California Department of Mental Health, Agreement Number 08-78016-000, $1,500,000 Objectives: The goal of this project is to evaluate the implementation and impacts of the Mental Health Service Act of California enacted in November 2004. The MHSA places a 1% tax on adjusted gross annual incomes over one million dollars and earmarks the tax monies to transform county- and city-operated mental health authorities into more consumer-driven, culturally competent, recovery-oriented systems.

11. “Academic Review of the Early and Periodic Screening, Diagnosis and Treatment Program (EPSDT) Forecasting Methodology”, January 20, 2008 –April 20, 2008. Timothy Brown (PI), Jangho Yoon (Co-I), Tim A Bruckner (Co-I) California Department of Mental Health, Agreement Number 07-77379-000 Objectives: This project evaluated forecasting methodologies used by the California Department of Mental Health to forecast expected future costs for the EPDST program. Results of the evaluation produced various forecasting methodologies that would significantly improve the accuracy of forecasting future EPSDT costs.
