Annex 1

The 13th

Hong Kong Green School Award

Aims/Objectives

This is to invite kindergartens, primary and secondary schools to join the captioned

activity.

Details

2. The aims of the captioned scheme are to encourage schools to formulate a school

environmental policy and implement an environmental management plan towards a green

school; and to enhance environmental awareness, develop environmentally-friendly attitudes

and promote green practices among school managers, teachers, non-teaching staff, students

and their families.

3. The Hong Kong Green School Award was initiated by the Education Bureau (EDB),

the Environmental Protection Department and the Environmental Campaign Committee (ECC)

since 2000. The co-organisers of the scheme are the Hong Kong Institute of Education, the

Hong Kong Productivity Council and the Vocational Training Council.

4. The scheme is divided into Pre-school, Primary School and Secondary School

Categories for the participation of all the schools in Hong Kong. Details of the schemes are

given in the attached Information Sheet (Appendix 1a).

5. Heads of schools who wish to participate in the scheme are requested to complete

the attached Registration Form (Appendix 1f for pre-schools / Appendix 1g for primary

and secondary schools) and return it by fax to the designated fax no. on or before 24

October 2014 (Friday).

Appendix 1a

The 13th

Hong Kong Green School Award

(I) Objectives

To encourage schools to formulate a school environmental policy and implement an

environmental management plan towards a green school; and

To enhance environmental awareness, develop environmentally-friendly attitude and promote

green practices among school managers, teachers, non-teaching staff, students and their

families.

(II) Organisers

Environmental Campaign Committee (ECC);

Education Bureau (EDB); and

Environmental Protection Department

(III) Co-organisers

Hong Kong Institute of Education;

Hong Kong Productivity Council; and

Vocational Training Council

(IV) Background

The Hong Kong Green School Award (HKGSA) is divided into Pre-school, Primary School and

Secondary School Categories and is open to all schools in Hong Kong. For the 1st – 7

th HKGSA,

participating schools that met the assessment criteria were presented with Green School Awards,

and then competed for champion, 1st Runner-up, 2nd Runner-up and merit awards. From the 8th

to

11th

HKGSA, the scheme was re-structured into a benchmarking system to forge a partnership

between the HKGSA and the Hong Kong Awards for Environmental Excellence (HKAEE). In

2010, a consultancy study on the Environmental Programmes of the ECC proposed modifications

of the benchmarking system which is then adopted since the 12th

HKGSA.

(V) Arrangement for the 13th HKGSA

The HKGSA comprises visiting winning schools of the 12th

HKGSA and the 2013 HKAEE,

environmental training workshops, self-assessment of environmental performance and adjudication

/verification. The assessment criteria for the Pre-school Category remain unchanged, but those

of the Primary School and Secondary School Categories have been revised. A special award

“Waste Less School Award (tentative)” is also open for primary and secondary school categories.

1. Visiting Winning Schools of the 12th

HKGSA and 2013 HKAEE

Visits to the award-winning schools of the 12th

HKGSA and the 2013 HKAEE will be

arranged for the Pre-school, Primary School and Secondary School Categories from

November to December 2014. Details of the school visits will be announced later.

Heads of Schools may nominate their teachers to join the school visits to share the

successful experience of the past award-winning schools in implementing environmental

management.

2. HKGSA Environmental Training Workshops

The ECC will arrange training workshops for school managers, teachers and non-teaching

staff of participating schools from November to December 2014. Details of the training

workshops will be announced later.

Heads of Schools may nominate their teachers to join the training workshops and may take

the time teachers spent in the training workshops into account as Career Professional

Development (CPD) of the respective teachers.

3. HKGSA Self-assessment and Adjudication/ Verification

Pre-school Category

Participating schools are required to make a self-assessment on their performance

according to the assessment criteria and to score themselves based on the indicators set out

in the “Heading Towards Green Pre-schools – Environmental Management Guidebook for

Pre-schools”, which is downloadable from the Schools Go Green website at

http://school.ecc.org.hk. The assessment criteria for the Pre-school Category are listed at

Appendix 1b. Participating schools should return the self-assessment forms to the ECC

Secretariat on or before 14 February 2015 (Friday).

Primary School and Secondary School Categories (New Mechanism)

Participating schools are required to complete a Self-Assessment Manual (SAM) that

consists of a Core Module and four Supplementary Sections over a three-year timeframe.

The manual for the new mechanism and the SAM is downloadable from the Schools Go

Green website at http://school.ecc.org.hk.

Schools that achieve any level of accreditation during or after the 12th

HKGSA will be

eligible to keep that accreditation for three years.

To assist participating schools in the 13th

HKGSA, facilitators will be provided for

mentoring schools that require guidance and advice.

The assessment criteria for the Primary School and Secondary School Categories are listed

at Appendix 1c. Participating schools should return the score sheets to the ECC

Secretariat on or before 14 February 2015 (Friday).

The adjudication / self-assessment verification procedures and schedule of the 13th

HKGSA are

given at Appendix 1d.

4. “Waste Less School Award (tentative)” for Primary School and Secondary School

Categories

To encourage behavioural changes and to recognise waste reduction achievements of

primary and secondary schools, a special award “Waste Less School Award (tentative)”

will be introduced. Details of the award will be announced later.

(VI) Awards

Participating schools with outstanding performance will be presented with prizes. Details of the

awards for each category are listed below:

Outstanding Award

- Plaques and cash prizes will be presented to the 3 top-scoring pre-schools of each

assessment criterion.

Certificate of Appreciation

- Pre-schools being shortlisted for on-site inspections and reaching the benchmark score in

any of the four assessment criteria will be awarded the “Certificate of Appreciation”.

Primary School and Secondary School Categories

Schools achieving the requirements of the Core Module plus two or more Supplementary Sections

will gain Bronze, Silver or Gold accreditation. Schools achieving the requirements of the Core

Module plus Supplementary Section A will also be recognised. Not more than 10 top-scoring

schools from each category in the 13th

HKGSA will be referred to the 2015 HKAEE to compete for

the Sectoral Awards under the Schools Sector. A brief introduction to the HKAEE is attached at

Appendix 1e.

“Waste Less School Award (tentative)” for Primary School and Secondary School Categories

Schedule of the 13th Hong Kong Green School Award

Adjudication / Self –assessment Verification Procedures

Pre-school Category

Stage I – Self-assessment

Participating pre-schools should self-assess their performance using the assessment form in the

“Heading Towards Green Pre-schools – Environmental Management Guidebook for

Pre-schools”. Their self-assessment forms should be returned to the ECC Secretariat on or

before 14 February 2015 (Friday) for verification.

Stage II – Preliminary Adjudication

Pre-schools which have achieved the benchmark scores in Stage I will be shortlisted for on-site

inspections. The schools which are certified as having reached the benchmark score in any of

the four assessment criteria during on-site inspections will receive the “Certificate of

Appreciation”. Field Assessors will select schools with good performance and recommend

them to enter into the Final Adjudication after on-site inspections.

Stage III – Final Adjudication

The Final Adjudicating Panel will select and visit the pre-schools obtaining high scores in each

of the four assessment criteria. The Final Adjudicating Panel will select not more than 3

top-scoring pre-schools to receive the “Outstanding Award” in respect of each criterion.

Primary School and Secondary School Categories

Stage I – Self-assessment

Participating schools should self-assess their performance according to the indicators in the

“Hong Kong Green School Award – Self-Assessment Manual” and submit their score sheets to

the ECC Secretariat on or before 14 February 2015 (Friday) for verification.

Stage II – Score Verification

The Assessors will verify the scores of the shortlisted schools through on-site inspections.

Schools achieving the benchmark scores requirements of the Core Module plus two or more

Supplementary Sections will be granted Green School Bronze, Silver or Gold Award. Not

more than 10 top-scoring schools from each of the Primary School and Secondary School

Categories will be referred to the 2015 HKAEE to compete for the Sectoral Awards under the

Schools Sector. These schools may be visited by the HKAEE consultants for a detailed

assessment, and the school representatives may also be invited to present their achievements to

the HKAEE Final Adjudicating Panel in a meeting.

Appendix 1e

Hong Kong Awards for Environmental Excellence Background

The Hong Kong Awards for Environmental Excellence (HKAEE) has been launched since 2008.

The scheme aims to encourage businesses and organisations to adopt green management and

present them with an opportunity to benchmark their commitment towards environmental

excellence.

In 2014 HKAEE, five schemes are provided, namely Environmental Labels, Green Organisation

Labels, Carbon Reduction Certificates, Green Innovations Awards and Sectoral Awards.

Sectoral Awards

The Sectoral Awards aim to encourage businesses and organisations to adopt green management,

benchmark their commitments towards best practices within their sectors, and recognise and

acknowledge the efforts of leading businesses and organisations. The assessment criteria include

Green Leadership, Programme & Performance as well as Partner Synergy.

Student Environmental Protection Ambassador Scheme 2014/15

Aims/Objectives

This is to invite primary and secondary schools to participate in the captioned scheme.

Details

2. The objectives of the scheme are to develop in students a sense of responsibility towards

the environment; and to nurture leadership among students and encourage them to take positive

initiatives in improving the environment.

3. The Education Bureau (EDB), the Environmental Protection Department and the

Environmental Campaign Committee (ECC) will jointly organise the Student Environmental

Protection Ambassador Scheme (SEPAS) in the 2014/15 school year. The scheme has been

organised for students in primary and secondary schools since 1995.

4. Details of the scheme in the 2014/15 school year are given in the attached Information

Sheet (Appendix 2a). Heads of schools who wish to participate in the scheme are requested to

Appendix 2a

Student Environmental Protection Ambassador Scheme 2014/15

1. Description of the Scheme

1.1 The Environmental Campaign Committee (ECC), the Environmental Protection

Department and the Education Bureau (EDB) have jointly organised the Student

Environmental Protection Ambassador Scheme (SEPAS) for students of primary and

secondary schools since 1995.

1.2 Details of the programme could also be browsed in the EDB's "Other Learning

Experiences (OLE) Databank" (http://oledb.edb.hkedcity.net). Senior secondary school

students may participate in activities of the scheme. Under the Senior Secondary

Curriculum, students, if found necessary, could consider recording their participation of

any OLE (including this scheme) in their Student Learning Profiles, as a brief

representation of individuals' whole person development.

2. Objectives of the Scheme

To develop in students a sense of responsibility towards the environment; and

To nurture leadership among students and encourage them to take positive initiatives in

improving the environment.

3. Theme: “Waste Less for Green Living”

To promote waste reduction at source and environmentally sustainable actions in daily

life, “Waste Less for Green Living” is selected as the theme of SEPAS 2014/15.

4. Student Environmental Protection Ambassador

4.1 Charter

SEPAs are dedicated to building up a better environment for Hong Kong. They are

required to:

think globally and act locally;

keep abreast of environmental issues in Hong Kong;

take part in environmental protection activities organised by the ECC, other

government departments, non-governmental organisations, environmental groups

and community groups;

plan, organise and implement environmental protection projects at schools; and

set good examples in promoting sustainable development.

4.2 Appointment

4.2.1 All students from Primary 1 to Secondary 6 are eligible to be appointed as

SEPAs upon nomination of their schools. Once appointed, the students will

remain as SEPAs until the completion of their primary or secondary education.

4.2.2 Schools may nominate new SEPAs and update the number of existing SEPAs by

completing the Registration Form (Appendix 2b) and returning it to the ECC

Secretariat by fax at 2827 8138 on or before 3 October 2014 (Friday).

4.3 Levels

4.3.1 There are three levels of SEPAs:

4.3.2 Junior SEPAs

Junior SEPAs will assume the role of assistants to teachers and act as group

leaders in organising school-based environmental activities.

4.3.3 Intermediate SEPAs

Intermediate SEPAs play similar roles as Junior SEPAs. Their roles should be

comparatively independent in order to develop their leadership.

4.3.4 Senior SEPAs

For effective co-ordination of environmental activities, schools are encouraged

to set up “Green Clubs” or “Conservation Clubs”. All Senior SEPAs should

either be the chairpersons or office-bearers of the Green Club, Conservation

Club or other environmental clubs and participate actively in community

environmental activities.

4.4 Log Book and SEPA Badge

4.4.1 Each SEPA will receive a SEPA badge and a log book. The log book can be

used for a maximum of six years. Each SEPA should record in the log book

details of the environmental activities which he/she has organised or joined.

4.4.2 For replacement of log books for existing SEPAs, schools can make their

requests by completing Part B of Appendix 2b.

5. Training and Activities for SEPAs

5.1 School-based Environmental Activities

For financial assistance for organising environmental activities, applications may be

made to the Environment and Conservation Fund under the funding scheme of

Environmental Education and Community Action Projects. Application details and

forms can be found on the ECC website (http://eeca.ecc.org.hk).

5.2 Training

5.2.1 Training for the Basic Environmental Badge and the Specific Environmental

Badge is available for SEPAs under the Environmental Badge System. The

ECC also provides teachers with Training on Basic Environmental Badge

Assessment and Environmental Training Workshops under the scheme. Heads

of Schools may nominate their teachers to join the training workshops and may

take the time teachers spent in the training workshops into account as Continuing

Professional Development (CPD) of the respective teachers. Details of the

training are shown at Appendix 2c.

5.2.2 Training schedule and application forms have been uploaded onto the ECC

website (http://school.ecc.org.hk) for interested schools to nominate SEPAs to

participate in the training.

6. Awards for SEPAs

6.1 Outstanding SEPA Awards

Each school may nominate up to three SEPAs to receive the “Outstanding SEPA Awards”,

i.e. gold, silver and bronze awards. The nomination should be based on the performance

of the SEPAs in the school-based and other environmental activities in this school year,

and is entirely at the discretion of the head of school.

6.2 SEPA Merit Awards

At the end of the school year, schools may recommend their SEPAs with good

performance for the “SEPA Merit Awards” in appreciation of their dedication and

contributions.

To Promote Safe Cycling Together

Aims/Objectives

This is to invite primary and secondary schools to enrol in safe cycling training

programmes organised by Road Safety Council (RSC) and promote safe cycling.

Details

2. The RSC is organising 120 to 150 sessions of free safe cycling training programme

to students of primary and secondary schools about cycling safety. Interested schools are

welcome to make a reservation with the RSC.

3. Moreover, schools are encouraged to promote road safety education with the aid of

the Road Safety Bus and the Road Safety Towns which provide a pleasant and interactive

environment to facilitate learning.

Annex 4

2014/15 EDB Web-based Learning Courses

on Earth Science, Palaeontology, Astronomy and Mathematics

Aims/Objectives

The aim of this annex is to invite primary and secondary schools to nominate students to

participate in the captioned Education Bureau (EDB) Web-based Learning Courses.

Details

2. In order to provide appropriate advanced enrichment learning opportunities for gifted

learners to excel in their talented areas, the EDB has been providing web-based learning courses for

students from upper primary to junior secondary since 2008. Throughout the years, these courses

have been well-received by teachers, students and their parents. These web-based learning courses

cover domains in Earth Science, Palaeontology, Astronomy and Mathematics. Each of them

comprises 3 levels of study with standards of the highest level up to senior secondary. All the

courses are available in both Chinese and English, which will also provide free of charge off-school

enrichment learning opportunity for non-Chinese speaking students. Schools may nominate at the

most 15 students for each of these four courses. Successfully admitted students are expected to

complete the courses within one year. Certificates will be issued to those who have completed

each level of study.

3. Based on the feedback collected from teachers and students in recent years, the EDB has

revised the structure of the courses in order to address closely the learning characteristics of gifted

students. In the 2014/15 school year, all students can proceed with their learning totally at their

own pace and they can complete all the three levels at a pace commensurate with their ability.

Students may move on to the next level immediately after they have completed one level and passed

the end-of-level test. In order to familiarise teachers with this new feature, the EDB will organise

a briefing session with details as follows:

The 2014/15 Hong Kong Budding Poets (English) Award

Aims / Objectives

The aim of this annex is to invite primary, secondary, ESF and international schools to

participate in the 2014/15 Hong Kong Budding Poets (English) Award (HKBPA).

Details

2. The captioned competition is co-organised by the Gifted Education Section of EDB and

The Hong Kong Academy for Gifted Education. The aim of the competition is to provide a platform

for students to think creatively and develop a passion for poetry and for teachers to identify gifted

students in English to provide further training in writing poems. The organiser will hold a briefing

on 31 October 2014 (Friday) at The Hong Kong Academy for Gifted Education, Sha Kok Estate,

Shatin to introduce the details of the competition and more importantly, its on-line school

application and entry submission system. All teachers-in-charge are encouraged to attend. Online

registration for the briefing will begin in late September 2014 on the HKBPA website at

3. Schools planning to take part in the competition are required to register via the on-line

2. The School Physical Fitness Award Scheme (SPFAS) is jointly organised by the Hong

Kong Childhealth Foundation (HKCHF), the Physical Fitness Association of Hong Kong, China

(HKPFA) and the Education Bureau (EDB). It aims to promote the awareness of health-related

physical fitness and engage regularly in physical activities among primary and secondary school

students.

3. Students will be awarded a gold, silver or bronze level certificate upon meeting the

"Understanding Indoor Air Quality" - Model Display and Presentation

Objectives

The people of Hong Kong now attach great importance to the quality of ambient air.

However, improving indoor air quality (IAQ) is also an important part in environmental protection.

The Indoor Air Quality Information Centre (IAQIC) of the Environmental Protection Department will

visit primary and secondary schools in Hong Kong in order to enhance the understanding of students on

IAQ and the importance of good IAQ to our health through presentation and/or model display.

Details

2. Schools that are interested in the above service should preferably be able to arrange one

period of morning assembly or weekly assembly for speaker(s) from the IAQIC to conduct a 15-30

minute on-site presentation on “Understanding Indoor Air Quality” to their students.

3. Besides, in order to raise students’ awareness about IAQ, the IAQIC will provide schools

with 2 IAQ interactive models, one is a demo office area while the other is a demo home area, and 6

panels for display in the school for at most one week. The size of the models is 116cm (L) × 116cm

(W) × 82cm (H) each. The weight of the model is around 70 - 80 kg each. The size of panels is

approximately 841 mm (W) × 1189 mm (L) each with stand. The IAQIC will be responsible for all

the transportation arrangements of the models and the panels. Representative(s) from the IAQIC will

demonstrate to teachers how to use these interactive models for understanding about IAQ.

Joyful Fruit Month 2014/15

Aims/Objectives

All schools are invited to conduct structured activities to promote healthy fruit eating in

a cheerful learning atmosphere. The month April in 2015 has been designated as the ‘Joyful Fruit

Month’. The slogan of the year is ‘Enjoy Fruit ‧Enjoy the Variety’.

Details

2. The project is co-organised by the Education Bureau, the Department of Health (DH), the

Committee on Home-School Co-operation and other organisations with support from the Federations

of Parent-Teacher Associations in all districts.

3. Participating schools could organise related activities in a flexible way. Pre-primary

institutions may consider organising ‘Fruit Diary Card Award Scheme’, ‘Vote for My Favourite Fruit’

or colouring activities. Primary and special schools may consider organising ‘Joyful Fruit Month

Billboard Competition’, ‘DIY Artcraft Activity’, ‘English Crossword Puzzles’ or ‘Fruit Origami

Game’. Secondary school students may organise school-based activities/ projects under teachers’

guidance with a view to increasing the total fruit consumption of the school community.

4. The DH will provide relevant health education promotional materials such as the publicity

banner, posters, pamphlets, teaching resources for the above mentioned activities as well as

web-based resources to participating schools. To support the project, schools may choose to organise

and design fruit promoting activities according to their school-based needs. The DH will

acknowledge all participating and supporting schools on its ‘Joyful Fruit Month’ website.

School Support Partners (Seconded Teacher) Scheme under the

School-based Professional Support Programmes (2014/15):

“Self-directed Life-wide Learning: Students as Learning Experience Designers” Project

Aims / Objectives

The purpose of this Annex is to invite secondary schools (excluding special schools) to participate

in the captioned project in the school year 2014/15.

Details

2. The School Support Partners (Seconded Teacher) Scheme under the School-based Professional

Support Programmes (2014/15): “Self-directed Life-wide Learning: Students as Learning Experience

Designers” Project (The “Scheme”) aims to support teachers to acquire the skills in facilitating students to

serve as learning designers of Life-wide Learning (LWL) activities and/or Other Learning Experiences

(OLE). Seconded teachers will be deployed to provide school-based support services to assist schools in

developing ‘Student-LED’ LWL and/or OLE activities to promote self-directed learning.

3. Teachers in schools receiving the support are expected to work together with the seconded

teachers and disseminate their experiences and knowledge gained in the year to their colleagues in order to

cultivate the ‘Student-LED culture’ in the school. In parallel, students involved are expected to share their

learning experiences with their schoolmates. Schools to be supported will be invited to share their

experiences with other schools in order to further disseminate the knowledge and good practices.

4. The duration of the support service lasts for this school year (2014/15).

5. To familiarise school heads and teachers with the “Scheme”, a Briefing Session will be organised

for schools. Details are as follows:

Section by 26 September 2014 (Friday). There will be no further notification of acceptance.

Drama in Pre-primary Education: Funful Learning Project

Aims/ Objectives

This is to invite kindergartens to participate in the captioned project.

Details

2. This project, organised by the Hong Kong Repertory Theatre and supported by the Education

Bureau and the Home Affairs Bureau, aims to provide kindergarten teachers with training programmes

on drama so as to enhance their knowledge of and skills in applying drama in learning and teaching, as

well as help them acquire a more comprehensive understanding about the art of drama.

3. The above-mentioned training programmes are free of charge and consist of eight sessions

lasting for two months. They will be conducted in different districts and a different time slots. For details,

“Ode to Joy” – Youth Music Education Programme

Aims/ Objectives

This is to invite primary and secondary schools to participate in the captioned event.

Details

2. This event, co-organised by the Hong Kong Federation of Youth Groups, Opera Hong Kong and

Radio Television Hong Kong with the major sponsorship from the Hong Kong Jockey Club Charities

Trust, strategic partnership with Lee Hysan Foundation, venue sponsorship from the Leisure and

Cultural Services Department and supported by the Education Bureau, aims to provide teachers and

students on choral training so as to enhance their knowledge of and skills in choral singing, as well as

help them stage a multi-media grand finale performance “Ode to Joy” at the Hong Kong Coliseum.

3. The above-mentioned event is free of charge and consists of a briefing session, a training lesson,

rehearsals and performance. For details, please refer to the website of the Hong Kong Federation of

Annex 12

A Journey on Learning the Arts for Senior Secondary Students

Aims/ Objectives

This is to invite secondary schools to participate in the captioned scheme.

Background

2. Aesthetic Development is an essential component of the Other Learning Experiences in the

senior secondary curriculum. Throughout the three years of senior secondary education, every

student is provided with learning time for Aesthetic Development. In addition to the learning during

lessons, schools should also encourage students to appreciate the arts in authentic context outside the

classroom environment.

Details

3. The scheme, organised by the Education Bureau with support of the Leisure and Cultural

Services Department and different arts groups, aims to encourage senior secondary students to

participate in and appreciate arts programmes for nurturing their aesthetic sensitivity, creativity, arts

appraising skills as well as life-long interest in the arts.

4. Relevant programmes will be arranged between October 2014 and February 2015. In

addition to exhibitions and performances, some programmes also include guided tours or talks.

Details of these programmes (Chinese version only) are at Appendix 12a.

5. The scheme is targeted at full-time S4 to S6 students in the 2014/15 school year. Owing to

limited places, each participating school can be allocated at most ONE programme from Group A and

TWO programmes from Group B, and the maximum number of places allocated in each group is 30

and 160 respectively. A limited number of places will also be provided for teachers. Application

from each school will be processed on a first come, first served basis and according to its priority of

choices. To strengthen the effectiveness of learning and teaching, teachers should also attend the

programmes and arrange related learning and teaching activities for their students.

6. As students will attend programmes conducted at venues outside school after school hours or

during evenings, participating students should seek their parents’ consent before joining the

programmes.

7. All tickets of the programmes are funded by public money. Schools must help ensure that

the participating students and teachers attend the programmes as scheduled. If, prior to the

commencement of a specified programme, the school management knows that the students concerned

will not be able to attend, special arrangements should be made for other students to fill the places.

If there is wasting of tickets owing to participants’ non-attendance without reasonable explanations,

the schools concerned may need to pay for the fees of the tickets, while this will also affect the

schools’ future applications for joining this Scheme. Tickets allocated to schools are solely for use

by the students and teachers concerned, and are not transferable to other parties in any cases.

8. Schools interested in this scheme should complete the application form at Appendix 12b

(Chinese version only) and return it on or before 17 September 2014 (Wednesday) by fax to the Arts

Education Section of EDB (fax no.: 2336 8510). EDB will contact schools about the results by fax

within 2 weeks after the application deadline.
