Key Points:
Chief Executive Officer of The NITI Aayog Amitabh Kant, has recently said that the NITI Aayog
will provide incentives to District Collectors for every individual shifting to digital payment
mode.
An incentive of Rs. 10 will be provided to District Collectors or DMs or deputy commissioner for
every individual who has transited to digital payment mode and has undertaken at least two
successful transactions.
Forms of transactions
The transactions should be in either of the following forms:
1. a) unified payment interface, b) USSD, c) Aadhaar-enabled payments, d) digital wallets, e) debit cards and prepaid cards.
2. To initiate the activity, the NITI Aayog will be immediately transferring amounts up to Rs. 5 lakh per district based on population figures.
Further, the top ten best performing districts of India will be awarded the Digital Payment
Champions of India award.
The first 50 panchayats which go cashless will be awarded the Digital Payment Award of Honour
by the NITI Aayog.

Recently, there has been an unintended fusion of the Sagarmala initiative and
Beijing’s Maritime Silk Road (MSR). This unintended fusion has largely been caused by India’s decision to rapidly
develop ports, especially along the east coast, and China’s renewed focus on an expansion of its harbours.
The new hubs of coastal development which have emerged are the ports of
Krishnapatnam and Machilipatnam in Andhra Pradesh as well as the
Colachel Port in Tamil Nadu.
These ports are linked with the Sagarmala initiative.
What is the Sagarmala Initiative?
The Sagarmala initiative, is PM Modi’s pet project of having a string of world class ports, enmeshed with well-connected industrial clusters in the
hinterland.
The prime objective of the Sagarmala project is to promote port-led direct
and indirect development and to provide infrastructure to transport goods to
and from ports quickly, efficiently and cost-effectively.

What is a fixed dose combination (FDCs) drug?
A fixed dose combination is one that contains two or more drugs combined in a fixed ratio of doses and available in a single dosage form.
Unfortunately, in India, millions of unapproved formulations and products of fixed dose combinations (FDCs) are available.
They are available in three therapeutic areas — a) analgesia, b) anxiety/depression and c) psychosis.
It is important to note that these are unsafe and at times dangerous or even lethal.
Development
Recently, the Delhi High Court quashed all notifications banning the manufacture and sale of 344 Fixed Dose Combination (FDC) drugs.
There is little doubt that a number of combination drugs should be taken off the shelf.
It is important to note that the government believes, as do many health activists, that some combinations are unsafe and/or promote antibiotic resistance, while others lack particular therapeutic value.
Justice Rajiv Sahai Endlaw concluded that the ban was invalid because the power under the Drugs and Cosmetics Act was exercised without consulting the Drug Testing Advisory Board (DTAB) and Drugs Consultative Committee (DCC).

The 2015 Chennai floods put the spotlight on how unwise land use, made the city
vulnerable to the Northeast monsoon.
In the wake of the 2015 Chennai floods, the state government pointed out that it is taking
the following initiatives:
a) building storm water drains, b) removing encroachments, c) de-silting waterbodies, bridges and culverts, and d) sprucing up its early warning and disaster response machinery. Although these initiatives are noteworthy, unfortunately, on the other side we also see
agencies building ill-designed bridges and roads, flattening dunes, and filling up salt pans
and water bodies.
It is important to note that The 11th Five-Year Plan marked a policy shift from rural
development to urban renewal. It celebrated urbanisation as “an indicator of economic
development... [and] a positive factor for overall development.”
Urbanisation and its problems
It is important to note that urbanisation results in an increased built-up area. This increased built-up area, requires workers, who are usually migrants.
But, unfortunately, with affordable housing for the working poor absent, informal settlements come up in vulnerable areas in floodplains and along the margins of seas and waterbodies to accommodate each new wave of migrants.

It is important to note that in the wake of demonetization, consumers and small
businesses have been forced to use their debit and credit cards more often. They
have also been forced to try mobile banking and adopt e-wallets.
This change in habit reduces the need to carry enough cash on shopping trips and
saves vendors and shopkeepers the bother of keeping track of cash collections
and keeping the money safe till it is deposited in the bank.
It is important to note that every transaction completed with the swipe of a card,
or using internet or mobile banking or e-wallets, leaves a digital trail.
This digital trail would become a rich source of information that the tax
department can use to identify tax evasion.
This can be used as an effective tool of governance. In the bid to curb the re-
emergence of unaccounted cash as well as to collect more from income taxes, the
Government could direct payment gateways and e-wallet companies to share
information on individuals and merchants exceeding a certain threshold in
payments and receipts.

Tamil Nadu Chief Minister Jayalalithaa is no more. She had suffered a cardiac arrest and did not respond to emergency life support treatment. Her death plunged the State and the party into grief.
It is important to note that during her many tenures as Chief Minister of Tamil Nadu, several initiatives and schemes were launched. Some of these schemes have set themselves as an example to follow in other states of the country as well. Thus, it is important for civil services aspirants to be aware of these schemes.
Welfare Schemes initiated:
'Cradle Baby' scheme: This scheme was launched in 1992 in Salem district, during her first term, to combat the low sex ratio and to curb the menace of female infanticide.
In addition, Jayalalithaa instituted the ‘Girl Child Protection Scheme’, which provides financial incentives to impoverished parents to tide over educational and marriage expenses of their daughters.
All Women Police Stations: To specifically cater to the complaints and grievances of women, the first All Women Police Station was set up in 1992 by her government. At present in Tamil Nadu, 200 such police stations are functioning, with one in each sub-division. It is significant to note that about 40% of the All Women Police Stations in the country are located in Tamil Nadu. In addition, every police station has been ordered to have one Woman Sub-Inspector.
Rainwater harvesting (RWH): This was started as a movement by the government in 2001.
She made RWH compulsory in all buildings to replenish the groundwater tables, which were rapidly falling. Amendments were made to the Tamil Nadu District Municipalities Act.
New Veeranam scheme: This scheme envisaged bringing water from Veeranam tank in Cuddalore district to Chennai. This scheme was implemented by the AIADMK regime led by her in 2004. Since 2004, the Veeranam tank, located at the tail-end of the Cauvery river system, has been one of the major water sources for Chennai.
Tsunami relief and rehabilitation: In the aftermath of the tsunami on December 26, 2004, she ensured that the entire official machinery was focussed on relief efforts.
Free houses, goats and grinders: One of her flagship schemes was the Solar Powered Green House Scheme. This scheme was launched in 2011-2012. This scheme aimed at providing a proper home for families living below the poverty line, along with the solar powered home illumination.
Also, milch animals were distributed in villages. This was another big hit among the rural folk.
Free laptop scheme: Jayalalithaa unveiled a free laptop scheme for students of government and government-aided schools and colleges. The objective was to empower students and enhance their skills and ability, and was especially targeted at those in rural areas.
Amma canteens: This scheme was launched primarily to provide food to the urban poor at a low cost. This scheme is now being replicated in many other states.
Amma baby care kits: The scheme was aimed at improving the hygiene of post-natal mothers and newborn babies, and inculcating hygienic practices among the mothers. The kits contain, among other things, a towel, dress, bed, protective net, napkin, oil, baby soap, shampoo, soap box, liquid hand wash, nail cutter, baby rattle, toy, and 'sowbagya sundi lehiyam’ (a medicinal preparation to improve mother’s health).

The Centre recently declared that it does not propose to make singing of the National
Anthem mandatory in all government and government-aided schools.
The Centre remarked that it is up to the States to take necessary action for observance of
provisions of the RTE Act and Constitution concerning the same.
Citing the Right of Children to Free and Compulsory Education (RTE) Act, 2009, Union
Minister of State for Human Resource Development, Mr. Upendra Kushwaha, said that the
act provides for free and compulsory education to every child of age 6 to 14 in a
neighbourhood school till the completion of elementary education in all States and UTs
except Jammu and Kashmir.
Specifics of the Act
It is important to note that section 29(2)(a) of the RTE Act provides that the academic authority, while laying down the curriculum and the evaluation procedure under sub-section (1), shall take into consideration conformity with the values enshrined in the Constitution.
Further, it is also important to note that Article 51-A (a) of the Constitution of India mentions that it shall be the duty of the every citizen of India to abide by the Constitution and respect its ideals and institutions, the national flag and the national anthem.

Key Points:
There are good reasons as to why the ‘Heart of Asia’ conference is named so. One of the obvious reasons is geographical.
As Afghanistan lies at the junction of Central, South and East Asia, and is also at the junction of the ancient trading routes from China and India to Europe.
In fact, today, Afghanistan is also a focal point for the region’s biggest challenge- that of terrorism.
It was thus necessary and timely for India to put terror at the centre stage at the Heart of Asia declaration in Amritsar.
If we factor developments over the past year, the cornering of Pakistan by its South Asian neighbours has only yielded deeper ties for Islamabad with Beijing and Moscow, pushed Kabul closer to Central Asia, and moved New Delhi towards multilateral groupings to the east and south.
It is significant to note that the ‘Heart of Asia’ process remains critical to forging cooperation to realise Afghanistan’s potential to be a vibrant Asian “hub”.

Globally, an increasing number of people are facing displacement due to droughts,
famines, rising sea levels and other natural disasters caused by climate change.
In popular literature, this class of migrants has been labelled as ‘environmental refugees’. It is important to note that the UN Refugee Convention (1951) grants certain rights to
people fleeing persecution because of race, religion, nationality, affiliation to a particular
social group, or political opinion.
Due to this convention, the refugees are entitled to follow principles of non-
discrimination, non-penalisation, and non-refoulement.
Unfortunately, people migrating due to environmental disasters have no such recognition
of their ‘refugee’ status in international law.
This leaves them without any basic rights of rehabilitation and compensation.
The Paris Agreement The Paris Agreement presented a unique opportunity to address the challenge of
increasing environmental refugees.
It is important to note that before the negotiations commenced, there were
numerous demands that were made to incorporate ways to tackle climate
migration in the final agreement.
These demands included: a) recognising the threat posed by climate change to
livelihoods and human safety, and environmental refugees or migrants affected
by climate change; b) providing technical and capacity building support to
national and local initiatives tackling such displacement; c) and developing
suitable policies to manage loss and damage by addressing climate change-
induced displacement.

A new initiative:
The Union Ministry of Earth Sciences (MoES) has taken up a multi-institutional initiative to
conduct an intensive ground-based measurement campaign in Delhi over this winter to
understand the different physical and chemical features of fog and factors responsible for its
genesis, intensity and duration.
Winter Fog Experiment (WIFEX):
The objectives of the Winter Fog Experiment (WIFEX) are to develop better now-casting (next 6
hours) and forecasting of winter fog on various time and spatial scales, and help reduce its

WIFEX was conducted in a pilot mode at IGIA during last winter, and will be continued during

Indicators (IAEG-SDGs), consisting of representatives from 28 countries including India,
met in Geneva.
They met to finalise the categorisation of indicators across the 17 global Sustainable

It is important to note that in India, Health and nutrition are two areas where
achievements have not been quite up to the mark during the previous era of Millennium
Development Goals (MDGs).
Significantly, in the Global Hunger Index, India is ranked 97th among a total of 118
countries. This statistic signifies a high level of hunger and undernutrition.
The Way Forward Firstly, there is a need to transform civil registration and vital statistics (CRVS) systems in
India.
Currently, India relies on sample registration and surveys to track mortality-related goals
because of inadequate coverage of its Civil Registration System (CRS). This needs to be
addressed.
It is imperative to ensure universal registration of births and deaths by the year 2020. This
was promised in the “Vision 2020” plan announced in 2014.
It is suggested that the existing sample surveys that collect data at the national level should
be assessed for their comprehensiveness.
It is important to conduct a comprehensive assessment of existing surveys with the aim of
streamlining a set of health and nutrition indicators to continuously track the national
targets.
The national Health Management Information System (HMIS), which serves as the backbone
for monitoring results of the National Health Mission, needs reform.

It is significant to note that in two cases in Britain, lesbian couples from India
claimed that they should not be deported home, for they would suffer a risk of

The Indian Context
It is important to note that India is one of the 17 mega-diverse countries.
India is rich in biodiversity and its associated traditional knowledge systems which have been

Due to India’s sheer size, range of topography, altitude and climate, India exhibits a rich variety of ecosystems such as forests, grasslands, deserts, wetlands, mangroves and coral
reefs.
This rich variety of ecosystems, provide basic needs such as food, fibre, medicine, fodder, fuel
wood and timber.
The following statistic is noteworthy: Around 1.2 billion people coexist with 8 per cent of
recorded species, which includes over 45,000 species of plants and 91,000 species of
animals.
Further, it is important to note that India’s tribal population is also dependent on forests and natural resources to a significant extent.
Mainstreaming of biodiversity
It is important to note that our developmental activities are adversely affecting biodiversity.
For example, natural resources such as water, forests, fisheries and marine resources are
being overexploited, which in turn affects their renewability.
Mainstreaming or inclusion means integrating/including actions related to conservation and
promoting the sustainable use of biodiversity in strategies relating to production sectors such
as agriculture, fisheries, forestry, tourism, and mining.
Mainstreaming also refers to including biodiversity considerations in poverty reduction and
national sustainable development plans.
The advantage of Mainstreaming, lie in the fact that it helps to reduce the negative impacts
on biodiversity.
For example, in agriculture, strategies to minimise the use of and optimise the application of
chemical fertilizers and pesticides, reduce negative impacts on soil, groundwater,
surrounding habitats and wildlife.

The court remarked that the practice would instil a feeling of committed patriotism and nationalism.

When we factor in India’s low tax base, this recent initiative towards cashless payments could be a game-changer, with the introduction of the Goods and Services Tax.

the Chinese endeavour to create a deep-sea berthing infrastructure and an SEZ
further down the Rakhine coast at Kyaukphyu.
These two investments are inevitably being seen as attempts made by India and
China, to expand their spheres of naval influence in the Indian ocean region as in
the case of Gwadar in Pakistan and Chabahar in Iran being built by China and
India, respectively.
Sittwe is the capital of Rakhine State in south-western Myanmar.
It is located at the mouth of the Kaladan river, which flows into Mizoram in
north-eastern India.
Indian Context It is important to note that India has for years sought transit access through
Bangladesh to ship goods to its landlocked north-eastern States.
Unfortunately, at present, the only route to this region from the rest of India
is through a narrow strip of Indian territory nicknamed the Chicken’s Neck in West Bengal, sandwiched between Bhutan and Bangladesh.
The strategic advantage of the deep water port built by India in Myanmar’s Sittwe would be that it would significantly lower the cost and distance of
movement from Kolkata to Mizoram and beyond.
For example, once shipments arrive at Sittwe, they will be transferred to
smaller freight carriers which would sail upstream into Mizoram.
