2019 Visiting Scholar, Matheus Polly. As part of the Global Health Engagement Project,
arranged and funded Dr. Matheus Polly to spend November, 2019 at Penn State Health as
a visiting scholar, leading to two presentations and a collaborative research effort
evaluating primary care data from the Amazonas region.

2019 Mission Leader, Operation Brazilian Riverine Medicine
Led 4 US physicians on joint U.S.-Brazilian mission providing health care to Amazon
riverine population aboard the Brazilian Navy hospital ship NAsH Carlos Chagas.
Successfully tested novel humanitarian mission capacity building through training point
of care ultrasound and asynchronous telemedicine using commercial social media
application in remote settings.

2017 Family Medicine Liaison, Operation Brazilian Riverine Medicine
Coordinated primary care of Amazon riverine population with team of U.S. and Brazilian
physicians aboard the Brazilian Navy hospital ship NAsH Soares de Meirelles for month-
long mission. Established foundation for ongoing bilateral provision of care, research and
knowledge exchange.
2016 – 2017 Medical Officer in Charge, Operation Continuing Promise 2017
Led a joint 80-person multinational team on this medical humanitarian mission to Central
and South America. Successfully integrated U.S., host nation, and non-governmental
organization providers to build host nation capacity, deliver 23,601 patient encounters,
and coordinate medical donations worth $2,255,511. Conducted pre-deployment site
surveys, developed relationships with the host nation, acquired, reviewed and approved
credentialing for all medical personnel, supervised validation of all medical, surgical and
dental Authorized Medical Allowance Lists. Reported directly to the Commodore,
Destroyer Squadron Four Zero. This mission was the first of its type to:
- place an entire treatment facility ashore from a seaborne platform that has no
organic medical capability.
- utilize specially trained corpsmen to provide direct patient care.
- utilize the WEBMAARS planning, assessments and accountability tools.
From planning through execution was integrally involved in making this mission
successful and creating the future doctrine of the United States Navy’s new approach to
seaborne medical support of Humanitarian and Disaster Relief in the Western
Hemisphere.

2014 – 2015 Medical Home Port Champion
Integrated changes across all primary care departments to maximize outpatient efficiency
yielding increased patient access and decreased emergency department utilization. Led
our military treatment facility (MTF) to become a recognized leader in RelayHealth,

HEDIS and access to care. RelayHealth initiative was adopted by Navy Medicine West
for implementation across the region. PCM continuity increased from 49% to 72% across
the MTF. HEDIS reached #1 Navy-wide and consistently ranked top ten Navy-wide.

Facilitated Memorandum of Understanding with USUHS allowing medical and nursing
students to complete clinical rotations at Naval Hospital Okinawa, and assisted staff
members in obtaining professorships through USUHS medical and nursing schools.

cognitive behavioral therapy for opioid-treated chronic low back pain
Goal: To compare the effectiveness of mindfulness meditation and cognitive behavioral therapy
in improving patient-reported outcomes in opioid-treated chronic low back pain through a
randomized controlled trial, conducted at three sites: Wisconsin (PI: Zgierska, University of
Wisconsin), Massachusetts (site PI: Edwards, Harvard University), Utah (site PI: Garland,
University of Utah).

Family Medicine Length of Training Pilot Project
Goal: To examine whether extending the length of family medicine residency programs from 3
to 4 years impacts the quality of education and performance of graduates. My role in this project
was to write the Accreditation Council for Graduate Medical Education application for four year
family medicine slots at five US Navy Family Medicine Residency Programs (approved, 2012.)
Later as Faculty at Naval Hospital Jacksonville I was a site AI for the project, and mentored the
four-year residents in developing their curriculum (2015-2019).

Women’s IschemiA TRial to Reduce Events In Non-ObstRuctive CAD (WARRIOR) (Clinical
Trials.gov identifier NCT03417388.)
Goal: To determine whether medication treatment to address risk factors and vascular function in
women experiencing cardiac symptoms with no flow obstruction would reduce incidence of
outcomes such as death, heart attack or stroke. My role was to establish Naval Hospital
Jacksonville as a trial site. I was involved between 2018-2019, and coordinated development of
the site including local IRB approval, methodology to find patients through the military
electronic health record, approval to use Family Medicine clinic spaces and identify participating
clinicians to oversee out site’s participation in this University of Florida project.
