothic Revival. I n 1861 t h e f r o n t facade was extens ive ly a l t e r e d and a s t e e p l e added. The grounds inc lude a small cemetery and a f i n e i r o n fence. The 1868 b r i ck Culpeper Presbyter ian Church a t 215 South Main S t r e e t i s noted f o r i ts Romanesque windows, rose window and tower. Antioch B a p t i s t Church a t 202 West S t r e e t was b u i l t i n 1886 a f t e r s e v e r a l r e l o c a t i o n s i n town. The weatherboard vernacular s t r u c t u r e has a b e l l tower with a con ica l roof and Gothic a rch windows and doors. The l a t e s t church i n the d i s t r i c t is t h e 1894 Romanesque Revival Culpeper Bap t i s t Church, o r i g i n a l l y known a s t h e Mount Pony Bap t i s t Church wi th very f i n e brickwork and t e r r a c o t t a ornament. It is a f o c a l po in t i n the East Davis S t r e e t a r e a of t h e d i s t r i c t .

Commercial

Although commercial es tab l i shments e x i s t e d i n town a s e a r l y a s 1759, it was a f t e r the opening of t h e Orange and Alexandria Rai lroad i n 1853 t h a t i n d u s t r i e s and warehouse s t r u c t u r e s were b u i l t between East S t r e e t and t h e r a i l r o a d . Two o the r f a c t o r s inf luenced commercial growth i n town: t h e 1871 r e l o c a t i o n of t h e county o f f i c e s which opened up a bu i ld ing boom on t h e no r th s i d e of East Davis S t r e e t andan 1888 f i r e code r e g u l a t i o n r e q u i r i n g bu i ld ing facades t o be b r i c k o r stone-faced and t o have s l a t e o r metal roofs . Bricks became popular i n Culpeper a f t e r t h e 1850s when the r a i l r o a d provided ample supp l i e s . Buildings such a s 202 East Davis S t r e e t were

The 1904 b r i c k Southern Railway S t a t i o n (now Amtrak) a t 109 South Commerce S t r e e t i s a major f o c a l po in t i n the d i s t r i c t w i th i ts l a r g e , double-hipped, over-hanging roof supported by massive carved brackets and capped by cur led c r e s t s .

Fine examples inc lude 104 East Davis S t r e e t with Romanesque windows i n recessed bays, 140 East Davis S t r e e t with b r i c k diamond d e t a i l i n g , 150-152 East Davis S t r e e t with e l a b o r a t e geometric b r i c k d e t a i l i n g , 154 East Davis S t r e e t with t r i p l e segmented a rch windows, 171 East Davis S t r e e t wi th t e r r a c o t t a d e t a i l i n g i n a stepped pyramid pa rape t , 195 East Davis S t r e e t with a l a r g e painted wa l l s ign , 226 East Davis S t r e e t wi th a d e n t i l b r i c k parapet and 237 and 253 East Davis S t r e e t with c o n t r a s t i n g c o l o r b r i ck d e t a i l s .

Buildings s t i l l r e t a i n a s i m i l a r sense of s t r e e t s c a p e ; 119-123 West Davis S t r e e t wi th segmental a rches and quoins; 127 West Davis S t r e e t with corbeled b r i c k parapets ; 131-133 West Davis S t r e e t with ornamental c a s t block; and 145-149 West Davis S t r e e t wi th segmental arches and a b r i c k s i g n frame.

Two l a r g e r s c a l e bu i ld ings on East Davis S t r e e t show s i g n s of harmonious but more e c l e c t i c t a s t e s . The Farmers & Merchants Bank Block a t 125 East Davis S t r e e t (c . 1900) has an arcade of windows i n t h e s tone second s t o r y and is capped by an orna te wooden corn ice with the names of t h e o r i g i n a l t enan t s i n sc r ibed i n t h e t h r e e cornice v a u l t s . The b r i c k 1902 Masonic Building a t 201 Eas t Davis S t r e e t a l s o has an ornamental parapet with f i n i a l s and a second-story arcade of windows. It a l s o has r u s t i c a t e d composite columns support ing t h e second f l o o r j e t t y and a c e n t r a l bay pediment with r e t u r n s , d e n t i l s and bul l ' s -eye window.

TWO of the four bu i ld ings a t t h e cen te r of town ( i n t e r s e c t i o n of Main and Davis S t r e e t s ) serve a s commercial landmarks. The 1898 Booton Building (now Gayhearts) a t 101 East Davis S t r e e t has an I t a l i a n a t e wood cornice , cas t - i ron p i l a s t e r s , a t runca ted f i r s t - f l o o r dormer and a corner wooden towere t te . A t 102 South Main S t r e e t i s the s tone c . 1912, American Renaissance Second National Bank wi th a t runca ted corner en t rance f lanked by co lossa l Doric columns.

The c. 1920 three- story brick office building at 101 East Culpeper Street is another local landmark. It combines several Colonial Revival details including arched windows on the second floor, splayed lintels with keystones on the third floor and a front central bay with Palladian-style windows.

INDUSTRIAL

The blocks near the railroad station along Wausau Place, Commerce Street, Waters Place and South East Street share a similar late 19th- and early 20th-century industrial character. One of the most distinctive streetscapes is Wausau Place with a mix of commercial and industrial attached structures. Major features in the block that extends from Davis Street to Spencer Street include: 302 East Davis Street (James Hotel) with cast-iron pilasters, painted wall signs and brick lozenges; 101-103 North Commerce Street with patterned shingle cladding; 105 North Commerce Street (Culpeper Produce Company) with segmental arches and painted wall signs; 301-303, 305, and 307 Wausau Place all with segmental arches, stepped parapets and painted wall signs; and 309 with clerestory roof.

Nineteenth-century metal clad frame warehouses in the district include: 112 South Commerce Street which follows the bend of the road; 114 South Commerce Street with the sheet metal formed in a clapboard pattern; 110 East Culpeper Street with a central chimney; and 114 South East Street with two metal chimney stacks.

Other brick warehouses with stepped parapets and painted wall signs include: 110 South Commerce Street with segmental arch windows; 109. 115-125 and 209 South East Street; 313 South East Street with a pyramid stepped parapet; one story warehouse at 216 East Culpeper Street and 218 East Culpeper Street with an ornamental brick cornice. Swans Building at 201 South East Street has a false third story which acts as a parapet for a shed roof.

RESIDENTIAL

Three mid-nineteenth-century frame, late Federal-style residences are located in the district at 117 East Spencer Street. which was moved from Main Street c. 1920; 121 East Spencer Street, a vernacular example; and 214 East Spencer Street, with a low hipped roof, Doric columned porch and 314 exposed end chimneys. Two other late Federal-style houses are situated at 121 East Edmondson Street and at 114 North West Street.

The district also contains several Gothic Revival and Carpenter Gothic dwellings. The finest example is the frame house at 113 East Edmondson Street with its elaborate

I t a l i a n a t e - s t y l e houses a r e represented by 202 East Spencer S t r e e t with i t s f r o n t tower and oculus i n s i d e an eight-pointed s t a r , and 206 East Spencer S t r e e t with i ts pa i red windows. The f i n e s t example of t h i s s t y l e i s t h e A.P. H i l l Boyhood Home a t 102 North Main S t r e e t which is the only proper ty i n t h e d i s t r i c t a l r eady l i s t e d on t h e National Regis te r of H i s t o r i c P laces due t o i t s h i s t o r i c a l a s s o c i a t i o n s and a r c h i t e c t u r a l s ign i f i cance .

Several Queen Anne-style houses a r e a l s o i n t h e d i s t r i c t : 318 South East S t r e e t with a sunburst p a t t e r n i n the gable peak; 302 North East S t r e e t with i ts f u l l verandah of Tuscan columns and gazebo; 210 East Spencer S t r e e t wi th a verandah with Tuscan columns and a Queen Anne-style sash window; and 118 North West S t r e e t which has a verandah with turned pos t s , b rackets and pa t t e rned s h i n g l e s i n t h e gable.

The frame American Foursquare houses a t 114 and 118 South West S t r e e t a r e nea r ly i d e n t i c a l with t h e i r pyramidal r o o f s and gabled c e n t r a l dormers. A b r i c k American Foursquare house with pressed t i n sh ing le s and f r o n t and s i d e hipped gables is located a t 306 North East S t r e e t .

The only Bungalow-style house i n t h e d i s t r i c t is a t 320 North East S t r e e t with i t s pedimented gable f r o n t porch and t ex tu red sh ingles . Other examples of the Bungalow s t y l e a r e found ou t s ide the d i s t r i c t .

Three l a t e 19th-century b r i c k apartment u n i t s a r e on West S t r e e t near t h e courthouse. 104-108 South West S t r e e t has a two s t o r y porch wi th Tuscan columns and segmental a r ch windows; 102 North West Street: has segmental a r ch windows and I t a l i a n a t e bracket ing; and 106 North West S t r e e t has a f i n e I t a l i a n a t e door f r o n t .

were a l s o l o s t but a v a i l a b l e maps show most of t h e roads t o o t h e r towns had been l a i d out by the e a r l y p a r t of the 19th century.

In a d d i t i o n t o being a cour t town, Culpeper a l s o grew a s a t r a d i n g cen te r when t h e Orange and Alexandria Rai lroad was extended t o Culpeper i n 1853. Commercial development followed along Davis S t r e e t . Another major t r a n s p o r t a t i o n change t h a t a f f e c t e d the town was t h e r e r o u t i n g of t h e main road t o Warrenton from Brandy Road by extending Main S t r e e t over Mountain Run i n t h e e a r l y p a r t of t h e 20th century. This improvement and t h e t r a f f i c t h a t followed changed t h e r e s i d e n t i a l cha rac te r of Main S t r e e t t o au to- re la ted businesses. I n t h e 1960s t h e U.S. Routes 29 and 15 Bypass around Culpeper drew commercial and r e s i d e n t i a l development t o t h e e a s t and south of t h e town.

Through the 18th century and t h e f i r s t h a l f of t h e 19th century, t h e major a c t i v i t y i n Culpeper was l o c a l government. S i tua t ed a t t h e cen te r of t h e county, t h e v i l l a g e was t h e s i t e of t h e courthouse ( s t a r t e d 1749) and s e v e r a l r e l a t e d s t r u c t u r e s , inc luding a j a i l , s tocks , gallows and c l e r k ' s o f f i c e . Other bus inesses such a s taverns , l i v e r i e s and a smithy soon developed. I n 1752, a new courthouse was erec ted a t t h e no r theas t corner of p re sen t Main and Davis S t r e e t s . Seven yea r s l a t e r , t h e p l a t f o r the town of Fa i r f ax was surveyed so t h a t t h e courthouse complex would occupy the cen te r of town. By 1795 a pos t o f f i c e was e s t a b l i s h e d a t t h e v i l l a g e of Culpeper Court House, a s t h e se t t lement came t o be c a l l e d , i n l i e u of Fa i r f ax , the name of t h e s e a t of Fa i r f ax County.

The town of Fa i r f ax (Culpeper) was incorporated i n I834 a t t h e reques t of t h e r e s i d e n t i a l and commercial community of 300 people. An 1835 map shows 36 res idences , 3 h o t e l s , 7 s t o r e s , 5 doctors , 4 lawyers, 3 t a i l o r s , 2 h a t t e r s and a blacksmith shop, cabinetmaker, cakebaker, coach f ac to ry , hay s c a l e s , jeweler , p a i n t e r , s add le r , shoemaker and a wheel r i g h t shop i n t h e young town. Commercial a c t i v i t y a t t h a t time was centered on Main S t r e e t and was mixed wi th p r i v a t e homes.

Culpeper n a t i v e , S. William "Extra Bi l ly" Smith, U.S. Senator , V i rg in i a Governor and l a t e r Major General of the Confederate Army, extended h i s stagecoach and mai l route , which r an from Washington, D.C. t o Georgia, through Culpeper i n 1834, l i n k i n g i t t o o t h e r towns i n the Piedmont. The Orange and Alexandria Rai lroad, however, had a more profound e f f e c t on t h e town a f t e r 1853. Manufactured goods and a g r i c u l t u r a l products now flowed through Culpeper on t h e t r a c k l i n e from Alexandria southwards t o Gordonsville .

The presence of the r a i l r o a d re-oriented commercial warehouse, h o t e l and r e s i d e n t i a l a c t i v i t y t o East Davis S t r e e t and a r e a s along t h e t r acks . T r a d i t i o n a l l y t h i s a rea around t h e depot i s c a l l e d t h e "wharf" becauae of t h e busy "shipping" a c t i v i t y the re . The cu r ren t s t a t i o n (109 Commerce S t r e e t ) , now an Amtrak s t a t i o n , was b u i l t i n 1904 when a second t r a c k was l a i d f o r t h e Southern Railroad main l i n e .

dnrinj the Civil War While no major battles were fought in Culpeper,,there were numerous skirmishes and

two major battles fought nearby at Brandy Station and Slaughter Mountain. The wharf section of Culpeper, however, was bombarded because it held munition supplies. The old courthouse, churches and several houses were used as hospitals. St. Stephen's Church (115 North East Street) survived the war, but the old Presbyterian Church did not. It was rebuilt with war reparations at its present site at 215 South Main Street in 1868. Yowell's Hardware Store (195 East Davis Street) served as a prisoner of war jail during the conflicts.

Strategically situated between the Shenandoah and the Potomac and on a major Virginia railroad line, the streets and buildings in downtown Culpeper were often visited and occupied by military forces during the Civil War. These included Confederate General Thomas J. "Stonewall" Jackson and Union General John Pope in 1862 enroute to and from Slaughter Mountain; Confederate Generals J.E.B. Stuart and W.H.F. "Rooney" Lee during the 1863 Battle of Brandy Station; Union Generals George Meade and Ulysses S. Grant who wintered in the town with the Army of the Potomac in 1863 and 1864; and there were visits by Confederate General Robert E. Lee when his son "Rooney" was recovering from wounds after the first battle of Manassas in 1861.

Powell "A.P." Hill, Commander of the reserve division at Cedar "Slaughter" Mountain, and leader of forces at the Battles of the Wilderness, Gettysburg. Winchester and others. Edward Stevens was also a major figure in the economy who gallantly fought at the Battles of Brandywine, Camden, Cowpens, Germantown, and laid seige against Lord Cornwallis at ~orktown.ywas the original resident in 102 North Main Street which J.B. Gorrell bought and remodeled as an elaborate Italianate-style villa in 1889. The house is knowtoday as the A.P. Hill Boyhood Home.

In 1911, a Confederate Soldier Memorial was dedicated on the courthouse green on West Davis Street to honor Culpeper sons who died for their cause. Just east of the district is the Culpeper National Cemetery dedicated in 1866. It holds 14,000 graves of war dead, mostly from the Battle of Slaughter Mountain.

In 1870, the town of Fairfax officially became the town of Culpeper. The old courthouse was razed and later Samuel Proctor built the present Jeffersonian Revival building in 1874. With the relocation of the court complex, commercial development spread along East Davis Street to fill the vacant courthouse lot.

Although several buildings on Davis Street and Main Street were constructed in the mid-19th century, dating the structures by stylistic architectural features proves difficult. An 1888 building code required that, for fire safety reasons, the building facades had to be faced in brick or stone and the roofs were to be covered in metal or slate. This led to the refacing or replacement of old frame structures on these streets. The fire code is also responsible for the several curious metal clad

structures at 112 and 114 South Commerce Street, 110 East Culpeper Street and 114 South East Street. This building code, made feasible by the importation of metal siding and brick by railroad, had a profound effect on the architectural unity and style of the Culpeper streetscape and its elaborate brick facades.

Again in the 20th century, the railroad affected the development of Culpeper. With the opening of a second track line in 1904 and the development of refrigerated cars to transport produce, areas around the warehouse became more industrial. Warehouses and shipping terminals were built or rebuilt along South Commerce Street, Waters Place and South East Street in an area called "Fishtown."

The turn- of- the-century business boom also influenced the character of downtown Culpeper. During this period the Davis and Main Street corner developed its distinctive architectural character. The A.P. Hill house (102 North Main Street) was remodeled and enlarged in the Italianate style in 1889. In 1898, the R.F. Booton Building (now Gayhearts), 101 East Davis Street, with it truncated corner entrance and corner towerette was built in an Italianate style. The bank structure at 102 South Main Street replaced the Gothic style Opera House in 1912.

Several other buildings in the district also reflected the high Victorian and later American Renaissance-style rebuilding during this period. In 1894 the Culpeper Baptist Church, 176 East Davis Street, was finished in Romanesque Revival style with elaborate brick and terra cotta detailings. The American Renaissance-style Farmers and Merchants Bank block (125 East Davis Street) was built in stone with a second- floor window arcade and an elaborate wooden parapet with three cornice arches. At 201 East Davis Street, the 1902 yellow brick Masonic building also had unusual e -classical columns supporting a second-floor jetty.

Public buildings in town also responded to the new styles. In 1908 the new jail and sheriff's office (132 West Davis Street) was designed in a high Victorian style with rusticated stone corner battlements and quoins. E.A. Walter designed the Colonial Revival style Culpeper Municipal Building and Firehouse (118 West Davis Street) in 1928 to complete the government center on the north side of West Davis Street. This building also responds architecturally to its function with a decorative hose tower and a front arcade of fire engine doors. The deo-classical Ann Wingfield School (201 North East Street) built in 1929 is locally named "The Columns" because of its colossal Ionic portico and denti1 pediment. It was extensively remodeled in 1985 for residential apartments.

There are a number of noncontributing structures in the district. Some examples such as Leggett Department Store at 205 South Main Street, 139 West Davis Street and 114 North Main Street represent contemporary styles of architecture. Whether it is the false mansard roof of 114 North Main Street or the Colonial Williamsburg style of the bank at 131-151 North Main Street, these buildings do not contribute to the

predominately turn-of- the-century character of the commercial district. Other types of. noncontributing examples are the deserted older buildings such as 107 and 214-216 East Davis Street which are clad with enameled aluminum sheets to hide their distinct late 19th-century fabric. This work can be undone. All in all the lower number of noncontributing structures does not disturb the dominant vernacular brick commercial architecture of the district.

The a rea wi th in t h e boundaries of t h e Culpeper H i s t o r i c D i s t r i c t conta ins t h e courthouse complex, s e v e r a l a r c h i t e c t u r a l and h i s t o r i c a l l y s i g n i f i c a n t bu i ld ings and a con t inu i ty of bu i ld ings and s t r e e t s c a p e s t h a t sha re s i m i l a r des ign c h a r a c t e r i s t i c s and land uses with a minimum of noncont r ibut ing p r o p e r t i e s . West S t r e e t , t h e o r i g i n a l town's western boundary, conta ins t h e Antioch B a p t i s t Church and c o n t r i b u i t i n g houses ad jo in ing the Culpeper County Courthouse complex, wi th noncontr ibut ing bu i ld ings t o the west. Davis S t r e e t , east-west, has a s i t s f o c i t h e courthouse complex on t h e west and t h e Southern Railway S t a t i o n on t h e e a s t and woven between them? p ic turesque l a t e 19th-century and turn-of-the-century commercial d i s t r i c t .

Main S t r e e t conta ins a number of con t r ibu t ing bu i ld ings extending nor th and south from t h e Davis S t r e e t i n t e r s e c t i o n but i s l i m i t e d by Cameron S t r e e t because of a number of parking l o t s and noncontr ibut ing modern s t r u c t u r e s beyond t h i s boundary. The e a s t s i d e of South Main S t r e e t was included because of two p a r t i c u l a d y s i g n i f i c a n t bui ldings: 101 East Culpeper S t r e e t Off ice block and the Presbyter ian Church. The a r e a ac ross Main S t r e e t however, has been excluded because of t h e parking l o t and noncontr ibut ing s t r u c t u r e s .

North East S t r e e t , t h e o r i g i n a l e a s t e r n boundary, inc ludes s e v e r a l key bu i ld ings such a s S t . Stephen's Church, t h e Culpeper Female Academy and t h e Ann Wingfield School and surrounding r e s i d e n t i a l bui ld ings t h a t provide a compatible h i s t o r i c s e t t i n g .
