The international humanitarian law provides different limitation and rules to the

authorities and different legal bodies to ensure the civilian population’s rights and make them

effectively implemented. The conditions in Italy and Germany about the Humanitarian

conditions have long been in discussion as the violence observed many times in different

regions. The main concerns about the human rights’ abuse and the violence of international

human rights target the critics to provide proper humanitarian rights to the people. The Italian

government has long been active in considering the humanitarian issues that the country is

facing. The Italian government in this regard has been focusing the improvement in the human

rights issues and to perform several thematic priorities.

By the first impression, we think as human rights violations only take place in the African

or third world countries but someone merely know that these issues have been a major concern

for the governments in Europe and Germany as well. The severity and the intensity of such

violations is different across different regions and different scenarios but they all are needed to

be seriously considered as many analysts have pointed out. Also the Italian government has been

hindered to enter in several international bodies due to its lack of interest in the very issue earlier

several years. For the purpose, the Italian government is working on different issues that have

been criticized the most by different critics. The major issues in this regard counts for violence

by police department, the deportations in Italy, the discrimination against minorities (Sinti and

Roma). Other than these, some other issues are also considered to make improvements in, (Kalin

and Kunzli 2009).

The human rights improvement has been considered as a priority by the Italian

government. The government is taking steps in different sectors to improve the position of the

state in the factors that have been criticized the most. The Italian government places priority to

the application of death penalty. The idea behind the instance is that the abolition of capital

punishment can reinforce the human rights. It also states as the rule has no importance for the

government in terms of crime deterrence. The Italian government is also taking care for the

rights of women and minorities. The government of Italy has implemented the National Plan of

Action for 2014-2016 by adopting the United Nations Security Council resolution no. 1325 on

women, peace and security to improve the gender equality and empowerment of women, (ohchr

2015). Protection of the rights of minorities is also a special concern for the Italian government

that is particularly captured by the government. The conflicts created by different armed and

violent masses in the underdeveloped areas of the country had created severe tension in the

country and causing extreme poverty and social unrest in the society. To stop such activities, the

government of Italy has been supporting the United Nations Department of Peacekeeping

Operations project to respect the human rights of the minorities, (Weissbrodt and Bergquist

2006).

The government of Italy is involved in with the European Union in the battle against

racism and other types of prejudice and segregation, for example, such as anti-Semitism.

Important to that end, are particular national and worldwide administrative instruments and in

addition measures for the scattering of human rights instruction and the advancement of

intercultural and between confidence dialogs. Italy and its EU collaborators advance a yearly

United Nations General Assembly determination denouncing religious separation and

impatience. The latest of these has been implemented in 2014 and places an exceptional

Italy is also playing an active role to support the cause around the world to stop violence

against human beings in any source. The international institute of Humanitarian Law in this

regard is an independent organization which works without any interest of profit to promote the

awareness about human beings’ rights development around the world. The head quarter of this

organization is located in Italy and the organization is engaged in supporting the rights of

refugees and immigrants very actively. The institute is comprised of 200 individuals of different

nationalities which perform for the improvement of the legislations about the human rights

around the world and take care of the interests of refugees and immigrants especially around the

world. The institution is highly integrated to the other working bodies of the world that are

according to the standards of the United Nations Organization provide reasonable work in their

domains. Including the International Committee of the Red Cross (ICRC), the International

Organization for Migrants (IOM) and the United Nations High Commissioner for Refugees

(UNHCR), the institute is highly coordinated with the individual and collective working bodies

of different designations to support the human rights safety around the world.
