Hospitals and 6 AIIMS. The project has been adopted by 142 Hospitals across India till date.

abroad for people to people contact in Peru, Cuba, Lao PDR, Cambodia, Vietnam, Japan, China,

Malaysia, Thailand, Singapore, South Africa. The Festivals of India abroad in 5 cities of China

and 22 cities of Japan were held after a gap of 30 years. The Buddha Mahotsava was conducted

in South East Asian Countries of Lao PDR, Vietnam, Cambodia. The Cricket Exhibition was

conceived and presented at South Africa. The Buddha Exhibition of Sculptures presented at

Japan.

I. Long and distinguished tenure as Joint Secretary Exports. A leadership role in increasing

textiles exports from USD 18 billion to USD 40 billion in 41 months period. Head/ Member of

Indian Delegation from Ministry of Textiles to USA (5), Australia (2), Japan (3), Turkey,

Uzbekistan, Egypt, Chad, Ethiopia, Kenya, Malaysia, Bangladesh (5), Sri Lanka (2), Israel (2),

Iran (2), Mauritius, European Union Brussels (2), China, Argentina. Significant engagements

with United States Departments of Labor, USTR and US Department of Commerce.

Contributed to enhanced bilateral engagement in Textiles Sector with European Union, Sri

Lanka, Israel, Uzbekistan, Japan, Iran, Romania and Australia.

II. Administered India’s Cotton Policy for a period of 41 months. Acted as the Secretariat for 37

meetings of the Group of Ministers on India’s Cotton Policy chaired by Finance Minister.

India’s nominee to the International Cotton Advisory Committee Washington DC for the

Plenary Meetings for 3 years. Formulation of National Fiber Policy, Cotton Statistics

Notification, and member of the Expert Committee on National Textiles Policy. Contributed to

IV. As Advisor to Executive Director International Monetary Fund (2003-06)

I. As Temporary Alternate Executive Director representing India on the Executive Board of IMF,

worked key IMF subjects of Structural Conditionality, Fiscal Affairs, Stand-By Arrangements,

Independent Evaluation Office, G-24 meetings, Annual Meetings of the Fund-Bank. Worked on

the HIPC debt-write off for the African Nations and the Debt Sustainability Indicators.

II. Participated as a Member of Indian delegation to several Annual Fund-Bank Meetings, Spring

Meetings of the Fund-Bank, G-24 Meetings, G-20 Meetings. Represented Indian chair in UN

Economic and Social Council.

III. Worked on key IMF program countries of Turkey, Argentina, HIPC Countries and 56 other

countries including Russian Federation, South Africa, Sub-Saharan African Countries, South

East Asia and Eastern Europe.

IV. Over 200 Gray Statements for India on the IMF Executive Board. Coordinated extensively with

the Governor and Research Department of the Reserve Bank of India and the Department of

Economic Affairs to formulate India’s positions.

V. As Private Secretary to Finance Minister and External Affairs Minister (2001-03)

I. As Private Secretary to Finance Minister coordinated the Minister’s Office work with the

Departments of Economic Affairs, Expenditure, Banking & Insurance. Also coordinated all

Parliament Work and Cabinet Papers of Finance Minister. Was associated with key reform

legislation namely the Fiscal Responsibility and Budget Management Act, The SEBI

Amendment Act and The UTI Amendment Act. Was also associated with the Kelkar Committee

recommendations on Direct Taxes and Indirect Taxes, Debt Swap Scheme for State

Governments, Constitution and Functioning of the Finance Commission

II. As Private Secretary to External Affairs Minister coordinated the work of several MEA’s

divisions, all Cabinet Papers and Parliament Work, VVIP references etc. Witnessed the External

Affairs Minister’s engagement with US Secretary of State at close quarters and the engagement

of the Heads of Government at Agra Summit between India and Pakistan in 2001. Also

witnessed and was part of EAM’s office for India’s response to the Parliament Attack of

13/12/2001 when engagement with US and all P-5 countries was at its peak.

III. Was a member of MEA delegations led by External Affairs Minister to United States, United

Kingdom, France, Spain, Germany, Russian Federation, China, Korea, Thailand, Singapore,

Nepal, Myanmar; and was a member of the Finance Minister led delegations to United States of

America, United Kingdom, France, European Union Brussels respectively.

IV. Was a member of the Prime Ministerial delegation to the Russian Federation, United Kingdom,

United States of America and United Nations General Assembly 2001.

VI. As Secretary to Government of Rajasthan (2007-10)

1. As Secretary Planning Department with additional charge of Finance (Budget), formulated the

Annual Plan, Economic Survey, and was part of Budget discussions 2007-08. International

Developmental collaborations with the World Bank and Asian Development Bank were

pursued. Formulated the Outcome Budget and Output Budgets. Headed the Department of

Evaluation and the Public-Private Partnership Cell of State Government.

2. As Secretary Department of Family Welfare and Mission Director NRHM, Rajasthan became

the best performer in High Focus States of India. A nascent NRHM program was scaled up

significantly. Also headed the World Bank sponsored Rajasthan Health Systems Project.

3. As Secretary Department of Science and Technology implemented the INSPIRE Program, the

collaboration with Vice Chancellors of Rajasthan’s Universities to promote Research Work

through Fellowship programs, Promoted Science Clubs in Schools and SATCOM projects with

ISRO. Commenced the work on formulation of Biotech Policy of Rajasthan.
