SYNOPSIS
Dr. Heba Hassan received her B.Sc. and M.Sc. with Distinction, First Honours degree from Electrical Power
Engineering Department, Faculty of Engineering, Cairo University, Egypt, in 1995 and 1999, respectively.
She obtained her Ph.D. degree in Electrical Engineering from School of Engineering, Ulster University,
United Kingdom, in 2004. Thereafter, she was selected to present her Ph.D. work at the House of
Commons, Parliament House, Westminster, London, United Kingdom in 2004. Dr. Hassan was an
Academic Visitor at the Imperial College, London, United Kingdom (1998) and a Teaching and Research
Assistant at Ulster University, United Kingdom (2001-2005).
Dr. Hassan has been a full-time academic staff member (1995-present) in Electrical Power Engineering
Department, Faculty of Engineering, Cairo University. She started her service in the department as an
Instructor (Demonstrator) in 1995 and she is currently an Associate Professor.
During 2005-2008, she worked for the Supreme Council of Universities in Egypt as a quality assurance
auditor for the Quality Assurance and Accreditation Project (QAAP) and as a certified academic trainer
who conducted many training programs to academic staff under the umbrella of Faculty, Staff and
Leadership Development Project (FLDP). She also worked as a consultant for the Ministry of Higher
Education Enhancement Projects (HEEP) which were financed by the International Bank for
Reconstruction and Development (IBRD) under the Supreme Council of Universities in Egypt. These
projects included HEEPF, FLDP and QAAP. In 2008, she worked for National Authority for Quality
Assurance and Accreditation of Education (NAQAAE) as a consultant.
During 2006-2008, she was responsible for, and succeeded in, preparing the program specifications and
self-study report of the Electrical Power Engineering Department, Cairo University, for the QAAP. This
achievement was rewarded by the Chairman of the department and recognised by the Faculty of
Engineering, Cairo University in 2008. She also worked in the Control Room of the Postgraduate Exams for
two consecutive academic years in the Faculty of Engineering, Cairo University.
During 2005-2008, she was teaching on part-time basis in a number of private universities in Cairo such as
Modern Science and Art (MSA) University, Akhbar El Yom Academy, International Academy for
Engineering and Media Science (IAEMS) and Higher Technological Institute (HTI).
During 2008-2015, Dr. Hassan worked for Dhofar University, Salalah, Sultanate of Oman, where she was
promoted to hold several senior leadership positions. She was the Dean of College of Engineering, Dhofar
University. She was also the Assistant Dean and the Chairperson of four engineering departments in the
College (CHE, ECE, MME and GDIA). She established and chaired the first Quality Assurance Unit at the
College level, Dhofar University. She also served at the Vice Chancellor's Office in the Quality Assurance
Unit of the University while preparing for the institutional accreditation of Dhofar University by Oman
Academic Accreditation Authority (OAAA).
In June 2014, Dr. Hassan to joined OAAA’s Register of External Reviewers for a renewable period of three
years. In 2015, she was approved as a peer reviewer to The Research of Oman (TRC) and she received
research incentive awards from Dhofar University for papers which were published in internationally
recognised and indexed journals.
In October 2015, Dr. Hassan joined OAAA as a Senior Quality Assurance Expert to work on the
development of the Omani higher education sector through institutional and program accreditation

processes. She was the Review Director of OAAA quality assurance and accreditation activities for a
number of public and private Higher Education Institutions (HEIs) in the Sultanate of Oman. She was the
first Review Director to publish the institutional accreditation results of an HEI in the Sultanate of Oman
in March 2017. Furthermore, she was the Review Director of the first HEI to be fully accredited by OAAA
in the Sultanate of Oman in December 2017. Dr. Hassan was also the Review Director of the Quality Audit
of Sultan Qaboos Naval Academy, whose visit was in April 2018.
During 2013-present, Dr. Hassan has always been selected by reputable universities in India to serve as a
Ph.D. External Examiner for Ph.D. students in electrical power system engineering. She has been annually
invited by a number of Indian universities to be the Guest of Honour and Keynote Speaker in several
international engineering and higher education conferences between 2013 and 2017.
During 2014-present, based on Royal Decrees, Dr. Hassan has been assigned by the Omani Ministry of
Higher Education as an External Reviewer of new academic programs which are submitted by universities
for licensing by the ministry.
She has been assigned by Qatar National Research Foundation (QNRF) as an External Reviewer to evaluate
research proposals submitted for funding in the field of electrical power engineering since 2014 till
present.
Dr. Hassan is a Senior Member of the Institute of Electrical and Electronics Engineers – United States
(SMIEEE), a Member of the Institute of Engineering and Technology – United Kingdom (MIET), an Associate
Fellow of the Higher Education Academy – United Kingdom (AFHEA), which is a life-time membership, and
a Certified Associate Academic Trainer by the International Board of Certified Trainers (IBCT) who
conducted many training programs for academic staff on effective teaching and assessment in Egypt.
She is the Chief Editor of two international referred journals; ‘International Journal of Innovations in
Electrical Power Systems’ (IJEIPS) and ‘Asian Journal of Electrical Sciences’ (AJES). She is also serving as an
Associate Editor, an Editorial Board Member and a Reviewer for many international journals and
conferences in power engineering and quality assurance of higher education. She has always been a
member of IEEE societies such as Power and Energy Society (PES) and Women in Engineering (WIE) for
around 15 years.

4) COMMUNITY SERVICES
4.1. University Administrative Duties and Committees
Cairo University (2005-2008): Dr. Hassan was responsible for one of the most crucial projects
sponsored by the Supreme Council of Universities and Ministry of Higher Education in Egypt
which is ‘Quality Assurance and Accreditation Project’ (QAAP). She represented Electrical Power
Engineering and Machines Department in the Quality Assurance Unit at the Faculty’s level. She
succeeded in preparing and submitting program specifications and a self-study report for the
department in January 2008. This achievement was highly recognised by the Faculty. That is in
addition to her work with HEEPF, FLDP, FLDC, QAAP and NAQAAE.
Cairo University (2005-2006 and 2006-2007): Worked in the Control Room of the Postgraduate
Exams held by various engineering departments in the Faculty of Engineering, Cairo University.
Dr. Hassan was appointed as the Dean of the College of Engineering, Dhofar University during
June 2013 – September 2014 and other periods since 2009.
She was the Assistant Dean of the College in 2012-2013 and an academic member of the Quality
Assurance Unit at the university level, Vice Chancellor's Office, Dhofar University.
She was also the Chairperson of the Quality Assurance Unit of College of Engineering and ECE,
CHE, GDIA and MME engineering departments for considerable periods of time.

1. 2004-Present: Reviewer of hundreds of research papers in international journals, proceedings,
transactions and conferences in electrical engineering and quality of higher education, in addition
to the membership in editorial boards and organising steering committees of several
international journals and conferences in these fields.

of Ministers in Egypt.

17. 2001-2004: The Ph.D. degree obtained from Ulster University was initially financed in

1. January and March 2015: Received two Research Incentive Awards from Dhofar University for
publishing two research journal papers indexed in Scopus.
2. October 2008: Awarded a one-year research grant for 1,000 Omani Rials from the University
Research Board (URB), Dhofar University to finance Dr. Hassan's submitted research project
entitled ‘Recent Advances in Flexible AC Transmission Systems (FACTS)’. The project resulted in
a number of publications.
3. 2010 and 2011: Awarded two grants to attend international IEEE conferences in UAE and Croatia
to present research papers.
4. November 2009: Participated in preparing and submitting a project proposal to The Research
Council (TRC) in the Sultanate of Oman entitled ‘Impacts of socioeconomic conditions in setting
priorities for GHG technology needs assessment’.
5. Years 2001-2004: granted a full scholarship from Ulster University towards Ph.D. tuition fees and
bursary in which Dr. Hassan was regarded as an EU/Home student.
