Remotely Piloted Aircraft System

The Remotely piloted aircraft system (RPAS) policy has been published on the Bushfire and

Aviation Toolkit on the intranet.

Key points

• The RPAS policy applies to all users of the RPAS capability whether as a Remote Pilot, RPAS support staff, Incident Commander or firefighter throughout the prevention, preparation and recovery phase of operations for data gathering purposes.

• The policy describes when the RPAS capability is used and the roles and responsibilities to maintain safety and compliance.

Who needs to read the policy?

All staff who are authorised by Manager Bushfire and Aviation to operate the FRNSW RPAS

capability.

Rescindment

This plan rescinds the Remotely Piloted Aircraft System policy, Version 1, Aug 2017.

PROCEDURES

Fire and Rescue NSW Operational Readiness Network

This Commissioner’s Order rescinds and replaces In Order 2008/22.

Fire and Rescue NSW (FRNSW) has a network of crews and fire appliances across NSW,

which provide service delivery to the community. The delivery of Fire and Rescue services

operate under a risk framework within the Emergency Services Computer Aided Despatch

System (ESCAD) including policies, procedures and multi-agency agreements to ensure the

most appropriate resource is responded efficiently and effectively to emergency incidents.

Standard Operational Guideline 1 - Incident Management outlines the key principles in respect

of safety and the management and resourcing of emergency incidents.

The Major Incident Management Plan and Sub Plans, as well as Standard Operational

Guidelines, Safety and Operational Bulletins provide guidance on effectively and efficiently

managing the eight key capabilities identified as Fire and Rescue NSW’s service delivery

commitment to the communities of NSW.

The primary role for Fire and Rescue NSW is reducing risk in the community. FRNSW supports

this through responding to emergencies as well as undertaking other activities such as:

• Safety Visits

• Community Engagement

• Training / exercises

• Brigade Exercises

• Hazard reductions

• Station Forums

• Multi Agency Exercises

Given the emergency services network across NSW and applying a risk-based approach, it is

appropriate for FRNSW to actively engage in Prevention and Preparedness activities.

However, at times of greater risk, such as during or responding to major incidents and on days

of extreme fire danger, it is important that we have a greater surge capacity and capability

available and to ensure that adequate resources are available for response.

Duty, Zone and Area Commanders, in close consultation with the Response Coordinator, are

responsible for managing the availability and movement of appliances across the network,

including staffing of appliances.

Further, in cases of limited staff availability, the Area Commander, in consultation with Duty &

Zone Commanders, will also determine on a risk basis whether an appliance and crew are

required to form part of the FRNSW immediate operational response network. In doing so

consider factors such as, but not limited to:

• The impact and/or duration of the staff shortage(s);

• The time of day/night, such as school hours;

• Weather forecast conditions;

• Any current operational activities which have local risks or impact on response;

• The availability of staff and appliances across the overall network; and

• The necessity or otherwise of postponing activities, (for example Station Forums).



If, following the risk analysis it is deemed necessary to cover that particular area of the

network, then consider options such as, but not limited to:

• The move up of other appliances;

• The use of available on-shift personnel;

• The use of available retained or off duty permanent firefighters

New Zone fax numbers – September 2019

Telstra have scheduled disconnection of their ISDN service, which is currently in use for the FRNSW fax machines. As a result of this FRNSW are required to migrate fax services at all fire stations. As an alternative, new fax numbers based on GoFAx service are being arranged for all Fire Stations. This activity will be carried out progressively for Regional & Metro Stations NSW.
