• The Second Administrative Reforms have recommended a survey of urban poor. The commission in its

report “Local Governance” noted that poverty is a distressing feature in urban areas. The commission

has recommended door to door surveys & issuing Multi-utility identity card to the Urban poors

identified. The Second ARC advocated simplified property tax & abolition of octroi. It suggested

increase in fine for Civic Offences. It asked the state governments to ensure that all local bodies switch

over to the “Unit Area Method” or “Capital Value Method” for assessment of property tax. In its sixth

report which dealt with local governance, the ARC, headed by senior congress leader & former

Karnataka CM Veerappa Moily, favoured clear delineation of functions of various spheres of the

government.
