Franklin Drilon who renewed his call on Friday for a change inthe countrys school calendar amid frequent and lengthy class suspensions due tothe heavy rains and widespread flooding this week. The [students] being absent in school means less absorption and less time tolearn, Drilon said in a statement, adding that the school opening should be rescheduled so as not to coincide with the countrys monsoon season.In 2010, Drilon filed Senate Bill No. 2407 seeking to amend the AdministrativeCode so that the school opening date shall not be earlier than the first day ofSeptember nor later than the last day of October of each year unless prevented by fortuitous events.The Administrative Code currently gives the secretary of education the discretion to set the opening of classes not earlier than June nor later than the last day ofJuly.

  10. 10. PHILIPPINES TO BUY 2 MISSILE WARSHIPSAt last, the Philippines will be getting real warships. Defense Secretary Voltaire Gazmin on Thursday said the government was planning to buy next year its first two modern warships armed with surface-to-air and surface-to-surface missiles and capable of hunting down submarines in the West Philippine Sea.Defense Undersecretary Fernando Manalo said this would be the first time that the Philippines would have warships with missiles and other modern armaments. Gazmin said the Department of National Defense was looking to acquire the missile frigates from the Italian Navy. The twoMaestrale-class frigates cost P11.7 billion. These are warships, Gazmin said in a press conference. They have antisubmarine capabilities and surface -to-air missiles.This is really for battle. We could get the frigates by November next year.He said the frigates would be more lethal than the Hamilton-class cutters the US Coast Guard was selling to the Philippines. The Maestrale class of frigates was initially commissioned for the Italian Navy in 1982. They were primarily designed for antisubmarine warfare but are also capable of fighting on the surface and shooting down aircraft. Equipped with several electronic warfare systems, these ships also have torpedoes, long -range guns and automatic weapons. The Italian Navy will retire these frigates next January, Manalo said.

CAVITE VIES FOR ANOTHER SEAL OFGOOD HOUSEKEEPING AWARDTRECE MARTIRES CITY, Cavite, Aug 11 (PIA) -The provincial government will once again vie forthe Seal of Good Housekeeping (SGH) award given by the Department of Interior and Local Government (DILG).The Seal is a mechanism comprising a set of criteria aimed at recognizing local government unitswith good performance in internal housekeeping, particularly in the areas of planning, sound fiscalmanagement, transparency and accountability, and valuing performance management. In a letter addressed to all department heads, Efren C. Nazareno, engineer and provincialadministrator for External Affairs, said, Awards and citations play significant role in governance asthese recognitions give us, civil servants, fulfillment and validation that our efforts are bringing positive change to our constituents. For this, Nazareno asked department heads to prepare and furnish his office a semestral accomplishment report which will cover the period of January to June of this year. He said the report will be based on the Annual Investment Program format and should beaccompanied by a narrative report, among which are pictures, project proposals, minutes of meetings and other pertinent documents as attachments.Nazareno is certain that they will get another Seal of Good Housekeeping for the province.
