Two government agencies co-ordinates educational mobility programmes in Sweden

International Programme Office for Education and Training (IPO)• Promotes academic exchanges and cooperation across national borders.
• Award grants and project funding as part of cooperation and exchange programmes
•Primary funders: the European Commission, the Nordic Council of Ministers and the Swedish government.
The Swedish Institute (SI) •a public agency that promotes interest and confidence in Sweden around the world.
•SI seeks to establish cooperation and lasting relations with other countries through strategic communication and exchange in the fields of culture,
education, science and business.

SI Scholarships can in reality be counted in the ”free movers” cathegory even if they could be based on agreements. Scholarships for master students are always for free movers

Atlas (funded by the government)Programme for staff and pupils at preschools, compulsory schools and upper secondary schools. Co-operation is possible with any country in the world
Athena (funded by Sida)Programme for global exchange within Vocational Education and Training
Both programmes can be used for co-operation with countries in the Eastern Partnership but so far low activitity

Conclusion on mobility flows
• Number of in-coming students have been increasing since 2009
• Numbers of exchange students very low
• Difficult to determine actual number of in-coming ”free movers”, possibly HEI agreements as basis for mobility = more organised mobility
• Number of out-going is extremely low

Reform initiatives to strengthen internationalisation in Higher Education
•Increased autonomy
•Joint degrees
•Teacher mobility is key
•Recognition of qualifications and mobility periods

•Swedish HEI develops their own strategies for internationalisation
•Swedish students have portable student loans
•Governement initiatives can be taken on specific actions – scholarship programme 2010-2012
•No specific country priorities

Organised mobility vs free movers
•For out-going mobility the Swedish system clearly facilitates free moving. Different situation for in-coming mobility
• Numbers are clearly higher for free movers – but, it is often based on bilateral HEI agreements or other forms of co-operation
• Organised mobility is to prefer in the long run if international co-operation aims to raise the quality
• A need to increas organised mobility either via programmes or based on balanced agreements between HEI:s

How to overcome the challenges?
• Direct co-operation between HEI:s either via programmes or agreements
• Increased co-operation and coordination also on national level
•Contact seminars and meetings
•Summer schools
•Funding for contacts and preparation of agreements
