Texas Education Code, Chapter 28Texas school districts are required to provide instruction in the essential knowledge and skills (TEKS) at appropriate grade levels.

What are TEKS?Texas Essential Knowledge and Skills (TEKS) - the state standards for Texas public schools specify the curriculum requirements for every grade level/course from kindergarten to grade 12.

Katy ISD PolicyThe Board defines curriculum as the knowledge, skills, attitudes, and the processes to be taught and learned at the appropriate levels/areas or courses in the District schools. EG (LOCAL)

The District has a standards-based curriculum that is aligned to the Texas Essential Knowledge and Skills (TEKS), state assessments, and other assessments*. EH (LOCAL)

Why is Math Taught Differently?

“The desire to achieve educational excellence is the driving force behind the Texas essential knowledge and skills for mathematics, guided by the college and career readiness standards. By embedding statistics, probability, and finance, while focusing on computational thinking, mathematical fluency, and solid understanding, Texas will lead the way in mathematics education and prepare all Texas students for the challenges they will face in the 21st century.”

Letter from SBOE • ...the TEKS from the 1998-99 standards were not used as the beginning

document for this major revision.

• The terminology and expectations are so different that teachers, students, and parents cannot just rely on what they were taught or learned previously. Students must learn required process standards to develop a strong understanding of numbers and number sense.

• The percent of new content for each grade level ranges from 26% for 4th grade to as high as 55% in 6th grade.

What is Common Core?The Common Core is a set of high-quality academic standards in mathematics and English language arts/literacy (ELA). These learning goals outline what a student should know and be able to do at the end of each grade.www.corestandards.org

In 2009, 48 states committed to developing these standards. Texas was not one of the 48 states.

House Bill 462 – 83rd Texas LegislatureProhibits:• the State Board of Education (SBOE) from adopting Common

Core State Standards;• school districts from using Common Core State Standards to

meet the requirements to provide instruction in the Texas Essential Knowledge and Skills (TEKS);

• a school district or open enrollment charter school from being required to offer the Common Core; and

• the Texas Education Agency from adopting or developing assessments based on Common Core State Standards.

Legislative Intent/Legal Opinion on Use of Common Core Resources

The Legislature was aware of the frequent overlap between the TEKS and the Common Core Standards, as evidenced by the bill author’s explanation that it was not his intent “to prevent the use of materials where the two standards may overlap.”

Conclusion• The State determines the Texas Essential Knowledge

and Skills (TEKS).• The Katy ISD curriculum is based on the TEKS, not

the Common Core.• The new math TEKS are very different.• There is overlap between the TEKS and the

Common Core standards.• Some instructional materials reference the Common

Core because there is overlap in content.
