3. Setting Priorities: Imagine you were on the Bicycle Planning team for Victoria and
were given a list of 30 suggested improvements. What factors would be most
important in prioritizing this list?
Priority Votes
Comfort for all ages and abilities 65 Safety 51 Closes a gap 37 Serves key destinations 33 Separation 28 End of trip facilities 13 Low hanging fruit 9 Value for investment 7 Cost 5 Highly visible project 4 Ridership level 3 Scheduled capital improvement 1 External funding opportunity 1 Future growth area 1
4. Imagine cycling in Victoria in the next 20 years. What would you like it to look like?
What would you like it to feel like? In other words, what is your vision?
People young & old riding peacefully along separated bike lanes. Easy routes from all neighbourhoods to downtown. Connective traffic calmed networks near schools. Separated lanes sop families can ride across the City and inter-municipally. Copenhagen – separate lanes from traffic to make cycling the top choice for transportation whether woman man or child.
The needs of all modes of transportation are met.
Go for platinum standard. Focus on women and children cycling in Victoria.
Safe, friendly and comfortable
Copenhagen, relaxed, community wide, diverse, cycling is default, easy
Cycling is the desirable choice, the easier option over others
I want to feel relaxed as I ride, which means I must feel safe from lots of cars. I want to hear birds as I ride. Like Copenhagen, Amsterdam and Portland
Car-free, active transportation corridors connecting vibrant commercial and recreational hubs and nodes. Dedicated recreational bike paths (Dallas Rd, Harbour Front, Galloping Goose for example)
A network of main cycling arteries (separated cycling track) on streets with flat terrain that connect major neighbourhoods and suburbs A larger network of secondary bicycle lanes & bicycle priority streets to connect with arteries
Safe, consistent facilities
Educated road users
Facilities at destinations (lockups)
Minimize Transit/Cycle shared facilities
Internationally competitive mode share (ex 15%/24hrs)
Parity of mode share (Gender, Age..)
All arterials are cycle tracks
Zero deaths / year
Measure & demonstrate social/econ benefits
Fully funded, not just planned projects
A high % of short trips via bicycle
Cycling used for routine trips by most people
Diverse demographic of cyclists (age, gender, experience)
Entire roads closed to vehicles, or only residential access (ex, Vancouver St, Haultian Rd)
Major portions of downtown only accessible for pedestrian and cycling
Safe village to village connectivity via main & secondary arterial roads
So safe helmets are optional
A Healthy, Active & Connected City – People out and about
Interconnected & community focused City
Inviting neighbourhoods, accessible to pedestrians and cyclists alike, with reduced noise/congestion/ general unfriendliness of vehicle traffic A City where cyclists and motorists can get easily & safely to their destinations. A
A City that embraces cycling & owns this as part of its image. Brands itself as the ‘biking mecca’ A City where riding a bike is a joyful, everyday activity for people of all ages
Fun, supportive, inclusive
We ride here because its fun to ride
People want to be a cyclist
Victoria – with some major investments & improvements – has a huge branding opportunity (Tourism) “City of Bikes” Utility cycling
Everyone bikes!
Seniors getting around by bikes
Biking is the prime choice to get around over cars and transit
Community! For the everyday cyclist
Many cyclists riding comfortably at their own speed
Relaxed, safe, inclusive and normal to all ages and abilities
In 2034, Victoria has a transportation network that prioritizes the ‘transportation hierarchy’.
Enacted through Bylaw, cyclists have right-of-way before pedestrians and cars.
Cycling is given priority over motoring.
We celebrate car-free weeks with festivals.
Bikes are the predominant form of transportation in Victoria.
In 2034, there is an increase in % of women on bikes.
Municipal transportation budget divided by percentage of mode (i.e. % cyclists; % motor vehicles, % transit). In 20 years, just like Copenhagen or Amsterdam with divided user spaces (sidewalk / bike lane / car lane / shared transit lane) on all major streets. Separated cycle lanes on all major routes.
Major destination bike stations accommodate cyclists with secure end-of-trip facilities (both at major employers and destinations) 24/7 comprehensive facility. People feel safe to ride and park their bikes everywhere.
Infrastructure: (a) flat direct roads now easy for bikes to use e.g. Shelbourne; (b) lights timed for bicycles e.g. for speed and early start at lights (c) an obvious bike route to almost everywhere. Low speed (bike speed) on major bicycle boulevard secondary routes.
Bike traffic lights that start before car traffic lights.
Proper surfacing of all bike routes.
Cyclists have full respect of all motorists.
People of Victoria are happier.
In 2034, reduced carbon emissions and other environmental protections are major decision-making priorities. Air and noise pollution have dropped dramatically.
In 2034, funding (tax dollars) is ‘somewhat’ more equitably distributed between car and bike and transit and pedestrians – proportionate. Legal preference for cycling: (a) Idaho stop; (b) motorist liable in accidents: (c) 30km/hour speed limit. Cycling shapes new development, housing and infrastructure.
We as the biking public need to voice and vote strong support to enable City, provincial and federal officials to make the radical changes necessary to change the car culture. We need strength in government and engagement of all users to make the big changes that are necessary. Culture shift: biking commuting as societal norm vs. car culture and cyclist subculture
Bikes outnumber cars on Victoria roadways
30% mode-shared by 2038
Fuller adoption of transportation hierarchy
Onus of proof on cars for cycling accidents like Holland
Visible cyclist priority indicators: signage, road markings, art work
Victoria is a tourist destination for biking around city (like Copenhagen)
Light-rail system from downtown to UVic and West Shore with multi-modal connections at all stops No place more than 500m form a main route and 200m from a secondary route
Victoria has a fully integrated and separated bike infrastructure bisecting and circulating to all municipalities. Strong partnerships exist with BC Transit and ferries. Bike routes and green belts create sense of community. Quiet, clean air corridors that may include small electric vehicles (40km/hour limit) shared multi-modal but no fossil fuel cars See families, kids, women and elderly smiling and waving to me as I use separated bike lanes not mixed in with cars or roads) for all my trips around town. Dog & bike friendly (wide and slow enough for trailer or dog running beside bike)
Feeling like it is a city for PEOPLE: people out and about frequenting businesses, cruising, touring by bike. Not having to worry too much about where I can stop for a bathroom break or water bottle fill up on a longer bike ride. Being able to bike almost anywhere in the central CRD for commuting, errands and recreation without feeling unsafe or annoyed by the actions of other road users. Car-free Government Street – only buses, taxis, cyclists and pedestrians with scatter intersection at Government and Fort. Easy! Businesses are very accessible to cyclists
Cyclist service vendors, gas stations
Bike intersections (like Holland)- bikes have head-start / separated.
Clearly posted ride/road rules and safety guidance with popular pit-stop locations
Education/training for drivers: bike lanes are for bikes!; don’t open doors unexpectedly into lanes; don’t try to circumvent a cyclist who has taken a lane; don’t turn right, cutting off cyclist going straight. Cycling courses part of all provincial school curriculum.
Cycling education courses to provide cyclists with confidence and knowledge to use roads safely. All transportation corridors built toward walkability and cycling for children and elderly
Fast, easy, safe, comprehensive routes
All existing bike infrastructure fully interconnected and integrated between municipalities in the CRD Pneumatic tubes for bike travel
People with children feel safe biking
Cyclists of all abilities, family structures and comfort levels feel safe
Cycling on the road with cars as a legal motor vehicle is a known option
Change the driving culture to reduce speed limits and increase awareness of bikes
Cycling options (lanes, roads, etc) are visible to everyone, including drivers
Encourage less vehicle traffic, raise the gas tax, offer through workplaces for more commuters to get bus passes so they will also consider cycling Central areas and ‘leafy malls’ – no noisy motors – Carbon tax
Outlaw political campaign donations (provincial and federal) Preferential balloting at every level. Majority of smaller neighbourhood roads traffic calmed, with bike and pedestrian access
Optimize bus/bike interface, secure bike parking, more bike transporting on buses
Biking and walking is the safest way for kids to get to school, biking is the normal thing
Car driving is a weird occasional thing to do in specific circumstances (sick, moving heavy things, etc.) Biking is more convenient. Quiet cuz the cars and slow and few and far between
Seamless networks of Triple A infrastructure providing convenient, safe transportation for all
Cycling is the most enjoyable and convenient connection for all of my trips in the city – safe, convenient, comfortable Structure versus chaos equals safety and comfort
A city that values cycling as essential to infrastructure by providing even more support for cyclists than for motor vehicle drivers Riding “as you are” (i.e., not in special clothes) is considered totally normal
A city where you don’t have to be an expert to feel comfortable riding a bicycle
Supports cycling from age 8 to age 80
I would like to see Victoria be a place where everybody of all ages can meander around on their bicycles and feel the freedom No cars
A connected community with people friendly places where everyone feels and is safe cycling as transportation. My utopia – I can cycle anywhere in the city without a helmet, I do not ride with traffic.
A safe, family-friendly and community focused network that enhances and compliments alternative transportation in Victoria. Default; equal opportunity; safe; cyclists with priority; access connecting key institutions
Bike travel is easier than car travel.
Seamless bike travel; Copenhagen (cars/bikes intermix well); cyclist is the priority
Dedicated routes with traffic controls for bikes with separation from traffic.
Vision 20/20: 20% cycling commuting mode share by 2020. 10% overall trips; bike a mainstream activity “This is what we do”. Bike parking everywhere. Separated bike facilities everywhere. Customers in bike gear. Victoria as leader in cycling
Bike only in the downtown
12 year old grandchild can ride her bike across town
Cyclists helping each other (sense of community)
Not dependant on fossil fuels
5 times as many cyclists vs motor vehicles
Cyclist first, cars second
Bike only traffic controls, downtown secure bike parking with showers, safe, >50% of trips are taken on bike, bike way along west?? and songhees. Safe, segregated lanes separate from traffic, on all major arteries. Safer cyclists who understand and obey road rules. Safe, level, bike routes with as few intersections as possible to allow enjoyable travel. Completely grade-separated where possible, otherwise buffered from traffic. Separation of cars and bikes (that is why the Goose is popular), covered bike parking, lockers for bike stuff, education of motorists, education of cyclists. Look: fewer "thoroughfares" for fast moving vehicles, people walking and cycling 90% of the time for destinations within 2 km of home, drivers taught to open car door with right hand. Feel: walking and cycling more pleasant and inviting, traffic slower, drivers paying attention - safer.
Integrated with the downtown and not separated for recreation use only. Cycle tracks throughout downtown region with safe intersections.
