Appendix D:  Sediment Sampling and Analysis Guidelines  

Introduction 

ThesesedimentsamplingandanalysisguidelinesaccompanythedescriptionofsedimentdisposalinChapter7of theStreamMaintenanceManual(Manual),and identifydisposaloptionsbasedoncharacteristicsofthesediment.Guidanceisprovidedforidentifyingsedimentsamplingfrequency,samplingmethodology,sedimentanalysis,andothersedimentcharacterizationactivities.Sedimentsampling,disposal,monitoring,andreportingconditionsissuedbytheSanFranciscoBayRegionalWater Quality Control Board (RWQCB) under the forthcomingWaste Discharge Order (No. R2‐2012‐XXXX)areincludedbyreferenceandasguidedbythe“BeneficialReuseofDredgedMaterials:SedimentScreeningandTestingGuidelines”developedbytheRWQCBinMay2000.Thesedimentsampling and disposal process will be coordinated annually between the RWQCB and the NapaCountyFloodControlandWaterConservationDistrict(District)aspartofthereviewandapprovalprocessforannualstreammaintenanceanddisposalactivities.

Sediment Disposal  

Sediment disposal sites will be identified when the need for sediment removal activities arise;sedimentremovalanddisposalactivitiesmaynotbenecessaryeveryyear.SedimentdisposalsiteswillbereviewedandapprovedbytheRWQCBbasedonanalyticalresultsfromsedimentsamplingat the channels to bemaintained and in consideration of the ultimate fate of the sediment. Theconditions for approval will evolve as the RWQCB and District become familiarized with thecharacteristicsofsedimentremovedaspartofmaintenanceactivitiesandwithsedimentdisposalandreuseconditions.

In general, sediment disposal sites can be characterized into five categories based on potentialreuse or disposal opportunities. These categories include (1) on‐site reuse, (2) other wetland,channel, or floodplain restoration reuse, (3) upland agricultural or commercial reuse (dry), (4)landfilldisposal,and(5)hazardouswastedisposaloptions.Thesedisposaloptionsarelistedbelowin preferential order according to how well they support program objectives for ecologicsustainability.

Option1: On‐sitereuse. This includes reusing the sedimenton‐site (i.e., at theprojectsite) within the channel or easement area for various fill or restoration purposes. Forexample, sediment excavated from the channel bottom could be placed adjacent to theactive channel (remaining within the easement area), to enhance soil, vegetation, andriparian habitat conditions. Sediment could also be used on‐site for bank stabilizationpurposes.

Option 2: Wetland, channel, or floodplain restoration or enhancement. Option 2consists of beneficial reuse of the sediment outside or off‐site of District channel oreasement areas, but in a wetland, channel, or floodplain setting to support ecologicfunctioningandhabitat.Asexamples,gravelremovedfromonecreekthatdoesnotsupport

steelhead or salmonids could be placed in another creek that does in order to enhancesalmonid habitat. Additionally, excavated sediment could be reused as part of habitatenhancementactivitiesalongtheNapaRivermainstem.

Under this option, sedimentwould be used as fill in an already approved and permittedrestoration project. This is a specific case where an approved and permitted projectrequirestheuseofsedimenttofillawetlandorenhancein‐streamhabitat.Itisimportantto note that this sediment disposal plan in noway encourages or sanctions the filling ofexisting wetlands. However, for restoration projects that are already approved andpermitted,itmaybepreferabletousesedimentmaterialsthatsharesimilarproperties.Inthisway,usinggoodqualityexcavatedchannelsedimentforreuseinawetland,channel,orfloodplainsettingmaybepreferableoradvantageoustousingotherfillmaterialorsoils.

Forthepurposesofthesedimentqualitycriteriadiscussedbelow,Option2sitesarelocatedinthevicinityofandpotentiallydraintowetlandsorwaterbodies.

Option 3: Upland agricultural or commercial reuse (dryupland sites). Under thisoption,sedimentwouldbereusedforuplandagriculturalorcommercialusesthataredry,wherebythesedimentwouldnotbesecondarilyerodedtostreamchannelsorwaterbodies.Demand for dry sediment is high, particularly for use as soil amendment for agriculturalcrops,constructionoffoundationpadsforbuildingsorstructures,orpermanentfillofpitsortolevelthelandscape.ItislikelythatuplanddisposalsiteswithinNapaCountywillbefrequentlyavailableandcanacceptlargequantitiesofsediment.

Option 4: Landfill disposal. In this option the sediment would be disposed at anapprovedandoperating landfill foruseasdailycovermaterial for landfilloperations.ThenearestoperatinglandfillsaretheUpperValleyDisposalandRecycling(UVDS)CloverFlatLandfilllocatedinSt.HelenaandthePorteroHillsSanitaryLandfillinSuisunCity.AnotherlandfilldisposaloptionistheRedwoodLandfilllocatedinNovato.Sedimentwouldbetakentothenearestlandfillinneedofcovermaterial.

TheDistrict, in conjunctionwith the City of Napa and the U.S. Army Corps of Engineers,maintainstwosedimentdisposalsitesinthesouthernportionofthecounty.ThesearetheEdgerly Island Disposal Site and the Napa Sanitation District Imola Site. Both sites areapproved by the USACE to receive sediment spoils from dredging of theNapa River andothersiteswithinthecounty. TheEdgerlyIslandDisposalSitehasthecapacitytoreceiveupto300,000cu.yds.ofsedimentandhasonlybeenusedonce; thesite isnearlyempty.TheNapaSanitationDistrictImolaSitehasthecapacitytoreceiveupto55,000cu.yds.ofsediment and has not been utilized since it was developed in 2006. Both sites operateunderWasteDischargeRequirements(WDRs)issuedbytheRWQCB.

Option 5: Hazardouswastedisposal. This option involves the disposal of sedimentscontaining hazardous levels of contaminants. Hazardous waste will be disposed atappropriatehazardouswaste facilities. Thenearesthazardouswaste landfill is located inKettlemanCity,California.

Thesefivedisposaloptionswillbeevaluatedindecreasingpreferencewithpotentialsiteselectionbasedonthequalityofsediment.Thepreferenceistoselectdisposaloptionsthatmostbeneficiallyreusethesedimentwiththeleastenvironmentaleffects.

It is anticipated that off‐site disposal (Options 3 and 4) would be proposed for the majority ofmaintenance activities. Disposal Option 2 would be implemented on rare occasions due to the

infrequencyofsedimentremovalandthespecificneedsofotherpre‐approvedrestorationprojectsin the County. Option 5would only be used if the sediment is deemedhazardous. The specificdisposal sites for theoptionsselectedwillbe identifiedaspartof thesedimentplanningprocessandapprovedbytheRWQCBpriortomaintenance.

Sample Analysis Approach 

All sediment samples will be analyzed according to the forthcoming conditions of the RWQCBWasteDischargeRequirements ‐Monitoring andReporting Program (OrderNo. R2‐2012‐XXXX).Samplingparameters/analytesmaybemodifiedafterahistoryofsamplingisobtained. Thismayresult innot requiringmonitoring for someof these contaminantsunder certain situationsor atcertainlocations,ortheadditionofmoreparameters/analytesifdeemednecessarybytheRWQCB.

Analytestestedwillvarydependingontheproposedreuseofthesediment,asfollows.

If sediment is reused on‐site (Option1), no testing is requiredbecause it is assumed thesedimentqualitywouldnotchangefromexistingconditions.

If sediment is reused for wetland, channel, or floodplain restoration, where the newlyplaced sediment would be in contact with water bodies (Option 2), analysis would beconductedaccordingtothe“wetlandsurface”testingrequirementsstatedintheBeneficialReuse of Dredged Materials: Sediment Screening and Testing Guidelines (RWQCB 2000).Requiredanalysisincludessedimentchemistryandacutetoxicitytesting.

Ifsedimentisreusedforuplandagriculturalorcommercialusewheredrysedimentwouldbe permanently removed from the system (i.e., there would be no contact with waterbodies), thananalytes listed inTable1wouldbe tested. Thisanalyte list is the “wetlandfoundation, levee, and construction fill” requirements stated in the Beneficial Reuse ofDredgedMaterials: Sediment Screening and Testing Guidelines (RWQCB 2000). Requiredanalysisincludessedimentchemistry(Table1).Notethatthemajorityofproposeduplanddisposal sites would not generate leachate, thus the leachate testing requirements inRWQCB(2000)wouldnotbeconductedunlessdirectedbytheRWQCB.

IfsedimentistakentoalandfillforuseascovermaterialortotheEdgerlyIslandDisposalSiteortheNapaSanitationDistrictImolaSite,sedimentqualitytestingwouldbeconductedas requiredbyRWQCBpermits issued to those sites and in compliancewithDTSCwasteacceptanceregulations.

Sedimentexhibitinglevelsinthehazardousrange,asdefinedbytheCaliforniaDepartmentofToxicSubstancesControl(DTSC),wouldbetakentoapermittedhazardouswastefacility.

Sample Collection Frequency and Locations 

Forsedimentremovalprojectsthatinvolvetheremovalanddisposaloflessthan200cubicyardsofsediment,onesamplewillbecollectedandanalyzed.Detailsonthemethodologyusedtocollectandcompositesamplesaredescribedbelow.

For sediment removal projects that require the removal and disposal of more than 200cubicyardsofsediment,onesamplewillbecollectedforeveryincrementof500cubicyards

of sediment to be removed (beyond the original 200 cubic yards). Details on themethodologyusedtocollectandcompositesamplesaredescribedbelow.

Sampling locations will be selected to represent overall sediment conditions at themaintenancesite. Samplingsiteswillbeselectedtotargetconditionsattheupstreamanddownstream ends of the project zone. As is feasible, sampling siteswill also specificallytarget conditions downstream of culvert crossings, culvert outfalls, and key streamconfluences.

Sediment Sampling Methodology 

This guidance applies to discrete (single) samples and composite samples. All samples shall becollectedbymeansofahandtrowel,ahandauger,oranothersamplingmethodapprovedbytheregulatoryagencies.The individualcollectingthesamplewillhavethediscretionofchoosingthesamplingmethodwhichisthemostefficienttoperform.

AllsamplingequipmentwillbedecontaminatedusingAlconox©soapandrinsingwithdistilledorde‐ionizedwater.Latex‐freegloveswillbewornwhenhandlingcleanedequipment.Samplingwillbeconductedinaccordancewiththemethodsdescribedbelow:

HandTrowelProcedure

1. Removevegetationandwoodydebrisfromthegroundsurface.

2. If collecting a subsurface sample, use a shovel to dig down to the desired samplinginterval.

3. Useastainlesssteelhandtroweltocollectsoil.

4. Placesoilinanappropriatesamplingcontainer.

5. Replaceallexcavatedsoilstotheiroriginallocation(i.e.,backfillthesamplinghole).

HandAugerProcedure

1. Removevegetationandwoodydebrisfromthegroundsurface.

2. Usethehandaugertoadvancedowntothetopofthesamplinginterval.

3. Useahandaugertocollectsoilfromthedesireddepth.

4. Use a clean (decontaminated) tool to scoop the soil out of the auger and place in anappropriatesamplingcontainer.

5. Replaceallexcavatedsoilstotheiroriginallocation(i.e.,backfillthesamplinghole).

CompositeSedimentSamplingDiscrete sediment sampleswill be collected frommultiple locations to represent the entirewedgeof sedimentdesignated for removalusingahand trowelor auger.Discrete sampleswillbecomposited intoonesamplebymixing thesoil inadecontaminatedcontained, thenfillingthesamplingjars.Laboratoryanalyseswillbeperformedonthecompositesample.

SamplingDepthThe sampling depth will be determined in the field. At each sampling location, the staffcollectingthesamplesshallmakeanestimateofthedepthofthesedimentusingvisualcluesand/orexistingdata.Sedimentsamplesshallbecollectedatthesurfaceandat1ft.intervalsdowntoamaximum3ftlevel.Intheeventthatthedepthofthesedimentislessthan1foot,thenthesampleshallbecollectedatthesurface.Sampleswillbecollecteduptoamaximumdepthof3feetbecausecollectionofsamplesbelowthatdepthisprohibitivelydifficultduetothe finite strength of the individual collecting the sample, and the wet properties of thesediment,whichmaycauseaboreholetocollapse.Insomelocationsitmayevenbeinfeasibleto collect a sample at 3 feet bgs due to the unstable nature of the sediments or grain size(gravels or cobbles too large or compacted to sample). In the event that it is infeasible tocollectasampleat thedepth intervalspecified, thesampleshallbecollectedat thedeepestinterval possible (using 1/2 foot increments). Also note that the maximum depth at themajorityofsedimentremovalsitesisnotgreaterthan3feetbecausesedimentisremovedatthisthresholdduetothesignificantreduction inchannelconveyancecapacitywhichoccurswhensedimentisaccumulatedhigherthan3feet.

Other Sediment Sampling Details 

Ingeneral,sampleswillbetakenfromthefinestsedimentatasamplingsiteandeveryattemptwillbe made to collect sediments that are representative of the materials to be removed. Mostcontaminantsareassociatedwithfine‐grainedsediment,anditisthereforeimportantthatsomeofthe samples contain the finest sediment that is present at a given project site. Fine sedimentsincludemud,silts,andfinersandymaterials.Asuitablefieldtestforgrainsizeistorubsedimentsbetween the fingers: finer sediments will feel smooth, whereas coarser sediments will be gritty(SWRCB 2008). Note that in many of Napa County channels, the grain size of accumulatedsediments is larger, in the largesandandsmallgravelranges. Contaminantsare lessapt tosorbontolargersizedmaterials.

Observed Contamination and Results That Exceed Water Quality Criteria 

Forallprojects, anyobservedcontaminationasevidencedbychemical‐likeodors,oily sheens,orirregularly colored sediment would be immediately reported to the local fire department’shazardous materials team and the appropriate RWQCB staff person in the Cleanups andInvestigationsUnit. TheRWQCBwilldirecttheDistrictonhowtohandleandremovepotentiallyhazardoussediment.

In addition, if sediment test results are found to exceed water quality criteria, the District willcoordinate with the RWQCB to develop an action plan to properly handle and dispose of thesediment.UndertheguidanceoftheRWQCB,thesedimentremovalactivitymayproceedaccordingtotheactionplanorthemaintenanceactivitymaynotbeconducted.
